This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

MANY metals by virtue of their place of occurrence as ore, and their uses are travelers! Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

The pioneer work on pressure hydrometallurgy was conducted in Russia at the end of the nineteenth, and the beginning of the twentieth centuries, by Karl Josef Bayer (1847-1904) and Vladimir Nikolyevitch Ipatieff (1867-1952), both working independently in Saint Petersburg. Bayer was studying pressure leaching while Ipatieff was studying the precipitation of metals and their compounds by hydrogen under pressure. Gradually, industrial applications took place first in the aluminium and later in the nickel industry. Today, the technology is well established in a large number of industries, such as uranium, gold, zinc, titanium, tungsten, and more recently copper.

Reference should be made to the Index.A Brief History of Royalties1In the early days of mining in Canada, the tendency was to sell a claim for cash and to move on, using the stake to look for and stake more prospects. As prospectors became more sophisticated and Canada’s North opened up, the market for properties and the number of mining properties available increased dramatically. Speculation and the practice of consolidating several small properties into one large holding entity became common. In “hot” areas, the speculators2 could far outnumber the prospectors, many of the former having little or no prospecting expertise but lots of market and promotional savvy. However, to consolidate a number of small parcels into one large project can be expensive, and many of the parcel owners became interested in keeping a share in the project, rather than giving up everything. Speculators who were trying to consolidate small parcels wanted to minimize cash payments to parcel holders (usually they did not have much cash and preferred it flowing in their direction rather than away from them). Accordingly, non-cash transactions were developed to meet the aspirations of both owners and speculators."

"The following report is submitted, in compliance with the request made by the Honorable W. H. Sproule, Chairman of the Committee on Mines and Mining, to the Director of the United States Bureau of Mines, that the bureau investigate the most modern processes for the production of radium from its ores. A thorough search of technical publications and patent office files was made. Outstanding authorities on the subject as well as persons claiming novel or secret methods were interviewed.Unlike most other elements, it is not possible for radium to occur naturally in a pure or concentrated form. This is because radium is one of a series of unstable elements which, by a constant, spontaneous, atomic disintegration, change from one element to the next in the series. Uranium is the ""grandparent"" of radium. The rates at which radium atoms are ""born"" and ""die"" are so related that only one part of radium can exist in equilibrium with three million parts of uranium. Consequently radium is only found associated with uranium minerals, and the ratio of radium to uranium is never more than one to three million. Since uranium is a rather rare element, the scarcity of radium is almost beyond comprehension. Nevertheless minute traces of radium can be detected in nearly all rocks.The carnotite ores of Colorado and Utah were the chief source of radium for many years.In the fall of 1922 news of the very rich deposits of radium ore discovered in the Belgian Congo caused most complete cessation of domestic production. The Congo ore contains pitchblende and a number of alteration products, including the new minerals bequerelite, curite, krasolite, stasite, and dewindite. Reports indicate that a considerable amount of ore containing over 50 per cent uranium oxide has been produced. It seemed certain that radium could be extracted from the Conga ore at a much lower cost than from the relatively low-grade carnotite; and in order to preserve their elaborate marketing organizations, the larger American producers made agreements with the Belgian syndicate to market the foreign product in this country. The retail price of radium has been held at $70 per milligram, but large orders are filled as low as $50. Extraction of radium from carnotite by the usual methods does not appear to be profitable at that price with one exception, all American firms ceased production after their accumulated stocks of ore had been treated. The United States Radium Co., which continued to treat carnotite for several years, finally shut down its plant."

This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from pre-historic times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability, its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural purposes where formability, permanence, and beauty were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity.

WTHIN the next month all members of the Institute will be given an opportunity to vote for a new President, two Vice-Presidents, and five Directors. All of the candidates nominated by the official committee are well known to certain groups of the Institute membership but a brief record of their professional lives will be given here for the information of those that will vote. Not since 1927, when Everette DeGolyer guided the destinies of the Institute, has a member of the Petroleum Division been a candidate for President. John Meston Lovejoy has been a Director since 1930, and a Vice-President as well for the last year: In the three years 1932-4 lie was also chairman of the Admissions Committee. Dir. Lovejoy graduated from the Columbia School of Mines in 1911, just before lie was 22 years old, and began his professional career as a copper miner at Chuquicamata. Chile. Silver and gold mining later claimed his % attention, and it was not until 1914 that lie gut into the oil business, as geologist for the Standard Oil Co. of N. Y. This took hint to China and he later worked for the company in Wyoming. In 1917 lie joined the Army where lie rose to be captain of Field Artillery. Upon his return to the United States he went to work for the Amerada Petroleum Co., of which he later became vice-president and general manager, with headquarters in Tulsa. Since coining to New York he has been president of the Petroleum Bond & Share Cu.. and is currently president of the Seaboard Oil Co.

DIFFIDENTLY, because don'ts are rarely greeted with cheers; humbly, because I, myself, have never lined up with the irreproachables, I venture on the subject of manners for the mining camp matron. Mining camps can be divided roughly into two types-the large, opulent settlement that blooms like the rose about a strong mine in full operation; and the puny group of adobe huts, or calamina shacks, or even canvas tents flung down in the wilderness to shelter the gay pioneers of a shining prospect or the shattered survivors of a lost hope. Of the first, I know nothing; but in the second, I have spent some of my best years, and from its curious code of morals and manners, its comic hates and its unreasoning loves, its high impatience and its engulfing kindness, I have charted the narrow .and pitted path which must be trod by the woman who would success¬fully live therein.

A brief review of the silver industry is presented to set the stage for the analysis of the distribution of silver production by source from various types of mines in Canada and of the changing relationship between the total output of silver and the total output of base metals. The decline in the average grade of the Canadian mines is also discussed and a trend for the future is proposed. The report then examines in broader aspects the world primary silver production and concludes, in the section on outlook, that the effective supply in primary silver will grow at a rate significantly lower than the growth rate expected for base metals. A cumulative deficit of some 900 million ounces is projected for the period 1975-1980 and a further deficit of some 1,100 million ounces if projected for the 1980-to-1985 period.

"SKSTM oxygen bottom blowing smelting technology was developed by SKS-ENFI at SKS Smelter, Hunan in the 1990s to replace the conventional sintering process and thus to meet the high national EHS standard for lead.Since then, two major milestones have been achieved:1. Since 2002, the SKS oxygen bottom blowing smelting-blast furnace reduction has been in operation at SKS, YGL, Chizhou smelter etc. Now in China, about 50% of the lead (4.2 millions t/year) is produced using SKS process; and2. Since 2008, the blast furnace has been replaced by direct reduction of molten rich lead slag at YGJ smelter, which is more energy-efficient since no slag cooling is required. This two stage process (SKS Oxidation- Direct Reduction) is named as the YGL process.Since 2008, numerous technological innovations have been implemented in the furnace design, process control, and maintenance at YGL. The plant has been successfully demonstrated its unique excellent performances on all aspects from processing capacity, product quality, energy reduction, cost reduction and emission reduction. The purpose of this report is to update all the improvements with proven tracks.Meanwhile, a preliminary comparison on the following aspects between the YGL process and other similar technologies has been discussed:1. Plant design and operating conditions;2. Mass and heat balances, metal (Pb, Ag) recovery;3. Consumables, oxygen gun and refractory lining life;4. Energy consumption and operating costs;5. Sulfur capture and emission reduction etc.It is concluded that the modified SKSTM process is a clean SO2-free emission process. The process is characteristic of other features such as no extra fuel addition, low capital with a small foot-print design, low OPEX, high throughput, easy operation, long refractory lining life and high productivity (95%+ on line time annually). It offers an alternative cost-effective technology for lead smelting industry."

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War I1 has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

To help reduce the Nation's dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

A wide range of minerals is found within the Republic of South Africa, many of which are exploited to a greater extent than in similar deposits found elsewhere. It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. It represents the author's own Views, and not necessarily those of the Department of Mine al and Energy Affairs.

MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. THOUGH the burning of fuels extends far back into antiquity, and though fuel beds are the most common and widely distributed example of chemical actions and engineering practice, there has been little attempt to group fuel beds by types or to define the principles associated with them. This paper does not profess to cover completely the subject of fuel beds. It suggests some of the over-all principles of the two more com-mon types. No new investigational data are included, but the deduc-tions are largely based on a recent publication of the U.S. Bureau of Mines1. DEFINITION OF TYPES There are three primary types of fuel beds: (1) Underfeed, in which the fuel and the air move in the same direction; (2) overfeed, in which the fuel and the air move in opposite directions; (3) crossfeed, in .which the fuel and the air move at right angles to each other. The principle that fixes the type is the relation between directions of the flow of fuel and of air. Fig. 1 shows the three types diagrammatically. All other types are compounded of these three in a simple or more or less complex manner. It does not follow that these three type designations are limited to the methods used in representing them in Fig. 1; they may be turned in any direction, and as long as the relative directions of the fuel and air are the same the type is not changed. For example, A as shown resembles a pot-type stoker, but the air and fuel can move downward as in the so-called smokeless heating boiler furnace. Also, C can be placed hori-zontal, as in chain-grate stokers. For this reason, the terms used to designate the three types are not all that could be desired; more logical ones could be coined, but those used probably are satisfactory until the discussion of fuel-bed types becomes more common.

Reports for the calendar year 1923 that have been transmitted to the Bureau of Mines of the Department of the Interior by mine officials of the various coal-producing States show that accidents in and around the coal mines resulted in the death of 2,452 men. The output of coal during the year, as reported to the United States Geo- logical Survey, was 641,476,000 tons; hence the fatality rate per million tons was 3.82 as compared with 4.15 for 1922, a decline of about 8 per cent. The average rate for the decade ending with 1922 was 4.11. This reduction of 8 per cent in the fatal-accident rate per million tons is equivalent to the saving of 210 lives--that is, had the fatality rate of 1922 continued through 1923 the number of lives lost would have been 210 more than they actually were. Not only was there a net reduction in the fatality rate from all causes combined, but each of the main causes of coal-mine fatalities also showed a decline. Falls of roof and coal, which generally account for nearly half of all deaths in coal mines, were responsible for 1,158 fatalities in 1923, which represents a rate of 1.81 per million tons as compared with 1.90 in 1922. (See Table 2.) Haulage accidents underground usually cause about 17 per cent of all fatalities, and the reports for 1923 show that 413 deaths were due to this cause, indi- cating a rate of 0.64 per million tons, as against 0.71 for the previous year. Gas and dust explosions killed 372 men, the fatality rate being 0.58; the rate for 1922 was 0.65. Seventy-five deaths were due to electricity, for which class of accidents the fatality rate per million tons was 0.12 as compared with 0.16 the year before. Powder and other explosives caused 114 deaths, representing a rate of 0.18 as compared with 0.19 for 1922. Of the 2,452 fatal accidents during the year, 2,249 occurred under- ground, 46 in shafts, and 157 on the surface. I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

The production of oil and gas in Arkansas is confined to two distinct and widely separated regions of the state; namely: (1) South Arkansas in the Gulf coastal plain, where 49 fields-many containing two or more reservoirs or pools-yield oil, condensate and gas from beds in the Cretaceous and Jurassic, and (2) Northwest Arkansas, a part of the Arkansas Valley, where only dry gas is produced in 21 fields from sandstones of Pennsylvanian age. Exploration during the year 1945 centered largely in these two producing regions, but some of the geophysical surveys were made and wildcat drilling was done a considerable distance outside these regions.
