New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

"The evolutional process is always about solving existent problems in order to provide further achievements. But the more something evolves, the more challenges it faces towards greater evolution. Industrial automation systems in Mining have also evolved a lot in the past decades, but they now face new challenges about integration: how to integrate different locations and systems, in a way to reduce costs and increase overall mine efficiency and safety for the operation. This paper compares conventional mining process automation architectures vs. a state-of-the-art, completely integrated system using Electrical Integration based on IEC 61850 standard for Substation Automation Systems. Emphasis is placed on the benefits to manage the entire mining plant as a whole, not only looking at the production rates, but also at the energy consumption for each part of process. In addition, it is discussed how an integrated system approach unlocks safety and productivity gains such as overall process optimizations, improved operator effectiveness, increased plant availability, and reduced maintenance costs. INTRODUCTION The world is constantly changing, and evolution is a natural part of mankind history. The role of evolutional process is to solve existent problems, but usually these solutions create new issues that need to be addressed. This scenario is also applicable to the industrial environment, in which the demand for higher profitability and efficiency on their processes requires solutions with more productivity using less resource. This is not different when it comes to energy consumption: how to optimize production rates and reduce energy costs at the same time? Regarding automation systems, the trend for the industries is to focus on four main challenges: how to provide safety for personnel; how to reduce initial investment for new plants; how to connect remote and in harsh locations; and above all how to deal with the lack of integration between several systems."

The current processes that aim to purify molybdenite concentrates are not able to dissolve some copper compounds, hence limiting the processes. Typically, the copper content results are from 2 up to 4 weight percent in the last concentrate. Such values are still too high for the molybdenite concentrate to be further processed to molybdenum trioxide by roasting. In order to achieve lower levels of copper — but also avoid excessive molybdenite losses — a continuous sulfation-leaching process is investigated and applied successfully on a pilot scale. Additionally, a reactor prototype and its process parameters are proposed for a commercial plant.

Previous studies at the US Bureau of Mines (USBM) have shown that only 70% to 80% of the germanium in domestic zinc process residues can be extracted during H2S04 leaching. To increase germanium extraction, the USBM developed and researched the hypothesis that minor amounts of germanium and zinc silicate, present in zinc calcine, dissolve during the leaching stages of zinc processing, forming soluble germanium and silica gel. This silica gel then selectively adsorbs germanium from solution, rendering the germanium insoluble. Testing showed that as the amount of formed silica gel increased, the amount of insoluble germanium in the zinc residue increased. Several processing alternatives are presented for overcoming this problem.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

Production scheduling of an open-pit mine is one of the most important steps in open-pit mining. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value (NPV) and overall economic feasibility of a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. The current practice for doing is to do it by hand on the basis of trial and error analysis. In an attempt to improve the way production scheduling is currently done, a new computer based production scheduling algorithm is developed. This paper describes the fundamentals of this newly developed heuristic scheduling algorithm and its application on a gold deposit. The results coming from a case study show that the schedules based on the new method provides improved cash flows compare to a manually done production schedules.

ABSTRACT A comprehensive program of air flush core and reverse circulation drilling, trial mining and beneficiation test work was carried out in 1980-1982 to re-assess the potential of the Mitchell Plateau bauxite deposit. The results generally confirm previous work by Amax Corporation. The bauxite is a medium available alumina and reactive silica deposit which responds well to wet screen beneficiation. High grade pockets have developed locally, with the potential for refractory grade extraction. A major feasibility study of the Mitchell Plateau bauxite deposit was completed in 1983. Due to the unexpected severity of the downturn in the alumina market, development of the project has been deferred.

Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. The Bond ball mill grindability test is one of the most common metrics used in the mining industry for ore hardness measurements. The test is an important part of the Bond work index methodology for designing and measuring the efficiency of mineral grinding circuits. In spite of being called “Bond’s Law,” the work index equations are not a law of nature; but rather an empirically measured regression of a large data set collected by the Allis- Chalmers corporation in the period between 1930 and 1952. As a regression, it is valid within a specific “calibration space,” and great care is required when deviating the test procedures or observing results that are outside of that calibration space. This paper is a collected summary of other works by the Authors that describe feed sizes, product sizes, quality control checks, and other information about interpreting the test and using its results. Examples of adjustments that are sometimes required when using the test are: changing the test product (P80), and coping with a feed that is too fine to apply the “proper” feed preparation steps (such as is sometimes observed from HPGR or SAGDesign product testing). Related metrics, like the Morrell Mib value and Levin B value will be discussed, along with recommendations for their use on design projects. The intended audience is any user of laboratory work index test data.

After a good year in 1979-strong mineral demand, adequate prices for most metals, minimal labor problems-1980 was not so good. The US produced $24.8 billion worth of nonfuel minerals last year, up 3.5% from 1979, according to preliminary US Bureau of Mines figures. But the $800 million increase was the smallest annual gain since 1977 and reflected reduced auto and construction industry demand, strikes, and energy shortages. Preliminary figures for 68 minerals show that production of 42 decreased, 25 increased, and one was unchanged. Production of 11 of 21 US-produced minerals was up. Noteworthy mineral events in 1980 included a copper industry strike, increased gold and silver prices, troubles in the iron ore and uranium industries, discussion about a US nonfuels mineral policy, and corporate interest in mining companies as merger targets. Recessionary conditions experienced by the Western world in 1980 resulted in a slowdown in new mine development, evident in the relative scarcity of major new base metal projects. This could lead to short term supply/demand anomalies within the next few years which, in turn, could have a significant effect on metal prices, according to Mining Magazine (Jan. 1981). World Mining (Sept. 1980) noted that US mining strength is in open pit operations. A much lower tonnage is mined underground and is centralized in trona, uranium, lead, zinc, molybdenum, potash and, to a lesser extent, copper. The most notable increase in new underground mines has been in Wyoming's trona district where new mines are being developed and production will increase, the magazine said.

INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

During the first four decades of flotation practice, close to 200 machine designs were patented, although only about a score were ever used commercially. By the end of that period, the rigors of use had resulted in obsolescence of most pneumatic cells, with a few mechanical cells dominating the field. After World War II, newer designs began to appear but most were modifications in varying degrees of older designs with special features added. Of the dozen or so most recent developments, almost all are pneumatic, relying on compressed air instead of impellers for motive power, although in several cases pumps supplement compressors. Table 1 lists a few of the more fully documented new cells, with their significant characteristics, along with similar characteristics of a widely used mechanical cell. New designs in general are emphasizing: bubble size control; in several cases, methods for delivering feed directly to the froth; methods for introducing and dispersing air through nozzles, eductors, packed beds, or permeable walls; and variable cell volumes, relative to capacities, ranging from very small, with less than a second of retention time, to the largest, with retention times of over 20 min. An important question is the extent to which any of the newer designs are based on locating weaknesses in current mechanical cell designs and then using these as a starting point for innovations. In the present study, the key subprocesses which must take place in a cell are outlined; mechanical cells are analyzed to establish where weaknesses may exist; and then alternative subprocesses are considered which could effect improvements. COMPONENTS FOR CELL DESIGN It is assumed that mineral surface chemistry has been modified as necessary to provide optimum potential floatability. While the cell process may affect this to a degree, cell design is primarily concerned with actualizing the existing potential floatability. "Over the years, the decline of high grade ores have become an increasing problem in the global mining industry. As such, techniques and chemistries must change in order to continue to meet the market demand and quality. Reverse cationic flotation of quartz and silicates is one of the most important techniques for generating the industry standard product from minerals such as iron and phosphate ores. Amine collectors are the global standard in such processes. However, as the ore quality continues to decline so must the chemistry change to meet the change in ore composition. This paper will focus on the introduction and full scale application of a novel amine collector towards a cleaner flotation process in phosphate beneficiation with Crago process. The results suggests the collector is capable of improving the phosphate recovery, in this cleaner circuit, to approximately 94% with minimal sensitivity to the everyday changes in feed grade.INTRODUCTION The days of mining high grade minerals are long gone, but the demand continues to increase. Phosphate ore, for example, is most dominantly demanded from the agriculture industry as a fertilizer component (i.e. diammonium phosphate, DAP) (FAO, 2014). Some literature suggests that global food production must increase by approximately 70% by 2050 (Cordell, 2009). It is also suggested that the peak global phosphorus production will occur around the year 2033, which is the period at which the easily accessible reserves have been depleted. Currently, phosphorus is commonly mined with a BPL (Bone Phosphate of Lime) concentration of 12-20% and a remainder typically being gangue minerals such as silica, clays, metal oxides, calcareous minerals, and carbonaceous minerals. These gangue components can lead to various negative processing and utilization consequences. Calcium, from carbonaceous minerals, is problematic due to the elevated levels of sulfuric acid required to convert the phosphate rock to the acid form (SRI Consulting, 2009). Calcium can also lead to elevated dosages of flotation reagents due to the desire of the fatty acid to coordinate to calcium minerals. Carbonate leads to increased levels of foam during the wet acid process. Silica is associated with the level of insols (acid insolubles), which must be less than 10% in the final concentrate that will be transferred to the chemical plant for acidification. Phosphate ore can generally be classified as carbonaceous or siliceous (El-Shall, 2003). Siliceous ores are commonly processed through various sizing steps followed by multi-staged flotation (Figure 1) (FIPR, 2014 & Güven, 2010). Though the higher grade phosphate pebble is declining, many mines are still able to size good enough to produce some amount of such pebble. Unlike most metal flotation processes where grinding is a necessity for an optimal process, Florida phosphate flotation does not generally require aggressive grinding and can typically operate at 0.1-1.0 mm. The rougher flotation step applies pH modification to achieve the optimal pH of 8.8-9.3 followed by conditioning with a fatty acid type collector, which builds a hydrophobic waxy layer on the surface of the particle to assist in the flotation. This generally achieves higher than 85% recovery of a product with 50-60% BPL and 15-30% insols. Unfortunately, DAP production generally requires 3.5 tons of phosphate rock containing greater than 63% BPL to produce 1 ton of phosphoric acid (ArgusMedia, 2014). Thus, further purification is required to achieve the grade by the chemical plant for fertilizer production. After the fatty acid is scrubbed off the phosphate particles using sulfuric acid (pH 2.5-3.5), the pH is generally operationally readjusted to 6.5-7.2 by washing with “fresh” water. A second collector is applied prior to the cleaner, which is a reverse cationic flotation process. This collector is typically a cationic amine based reagent, which should have an affinity for silica containing mineral"

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

For the desulfurization of weak SO2 gas streams, Degussa developed a process using dilute H2SO4 solution containing H2O2 instead of conventional gas scrubbing with all solid absorbent medium (limestone, MgO). The process is based on fast reaction of H2O2 with SO2 yielding H2SO4 up to 70% strength, depending on off-gas tem­perature. Compared to the conventional systems with typically < 95% efficiency, independent on the raw gas SO2 concentra­tion, residual SO2 concentrations of less than 20 mg!Nm3 can be easily achieved, corresponding to nearly 100% removal. These features render the H2O2 process a very attractive, low capital cost technology to retrofit existing conventional desulfurization plants.

Researchers are exploring the use of unmanned aerial vehicles (UAV) to measure concentrations of gas emissions in situations where such measurements are otherwise extremely difficult to obtain, such as NO and NO2 (NOx) emissions from surface mine blasting. Recently, countries have imposed or are planning to impose surface blasting gas pollution regulations, which creates a need for an improved understanding of UAV-based gas measuring systems. The experiments detailed in this paper were performed to determine if airflow generated by the rotors, also known as downwash, unnaturally alters concentration measurements. Downwash turbulence could create locations of varying pressure, which could affect density-based concentrations as measured by some governing entities, including the Occupational Safety and Health Administration (OSHA).

Liberation of valuable minerals during size reduction is an important aspect of mineral processing technology. In practice, most quantitative information on liberation is based on the application of stereological theorems for the analysis of image data from two-dimensional polished sections. On this basis an estimate of the volumetric grade distribution is made. Recently, a new method based on cone-beam xray microtomography has been used for direct determination of the three-dimensional liberation spectrum of multiphase particles 100 microns in size or less. Preliminary results for a packed bed of particles indicate that high spatial resolution (approximately 15 microns) and the direct processing of raw volumetric data are two important benefits offered by this new method. Three dimensional liberation analysis by microtomography provides an excellent opportunity to overcome many of the limitations of currently used polished section techniques. For example, detailed textural information is provided. Of course microtomography provides an independent method to verify current procedures used for analysis and transformation of polished section data into an estimate of the volumetric grade distribution. More important, however, is the possibility that this method could be developed as a routine procedure for liberation analysis in the 21st century.

Loading shovels are at the heart of most surface mine production. As truck sizes have increased, shovel manufacturers have matched them with larger shovels (see table, page 343). Further increases in shovel size may be in order if trucks in the 270-t (300-st) range find acceptance at the largest surface mines. However, larger shovels are not currently the primary focus of shovel design engineers. Competition and user pressure are combining to keep their work directed toward improved shovel productivity and efficiency. Computer design technology and advanced electronics play an increasingly prominent role in this work. "Improved diagnostic capability, system monitoring, vibration analysis and above all increased user friendliness in machine control systems are being pursued by most manufacturers working in our industry today," observes Stuart R. Cotterill, director of marketing for Harnischfeger Corp. The use of computer-aided design (CAD) systems in shovel design has been in place for many years. However, recent advances in computer capability and improved software programs and graphics are making computers even more useful.

"More than 800 million tons of material will be excavated during large underground projects such as tunnels, undergrounds and power plants by 2030 in Europe only. The raw material excavated is often classified as waste, which involves environmental impact and transport issues: landfill areas, CO2 emissions and noise. But how can such massive amounts of material be transported, processed and deposited? Using the example of the AlpTransit Ceneri Base Tunnel (15.4 km), we show that suitable excavated materials can be used sustainably as a primary resource for tunnel concrete. This requires careful planning of the installations and storage areas by the client, timely building of the processing plants and other handling facilities outside the tunnel and a continuous evaluation of the raw material quality. 1. INTRODUCTION Spoil management is a central element of large construction projects. The systematic reuse of suitable excavated material not only saves natural resources, reduces transport distances and landfill volume, but can also decrease overall construction costs. Ideally, all of the concrete needed for tunnel lining can be produced with this on-site material. Such a natural resource management concept was applied for the construction of the new Gotthard Base Tunnel (L = 57 km). Spoil management concepts are, how-ever, difficult to implement and call for innovative techniques, sophisticated logistics and organization. In the context of large projects, environmentally friendly transport, processing and storage of millions of tons of excavated loose material represent another logistics challenge (Simmen & Lieb, 2010). This paper shows key factors that led to the successful completion of spoil management at the Ceneri Base Tunnel, which constitutes a part of the AlpTransit Gotthard Project (Figure 1)."

The necessity for mineral extraction and its impact on man and the natural environment is a subject of increasing concern to Americans. Rising living standards and new demands for energy require increased mineral extraction, whereas the "new environmentalism" and concern over social well-being warn of the dangers to both the environment and the social system. This dilemma can only be solved by a complete understanding and analysis of all the factors relevant to human welfare which include environmental considerations, economic implications, and the social and psychological dimensions. A decision-making framework is therefore necessary which will encompass all relevant views of the problem.
