During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

INTRODUCTION The majority of ground water flow models have been developed for large computer systems. Most of these operate under a batch mode of operation, that is, the data are input with a deck of punched cards. The advent of micro- and minicomputers over the last few years opens the possibility of adapting many of these large flow programs to the smaller computers. In general, this adaptation will require more computer time to run the program, but in many cases if the small computer is in-house, the overall cost may be less than that required for a large computer. There are also a number of peripheral devices that can be used to make the data input much easier. As an example, the use of a digitizer with a finite element or finite difference mesh reduces the data input time considerably; the use of a graphics terminal for display of the mesh immediately after it is developed shows immediately whether there are errors in the location of node points. DEVELOPMENT OF AN INTERACTIVE SYSTEM The finite element program, UNSAT2, has been used over the past several years by the authors for several ground water flow problems (Bloomsburg, 1977; Bloomsburg and Wells, 1978; Zahl and Bloomsburg, 1980). In the past these programs have been run on an IBM 370/ 145 computer under the batch mode of operation. One difficulty that has been encountered has been in determining the length of time step that must be specified for operation of the program. The problem is that if the time steps are too large, the program becomes un- stable and operation ceases. If this happens in the middle of the problem, the only alternative is to reduce the length of time step and repeat the entire run. This problem has been alleviated in other pro- grams by using a subroutine that determines the time step automatically. If the solution becomes unstable, the time step is reduced automatically and that portion of the solution is repeated. With an interactive system this can be done by storing the output pressures and restarting the program with the new output pressures. Under the batch mode of operation, there is an option in UNSAT2 that allows restarting of the program from the last point of solution, but this must be specified when originally starting the program. The interactive computer system that we use currently consists of a PDP 1 1 /23 with hard disk drive, CRT terminal, plotter, graphics terminal, digitizer, and printer. The computer has 256 K bytes of core storage and the hard disk drive will accept a 5.2 M byte disk. To run a large program on a computer such as this, some overlaying must occur; that is, subroutines are stored on disk and put into core storage only when they are actually needed for running the program. UNSAT2 required very few changes to run on this computer but some changes were necessary to take advantage of the interactive capabilities of the system. One of these changes consists of the development of a program called DBUILD to build the data file for running the program. This program calls for each piece of data by prompt statement and gives instructions for using the digitizer. The data are then entered in completely unformated form. The node points must be entered in order and the coordinates are determined automatically by the digitizer. The pressure readings or initial conditions on each node point are entered through the terminal. All element information also is entered through the terminal. After DBUILD is run the mesh may be displayed immediately on the graphics scope whereupon any error in node point

The removal of metals from an acid mine drainage (Leviathan Mine, Alpine County, California) water by precipitate flotation was investigated. The Leviathan waters vary from about pH 4.0 to pH <2.0and contain from about 2,000 to about 12,000 ppm SO42-.The main multivalent metals present in solution are Fe, Ca, Mg, Al and Mn. Both Cu and Co are present in small amounts. The pH was adjusted with lime. The collector used was either sodium oleate or tall oil. The sodium oleate was used as a function of pH to establish optimum flotation conditions and the tall oil was used only at the optimum pH. Dow Froth 250 was used as a frother. In some test additional Cu was added to the system. Excellent recovery of Fe and Cu were achieved at optimum pH. The process achieves results comparable to precipitation and filtration without as much problems with screens blinding because of less material to filter.

Introduction This is an exciting day. It isn&apos;t often that you can find the best minds in a particular business gathered together in one place. But that is what we have here. You are the best and the brightest people there are in the business of gold mining. What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn&apos;t anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway&apos;s complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson&apos;s Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson&apos;s Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. Continuous miners (CM) are the most popular underground mining machinery in soft rock mining, playing a dominant role in the production of minerals ranging from coal to evaporites while finding increasing use in salt and potash mines. Along with the ongoing technological advancements in the mining industry and the underground equipment, new generation of CMs offer several new features that are designed to enhance their operational capabilities and production rate. In addition to new bits and bit holders, one of the areas of improvement is the cutterhead design through computer modeling and simulation based on the full scale cutting tests. This paper discusses the state-of the-art CM technology and development of the computer models for design analysis and performance estimation of CMs. The general approach used in the modeling, along with the results of field trials for several projects will be presented.

The regulatory landscape has changed considerably since the first passage of Oklahoma&apos;s land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers&apos; concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers&apos; ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers&apos; projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers&apos; use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. Fullers earth has been mined since about 1920 in southwest Georgia and the adjoining area of Florida. In 1935, the mineral was named "attapulgite" after the source of a sample near the town of Attapulgus, Decatur County, Georgia. Mining and processing of the clay was described in a 1930 publication1 at a time when petroleum refiners were the major users. In the years since then, the uses and users of attapulgite have multiplied, and both mining methods and processing methods have been changed to optimize the clay for the new uses. A comprehensive review of the properties and applications of attapulgite 2 has been published. Only a brief review will be given here to explain the properties being sought and to show how these properties are optimized by mining and processing practices.

Superior ventures selection and the subsequent management of their development and production are crucial in the competitive environment of the upstream minerals and energy industry. An important element of this chain is the management of uncertainty and risk dynamics. In the world of faster and more complicated technological and environmental changes, international competition and commodity market dynamics, thorough and sophisticated valuation must be carried out to establish a venture&apos;s value and return on investment. Thus, managers and investors must use methods that respond to market dynamics, investment and feasibility study options and provide relevant information for strategic investment decisions. Conventional methods have no built-in procedures to help investors analyse these options. Modern financial methods based on the dynamic arbitrage theory overcome these and other limitations of conventional methods. In this study, dynamic arbitrage theory has been used to formulate 3D parabolic differential equations that govern the stochastic processes of a copper mining venture with ongoing feasibility studies. The alternate direction implicit algorithm is used to solve the numerical approximations of the differential equations and their boundary conditions. Phase dynamics of the venture have been analysed to provide investors the appropriate timing for strategic investment decisions. The study also shows the amount and value of appropriate feasibility studies required to maximize the value of the mining venture.

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

I have been asked to give you the National Coal Association&apos;s (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970&apos;s occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal&apos;s future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980&apos;s. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. Procedure for approval by the U. S. Army Corps of Engineers of a new source of aggregate is in three phases. Phase 1 consists of an investigation of a quarry or proposed quarry by district geologist and laboratory geologist and/or petrographer. The quarry face or suitable outcrop is logged in detail or, if exposures are poor, cores may be taken to determine whether further investigations are warranted. Phase 2 consists of thorough laboratory testing. Cores and crushed material are subjected to a number of acceptance and quality tests for soundness, absorption, abrasion, reactivity, and other properties. Petrographic analysis is also made. Phase 3 is a physical and economic study of the site and involves determining quantity of stone avail- available, amount-and character of overburden, condition of haul roads and distance to rail shipping point, plant flow sheets and capacity, aggregate sizes produced, and approximate price of material at plant.

Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alternative: the fully optimized use of the facility&apos;s present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements in the mine or plant necessary to support new technology will be equally effective when implemented for the facility&apos;s present operators. Firms that optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

"Many underground mines use cemented backfill to mitigate environmental effects associated with tailings disposal. The large energy needs associated with mine backfilling and cement production operations create significant CO2 and Greenhouse Gas Emissions. This paper introduces post-consumer glass as an alternate, equally effective and lower cost binder agent strategy for cement in backfill that may be implemented to assist in reducing solid waste production, lowering energy costs, and restricting Greenhouse Gas Emissions. Extensive engineering testing, consisting of pipe flow loop tests and strength tests, has been implemented in order to demonstrate the technical feasibility of process integration within industry. An economic analysis has demonstrated that glass is competitive in cost relative to cement and a socioeconomic study has further indicated that the utilization of glass in mine backfill would create a new market for waste glass that requires less processing and reduces costs."
