Environmental regulations have become a decisive factor for many minerals industry operations. Managers face new liabilities as a result of environmental laws, and restrictive permitting requirements for new projects make mine development an increasingly difficult proposition. An abundance of federal, state and local environmental laws and regulations already confront on-going minerals operations, and complex new legislation and rule-making is always in progress. Acronyms and initials like RCRA, CERCLA, SARA and EIS become as familiar as reserves, tons, grades and recoveries. The growth of such regulation has created a new category of professional employees - environmental scientists and engineers-whose presence will influence minerals production activity from now on. The disciplines of environmental science and engineering are still being defined. While these definitions are being worked out, companies in the minerals industry have responded by hiring people with professional experience in existing disciplines and training them to their special needs. An environmental consulting industry of substantial proportions has developed to offer expertise where producing companies may not find it economic to hire full-time professionals. The mining schools have responded by introducing environmental course work, but these programs have yet to supply a significant number of environmental professionals to the minerals industry. To gain some perspective on where minerals producers now stand in their hiring of environmental professionals, ME recently surveyed 20 companies, with questions about how they go about the business of managing environmental compliance. Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.

The Peruvian mining industry has seen an explosion of foreign investment since President Albert? Fujimori's government was first elected in 1990. Since then, Peru has taken some large steps toward recovery, making it the envy of most other developing countries. A measure of political stability was gained in 1992 when Shining Path leader Abimael Guzman was captured. In addition, the country has taken on a huge privatization program, rewritten its foreign investment laws and has reined in its annual inflation rate from 1,700% in 1990 to about 8% by late 1997. Small wonder then that attendance at the XXIII Peruvian Institute of Mining Engineers conference reached a record level, many of whom are employed by some of the world's largest mining companies. About 2,700 mining industry professionals from all over the world attended the week-long event, held in late September in Arequipa. That was an increase from 1995s 1,600 attendees, that meeting also held in Arequipa.

The U.S. Bureau of Mines examined bleederless ventilation practices to evaluate their use as a spontaneous combustion control measure in U. S. coal mines. Results indicate that restricting airflow into mined-out areas (bleederless ventilation) is recognized worldwide as a spontaneous combustion control measure. However, ventilation practices commonly used to limit airflow to mined-out areas are not easily applicable to United States mining conditions, systems, experience and regulations. The types of bleederless ventilation systems used throughout the world and the spontaneous combustion risks associated with these systems are discussed. Primary design considerations for bleederless ventilation consist of the interaction of ventilation practices, methane drainage, ground control, seal construction and mine monitoring. Technological improvements needed for U.S. application of bleededess ventilation are also discussed.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. Mining is a very important economical activity in Peru which has been recently developed without considering environmental aspects. Here, we show an experience at the Milpo mine, situated 4,200 meters above sea level; a mining company that has the value of being one of few from the last decade that is engaged in consolidating a model of environmental protection. The model includes aspects of contamination prevention and control, with bioindicators such as pasture cultivation, vegetables, forests, and hydrobiological species breeding. Socially, through means of development programs in natural areas, forestation and support to rural agriculture, together with environmental education, it is being demonstrated that it is possible to ensure tangible results in environmental conservation and the well-being of the populations around the mine.

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

A field study was undertaken to experimentally measure the concentrations of rare earth elements (REEs) contained in the process streams generated by a group of 20 coal preparation plants located in the eastern USA. For each site, representative samples of clean coal product, coarse refuse, and fine refuse were collected. Each sample was then partitioned into preselected size and density classes by wet screening/sieving and float-sink testing. The resultant products were dried and subjected to laboratory analyses to determine ash contents and rare earth element concentrations including Yttrium and Scandium. A detailed analysis of the database generated by this exercise showed that coal-based products from these preparation plants contained significant quantities of rare earth elements. In particular, the coarse refuse streams currently discarded by the 20 plants examined were found to contain a sufficient tonnage of REEs to satisfy the current domestic demand for these important elements. The data also showed a strong positive correlation between ash content and REE concentration, which suggested that the primary association of REEs in eastern USA bituminous coal sources is likely within fractions containing inorganic impurities. This association was well described using a simple power equation relating ash content and REE concentration. The ratio of heavy-to-light rare earth elements was discovered to be significantly higher in organically rich fractions of clean coal, suggesting that mineral impurities intimately associated with carbonaceous matter have elevated concentrations of heavy rare earth elements. A similar trend was observed for a grouping of rare earth elements (Y, Nd, Eu, Tb, and Dy) that are likely subject to near-term supply shortages. Finally, the database showed that a linear correlation existed between La for many REEs of interest, although there were several notable exceptions for some high-value REEs (Lu, Pr, and Tb).

A research project was undertaken to determine if coal addition tofluxed-magnetite pre-fired pellets would reduce nitrogen oxide (NOx)emissions during pellet induration. Iron oxidation rate tests, coal oxidation rate tests and calcination rate tests were conducted in a laboratory furnace to determine the amount of coal necessary to provide adequate heat for limestone calcination without producing detrimental effects to magnetite oxidation. Pilot scale pot-grate tests were then performed with and without coal in the pre-fired pellets to verify pellet quality parameters and nitrogen oxide emissions. The off-gas during each pot-grate test was analyzed for NOx, CO2, CO, SOx, and O2. There was approximately a ten percent reduction in NOx emissions with coal addition during the normal pot-grate firing cycle. There was a 75% reduction in NOx emissions during firing cycles that used 25% to 75% excess air during firing rather than the normal 300% excess air.

The influence of mining on the hydro-geo-mechanical environment can be greatly modified by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of mine geometric changes, can be reasonably predicted through the coupled finite-element model introduced in this paper. The model has been verified using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

In the present paper, two large diameter columns 2 m tall and 1.3 m diameter filled with crushed (finer) and run off mine (coarser) heap leach materials respectively were used to perform unsaturated flow studies. Instruments measuring moisture content and matric suction were placed in the columns at different depths as water was applied at calibrated flow rates from the top of the columns. The outflows from the columns were recorded using tipping bucket rain gauge placed at the bottom of the columns. Unsaturated hydraulic parameters were also obtained for the heap leach materials, scalped (passing 4.75 mm sieve size) and whole (passing 37.5 mm sieve size) sample. The measurements obtained from the columns were later compared with unsaturated flow modeling results. The comparison indicated sensitivity towards the sample size selection for unsaturated hydraulic parameters, and initial conditions considered in the model.
