The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. Lightweight aggregates are classified as those minerals, natural rock materials, rock-like products, and byproducts of manufacturing processes that are used as bulk fillers in lightweight structural concrete, concrete building blocks, precast structural units, road surfacing materials, plaster aggregates, and insulating fill. Other uses include architectural wall covers, suspended ceilings, soil conditioners, and other agricultural uses (Mason, 1989). One unusual agricultural use recently reported was for bedding on a crocodile farm on the south coast of Natal. It seems that female crocodiles became upset because there was no vermiculite in which to lay their eggs due to the late arrival of a consignment of vermiculite. The vermiculite was being used as a substitute for river sand to nest crocodile eggs (Griffiths, 1989). The various lightweight aggregate materials may be classified into four groups as follows: 1. Natural Lightweight Aggregate Materials-prepared by crushing and sizing natural rock materials, such as pumice, scoria, tuff, breccia, and volcanic cinders. 2. Manufactured Structural Lightweight Aggregates-prepared by pyroprocessing shale, clay, or slate in rotary kilns or on traveling grate sintering machines. 3. Byproduct Lightweight Aggregates-prepared by crushing and sizing foamed and granulated slag, cinders, and coke breeze. This group of lightweight materials, with the exception of slag, has become less significant and will not be discussed in this chapter. Other lightweight aggregates are beginning to appear in the marketplace. Some are the result of manufacturing processes on industrial byproducts and/or waste products, such as fly ash and incinerator residue (Bigner, 1992). 4. Manufactured Insulating Ultralightweight Aggregates-pre- pared by pyroprocessing ground vermiculite, perlite, and diatomite. The application of diatomite in brick and in extruded and aggregate forms has declined in recent years (Kadey, 1983) and will not be considered in this chapter. Lightweight aggregates for structural concrete and concrete masonry units, according to the American Society for Testing and Materials (1986) consist of "aggregates of low density used to produce lightweight concrete, including: pumice, scoria, volcanic cinders, tuff and diatomite; expanded shale, clay, slate, perlite, vermiculite or slag; and end products of coal or coal combustion" (Mason, 1989). Lightweight aggregates are distinguished from other mineral aggregate materials by their lighter unit weights-1 281 to 1 602 kg/m3 or less for loosely packed lightweight aggregates-as com- pared to 2 002 kg/m3 or more for crushed stone, sand, gravel, air-cooled slag, and other common mineral aggregates. The specific gravities of these lightweight aggregates are also used to classify them for use in concrete; they range from the extremely light materials, used for insulative and non-structural concrete to expanded shale, clay, slate, and slags used for structural concrete. Vermiculite and perlite are sometimes referred to as super light- weights. Insulating concrete (non-load bearing) weighing as little as 240 kg/m3 can be made with these aggregates. Natural aggregates such as pumice, pumicite, and scoria are normally made into concrete weighing about 400 to 480 kg/m3. Expanded shale, clay, and slate produced in a rotary kiln make structural concrete ranging from 1 201 to 1 842 kg/m3. Expanded shale and clay produced by sintering make concrete that ranges from 1 442 to 1 922 kg/m3. Air-cooled slag produces concrete ranging from 2 162 to 2 403 kg/m3. The low density lightweight aggregates are used primarily for insulating purposes. They have relatively low compressive strength. The middle density aggregates are used for insulation and for fill. Those at the upper end develop excellent compressive strength and are used in many structural applications (Anon., 1971). In recent years, the production of lightweight aggregates in the United States for all uses (including insulation and construction materials) has averaged about 19 Mtpy (Table 1). The production and consumption of lightweight aggregate is closely tied to the fortunes of the construction industry and the need to construct energy efficient buildings. Recent years have seen the production of lightweight aggregate approach the levels of the early 1970s. The period of 1979 to 1981 was a low point in production levels. The low levels of production were caused by significantly higher plant energy costs due to the large amounts of fuel and energy used in the production of most types of lightweight aggregate. Lower levels of construction activity also affect production levels. This chapter focuses on the use of natural lightweight aggregates and manufactured insulating ultralightweight aggregates, and on both the production and use of manufactured structural light- weight aggregates. Some additional comments are made on byproduct materials. Separate commodity chapters on vermiculite, perlite, pumice, and volcanic cinders are elsewhere in the volume. Discussion of the commodities covered elsewhere in the book will be limited to observations on their utilization and relation to other lightweight aggregate materials.

Manufacturers of brick and tile are showing growing interest in the possibility of manufacture of a clay bonded block. The block would have the shape of concrete block, but would be made without the use of Portland cement, Instead, the block would be made' from mixtures' of an aggregate and the present raw materials of the brick industry. The finished units would weigh 20 to 30 pounds and meet the specifications for Grade A concrete block. The present status of the clay block development shows one manufacturer actually in production of these units$, two additional manufacturers are attempting production and many manufacturers are actively engaged in development work. At least four major research laboratories are engaged in the development program. There are several different processes available for clay block production. These processes differ primarily in the type of aggregate used or in the type of forming operation selected. I would like summarize these possible methods.

Zeta potential changes were determined as a function of pH, metal ion, and surfactant concentrations. Prom the analysis of data, flotation experiments were carried out to correlate float-ability with the differences in zeta potential. Cassiterite in water bears a negative zeta potential, The zeta potential of cassiterite is sensitive to pH changes; the electric double layer arises from the preferential adsorption of H+ and OH- ions and subsequent ionization of the hydroxylated surface. It is suspected that hydronium-ion concentration may cause reversal in the sign of the zeta potential. The ZPC was found to occur at pH 3.4. Metallic ions and the hydrated ions thereof affect the zeta potential of cassiterite in differing degrees of intensity. Without prior activation, sulfonated surfactants do not change the zeta potential of cassiterite. Sodium alkyl aryl sulfonate is especially active on lead-activated cassiterite and ferric-activated cassiteriten Microcalorimetric fiests confimed the activity of ions on cassiterite and showed the hydrated character of cassiterite smfaces. Close correlation between zeta potential and microflotation results was achieved.

Immediate detection of methane buildup or of sudden liberation of large quantities of methane in the face area is essential to avert disasters in coal mines. Proper timely detection and handling of methane have always presented problems in extremely gassy mines, and these problems have been magnified by present accelerated mining methods. Strict rules and regulations have been established by coal-mining companies, States, and the Federal Government, which provide for periodic inspections for methane in face areas when electrical equipment is working. Other provisions require the operator' to shut down electrical face equipment and change or adjust ventilation when more than 1.0 percent of methane is detected. Nevertheless, human failure to detect such conditions has been responsible for numerous ignitions arid explosions Recognizing this fact, Marling J. Ankeny, former Director of the Bureau of Mines, proposed in 1958 the development of an automatic methane-monitoring device. He envisioned such a device as being entirely dependable, capable of giving a warning when a predetermined concentration of methane in air is reached, and capable of deenergizing the equipment and rendering it inoperative when a dangerous concentration of methane is present in the air. Such a device has been developed by the Bureau of Mines Health and Safety Research and Testing Center in Pittsburgh, Pa.

Mining steeply dipping coal seams is a difficult task. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more, but still limited, progress on mining such seams than other major coal-mining countries. In the last two decades, accelerated research efforts have tried to improve the mining technology in steeply dipping coal seams. Based on this work, a dynamic model of a roof-support-floor (R-S-F) system under asymmetrical constraints in mining steep seams is established here, and a theory of strata control and hazard prevention is formed. The key technologies for mining steep coal seams include global and regional strata control methods in the longwall face; methods for the longwall face machines to sustain static and dynamic loads; and flexible protection technology. These theories and technologies have been successfully applied in China to the mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with a high potential for spontaneous combustion. In recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset's life. Alternatively, a taxpayer can elect to use the straight line method.

To the best of our knowledge, this paper comprehensively summarizes a thorough study to determine the thermodynamic viability of the reactions between light rare earth oxides and chlorine with and without carbon. The kinetics and mechanisms of light rare earth oxide chlorination and carbochlorination reactions are analyzed and discussed according to results in the literature. Lanthanides between lanthanum (La) and gadolinium (Gd) are considered as light rare earth elements (LREEs) in agreement with previous literature and the results detailed in this review. Both laboratory- and industrial-scale light rare earth chlorinations and carbochlorinations, starting from oxides and ores, are reviewed.

The bucket elevator is probably the oldest known form of conveyor. Its history can be traced back to the days of Babylon where wicker baskets lined with a natural pitch and fastened to ropes operating over wooden sheaves turned by slaves, were used for the elevating of water into irrigation ditches. It is not unnatural for the bucket elevator to be the first in history, for even today engineers and designers recognize that well designed, correctly applied bucket elevators offer unequaled advantages over other bulk material elevating methods. The bucket elevator's vertical design saves valuable floor space. It provides flexibility of machinery layout with lowest initial capital expenditure, which is its principal advantage. While the advantages of the bucket elevator have long been recognized, there has been a tendency to lean away from its use because of high maintenance without reliability. CHAIN Belt Company found that the bucket elevator, if correctly applied, can be built to be as dependable and reliable as any other piece of machinery in today's modern processing plants. It is not difficult to understand why the bucket elevator is looked upon sometimes as a necessary evil in the material handling system. Very little has been published or written about the specific use or application of bucket elevators other than in manufacturers catalogs. Most of today's elevator application was set forth at the turn of the century by Hetzel (1). There have been many improvements made in the manufacturing techniques of elevator components, improvements in material selections, all which can be used to improve today's bucket elevator. To best understand the improvements which have taken place recently in the design and application of bucket elevators, an understanding of basic elevator principles is desirable. In general, it can be said that bucket elevators are classified into two basic types : (1) centrifugal discharge and (2) continuous. Elevators in use today are either of the centrifugal discharge type or the continuous type, or a combination of both in special applications.

United States Steel's Cumberland Coal Operations is located in Greene County in the southwest corner of Pennsylvania. The mine and related facilities have been in operation since September of 1977. Production from this mine, U. S. Steel's first commercial coal mining venture, will eventually reach a level of 2.72 million mt of clean coal per year and is totally committed to electric power generation. Cumberland is a slope mine in the Pittsburgh seam and is mined by continuous mining machines and longwall. The coal from the mine is trans- ported by belt to the surface, taken through a rotary breaker for initial preparation, and stored in raw coal silos. It is then processed through the preparation plant and taken to a clean coal silo where it is held for train loading. Cumberland Mine operates its am 28.16 km railroad to transport the coal to the Monongahela River. The unit train consists of thirty-one 90 mt cars. The coal, once loaded on barges, is then shipped to the customer. Cumberland Mine is one of the most modern coal preparation and unit train loading systems in the nation. The preparation plant is de- signed to receive coal from the silos at a rate of 720 at per hour. The +6.35 mm material is screened out and cleaned in a Daniels heavy media vessel with two 3.35 m weirs. Minus 6.35 mm material is fed to sixteen #88 Deister concentrating tables. The cleaned coal from this circuit is dewatered, and all effluents from the mechanical dewatering report to the classifying Cyclone sump for classification through ten 35.6 cm cyclones. The cyclones overflow material (-150 mesh) is processed through two banks of three 8.5 m3 Denver D.R. flotation machines. The cyclone underflow pro- duct (28-1 0 mesh) is processed in two banks of 5 six 2.83 m Denver Sub A machines. The clean flotation product is then dewatered in Bird screen bowl centrifuges, blended with the other clean coal size fractions, and the total plant product further dewatered in a thermal dryer.

Investigations were conducted with various secondary fan locations from the dead-end crosscut and with the intake air quantities varied using different auxiliary fans to control air recirculation and diesel particulate matter (DPM).

This paper describes the development of a modified Goodman Jack method for determining the mechanical properties of rock masses in situ. The modified method consists of the basic borehole loading device and a friction-strain-gauge measuring module. The friction gauges, located in the central portion of the jack, are impressed on opposite quadrants of the borehole walls and the remaining quadrants are loaded by the borehole jack with a uniaxial self-equilibrating pair of forces. The tangential strains generated at the borehole walls are thus measured concurrently with the loading. For ideal elastic materials, the tangential stresses at any point on the borehole walls due to jack loading can be obtained from closed-form analytical solutions utilizing the complex variable method. Complete stress-strain curves for the rock material can then be directly obtained from the tangential strain measurements and the calculated tangential stresses at those points. The continuous data are considerably more significant and reliable than averaged or point data obtainable by other current in situ measuring techniques. Moreover, the advantages inherent to the original Goodman Jack method are also obtainable in the modified method. The suitability of the new method was demonstrated by carrying out a number of laboratory measurements in large specimens of reinforced concrete, aluminum and granite blocks. The results of actual field measurements carried out in sandstone and granite quarries were found comparable with those obtained in the laboratory.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The authors claim that their proposed jack-knife method, which is a rekriging of each block by eliminating, in turn, one sample from m the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" .of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper con¬sist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data value-based measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text.

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.

Separation of valuable constituents from a complex mineral mixture was examined. Nitric acid leaching produced a solution containing copper, zinc, iron and a large proportion of silver. The residue contained antimony, lead, the remaining silver and elemental sulfur. A caustic sodium sulfide leach dissolved the antimony from the residue, producing an insoluble, high-grade silver-lead product and a filtrate for electrolytic recovery of antimony. The pH of the primary filtrate was raised, precipitating the iron and leaving a solution containing the copper, zinc and the soluble portion of the silver, which would be recovered by conventional means.

The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

Wollastonite is a little known industrial mineral of the silicate group. The largest and purest known deposit in the free world is being mined and beneficiated in Millsboro, New York by NYCO, A Division of Processed Minerals Incorporated. The associated garnet and diopside are separated from the wollastonite using dry high intensity magnetic separators. Beneficiated wollastonite is used extensively as an additive and filler in the ceramic, paint, refractory, and wallboard industries. Wollastonite acts as a functional filler due to its unique chemistry and physical acicularity.

The increasing cost of developing new mines and the need to mine more marginal deposits have led mining companies to use more sophisticated estimation methods such as kriging. But until recently, coal mining companies have shown little or no interest in these techniques. However, the stringent quality controls which are now placed on coal have led to a surge in interest in improved estimation methods. This can be seen from the -, number of research projects by private companies and governmental agencies on the application of geostatistics to coal reserve estimation. At present, most of these programs are centered on the problem of estimating the tonnage and the average grade (i.e. ash percent, sulphur content, calorific value, etc.) of the coal in-situ. See, for example, Sabourin (1975), Woods (1976, 1979), Pauncz and Nixon (1979) and Armstrong (1980). These studies show that the established techniques of linear geostatistics can be applied successfully to coal deposits. The study by Woods is particularly interesting because he had access to the actual production figures as well as the initial sample data from the no 2 seam in the Greenside Colliery owned by the Anglo-American Corporation. He showed that the estimates obtained by kriging were consistently closer to the actual production figures than those given by three other estimation methods. This confirms the superiority of kriging as a method of estimating block values for coal. Another advantage of geostatistics is that it can be used to determine the optimal spacing between drill holes. An example of this is given by Armstrong for the coking coal deposit in the Bowen Basin, Australia.

The long hole open stoping (LHOS) method is widely used in underground mining. While methods to predict stable stope geometries are well established, the ability to maintain a stable back often assumes effective ground support across the full stope span. The efficacy of the support strategy is dependent on rock jointing, quality, density, top cut width and height, and the type, amount, and orientations of bolts installed. However, it is becoming increasingly common for operators to assume narrow top cuts in service of wider stope spans with minimal bolting coverage. Failure to account for the required top cut drift size and support requirements can ultimately lead to raveling type instabilities along stope shoulders that result in back collapse. A new method has been developed to evaluate the minimum top cut dimension necessary to accommodate wider stope spans with various rock bolting configurations. Due to the economic impacts of top cut development and support, this is a critical consideration in the accurate costing and scheduling of a LHOS operation. Tables 1 lists the acronyms are used throughout this paper.
