"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

For more than sixty years the rich oil shale formations of Colorado, Utah and Wyoming have been evaluated as a future source of petroleum. After many false starts the commercial production of shale oil is near. Union Oil and Colony (Exxon and Tosco) have begun construction of commercial plants. Occidental and Rio Blanco (Gulf and Standard of Indiana) are well along in the development of modified in situ (underground) processes. A number of other companies and groups are in advanced stages of development. This paper will review some of the major elements involved in the production of shale oil with emphasis on means available to express the efficiency of production of pyrolysis liquids and gases from oil shale rock.

The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

Ladies and Gentlemen: As we begin these three crowded days of technical and economic discussion of problems faced by mining and metallurgical engineers, it seems appropriate at this Keynote Session to consider the future of this industry from which we derive our livelihood, It is also appropriate at this international meeting to view our industry on a world-wide basis. First, let us assess the world's future needs for minerals - the needs which it is our industry's task to meet. Next, let us look at what supplies of minerals may be available to meet those needs. I will speak of this first in terms of the physical availabilities of minerals. Finally, we can consider some of the social or institutional factors which will condition the world's mining industry as it goes about its task of discovering, developing, producing, and delivering the minerals needed to meet the world's demands. Let me give you a foretaste of my conclusions. First, future world demands upon our industry will be enormous, eclipsing anything that we have known up to this point. Second, there is strong evidence that our earth's crust contains a sufficient physical quantity and variety of minerals to meet forthcoming needs for as long a period ahead as one can envisage.

Deep well disposal of selected industrial wastes has been proved feasible and acceptable in the New Orleans area by several industries including Shell Oil Company's Norco Refinery and Chemical Plant where three of the six successful disposal wells in this area are operating. Well design and procedures for restoration of capacity are based, in most cases, on the principles of brine injection developed by oil producers in South Louisiana. Geological formations in the Gulf Coast area are suited to this type of injection because receiving strata are porous, isolated from sources of potable water and their water is compatible with the liquid wastes to be injected. This method of disposal is a simple, complete and economical solution to the problems presented by certain hard to treat wastes.

For the first time, surface subsidence prediction theory was used to investigate roof movement around longwall face mining in a steeply dipping coal seam. A physical simulation experiment was conducted to quantitatively study the roof migration patterns, the gob materials, and the characteristics of bed separation and compression caused by mining two adjacent panels to gain a better understanding of ground control issues in multipanel mining in steeply dipping seam. This approach provides an in-depth analysis of the movement of the roof. Compared to movement observation of survey point using total station, the Photogrammetry Analysis for Physical Modeling of Mine Subsidence Program (PAPMMSP) method is easier to perform, faster and yields the much higher accuracy required for scale physical modeling. It is also a more effective observation method for underground-mining physical simulation experiments.

The largest hard rock TBM ever to bore in the USA, an 11.6 m diameter Robbins Main Beam TBM, recently underwent a planned in-tunnel diameter change to a more compact 9.9 meters. The first-of-itskind conversion process for the Main Beam TBM was undertaken 2.8 km into the bore and was not done inside a shaft or pre-excavated portal. This paper will detail the unique dual-diameter machine designed for the Mill Creek Drainage Relief Tunnel in Dallas, Texas, USA, machine performance, and successful size conversion process that took place in early 2021—a process that utilized the four C’s of construction to enormous benefit: Communication, Cooperation, Collaboration and Coordination.

The induced polarization (IP) method of geophysical exploration is capable of detecting even small amounts of metallic luster minerals in a rock mass. Consequently, in the years since discovery, IP surveying has become the most popular ground geophysical survey method. It is not too difficult to understand many applications of IP surveying as used in the search for mineral deposits. However, the basic theory of the IP phenomenon is not well developed or understood, and there has been some disagreement on fundamental concepts. In order to most effectively apply the IP method in the field it is necessary to know the physical characteristics of the sought-for deposit including its size, shape, depth, and electrical properties. With this information an optimum IP search arrangement can be devised and one could use the best possible electrode interval, type of array, and line spacing. With uncertain target characteristics as encountered in the real world, geological guidance must be used to help direct an optimized IP survey.

Both hydrometallurgical and vapometallurgical processes often involve ores that have been previously ground and size classified. When the valuable mineral is substantially liberated, the chemical reaction is likely to occur on the particle surface and the particle core will shrink as the reaction proceeds. If the chemical reaction products are solid materials then a solid shell, usually porous, will form around the shrinking core. This is known as the core/shell or topochemical reaction model. Using a spherical approximation for the particles, equations have been developed to express the extent of chemical conversion of the particle, depending on which one of the following process or mass transport steps is rate controlling:1 (1) chemical reaction at the particle surface, (2) diffusion through the thickening reaction product shell or (3) mass transport through a boundary layer surrounding the particle. In a previous paper2 these equations were coupled with the Gates -Gaudin-Schuhmann equation 3 4 describing the distribution of particle sizes resulting from comminution of rocks and other brittle solids to develop reaction yield curves expressing the weight fraction of metal or other valuable component of the feed that was chemically converted as a function of residence time. This was done for (a) batch, (b) continuous plug flow and (c) continuous back-mix flow (continuous stirred tank) reactors or process vessels. BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.

The Bureau of Mines was created in 1910 by an act of Congress and subsequently directed to: "...conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste ..." Under this broad charter, the Bureau's responsibilities have changed and grown from an almost exclusive concern with coal and coal mine safety to the present emphasis on a full spectrum of mineral producing and consuming problems. In the past 30 years, the domestic consumption of coal, oil, gas, metals, and industrial minerals has more than quadrupled, in parallel with the rapid and enormous growth in industrial production. Of the scores of metals and nonmetals essential to the Nation's progress and security, many are scarce and difficult to wrest from domestic sources. Reserves of some ores are dwindling. Available ore resources are becoming leaner and more difficult to treat. In recognition of this many faceted problem, the Bureau has engaged in a continuing quest for new and improved technology to enable economic exploitation of marginal minerals and fuels, to find substitutes for minerals in short supply, and to create better materials to meet the expanding and diverse requirements of the growing economy. The current central concern of the Bureau is focused on meeting projected fuel, metal, and mineral demands at the lowest real cost by recovery from available resources by new and improved technology that minimizes waste, hazards, and social and environmental problems.

The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I. INTRODUCTION Since the nineteen fifties, process engineers have been seriously concerned with process models for various purposes (1,2,3). Models serve as subroutines to mathematical flowsheets which simulate circuits of interest. Simulators can serve to increase process know- ledge, assess circuit performance, investigate flowsheet modifications, evaluate new flowsheets, perform off-line optimization, and compare alternative control strategies. This chapter describes a methodology to develop a simulator of a bulk Cu-Mo circuit comprised of roughers, scavengers and 3 stages of cleaning. The simulator was employed to evaluate the influence of water addition at circuit points and to estimate the optimal number of cells for each stage in the circuit. DESCRIPTION OF CIRCUIT Figure 1 is a flowsheet of the Brenda Mines Ltd. (located near Peachland, B. C.) bulk Cu-Mo flotation circuit as simulated prior to an expansion/renovation which involved the installation of large, new flotation cells. Referring to the flowsheet, feed to rougher cells includes fresh feed, scavenger concentrate and 1st cleaner tailing. Rougher con, 1st cleaner (sect ion 2) con and 2nd cleaner tailing are fed to 1st cleaners (section 1). 1st cleaner (section 1) concentrate and 3rd cleaner tailing serve as 2nd cleaner feed, while 2nd cleaner concentrate is fed to the 3rd cleaners which produce a final bulk concentrate. Table 1 lists cell types and specifications important to the circuit. DEVELOPMENT OF MODELS To develop flotation cell models a systematic procedure was employed (4). This involves the selection of responses and factors, proposing models to be fitted, the acquisition of raw data, the statistical adjustment of raw data, fitting models to adjusted data and testing the adequacy of fitted functions. Responses and Factors Responses of interest included recoveries, concentrate grades and concentrate solids/water flow rates for each stage. Factors that influence these responses, such as reagent addition rates, air flow rates to cells, solids and water flow rates to stages and feed grades were not manipulated during the sampling period.
