At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral investigation of about 85,470 acres of the Diablo Mountain Wilderness Study Area, to determine mineral resources and mineral resource potential. The study area is in Lake County Oregon, about 45 miles northwest of Lakeview. Fieldwork was conducted in 1986, 1988, and 1989. Geologically, the study area lies on the northwest edge of the Basin and Range physiographic province, a region of fault block-formed mountains and basins characterized by interior drainage. Consolidated rocks are mostly Tertiary basalt and tuffaceous sedimentary rocks. Low-lying areas are covered by Quaternary alluvial-fan, sand-dune, playa, lacustrine, and landslide deposits. The principal structural features are normal faults that have large vertical offsets; these faults are typically concentrated at the margins of large horst and graben. The 34,310-acre "additional," or western part of the area was mainly studied in 1988 and borders the east shore of saline Summer Lake. In this portion of the study area there is potential for undiscovered resources of soda ash, boron compounds, and sodium sulfate as well as by-products, which include magnesium compounds, salts, potash, bromine, lithium, and tungsten associated with brines. No energy or mineral resources were identified in the study area, but brines within lake and playa sediments contain concentrations of chemical components suitable for the production of soda ash, boron compounds, and sodium sulfate. Possible by-products include potash, salts, bromine, lithium, magnesium compounds, and tungsten. Limestone from the study area could be used in the recovery process of brine components or agricultural uses. The study area includes thermal springs and lies within 2 miles of the Summer Lake Known Geothermal Resource Area. Local production of geothermal power by the binary process may be economically feasible. Soda ash, soda ash products, and boric acid are widely used in fluxing metals, and have important applications and markets in the aluminum industry in the northwest and the developing Chinese counterpart. Evaporite commodities are essential to many "backbone" industries, and to many new applications and advanced materials. Markets for brine mineral products appear to be undergoing steady and strong growth, especially in the Pacific Northwest and in Pacific Rim countries. Soda ash produced near the study area would be 55 percent closer by rail to marine export at Portland, Oregon, than trona deposits of the Green River District (Wyoming). Soda ash and a daughter product, caustic soda, and sodium borohydride will receive increased application in the bleaching of paper pulp for environmental reasons. Caustic soda, used in many industrial processes, is more environmentally friendly when derived from soda ash than when produced from sodium chloride salt, because of the absence of a chlorine by-product. Producing soda ash from brines, a type of in situ" mining, can be done with minimal environmental degradation, and mining natural soda ash is environmentally as well as economically preferable to synthetic soda ash production.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. BackgroundThe Mine Improvement and New Emergency Response Act of 2006, known as the Miner Act (U.S. Department of Labor, 2006), was enacted in the wake of three mine accidents involving explosions or fire that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the Miner Act includes provisions that target mine safety issues in areas such as emergency response planning; adoption of new technology; training and education; and mine safety standards enforcement. Section 13 of the Miner Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the U.S. Department of Labor to act on the results of such research, as appropriate. These mandates culminated in the 2009 adoption of changes to the Title 30 Code of Federal Regulations, or 30 CFR, mining health and safety regulations (U.S. Department of Labor, 2008), requiring underground coal mines to supply mine emergency RAs and associated components so as to provide a life-sustaining environment for persons trapped underground. Such RAs can be either selfcontained mobile units or built-in-place facilities. The regulatory changes also include provisions establishing requirements for the approval of RAs and their components by the U.S. Mine Safety and Health Administration (MSHA), among which are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One criterion for maintaining a safe RA atmosphere is the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in. H2O), or as specified by the RA manufacturer, above mine atmospheric pressure in the RA (U.S. Department of Labor, 2008)."

"Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-theshelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/ min (683 scfm). Highwall mining is a mining method to extract coal from a final boundary in opencut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints, such as spoil heaps and rivers. Coal is mined from visible, horizontal, or near-horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only.

Serpentinite minerals are available in large quantities from asbestos mining activity. The granular or fibrous serpentite, at temperatures greater than 700°C, will recrystalize into olivine, forsterite and enstatite. These minerals have been used and studied for decades and are environmentally safe. The thermal process changes the composition and properties of the original mineral. Therefore, the substitution of the original mineral cannot simply be made and the applications for these new synthetic minerals need to be redeveloped. The two original mineral forms allow a wide range of new synthetic raw materials which can be adjusted to specific applications or custom needs.

Over the past 15 years, roof fall rates have decreased by two-thirds in U.S. coal mines and by even more in regions where the roof is weakest. This remarkable reduction in the number of roof falls has been accomplished with more effective roof support systems. The purpose of this paper is to present an empirical design methodology that uses real-world data to quantify the basic roof-support concepts that have been successful in the United States. A new computer package, called Analysis of Mine Roof Support (AMRS), implements the design methodology.

Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. The Northeast Corridor Superconducting Maglev Project (SCMAGLEV) entails construction of a high-speed train system between Washington, DC and New York City, with the first leg between Washington and Baltimore, MD. This innovative project will shorten travel times between Washington DC and Baltimore to approximately 15 minutes, and connect Washington, DC to New York City in under an hour. In 2021 the draft EIS is expected to be issued for comment with a Final EIS/ROD anticipated by early 2022. This paper provides an update on the project as presented in Gall et al. (2020) and discusses the economic and environmental benefits, preferred alignment alternative, preliminary staging and launching of the TBMs for construction, and preliminary station design.

Oxides are important for use in the production of metals, ceramic hardware, paints, permanent magnets, magnetic recording tapes and many other uses. In some of these applications, particle morphology, degree of crystallinity, purity, and homogeneity are relatively insignificant, while for other uses, these same properties are of critical importance. Many conventional processes are based upon recovery of the oxides from aqueous solutions by processes which include neutralization, evaporation of solvent, and precipitation of a complex salt. Consequently, many of these techniques lead to oxides of low quality. There is a growing demand for oxides of high quality, i.e., materials with narrow particle size distribution, controlled particle morphology, high purity, few structural defects, and high degree of crystallinity and homogeneity. This demand has prompted industry to search for new approaches for the manufacture of these special materials. One new approach for preparing high quality oxides is hydrothermal precipitation. This process has been used for preparing simple oxides such as ZrO2; mixed oxides such as ZrO2-SiO2; and complex oxides such as BaTiO3. These oxides were prepared in a high state of purity with a high degree of crystallinity and., in many cases, without the addition of precipitants. Many impurities- that are normally precipitated by conventional methods such as neutralization present no problem since they remain in solution. Nature of the process and its applications are discussed in this article.

"Coal mining is an age-old method of power production in the world. It is also widely known for the associated risks during mining. Although the number of mishaps has dropped dramatically over the years, the number of fatal accidents is still a concern, and any aid in reducing these figures would be important to industry workers. Therefore, data from accident reports during the past seven years were collected and analyzed. Qualitative data from reports and articles provide a deeper understanding of the incidents, thus affording the possibility of identifying patterns and relationships between the accidents. For this study, a total of 119 fatality accidents occurring in U.S. coal mining operations were analyzed using advanced text mining techniques. The fatality data were obtained from U.S. Mine Safety and Health Admininstration fatalgram reports. This analysis is primarily exploratory in nature and uses term frequencyinverse document frequency (TF-IDF) methodologies along with correlation network plots. An interesting word relation pattern was obtained that identified “positioning” as the common cause of 12.6 percent of accidents, and found that 29.4 percent of accidents can be categorized as vehicle-related. IntroductionIn the mining industry, accidents are situations that employees and employers wish to avoid. They are devastating experiences to the victims and their coworkers alike. Even worse, accidents that result in fatalities create trauma and undesirable repercussions. Several measures have been taken throughout the industry to prevent such mishaps, and the U.S. Mine Safety and Health Administration (MSHA) provides continuous monitoring for miners’ safety by guiding organizations through best practices in every job role. As a result, according to MSHA, there has been a steady decline in the average number of deaths due to accidents over time. Nonetheless, any opportunity to avert one more such casualty is of paramount importance, and that is the goal of our analysis. Our objective is to identify opportunities resulting from previously unexplored directions in order to provide additional insights into potential safety recommendations. Until now, most of the studies in this area had been conducted using structured and tabulated data with a constant number of categorical and numerical variables. Unstructured text data mining is an emerging area that is still insufficiently researched and has a feasible scope for important results, as a vast majority of human communication and cognizance is comprised of words. The aim of undertaking this project by capitalizing on unstructured data is to analyze the text reports to discover potential relationships that explain the causes of accidents in new light in order to mitigate the occurrence of fatalities. The analysis in this project is based on textual data obtained from the MSHA website (2017). Individual accident reports are organized according to the date and year of the fatality. Each report includes details with images of the incident. For convenience, a simplified summary of the report is also available. Data collection consisted of gathering formal documentation of fatal accidents in the coal mining industry during the past seven years. These reports were extracted from the website in text format."

The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

The various copper-cobalt ores mined by Gecamines, together with typical plant applications and results, are briefly described. Intensive laboratory investigations have been undertaken in recent years to improve the metallurgical performances of the various concentrators. As a result of these tests, it was shown that the flotation of the siliceous oxide ores could be improved by increasing the efficiency of the palm oil collector (energetic conditioning, chemical emulsifier, petroleum sulfonate addition) and by varying the froth depth in the cells. A new flowsheet incorporating these modifications and a regrinding stage has been approved for the rehabilitation of the Kolwezi concentrator. For what affects dolomitic oxide ores, hydroxamates were tested as secondary collectors and, based on successful laboratory results, plant trials were run but failed due to excessive frothing. In other plant tests, xanthates were replaced by a xanthate- fatty acid mixture; plant trials over more than one year proved successful for copper, but not for cobalt. Mercaptans were tested as secondary collectors for the sulfides flotation from sulfide or mixed oxide-sulfide ores; laboratory results proved successful but, to date, no plant test has been run.

The function of advertising is communication. Viewing the advertisements of mineral suppliers exposes the reader to a broad spectrum of purposes: announcements of new products, availability and supply, departmental services, company image, etc. It is the advertiser's hope that the message being conveyed is the same message being perceived by the viewer. To maximize this probability, the advertiser at least must carefully construct precise copy, identify the target audience and select the appropriate advertising medium. A truly successful and efficient ad, however, also must accurately reflect a product's life cycle, i.e., the rise and fall in demand for a product. Buggy whips and radio tubes are classic examples of items formerly in high demand. Industrial minerals are similarly affected by occurrences of product life cycles.

Gas holdup profiles in the collection zones of a pilot flotation column (0.91 m x 13.5 m) and a laboratory flotation column (0.057 m x 9.5 m) operated with air and water only were determined from pressure measurements. The profiles were determined discretely and continuously. For the pilot column, a minimum distance between pressure measurements was necessary to give reliable results. For the laboratory column, a third-degree polynomial fit to the pressure vs. height data was required. Water manometers proved to be less sensitive to sensor and process noise than pressure transducers. The profiles showed that gas holdup approximately doubled over a height of 8 to 10 m. The profiles were not linear, and the gradient increased towards the top of the column, especially for gas rates greater than 1 cm/s. The profiles cannot be predicted by a simple bubble expansion model. The implications of this new finding of a significant gas holdup increase with height in the collection zone on various aspects of flotation column design and operation are discussed.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key-technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate or hydroxide electrolyte. Since a pure stream of CO2 is produced the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. This review paper describes the direct carbon fuel cell and its system, how it works, the developmental status, the characteristics of the carbon particles needed, and the research and development issues for the technology. INTRODUCTION The DCFC has been under development for many years. It was researched as early as 18961), but an intense research and development is necessary to realize its potential. William W Jacques, a US electrical engineer and chemist, described a DCFC in 1896 in US Patent 555511 for a “Method of converting potential energy of carbon into electrical energy”. Jacques used coke electrodes in a molten NaOH electrolyte. Molten carbonate fuel cell (MCFC), solid oxide (SOFC) or hydroxide electrolyte (AFC) technologies can be used as the basis for the DCFC technology. A schematic of the direct carbon fuel cell in the MCFC mode is shown in Figure 1. The molten carbonate fuel cell operates at approximately 650°C (1200°F). The high operating temperature is needed to achievesufficient conductivity of the carbonate electrolyte, yet allow the use of low-cost metal cell components. "The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."
