Mining as an extractive process alone is outdated and unacceptable to today's environmentally concerned public. Multiple land use must be considered as well. Only through effective preplanning can the full potential of reclamation result in a lasting asset for future generations. The coal industry is now recognizing that reclamation of mined lands is part of the mining cycle that must be planned and carried out in a timely and orderly manner. It is also finding that planning reclamation in advance of mining is cheaper and more effective than waiting until mining is completed. The decision to open a strip mine must be based on the results of studies to determine if successful reclamation can be achieved and whether the economic benefits to the company will be justified(1). Information regarding the physical, chemical, hydrologic and biologic systems operative at the site must be under- stood or reclamation will be a failure. Working together, engineers, management and reclamation specialists should design the actual mining and reclamation plan before mining is begun.

The Crow Indian Reservation is located in the southeastern part of Montana, stretching from near Billings, in the center of the state, to the Wyoming border in the south. The Office of Surface Mining's Casper, Wyoming, Field Office is responsible for regulating mining and reclamation on Crow tribal land. Federal legislation enacted July 11, 1987, authorized the Indian tribes to implement approved Abandoned Mine Land Reclamation Programs. In early 1988 the Crow elected to develop an Abandoned Mine Land Program under the Title IV provisions of SMCRA. The tribe's plan received final approval on January 4, 1989.

Airborne dust generation is one of the byproducts of coal mining, processing, and handling. The amount of airborne total dust (ATD, respirable size and larger) and airborne respirable dust (ARD) generated is of primary interest for designing the level of engineering controls needed for adequate dust abatement. Laboratory crushing experiments were conducted in a wind tunnel with a roll crusher to identify relationships among crushing parameters, product size, coal rank properties, and airborne dust generation. Through the first series of experiments, the effect of primary and secondary breakage processes on both product size and airborne dust generation was examined. Through a second series of experiments, the effect of coal rank properties on product size and airborne dust generation was studied using a uniform crushing process with secondary breakage. Laboratory results indicate that secondary breakage of a particular coal notably increases the specific amount of ATD generated, while negligibly impacting the specific amount of ARD generated. A strong positive relationship was identified between the specific amounts of ATD and ARD generated during the primary breakage process (with minimal secondary breakage), but a negligible relationship was observed between the same two variables when secondary breakage was introduced into the crushing process. This indicates that most of the ATD and ARD is generated from the primary breakage, while secondary breakage has a more of an influence on generating additional amounts of larger sized ATD. Additional experiments involving the uniform crushing of eight different bituminous coals showed that the coal rank, expressed as the inherent moist fuel ratio (MFR = fixed carbon =(volatile x inherent moisture)), had diverse relationships between the product size created and the amount of airborne dust generated. As bituminous coal rank or MFR increased, the amount of coal product fines < 250 gm increased while the mass percentage of ATD and ARD liberated from these < 250 µm product fines decreased. Air dry loss (ADL) moisture in the coal was found to be inversely related to the dust cloud electrostatic field, influencing dust liberation from the coal product fines. Since the MFR was directly related to the dust cloud electrostatic field, opposite the ADL-electrostatic field relationship, the diverse relationships between the product size created and the amount of dust liberated from the < 250 µm product fines were explained. Finally, 12 to 14 times more ATD was generated as compared to the ARD generated during these experiments. These results should provide a fundamental basis for initial estimation of the airborne dust loading requirements of engineering control methods for coal crushing.

The Bureau of Mines has developed a practical methodology for deter- mining occluded gas contents of domal rock salt samples. The method, which is portable and field worthy, provides results in 5 min or less and does not require a laboratory environment or specially trained personnel to obtain meaningful results. The results can be used to identify gas-enriched zones, and thus may aid mine operators in production planning or ventilation design. The test method is based on the relationship between gas content and the acoustic response of salt samples as they are dissolved in water. The relationship is defined by an equation, and the results are repeat- able. The equation was derived by testing a series of rock salt samples collected from domal salt mines in Louisiana.

Powered haulage has been, and continues to be, a major source of severe accidents and fatalities at metal/nonmetal surface mines. Between 1986 and 1997, truck drivers accounted for63% of the lost-time injuries in surface haulage. This project was undertaken to reduce the number and severity of lost-time injuries among operators of these trucks. Work involved measuring shock acceleration at a western surface mine during representative work cycles on two types of trucks and collecting data from cab floors using a triaxial accelerometer and from operator seats using a seat pad accelerometer. NIOSH researchers also used the mine’s GPS systems to locate shock events on a mine map in real time. Shock tests were also run at Caterpillar, Inc.’s, proving grounds in Green Valley, AZ, to determine the magnitude of shocks resulting from controlled rock drops onto the bed of a haulage truck.

The U.S. Bureau of Mines is currently investigating the use of genetic algorithms (GA&apos;s) for solving optimization problems. This computer search technique, based on the mechanics of natural genetics, was used to perform simple least squares curve fitting. Three examples are presented in which a GA manipulates binary coded strings to produce near-optimal solutions to least squares curve-fitting problems after having viewed only a small portion of the search space. The examples include fitting data to the equation of a line, the equation of a parabola, and the Ree-Eyring equation.

As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

Provide blasting-resistant, quickly reusable stoppings for large mine openings. Approach Stoppings are assembled using roof-to-bottom panels of brattice held together by Velcro seams that peel open when struck by a strong air blast. How It Works The Velcro seam is designed to open when exposed to forces lower than would normally damage the brattice. When the seams partially open, they relieve the blast air overpressure to prevent damage to the brattice panels and their anchoring devices. A stopping is returned to service by reclosing the Velcro seams. To hang a brattice panel, its top is stapled to a board, and wrapped once or twice around it. That assembly is then attached to the roof with bolts. The length of the board should be a foot less than the width of the panel to allow for the sealing seam on each side of the panel. The boards are installed end-to-end in an approximately straight line across the roof of the mine opening.

This Bureau of Mines report is concerned with a theoretical study of the aerodynamic response of a single mine entry to flame-induced disturbance. The unsteady, one/dimensional, compressible flow equations were solved using the method of characteristics. This study was primarily undertaken to determine the feasibility of extending the method of characteristics to study the aero-dynamic response of complex mine networks. It was demonstrated that although the technique has merit in studying the complex wave interaction in single entries, it appears to be too unwieldly and too expensive for network analysis. Effort was also directed at a further study of the dispersion and filtering characteristic of aerodynamic disturbances in mine passageways.

Trailing-cable splices are evaluated for moisture exclusion abilities after repeated travel over shuttle-car sheave wheels. Tests are conducted on cables with jackets made of neoprene, cholrosulphonated polyethylene (CSPE), and nitrile butadiene-polyvinyl chloride (NBR-PVC) to 50° C. The results show that some splice kits are effective as received, others are improved with minor but significant changes, and still others must be redesigned to be effective in underground applications. Laboratory results are compared with actual underground splice results. Recommendations for cable preparation prior to splicing are presented.

Computer-aided loadflow and fault analyses of mine power systems are routinely conducted to ascertain system performance and also to provide information to assist in the protection and coordination of these systems. Three-winding transformers are frequently encountered in mining applications, typically at continuous miner and longwall sections where there exists a need for dual utilization voltages. These transformers are often modeled as a three-bus system neglecting the secondary to tertiary winding impedance and the effect of base changes. This paper analyzes the impact of more accurate transformer models on voltages and fault currents which are realized from loadflow and fault studies of mine power systems.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Compare the fire endurance of paneled steel stoppings with that of traditional concrete block Stoppings. Background Permanent stoppings or partitions arc used in mines to separate ventilation airways. The ability of stoppings to retain their structural integrity for a minimum length of time under lire conditions and prevent the spread of flame and toxic combustion products to an adjacent airway is critical. The success of miners in reaching safety during a fire depends largely on the presence of uncontaminated airways. Traditionally, permanent stoppings for coal mines are constructed of concrete blocks. Recently, paneled steel stoppings that satisfy many of the requirements demanded of permanent stoppings, such as incombustibility and strength, have been introduced. Their use also introduced concerns such as the ability of a steel stopping to maintain its ventilation control function when exposed to a fire and the potential that the fire could transmit enough heat through the stopping to ignite combustible materials on the unexposed side. To address these concerns, the Bureau of Mines investigated the fire endurance of galvanized steel and concrete block stoppings.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

The Bureau of Mines smelted samples of chromite ore and concentrate from the General Services Administration (GSA) purchasing depot at Grants Pass, Oreg., in a submerged-arc furnace to establish smelting conditions and the energy requirement to produce high-carbon ferrochromium. Raw material, in the form of ore, flux, and reductant, and electrical energy are available on the Pacific coast to smelt the chromite. The concentrate can be smelted without prior agglomeration by employing hogged wood (wood chips) as a major portion of the reductant. The energy requirement is relatively low, about 3,960 kw.-hr. per ton of alloy. The ferrochromium produced will contain about 60 percent chromium. In addition to the smelting data, a statistical summary of the grade and amount of chromite purchased during the stockpile program and estimated chromite reserves and production volume are given. It is estimated that 632,000 tons of Cr203 contained in chromite of all grades is available in the western coastal States. Of this total there appears to be sufficient metallurgical-grade and beneficiable ore to sustain a smelting operation for 25 years at a consuming rate of 25,000 tons a year, utilizing material comparable to that delivered to the Government stockpile.

A jig tailing with gold content ranging from 0.33 to 0.43 oz/ton was leached in weak cyanide solution with extractions of up to 97 pct in 24 hours. By countercurrent batch leaching studies and laboratory pilot plant operation, minus 10- plus 20-mesh and minus 6- plus 16-mesh coconut carbon were loaded to 700 oz/ton of Au. Minor silver in the ore reported in the carbon in amounts of up to 100 oz/ton. Gold adsorption rate data and an equilibrium adsorption curve for minus 10- plus 20-mesh carbon at ambient temperatures were developed and used in the successful application of a cascade design theory. The work was performed as a part of the overall Bureau of Mines research effort to help maintain an adequate domestic supply of metals by making improvements in mineral-processing technology.

Control dust generated during undercutting in salt mines without causing ore-solubility problems that result from excessive water use. Approach A foam generator was developed to provide a reliable foam to control dust on cutting machines used in mining water-soluble ores. The system was designed to keep total foaming agent/water mixture flowrates below the flow-rates characteristic of water-only systems. The foam generator consists of a reservoir to hold the premixed agent and water, a metering pump, and a small compressor to aerate the mixture. The system is compatible with all cutting machines. How It Works One of the current wet-bar techniques, the through-the-bar trickle system, pumps water through a pipe in the cut-ting bar to its tip placing the water behind the kerf. If the pipe conducted foam effectively the foam would be released in the kerf where it would mix with the cuttings and the dust produced by the chain. For improved foam delivery, however, it is recommended that the pipe be replaced with an external channel welded along the top of the bar. This provides excellent dust control while avoiding the accumulation of copious quantities of foam in the heading. The system is very simple. This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

The Bureau of Mines has developed a gas chromatographic method for the rapid and accurate determination of oxygen, nitrogen, carbon dioxide, methane, and, if present, carbon monoxide in mine air. This method replaces such presently used gas-reaction types as the Haldane or Orsat analysis, offering advantages in terms of precision, accuracy, speed, and convenience.

An integrated process for recovering metal from nonmagnetic auto-shredder reject scrap was investigated by the Federal Bureau of Mines. The methods used were air classification, water elutriation, screening, magnetic separation, handpicking, and heavy-media separation. Metal recoveries in this process were projected at 39 percent copper and copper alloys, 53 percent aluminum, 96 percent iron, and 98 percent zinc die cast. An economic evaluation of the conceptual process indicated that a facility designed to reclaim the reject scrap from 200 shredded automobiles daily could be profitable. Total investment in this plant was estimated at $321,000; the discounted rate of return before taxes was 53 percent.
