This paper describing the mining practices at the Engels mine is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Engels Copper Mining Co. operates two mines about 3 miles apart in Plumas County. Calif. Both mines send ore to the same mill, and the methods of the larger, or Engels mine, are described in this paper. Between 800 and 1,000 tons of 1-3/4 to 2-1/2 per cent copper ore are mined daily from this mine by a shrinkage method. Connection is made with the Western Pacific Railroad at Paxton by the Indian Valley Railroad, which is 22 miles long and operates a daily mixed train to the mine.

"The production of silica and magnesia crucibles in the induction furnace was attempted and achieved in the laboratory of the Pacific Experiment Station of the United States Bureau of Mines. This work was undertaken at the request of other stations for laboratory crucibles of a certain specified wall thickness and capacity.The essential new parts of this work are the development of a technique for the high-frequency furnace production of silica crucibles of greater wall thickness than could be readily fabricated from commercial fused silica, and for heavy-walled magnesia. crucibles of great density and mechanical strength. A considerable bode of patent literature on the Production of fused silica ware in resistor-type furnaces was examined, but it furnished no significant help for the present problem. Similarly sintered magnesia refractories are often made for technical purposes, but for use at temperatures of 2000o C. or over, the material must be sintered at higher temperatures than can be attained by combustion firing, and the very great shrinkage encountered at these temperatures requires special methods. Small crucibles. of magnesia fused in the electric arc have been made by Tritton and Hansen,3 but the practical size of such containers is very limited.Many different methods of making crucibles in the induction furnace were tried before satisfactory results were obtained. The following description covers only the most satisfactory method, which produced crucibles of excellent quality in a reasonable time and with a moderate expenditure of power and materials."

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. A pure scandium solution was concentrated from 10-4 mole per liter to 0.5 mole per liter by continuous foam fractionation in a spaced, packed column. Recovery in the foam was 77 percent using a spaced, packed draining column with sodium n-methyl-n-"coconut oil acid" taurate as the surfactant. The technique was first studied batchwise in a small unpacked column to determine the more important variables. Optimum surfactant concentration was found to depend on scandium concentration. Extraction and, in general, enrichment ratios were highest in the 2.5 to 3.5 pH range at temperatures ranging from 50° to 70° C. An airflow rate of 136 ml./min. was satisfactory in the equipment used.

U.S. supply and demand data for utility electricity by States and regions were tabulated for the years 1960 and 1965. Estimates are provided of State-by-State quantitative data for the utility electricity industry that can be integrated into State and regional energy balances by source, form, and major consuming sectors, and used to determine basic flow-patterns. The difficult problem of compiling interstate and interregional shipments of electricity was resolved by (a) assuming the negligibility of interregional shipments and (b) deriving a theoretical line loss percentage used for determining interstate shipments. The data developed were able to show an estimated total supply of utility electricity available for consumption. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, and transportation). To compare the various energy sources of utility electricity, quantities were converted to their British thermal unit (Btu) equivalents. The Federal Power Commission, Edison Electric Institute, and Bureau of Mines are the sources of the data used in this study.

Because economic and geographic factors have focused particular attention on the use of anthrafines in blends containing Lower Kittanning coal as the low-volatile component, samples from this particular bed were selected for experimentation whenever practical. Carbonizing tests were carried out in accordance with standard procedures, using the Tuscaloosa and sole-heated ovens. Most of the results are in general agreement with those reported by previous investigators. Specific findings are as follows: (1) The effectiveness of anthrafines in reducing coal expansion is such that even highly expanding, low-volatile coals can be carbonized safely with suitable additions of anthrafines and careful control of charge density. (2) Increases in coke size, resistance to shatter, and apparent specific gravity appear to be characteristic for additions up to approximately 15 percent to a fixed base blend. When anthracite of minus-48-mesh size was used and the proportion of low-volatile coal simultaneously increased, these indexes increased only slightly or remained substantially constant. (3) No increase in breeze formation was noted for additions in amounts up to 15 percent. (4) Abradability of coke was increased by additions of anthracite of No. 5 Buckwheat size, but it either decreased or remained sub¬stantially constant when the inert was ground to pass a 48-mesh screen.

Large quantities of explosives are consumed in the underground mining of ores in the Lake Superior district. Because of the recognized danger of accidentally releasing the potential highly destructive forces contained, the safes possible procedure in the transportation, storage, and use of explosives is necessary. Underground magazines recently constructed in the district give evidence of the earnest desire of the mine operators to incorporate all possible safe-guards in the storage of explosives, including a careful choice of location and arrangement in the plan of the magazine.

In this Bureau of Mines investigation a device was developed that permits the determination of the modulus of elasticity of the stress-relief cores obtained in the process of making in situ stress measurements. This determination is made by hydraulically loading the external surface of the stress-relief cores and by measuring the corresponding borehole deformation. The theoretical relationship between the borehole deformation, the applied pressure, and the modulus of elasticity is presented. Also, experimental results obtained from measurements on a simulated stress-relief core made of aluminum and on a limestone stress-relief core are given. Because of the symmetrical loading obtained with this device, the isotropy of the core material can be evaluated. With this device it is also possible to study the effect of eccentricity, that is, the effect within cores in which the inner hole is not coincident with the long axis of the specimen.

The penetration characteristics of a horizontal plate elutriator and of a 10-mm nylon cyclone were evaluated. The test aerosols were polydisperse coal-dust particles ranging from less than 0.3 to 15 micrometers in diameter. Particle densities ranged from 1.3 to 1.4 grams per cubic centimeter. Equivalent Stokes diameters were measured using Coulter counter analytical techniques. Experimental results indicate that the penetration characteristics of the horizontal plate elutriator closely approximate the sampling efficiency curve defining the respirable fraction of the dust cloud recommended and adopted by the Johannesburg Pneumoconiosis Conference in 1959. Penetration characteris-tics of the 10-mm cyclone were evaluated at flow rates of 1.4, 1.5, 2.0, 2.5, and 2.8 liters of air per minute. The data indicate that the penetration curve obtained at 2.0 liters per minute most closely approximates the sampling efficiency curve for respirable dust recommended at a meeting sponsored by the U.S. Atomic Energy Commission in 1961.

The Bureau of Mines improved removal of selenium from zinc smelter acidic gas scrubber effluent by using zinc dust to precipitate soluble selenium prior to lime neutralization. Lime neutralization alone decreased selenium in the waste water from, typically, 6 parts per million to 2 parts per million, whereas the use of zinc dust precipitant gave an effluent containing less than 0.1 part per million of selenium. The waste treatment operation first was developed on a laboratory scale and later was successfully tested at a smelter site on a 1-gallon-per-minute basis. During the research a simple and rapid means was developed for determining selenium in waste water; the technique enabled visual semiquantitative selenium determinations that later were confirmed quantitatively by X-ray fluorescence.

Contact with trolley wire in the mines of the United States has taken a considerable toll of life throughout the years that trolley locomotives have been employed as a means of' transportation. A study3/ of the records over a 15-year period for one State alone showed that, of 98 fatalities resulting from contacts with electrical circuits and equipment, 75 were caused by direct or indirect contact with unguarded trolley wire in coal mines. The law relating to guarding trolley wires in the mines of this particular State, as amended in 1935, reads in part as follows: "All trolley wires carrying 220 volts or more, and less than six feet six inches above top of rail, must be guarded at all points under which men and animals are required to pass***,'" The natural conclusion to be drawn from such records is that lack' of guards or shields must be held responsible for these fatalities. As a preventive measure, it has been advocated that every foot of trolley wire in mines should be guarded. Although some such drastic steps may appear to be amply justified, closer examination of the records nor this and other coal-mining States shows that absence of guards is not entirely responsible; but rather that other factors, such as carelessness and neglect it the observance of certain well-established simple rules concerning installation and location of trolley wires, also are responsible. In other words, if trolley wire is installed carelessly and its maintenance is neglected, it should not be expected that the mere installation of guards will overcome such carelessness and neglect. This publication discusses Various types of guards that have been used in Coal and metal mines of this country, together with related steps bearing upon the problem of 'preventing shock and fatalities from contacts with trolley wire. The material herein contained is taken largely from Information Circular 6577,4/ now out of print, and has been revised to include some types of guards that have been used in metal mines, together with a discussion of guard materials not covered in that publication.

The industrial sand industry has been exploring new techniques to reduce dust. One company was experimenting with adding water during bagging operations to the surface of the hag, and into the product as it flowed into the bag. The Bureau of Mines, using instantaneous dust sampling instruments, measured the effectiveness of three methods of adding water. Results indicated that various types of water sprays applied in carefully controlled amounts could reduce dust up to 50% at worker locations at the bagging machine and inside a railroad boxcar. This report also discusses constraints such as product handling, customer acceptance, cold weather problems, dust collector performance, and other areas.

Chalcopyrite (CuFeSz) concentrates produced on the Lead Belt of Missouri typically contain 28 pct Cu and from 0.5 to 1.5 pct each of nickel and cobalt. Most of the nickel and cobalt are present as the mineral siegenite, (Ni,Co)3S4, almost none of which is recovered presently. The Bureau of Mines, U.S. Department of the Interior, has been conducting research on the chalcopyrite to produce a marketable fraction enriched in cobalt and nickel. Ferric chloride leaching of various chalcopyrite (copper) concentrates has yielded residues containing from 10.2 to 16.2 pct Ni and 8.3 to 11.4 pct Co with recoveries of approximately 79 pct. In another approach, laboratory froth-flotation tests have been conducted to investigate the effects of regrinding, roasting, baking, and steaming prior to flotation, with a variety of reagents. The best laboratory results were obtained after regrinding the copper concentrate to 94 pct minus 400 mesh and floating the chalcopyrite at natural pH (6.5) with 0.48 pound of sodium diethyldithiophosphate and 0.01 pound of sodium cyanide per ton of concentrate. This procedure yielded a tailings assaying 20.4 pct Cu, 5.2 pct Ni, and 3.45 pct Co. The tailings contained 67.2 pct of the nickel and cobalt and 15.9 pct of the copper originally in the copper concentrate; the remainder of the values reported to the flotation concentrate, which analyzed 29.6 pct Cu. To verify the laboratory flotation results, a 60 kg/hr process demonstration unit (PDU) was constructed in the Cominco American Magmont mill, Bixby, Mo.

"Geologic materials emit transient noises when stressed /1/. The rate and pattern of these transient noises or acoustic emissions (A.E. hereafter) depend on the stages of deformation of the material /2/. It has been demonstrated that rock/coal fracture processes under stress consist of three distinctive stages--crack initiation, propagation and ultimate fracture--and that coalescence of numerous cracks leads to ultimate failure rather than the propagation of a single crack /2,3/. This paper presents an analysis of fracture formation in rock/coal specimens subjected to straight wedge indentors using A.E. technique.The effect of specimen geometry, wedge indentor angle, confining pressure, and material anisotropy on fracture type (tension, extension, and shear crack), fracture length, and fracture intensity were studied. Two types of material mainly Berea sandstone and Coal Berg No. 2 coal were used in this study. Prior to the experiment the mechanical properties of both sandstone and coal were determined using rectangular specimen (Figures 1 a) in standard compression tests and are given in Table 1. In this study cylindrical and rectangular specimens were first prepared to proper dimensions of 2 in. x 1.5 in. and 3 in. x 1.5 in. x 1.5 in. (5.08 cm x 3.81 cm and 7.62 cm x 3.81 cm x 3.81 cm), respectively and then instrumented with SR-4 strain gages as shown in Figure 1. The instrumented specimens were then tested under four distinct load boundary conditions as illustrated in Figure 2. During a typical experiment the instrumented specimen was placed in a specially designed loading jig (Figure 3) where a predetermined lateral pressure was applied mechanically to the specimen by adjusting the inner plate of the confining chamber via screw while monitoring strains in the specimen. Using rock/coal elastic constants and measured strains, a predeter¬mined lateral pressure was applied to the specimen. Then a vertical load was applied by the straight edge of a wedge indentor attached to the upper platen of the universal loading machine via ball and socket arrangement (Figure 4). The arrangement allowed uniform application of load in a straight line manner on the surface of the specimen. During the test a number of parameters namely strains, load and A.E. rates were recorded (Figures 5a-b)."

Experiments were undertaken to evaluate the flammability of typical noise abatement materials used to line the cab interior of mobile mining equipment. The experiments were conducted using three different experimental configurations: 1. A ventilated tunnel test. 2. A full-size cab test where the interior surfaces were lined with the sample material and then ignited near the floor using a methane-air burner. 3. Standard ASTM E-162 tests using a radiant panel test apparatus. This paper describes the tests and presents the results obtained for 15 to 20 different materials of various chemical compositions and thickness. With one exception, materials that did not exhibit flame spread in the tunnel test also performed well in the full-scale cab test. All materials that had passed only a small-scale flammability test, such as SAE J369, failed dramatically in all three of the above test configurations. With one exception, all materials that performed well in the full-scale cab test had flame spread indices < 25, based upon the ASTM E-162 results. The lone exception had an ASTM E-162 flame spread index of 68. With regard to samples that failed the full-scale cab test, the carbon monoxide levels within the cab reached lethal concentrations in the range of 1.8% to 3.8% within 2 minutes from ignition of the sample—dramatically illustrating the severe fire environment that can result within the cab space.

The cheapest method of handling gravel in placer mining operations is by hydraulic mining . In working gravel deposits by hydraulic mining , it is essential that an abundant supply of water under sufficient head can be economically developed and that there is sufficient grade for sluice boxes and for disposal of the tailing . Without dumping facilities , simple hydraulic mining is an impossibility . The cost of hydraulic mining may range from 2 cents a yard under favorable condıtions to 12 or even 20 cents under less favorable conditions and to 35 cents or more a yard in Alaska , according to conditions of operation , and if frozen gravel is encountered . When it is necessary to elevate gravel , the costs may exceed 60 cents a cubic yard . When the natural conditions do not permit of hydraulic pining proper , other methods of elevating the grade are employed , some of which are described below . Bucket dredging has replaced hydraulic mining in importance in California and other states where hydraulic mining was once extensively carried on , and is by far the cheapest method of elevating gravel when mechanical methods are required and the physical conditions are suitable for dredging . Dredging costs vary greatly under the different conditions encountered , and the total amount of gold to be recovered must of course be enough to warrant the cost of a dredge installation . Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. Avoid accidents that can occur when applying belt dressing from an aerosol can, particularly when can pressure has dropped or when spraying against wind. Approach Use a garde-type sprayer. How It Works Commercially available garden-type sprayers can be used for applying conveyor belt dressing from 12 feet away, or more. Pressure is easily raised and maintained at about 50 psi. Most sprayers have a hand pump, but a battery-powered cordless model is also available. Garden-type sprayers are available in various sizes from 11/2 to 18 gallons, with the larger models wheel mounted. The 3-gallon model evaluated by the Bureau has a shoulder carrying strap, which gives additional safety advantages. Use of the strap frees both hands for climbing ladders or holding onto catwalk rails. When spraying, one hand can remain on a handhold to lessen the chances of touching a moving belt.
