"The paper formulates an evaluation procedure for examining the effects of location on the economics of developing mineral deposits. This methodology is applied to assess locational aspects of Nova Scotia's competitive position f or mine development relative to other Canadian regions and provinces. The appraisal concerns two representative mine development opportunities, a medium-size open-pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions is initially assessed. Then, the consequences of taxation are isolated. Finally, the combined impact of regional and taxation conditions is examined. SettingThe economic potential of mining may be assessed in a number of ways. One approach, increasingly used for both corporate planning and government policy purposes, is to evaluate the competitive position of an actual or potential mineral producer in the international marketplace relative to other suppliers.Such examinations of competitive position vary from cost league comparisons of breakeven costs for operating mines, through the assessment of medium-term costs associated with developing new mine capacity, to long-term evaluations of the economics of mineral supply from the start of exploration. The complexity of the analysis increase s with the scope and timeframe of interest. Many factors are involved. One component of competitive position is the quality of the mineral resources available. Other key factors include existing technology, wage and salary rates, labour productivity, the cost of capital, infra structure requirements, distances from sources of materials supply an d to mineral markets, management attributes, organizational efficiency, government mineral policies (particularly taxation), and inflation and exchange rates. The paper fits within this competitive position framework.The variable economic conditions which exist within Canada have a direct bearing on the viability of mine development and, thereby, on mineral exploration potential. This paper outlines the function of the Safety and Compensation Division of the Mining Association of British Columbia. After a general discussion of safety and the safety program now being followed in B.C., the author goes on to describe the wide-ranging aspects of compensation payments and company assessment rates. Special attention is also given to the problem of silicosis in mining operations. In appendices to the paper, the experience rating plan of the mining industry is compared to that recently adopted for the construction industry. Introduction The Mining Association of British Columbia consists of fifty-five member companies, including virtually all the producing mines as well as the larger exploration, contracting and development companies. On completion of an extensive study of safety and compensation in the mining industry, the Mining Association of British Columbia instituted a Safety and Compensation Division in 1954. THE iron deposits of central Labrador occur within a relatively small area, herein called the Knob Lake Iron Range, in which a northwest-trending series of low hills and ridges defines the height-of-land at the boundary between provinces of Quebec and Newfound-land. Approximately two-thirds of the deposits are in Quebec and the remainder in Labrador, with several deposits straddling the inter-provincial boundary. These deposits are being exploited in open-pit mines by the Iron Ore Company of Canada centered at Schefferville, Quebec. Since 1954 this company has produced more than 56 million tons of iron ore to become Canada's leading iron ore producer. With indicated reserves of more than 375 million tons of direct-shipping ore and large tonnages of iron formation amenable to beneficiation, this mining district is assured of a long life. AS THE LOCAL electric generating plants increased in size and capacity and costs of producing electricity came down, it became apparent that it was no longer good economy to operate individual boiler plants at the Company's various collieries to power steam hoists and compressors. Great economies could be made by burning the Coal at central power plants and using electric power at the collieries. During the period after the end of the war, a steady and continuing programme of replacing first the smaller steam-driven units, and later the steam-driven compressors, was undertaken, and finally the larger hoists, those at No. 12 Colliery in New Waterford and No. 20 Colliery in Glace Bay, were the last units operated by steam.

A study to investigate the recovery of base metals, notably copper, nickel, cobalt, zinc and manganese from iron-free concentrated chloride solutions using ion exchange was undertaken. In such solutions, apart from nickel and, to a lesser extent manganese, these metals are present predominantly as complex anions, and therefore conventional separation techniques based on cationic resins are not applicable. The results demonstrated that zinc, copper and cobalt can all be separately recovered leaving nickel and manganese behind. Specifically, zinc is a major nuisance element in nickel and cobalt processing, and the testwork showed that it can be preferentially removed prior to copper and cobalt. Selective resins for both copper and cobalt were identified, and it was demonstrated that the strength of the chloride background matrix has a significant effect on the efficiency of separation. An additional major advantage in such systems is that stripping can mostly be effected with water. Finally, some observations are made on the hurdles that must be overcome when attempting to introduce and commercialise new technologies.

Introduction Today, geophysical exploration is recognized as a special science wedged between geology and mining. Universities and technical institutes have special professors teaching geophysics applied to oil and ore prospecting. The list of literature on geophysical exploration has grown from practically nothing at all some twenty-five years ago to ~ several thousands of books, some of them very imposing volumes. Most of the methods now used have been developed since the first World War, and very large systematic exploration campaigns have been carried out in many places, in many countries. It has been rather difficult to obtain enough information as to what is going on in Canada. However, since the Associate Committee on Geodesy and Geophysics of the National Research Council became more actively engaged in promoting geophysical research, it may be easier to obtain information and, in the future, the quarterly issued Canadian Geophysical Bulletin may throw considerable light on the current geophysical activities in Canada. Some twenty crews have been engaged the last few years in geophysical prospecting for ore. In the United States, between 500 and 600 crews are employed exclusively in geophysical prospecting. Most of these, however, are engaged in oil exploration. During the winter 1942-1943, the German Government employed some fifty crews on geophysical exploration, and some ten crews were working for private enterprises.

New "clean technologies" to treat mining and metallurgical effluents containing dissolved metals have been successfully applied at mine sites in North America and Asia, treating water flows up to 24,000 m3/day. These clean technologies offer significant benefits compared to conventional alternatives and provide a sustainable solution that eliminates residual waste sludge, improves water conservation, generates revenues from wastewater, and delivers overall improvements to the environment. This paper will profile these technologies, and provide best practice case study examples of their application at mining operations, including data for water chemistry, flows, water quality, capital and operating costs, and life cycle costs of treatment.

Bio(hydro)metallurgy is the latest development in the ongoing search for efficient and economic metal winning processes. In addition to bioleaching, other biotechnology-based applications are becoming more and more accepted. In this paper the THIOMET process for general effluent treatment is described. With this process, it is possible to produce sulfide on-site and on-demand and to use the sulfide to precipitate metals, even selectively when required. The process is ideally suited as a treatment to remove metals after, for example, an acid regeneration process. Another process is proposed that deals with stainless steel pickling bleeds. Such effluents typically contain nitrate, iron, nickel, chromium(VI) and other species. This one process handles these compounds, as well as other metals.

Introduction The great importance of air warfare during World War II and the introduction of large-scale air transportation and airborne operations created an immediate demand for large quantities of high quality light alloy products. Before this war, the use of magnesium, the lightest structural metal, was barely in the development stage, and considerable research work was needed to overcome difficulties in improving its properties and to attain uniform quality in mass production of magnesium alloy products. The Canadian Bureau of Mines was frequently called upon, by various agencies of the Armed Forces and of the newly established war industries, to examine magnesium alloys that had failed in fabrication or in actual service, and to advise on proper alloys and fabrication methods to be used. Failures in magnesium alloy castings were connected mainly with lack of knowledge of proper founding and surface-protecting techniques. Most of the defects were due to microporosity and faulty heat treatment. To aid the foundry industry, small-scale investigations were started on the effect of various factors in the casting technique in order to improve the quality of the products. These investigations were made in co-operation with representatives of the Armed Forces and the Canadian magnesium industry. This work was later co-ordinated into a broad research programme on magnesium alloys, comprising problems on melting, refining, various casting methods, heat treatment, and testing of properties of standard and special alloys. This research programme? is still in force, and the present paper contains some results of the first series of investigations on magnesium casting alloys carried out at the Experimental Foundry of the Bureau of Mines.

Sustainable development in the mining and metallurgical industrial sectors can be implemented by two distinct groups: 1. The managers and operators of existing facilities ? working with industrial processes and systems that have been operating for many years, in some cases several decades 2. Those who are engineering and building new facilities or upgrades of existing plants. The focus of this paper is to look at approaches and tools available to bring sustainable development thinking and action to these two distinct areas. The paper will discuss: 1. The concept of working with existing facilities and processes to minimize waste and maximize product from a regional raw material/resource consumption perspective using By-product Synergy. The BPS concept has been carried out in Texas (TXI-Chaparral?s STAR Example), in Calgary, Alberta with Suncor assistance, in Montreal, Quebec with Noranda as project leader and currently in Ontario with Dofasco as industry champion. Successful outcomes are presented. 2. A new approach to designing greenfield facilities or upgrades to existing plants using a sustainable development review process. Undertaking the review early in every project can institutionalize the concept of discussing and implementing waste elimination, design for environment, eco-efficiency, risk minimization and community awareness and involvement in the future capital stock. The review process has been developed as an excellent tool for measuring and reporting on a corporation?s sustainable development progress. Examples of how this approach has been adopted in the mining and metallurgical industry, and the resultant outcomes are given.

The province's lignite resources lie mainly in the south, extensions of the much larger deposits in Montana and North Dakota. Because of planned additional capacity, conventional steam power generation will probably remain as the dominant resource usage for many decades. Conversion of coal to other energy forms is receiving emphasis and in the future will compete with steam power generation in terms of quantities used.Economic deposits, minable by present-day technology, have been generally defined. Because a large percentage of the total lignite resource is in seams containing multiple partings, future extraction will become much more difficult and capital intensive.Increased public involvement will ensure that the impacts of future coal mining and usage operations are compatible with environmental and social objectives.

As an occupational culture, mining comes with its own set of rules, agendas and values. Yet mines often also operate in the traditional territories of indigenous communities, with whom specific agreements are negotiated that commit to respect culture, economy and environment. Mines in these locations employ extremely diverse workforces whose value systems often come into conflict in on-the-job relationships. Adaptation of individual worker attitudes and industrial operating culture thus both need to occur if there is to be the negotiation of a workable relationship. This paper will discuss ways that NWT diamond mines have adapted to their workforce, to ensure that rights and cultures of their diverse workforce can be respected. Historically, the concept of culture has been dealt with solely through the forum of ?cross-cultural? workshops. Gibson presents a model of a new type of ?cultural-engagement? workshop based on the top ten cross-cultural conflicts that actually arise at a remote mine-site. This model helps managers, team leaders, and workers to tackle in-mine conflicts that arise based on differing value systems of aboriginal and non-aboriginal workers and management. In addition, Gibson suggests that the concept of culture must be more rigorously applied throughout the mine structure and not discussed only in the forum of the cross-cultural workshop.

"This paper expands the SAG mill survey database published by the Author at Procemin 2013. The new database includes 49 published SAG/AG mill surveys and includes mills from all over the world. The paper will compare the survey database to SAG mill models by Austin, Morrell and Hogg & Fuerstenau with the purpose of demonstrating the degree of fit of the models to surveys and validating any empirical “fitting factors” used in the models.SAG mill power draw models are used in mill design and grinding circuit modelling to predict how much power will be consumed by a particular mill geometry and operating configuration. The importance of conducting surveys suited to model calibration will be highlighted because the review of literature shows that survey information important to modelling is often missing or omitted. A recommendation for the collection of data during a mill survey is presented, along with some assumptions used by the Author in the absence of certain data. The benefit to mining companies of publishing their survey data, and thereby allowing modellers to improve their model calibration, is discussed.The comparison of models requires a discussion of the measurement of power in a mill drive system as the models use slightly different position in the electrical network for ""where power is measured"". The benchmarking of models against plant operations requires a similar discussion of power measurement."

This paper highlights the electric power situation in Canada, and introduces brief explanation of the salient differences between electrical practice in the United States and Canada. The availability of bask energy in the two countries is touched on, also the hydro versus thermal outlook as applying to Canada. De-v2lopment of thermal-electric power is dealt with in some detail, followed by Canada's thermal-electric power requirements, present and future. The fuel requirements for steam-electric generating plant are assessed on the basis of a survey recently made, and the location and size of the major thermal plant operations are given. Fuel contractual obligations on the part ?of suppliers and consumers are mentioned. Finally, an opinion is expressed in regard to the types of f.uel in ?demand on a regional basis with emphasis on the need for coal in the several areas dealt with.

Since May of 2000, Mogas Industries, in partnership with F.W. Gartner Thermal Spraying Co. and using the services of Perpetual Technologies, has invested time, energy, and resources towards developing novel ball valves for high-pressure acid-leach (HPAL) service. In addition to developing new valve designs, an aggressive coatings development effort has been undertaken to improve the protective quality of the coatings so as to enhance the performance and extend the life of valves in severe HPAL conditions. In 2001, Mogas Industries qualified and applied a nanostructured titanium oxide (n-TiO2) coating for gold and nickel/cobalt HPAL services. The n-TiO2 coating provided dramatically superior protection against abrasive and erosive wear, fared very well against high-pressure autoclave corrosion testing, and has performed well in HPAL service.

The reduction of aqueous slurries of uranyl carbonate at elevated temperature with compressed hydrogen m the presence of metal catalysts and certain organic promoters has been shown. to yield uranium dioxide. The reduction takes place in a sequence of steps. The purity and sintering properties of the dioxide make it of interest as a starting material for fuel element production. Simple control can be exercised over the surface area and oxygen/uranium ratio of the product during reduction. URANIUM dioxide for fueling atomic power reactors 1s conventionally produced as a powder by simultaneously decomposing and reducing ammonium diuranate with hydrogen in a furnace at high temperature. The gold at Giant Yellowknife is intimately associated with a complex mixture of sulphides, including pyrite, arsenopyrite, stibnite, and a wide variety of antimony sulpho-salts. Direct cyanidation has never been feasible. Recovery is almost entirely dependent upon flotation, roasting of flotation concentrate, and cyanidation of calcine. In November 1958, an Edwards-type roaster and an early prototype, two stage Fluosolids roaster, were replaced by a large two-stage Fluosolids roaster of improved design. The new roaster was started at "safe" medium temperatures, but early in 1959, temperatures in both stages were gradually and deliberately lowered to determine whether continuous autogenous roasting could be maintained under exacting low temperature conditions necessary for good extraction. BRUCITE associated with highly metamorphosed Precambrian limestone was discovered in the vicinity of Rutherglen in northern Ontario by the writer during field work on the limestones of that district in 1937, and later was identified in similar limestone at Bryson and Wakefield, Quebec. The brucite occurs as granules disseminated through the limestone (Figure 1) and comprises from 20 to 35 per cent of the rock. Such rocks may be referred to as predazzites or pencatites, depending on the proportions of the constituent minerals. In this paper, however, the general term brucitic limestone is used to designate limestone containing brucite. In none of the deposits does the magnesia content of the rock approach that of magnesite, and in the deposits near Bryson and Wakefield the magnesia content is only that of dolomite. Therefore, without some method of concentrating the brucite, the deposits would be of little or no more value as a source of magnesia than is ordinary pure dolomite, which is abundant in many parts of Canada. Investigations in the laboratories of the Bureau of Mines have, however, resulted in the development of a method whereby, from certain of the deposits, pure calcined brucite, or magnesia, in granular form can be obtained, apparently at a cost that will enable it to compete in eastern Canada with imported magnesia. The granular magnesia so obtained appears to be highly suitable for use in basic refractories, for making magnesium metal, and for various other purposes for which magnesia is commonly used. Prospecting in the neighbourhoods of the original discoveries has resulted in a number of other deposits being found in each of the three areas, and there is now apparently available s1.dficient brucitic limestone of a grade that will lend itself to commercial exploitation to supply for many years a large part of the present and prospective Canadian market for magnesia and its products. Furthermore, it is expected that additional deposits will be discovered as prospectors and others become more familiar with the appearance of brucitic limestone.
