"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. Mining lignite pollutes the environment and causes ecological damage if unattended. Being conscious of the importance of environmental resources for the well-being of the living system, the Neyveli Lignite Corporation (NLC) adopts the policy of environmental regeneration as the foundation on which productivity is built. NLC started investing on Eco Care and Environment Protection long ago and it continues. Early investment in environmental protection has resulted in steady growth of the Company along with a healthy environment. The future vision of NLC is to be in the vanguard among the contributors to the community, environment and the nation by developing and utilizing industrial and human resources to the optimum. Abstract-Gahnite, a zinc-bearing spinel, is a resistate mineral that may be used as an indicator mineral of polymetallic deposits in high-grade metamorphic terrain. The Ontario Geological Survey recently completed surficial mapping and sampling programs in the Separation Lake area of northwestern Ontario and Kinniwabi Lake area of northeastern Ontario in which gahnite was recovered from samples of surficial sediments. Ternary plots of the composition (ZnO, MgO, FeO[t]) of gahnite recovered from these surficial studies reveal three distinct groups: Group 1 is characterized by low (< 1 wt%) MgO values; Group 2 by higher (>1 wt%) MgO values; and Group 3 by higher FeO(t) values than Groups 1 and 2. The composition of in situ gahnite recovered from volcanogenic massive sulfide mineralization, Zn-rich Sedex-type mineralization and peraluminous rare-element mineralized granite and pegmatite also was determined. The composition of the gahnite obtained from surficial samples was compared with that of in situ material. Gahnite from the peraluminous rareelement granite and pegmatite overlapped very well with surficial gahnite of Group 1. Gahnite from volcanogenic massive sulfide mineralization and Sedex-type mineralization overlapped well with surficial gahnite of Group 2. These results suggest that determination of gahnite composition in indicator mineral surveys may be useful in exploration programs when assessing the mineral potential of a region.

ONE of the morning sessions at the recent Annual Meeting was devoted to a Symposium on ways and means to expedite geological investigation, and also to promote greater prospecting activity, in Canada. It will be recalled that at the 1940 Annual Meeting, held in Winnipeg, a paper(l) prepared by Dr. G. A. Young, Chief Geologist of the Geological Survey, was presented, and was followed by a Symposium on Geological Investigations in Canada(2). On that occasion, the participants were in the main geologists, and they included the directors or other officials of each of the Provincial departments or bureaus of mines. At the Montreal meeting, the subject was discussed mainly from the point of view of the mining industry. The following pages present, in somewhat summarized form, the several contributions to that discussion.-ED. DR. J. J. O&apos;NEILL(3), who was to have opened the Symposium, was unfortunately prevented through illness from attending the meeting. He had intended outlining the main features of his paper on The Exploitation and Conservation of Mineral Resources in a Balanced Development of Canada, presented at the last annual meeting of the Royal Society of Canada( 4). In his absence, DR.J. A. DRESSER presented a summary of the paper.

"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

"An integrated nickel flash smelter is operated with Peirce-Smith converters at the Kalgoorlie Nickel Smelter. To improve the partitioning of arsenic between slag waste and matte product, an option to modify the slag–matte chemistry by addition of CaO was analysed. A combination of plant sample analysis, high-temperature laboratory experiments and thermodynamic modeling was carried out to evaluate the process options. The high-temperature experiments involved the re-equilibration of industrial matte-slag samples at 1225 °C and P(SO2) = 0.12 atm, rapid quenching in water, and direct measurement of phase compositions using electron probe X-ray microanalysis (EPMA) and Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LAICPMS). A private thermodynamic database for nickel sulfide smelting and converting was used together with the FactSage thermochemical software package to assist in the analysis of the distribution of elements between slag and matte as a function of CaO addition. The thermodynamic predictions combined with experimental data obtained in this study can be used to characterise the effect of CaO fluxing on the slag–matte thermochemistry during the nickel sulfide converting.INTRODUCTION At the Kalgoorlie Nickel Smelter (KNS), nickel sulfide concentrate is processed in an Outotec-type flash furnace to produce nickel matte containing +47 wt% Ni. Separation of nickel matte and waste slag from the flash smelting is enhanced through settling in the electric arc -heated zone attached to the flash furnace. The flash furnace matte is further processed in a Peirce-Smith converter to produce Ni-rich matte containing +66 wt% Ni (Crundwell, Moats, Ramachandran, Robinson, & Davenport, 2011). Iron silicate-based slag is used in the converting process at KNS. Most of the arsenic is contained in the final matte and very little of the arsenic partitions into the slag. Previous work by Font et al (Font, Hino, & Itagaki, 2003) shows that the distribution ratio of arsenic between calcium ferrite slag and nickel-matte (LAsslag/matte) is significantly higher than that between iron silicate slag and nickel-matte, where LAsslag/matte = (wt pct As in slag)/{wt pct As in matte} (1)"

"Syncrude&apos;s overburden removal requirement ranges from 20 million to 30 million bank cubic metres per year to meet tarsand demands for the production of 129,000 barrels of synthetic crude oil per day. The economic tar-sand lies beneath a variable thickness of overburden materials, composed of silts, clays, some sands of lacustrine origin, wind-deposited sand dunes, and out-wash sands and gravels.For the removal of overburden, Syncrude commissioned its own mobile equipment fleet in January 1981. This fleet consists of two Demag 241 hydraulic shovels, ten Titan 33-15B trucks and support equipment. Prior to this, all overburden removal was being carried out by contractors.This paper presents an overview of overburden removal at Syncrude, with particular reference to the performance of its own fleet.IntroductionThe Syncrude Tar Sands Plant was officially opened on September 15, 1978. After an expenditure of approximately $2.26 billion, the second and the largest commercial tarsands plant was on stream toward a permit production rate of 129,400 barrels of synthetic crude oil per day. The Syncrude Plant, a joint venture of six oil companies, the federal government and the Alberta government, is a major step forward toward the goal of Canadian energy self-sufficiency.The Mildred Lake operation of Syncrude Canada Ltd. Is located 40 km north of Fort McMurray and 480 km northeast of Edmonton in the Province o f Alberta.Synthetic crude oil leaving the plant is a blend of two-third s gas oil and one-third naphtha. The two streams combine in a pipeline and flow to Edmonton. The product takes six days to make the journey, arriving at four locations in the city Imperial&apos;s Strathcona Refinery, Gulf&apos;s Edmonton Refinery, the Interprovincial pipeline terminal and the Trans-Mountain pipeline terminal. Each Syncrude owner receives a share of oil equal; to its percentage of ownership in the project. At the present time, the oil is being utilized by Canadian refineries from Vancouver to Montreal."

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.

"As part of an over-all arsenic management strategy, Inco has developed a novel process that converts a by-product high moisture copper/arsenic sulphide precipitate into a crystalline copper arsenate suitable for the manufacture of wood preservation chemicals.The copper/arsenic sulphide precipitate is atmospherically leached with oxygen and sulphuric acid, producing a crude (blue) copper arsenate precipitate, elemental sulphur, and a copper and nickel containing solution. The blue copper arsenate is dissolved with sulphuric acid, the molar Cu/As ratio is raised to 2, and a crystalline copper arsenate (olivenite) is precipitated by the addition of sodium carbonate. Dissolved copper is recovered using metallic nickel (or matte) and elemental sulphur, to produce a low-moisture (low-arsenic) precipitate suitable for standard nickel-copper processing.The process was successfully piloted at Inco&apos;s Manitoba Division between September 1990 and June 1991. The copper arsenate product typically analyzed 43% Cu and 25% As, and the moisture content was about 10%."

As a result of a test-drilling program conducted by the Research Council of Alberta in 1968, a gypsum deposit averaging 30 feet in thickness, with a chemical purity of 84 per cent gypsum, has been proven to underlie the Clearwater River valley for a distance of 18 miles at depths ranging from near-surface to 300 feet. This and other subsurface deposits in the vicinity of Fort McMurray, Alberta are the product of local hydration of anhydrite beds believed to be the water-insoluble remains of the leached Prairie Evaporite formation of Middle Devonian age, the thick salt section of which is preserved down dip. The effects of salt solution are seen in the disturbed bedding and the intermixture of greyish green shale with gypsum in the core, the shale content being responsible for the rather low chemical purity of the deposit. A similar gypsum deposit, but probably of higher purity, is postulated to occur beneath the Athabasca River valley about 60 miles north of Fort McMurray.

"The Waite-Amulet, an important copper-zinc mine, lies astride the Duprat-Dufresnoy township boundary about 8 miles northwest of Noranda, Quebec. It is an amalgamation of two properties, that of the former WaiteAckerman- Montgomery Mines to the north and that of Amulet Mines, Limited, to the south. This amalgamation took place in 1933. The description that follows is confined to the Amulet section.Ore was first discovered on the Amulet property in the autumn of 1924. The C Shaft and Upper A orebodies were found in 1925 and the F orebody in 1929, the latter by diamond drilling under a swamp. Under the present management, Lower A ore body was discovered by diamond drilling at a depth of 700 to 1,200 feet in 1938, and new ore was found from the old C Shaft workings between 1943 and 1945.From April 15th to October 20th, 1930, 60,291 tons of ore was produced from the Amulet. During the second half of this period, the ore averaged 4.2 per cent copper, 16.3 per cent zinc, and 0.02 oz. gold and 3.35 oz. silver per ton. Due to the prevailing low prices of metals, there was no further production until July, 1937. Output was greatly accelerated in 1940 when the newly found Lower A orebody assumed the main burden of production. Up to January 1st, 1946, mill reports indicate the treatment of the following ore: GENERAL GEOLOGYFig. 1 shows the geology of the entire property. To the east is the Lake Dufault granodiorite stock and to the west the Flavrian Lake granite mass. Around the granodiorite and separating the Waite from: the Amulet section is an older diorite intrusion. The ore occurs in a series of lavas that form a broad anticline pitching eastward at a relatively low angle into the Lake Dufault intrusives. There are several steep east-west faults. The late Powell diabase dyke is shown, also the general areas of strong dalmatianite alteration, a type closely associated with the sulphide mineralization."

"Autoclaves have been in commercial use in the mining industry since the early 1950's the initial applications included tin, uranium, cobalt, nickel and copper extraction under both acidic and alkaline conditions. These circuits varied in batch or continuous operation. The geometry has been spherical, vertical, and horizontal type with up to six agitators, with throughput as high as 1000 stpd.Presently autoclaves are a good process selection for many refractory sulphide gold bearing ores. The first application of pressure oxidation in the gold industry was at the Homestake Mcglaughlin's Mine which was commissioned in 1985. This was an acidic pressure oxidation process treating 3000 stpd in three four compartment horizontal autoclaves 14' diameter and 53' long. Since the initiation of autoclaves for the treatment of gold bearing sulphides, there are presently 16 gold autoclaves operating worldwide varying in size up to 18'4"" inside diameter. There are seven autoclaves for the treatment of refractory sulphide gold bearing ores to be commissioned in 1997 and 1998.Autoclave technology has progressed extensively since the mid-eighties. Operational experience has made rapid progress and the result is much smoother and safer autoclave operation. There have been many advances in autoclave technology design. For example, the use of exotic materials for corrosion resistance to reduce down time for maintenance. The instrumentation involved in autoclave operation is very sophisticated which allows for many safety features. The advanced design has allowed for greater availability and as a result operating costs and maintenance costs have decreased. These technological advancements have made autoclave technology more safe and this has resulted in a greater acceptance of this type of operation. Many of the gold autoclave facilities operate up to 9 months continuously without shutdowns. The advancement of autoclave technology has inspired many new applications.Because of the outstanding operation of autoclaves in the gold industry, many other applications for autoclave technology are being considered. ON THE 6TH JULY in the year 1953 an announcement was made to the public that touched off one of the greatest staking rushes in the history of mining in Canada and resulted, in tl1e space of a few short years, in the development of the greatest reserves of uranium-bearing ore in the world. It was ?On this date that the famous "Blind River back-door staking bee" was completed with the acquisition of some 2,000 claims by the Preston East Do me-Technical Mine Consultant teams under the direction of Mr. Franc Joubin and Mr. Robert C. Hart. That story has been told from coast to Coast and is too well known now to re-quire elaboration. Suffice to say that, in the short elapsed time of less tl1an five years from that momentous summer of 1953, three of the Algoma mines are in full production, three more are rapidly nearing full production, five more 1are approaching the production stage, a new hard-surfaced highway, 108, has been built to serve the area, and a brand new, completely planned city, Elliot Lake, is being built to provide the amenities of living to the 22,000 people already in the area.

Introduction The writer was instructed to visit the Chibougamau region during the field season of 1927 and report on the mineral discoveries that had been made there since 1911. lt was deemed advisable to obtain detailed information regarding the rocks underlying the area in the vicinity of these recent discoveries. Accordingly an area 60 square miles in extent was mapped. The outcrops were studied along the water courses and along bush traverses spaced at half-mile intervals between these water courses. The completion of the rest of the summer&apos;s programme allowed only three weeks for this work. lt is from this small, mapped area, and this necessarily cursory survey, that the material for this paper was obtained. Location And Means Of Access The name Chibougamau district is applied loosely to an ill-defined area of about 1,000 square miles lying mostly north and west of Chibougamau lake in the Province of Quebec. The lake is approximately half way between lake St. John and James bay. It lies 150 miles north of the Canadian National railway and 40 miles south of Mistassini?lake.

"Abstract -Mineral deposits and prospects of the Pan African Saldanian orogenic belt in the south­ western Cape Province South Africa, are reviewed. Despite the entire absence of operating base or precious metal mines in the area, this study has established at !east four metal associations that offer enticing exploration potential .The poly-phase deformed, low-grade metamorphosed volcano-sedimentary Malmesbury Group constitutes a complex, poorly understood supracrustal sequence that has been loosely subdivided into the Tygerberg, Swartland and Boland tectono-stratigraphic terranes by northwesterly trending fault zones. Syn- and post-tectonic granitoids of the Cape Granite Suite selectively intruded these terranes. Early S-types preferred the Tygerberg terrane whereas the later I-types dominate the remaining areas. Anorogenic A-type granites, however, occur in all three domains. Known metallization is directly or indirectly related to the intrusives, yet syngenetic deposits are conspicuously absent from the supracrustals. Four metal associations have been identified.•,Cassiterite-wolfrarnite (± Au, Cu, Mo, Fe-sultides) in quartz and quartz/aplite veins hosted by tourmalinized and locally greissenized S-type granite. Similar exo-granitic veins occur in proximal metamorphites.•,Juxtaposed disseminated, stockwork, breccia and vein style Cu-Mo-Fe-(Au)-sultide mineralization hosted by matie to intermediate intrusives of high K calc-alkaline, 1-type affinity.•,Cu-Mo-Au-sultides hosted by hydraulic breccia pipes, stocks and veins occurring in anorogenic A-type alkali feldspar granites and amphibole quartz syenites.•,Scheelite with minor Cu-Mo-sulfides and Au-associated with endo- and exo-skarns spatially related to I-type monzogranite, granite and alkali feldspar granite .The first three associations occur along the Yzerfontein-Helderberg-Zone, a 180 km lineament in the Tygerberg terrane, a zone exploited by syn-, late- and post-tectonic intrusives and their related mineralization. The fourth association is typical of the Boland terrane. The spatial and temporal relationships between the various metal associations is interpreted as the result of sequential intrusion of relative early high level S-type, followed by intermediate level I-type and finally anorogenic A-type granitoids during the evolution of a contracting continental margin arc and its inner arc. This plate tectonic setting suggests subduction in an easterly direction underneath the Kalahari craton. The spatial configuration of the various terranes at the present erosional levels is the result of rifting and significant differential vertical displacement following cessation of subduction, a terminal tectonic event possibly synchronous with intrusion of the A-type granitoids.Near surface preserved roof zones and cupolas of both S- and I-type granitoids in the Tygerberg and Boland terranes, respectively, render these areas extremely prospective for Sn, W, Mo and Au mineralization. The presence of intermediate to mafic volcanics, a diversity of calcareous lithotypes and favorable plate tectonic setting of the Malmesbury Group suggest potential for the thus far elusive VMS, MVT and Sedex base metal and minor precious metal deposits."

At the last Annual Meeting of the Institute, Dr. C. V. Corless sketched the potential mineral wealth of Canada so clearly, graphically and with-all so entertainingly that one&apos;s imagination was fired with the promise held out to future generations for the tremendous expansion of the mining industry in the Dominion. Posterity will undoubtedly witness the fruit of much of the geographical search and survey that is now carried on by our government mining departments. Year after year the work advances, slowly but surely, new areas are . explored, older areas are surveyed in detail, the information being compiled in maps and reports of incalculable value to the prospector, the engineer and the general public. The immensity of the task of exploring, geologically, the outlying portions of the country, with the ultimate view of making valuable mineral discoveries, may be visualized from a study of Dr. Corless&apos; paper and the subsequent discussion which took place and one becomes impressed with the fact that three-quarters or more of the problem can be included under the word "transportation". For instance Dr. Corless said, "The few geological explorers who have penetrated to these remoter regions . . . . . . have as a rule been compelled to stick closely to canoe routes,"; Dr. Goodwin remarked, "This barren Laurentian granite, which is put down on the maps as covering the greater part of this area, is the best guess the geologist could make from travelling along watercourses Within the next few years . . . . . . the Timiskaming and Northern Ontario railway will undoubtedly be extended to James Bay . . . . . . In order that we may be prepared for the probable influx of prospectors when transportation facilities to tidewater are provided, I think all available information on this district should be gathered together in handy form." All three-Corless, Goodwin and Cole-emphasize the well-known fact that explorers, geologists and prospectors working in new country must stick to the watercourses and that transportation by rail, road or water has always been the all-important deciding factor in facilitating the exploration and development of remote districts. Dr. Corless did, however, suggest other means of transportation in stating, "The aeroplane will be of assistance in future study of some parts of these remote areas."

Gold-on-carbon catalysts resulted very active and selective in liquid phase oxidation [1, 2, 3] and during past studies we established that activity is ruled by two factors: particle dimension and gold exposure on the carbon surface [4]. These two parameters are also connected to the nature of activated carbon where the chemical nature of the surface oxygenated groups probably plays an important role [5]. Our studies, focused on the design of an active gold-on-carbon catalyst for liquid phase application, were aimed, operating a fine tuning of all the parameters involved in determining activity, to optimize gold-on-carbon preparation, keeping in mind that gold particle activity increases with decreasing particle size and increasing gold exposure. Gold sol immobilisation represents a versatile methodology in preparing gold catalysts [6]: throughout this work we used as sol stabilizing agent, the N-dodecil-N,N-dimethyl-3-amino-1-propan sulphonate (SB), that provides both sterical and electrostatic stabilisation, a condition we already demonstrated necessary to preserve particle dimension when carbon is used as the support [6]. We generated different gold sols by varying the relative amount of reagents (HAuCl4, SB, NaBH4), the type of alkali and the temperature of the gold precursor reduction. Moreover, as we had recently evidenced that there is also a carbon effect [5], we employed only one active carbon to immobilize the sols.

"The important volume end use sectors for the rare earth elements and yttrium continue to be in steelmaking, petroleum cracking catalysts and glass polishing. The market sectors which may provide future high volume demand, to replace the older sectors where demand has declined over the past decade, include magnets, automobile catalysts, ceramics and superconductors. Increases in production capacity in all major rare earth producing countries are expected to restrain large price increases for high purity rare earth oxides over the short term. A sharp increase in demand for yttrium in advanced ceramics and superconductors would lead to a shortage in separation capacity, however, and to a corresponding rise in prices for separated rare earths.IntroductionWhile visiting the Geology Department of the University of Toronto in 1981, Professor Lu from the Institute of Geochemistry of Academia Sinica at Gweiyang in China introduced one of his seminars with the observation that in China, rare earths are not rare at all.Indeed, while being rare in terms of abundance as measured by, say, the Clarke scale, the rare earth elements, like many other low abundance elements, are subject to geological, geochemical and mineralogical concentration.The rare earth elements comprise the fifteen inner transition elements of Group IIIB, Period 6, of the periodic table, from lanthanum to lutetium (the lanthanides), as set out in Table 1. The rare earths constitute a distinct group as they have extremely similar chemical characteristics due to the uniformity of their outer electron shells. The element yttrium is usually, by convention, included in the rare earth group as it occurs with the rare earths in nature and has properties very similar to them.The rare earths are divided into two subgroups, the ""light"" rare earths, made up of the first seven elements of the series, lanthanum to europium, and the ""heavy"" rare earths, comprising the remaining eight elements, gadolinium to lutetium, plus yttrium. These two subgroups are also referred to as the cerium subgroup and the yttrium subgroup, respectively. The subdivision is based on differences in the atomic radii resulting in somewhat different properties for the two subgroups."
