Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

Continuous monitoring of mining impacts on the surrounding environment is a necessary sustainability criterion. Traditional monitoring approaches such as in situ sampling and airborne and satellite-based remote sensing have several limitations. Over the past few decades, unmanned aerial vehicles (UAVs) have evolved into popular platforms for remote sensing. UAV-based remote sensing has been successfully applied in different sectors, including agriculture, forestry, urban environments and disaster management. However, the potential of UAVs for mine environmental monitoring has not yet been fully established. Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

Large-scale open cut mining in the Bowen Basin has been undertaken for over 40 years. During this period, improved mechanical capability and economics have allowed extraction to greater depths, resulting in post-mining landforms of increasing height. Rehabilitation practitioners face significant challenges in stabilising these landforms and require a comprehensive understanding of the Bowen Basin Coal Measures strata likely to be disposed of during mining. Knowledge regarding the potential behaviour of differing spoil materials (following disturbance) provides a rationale to maximise short- to medium-term surface stability of constructed landforms by identification, salvage and advantageous reuse of cladding resources as a means to minimise erosional risks.CITATION:Emmerton, B, Burgess, J, Baumgartl, T and Erskine, P, 2016. Nuclear techniques have been used to determine the solids weight fraction (W) and ash content of (fine) coal in slurries independent of voidage variations. The method is based on the correlation between W and the hydrogen concentration Hsl (wt/wt) of the slurry. Hsl is determined by combining measurements of neutron moderation and ?-ray transmission. Both Wand ash content are determined by combining the above measurements with the ash-sensitive measurement of X-ray backscatter compensated by a measurement of iron K X-ray intensity.The nuclear analysis system, called the SIRO coal slurry gauge, has been proved in a six-week plant trial at the BHP Steelworks washery at Newcastle, NSW. Several probes, each containing a radioisotope source and scintillation detector, were immersed directly into the coal slurry in the feed box upstream from the bank of flotation cells. For 140 samples W, ash and voidage varied in the ranges of 0 to 13 wt percent, 26 to 41 wt per cent and 0 to 4 vol. per cent, respectively. The r.m.s. difference in solids weight fraction, determined by probe measurements and conventional assay, was 0·52 wt per cent. Ash was determined with an r.m.s. difference of 2·0 wt percent in the coal. Better sampling techniques were used in the last half of the plant trial, and r.m.s. differences were 0.35 wt per cent solids and 1·5 wt per cent ash.

A comparison was made between chemical analysis and ocular mineral/rock classification in health-based risk assessment of historical mine waste produced between 1625 and 1975. Large parts of the mine waste are heavily weathered and secondary minerals are abundant. The field was divided into several areas from where composite samples were collected. Seventy-five mine waste samples were selected for chemical analysis (As, Cd, Co, Cr, Cu, Hg, Ni, Pb, V and Zn) and ocular mineral/rock classification (silicate, mica, granite/pegmatite, carbonate, iron oxide ore, sulfide ore, distribution between chalcopyrite, sphalerite and galena and distribution between pyrite and pyrrhotite). The waste has been produced in conjunction with mining a complex sulfidic ore with increasing iron oxide content (mainly magnetite) towards the northern part of the field. Elevated concentrations were found for Cd (average 26 mg/kg dw), Cu (average 3500 mg/kg dw), Pb (average 4100 mg/kg dw) and Zn (average 11 000 mg/kg dw). Large differences between average and median values indicated that the data was not normally distributed, ie the metals occur as discrete minerals (eg chalcopyrite, galena and sphalerite). The ocular classification indicated low carbonate content, chalcopyrite dominating over sphalerite and galena in most samples and an even distribution between pyrite and pyrrhotite. Both analytical and ocular mineral/rock classification data were combined into a common matrix that was evaluated using multivariate statistics. Principal component analysis (PCA) showed, for instance, that chromium and vanadium were mostly associated with harder minerals and rocks. PCA also indicated that a similar graphical picture could be obtained for chemical data and ocular mineral/rock classification data, respectively. The comparison indicates that ocular mineral/rock classification can replace or at least reduce the numbers of chemical analysis in health- based risk assessment of historical mine waste.

Mining schools around the world, many unfortunately now closed, were often established to teach the techniques of narrow vein mining and associated processing to students studying part-time while working in the industry. This arrangement ensured graduates (or æassociatesÆ) had a mix of skills and knowledge invaluable to the industry.It is argued that there is still a need to educate students in these narrow vein techniques and that there will be a growing demand for such graduates with a high level appreciation of this type of mining. There is also a need for innovation in narrow vein mining and processing to develop specific technologies and allow the use of techniques applied in æbulk miningÆ to achieve improvements in productivity, safety and economic performance.This paper aims to review the situation with regard to education and innovation in narrow vein mining.CITATION:Hall, S, 2012. Pike River Coal Limited is in the process of developing the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction. The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park.   As such, the major restriction to planned extraction is protection of: +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

This paper briefly describes the construction in 1979/80 of a 70m deep trial open pit coal mine near Bowmans S.A. and describes more fully the hydrogeological aspects of the exercise. The primary purpose of the Trial Pit was to provide a large sample (700 tonnes) of coal for combustion tests to be carried out in West Germany and the United States of America. Consideration was given to obtaining the sample of coal by drilling and by shaft sinking as alternatives to open pit methods. It was expected that economic mining of the deposit on an operational scale could only be achieved by open cut methods and it was recognised that major uncertainties existed in planning such a mine in the deep unconsolidated multi-aquifer deposit. It was therefore elected to obtain the bulk sample by constructing a trial open pit, which would be closely monitored to provide as much data as possible for future planning of a full scale mine. The dewatering of the Trial Pit was achieved using 26 deep pumping wells, assisted in the later stages by several hundred well points. This was probably the largest dewatering project currently in operation in Australia.

Safety and stability of underground mine openings, coal pillars and water dams in the near vicinity of operating surface mines are endangered from excessive blast induced vibrations. This paper deals with the investigations carried out in four coal mines. Simultaneous measurements at equal distances from the source indicated higher level of vibration on the surface than those produced in the underground workings. The values of peak particle velocity (PPV) measured on coal pillars, body of water dam were lower than those measured on roof and junctions of the roadways. The parting of coal (3-4.5 m) between two sections vibrated with higher PPV compared to the roof of top section and floor of bottom section. In one case the influence of total charge fired in a round was significant in generation of vibration compared to the maximum charge/delay where monitoring was done vertically below the source.

Six new IsaMills were installed for the George Fisher flowsheet in the Lead/Zinc Concentrator of Mount Isa Mines to produce a product P80 as fine as seven microns. The objective was better liberation of galena and sphalerite. The IsaMill commissioning was completed by the end of 1999. The six new IsaMills were running to the metallurgical specifications almost immediately after start-up. This paper reports the performance of the George Fisher IsaMills in the zinc circuits and some of the latest development in the IsaMill designs and maintenance during George Fisher commissioning.

The Tui Mine is located near Te Aroha at the base of the Coromandel Peninsula. It was a lead-zinc mine, which closed in 1973 due to declining concentrate prices, high overheads, and high mercury levels in the ore. The site was abandoned, leaving behind an acid rock drainage generating system, including a sulfide-rich tailings dam which has since caused pollution of Tui Stream, as well as open adits and waste piles which drain predominantly into the neighbouring Tunakohoia Stream. At the AusIMM conference in 2003, Harvey and Webster-Brown presented water quality results from the Tui mine site and lower stream catchments in 2002. In April 2006, Environment Waikato undertook remediation works to stabilise the dam and reduce acid drainage entering Tui Stream. In this study, water quality results from the Tui mine site and lower stream catchments are again being determined, in order to compare with the pre-remediation results. Preliminary data collected for summer indicate a minor but consistent improvement in water quality in the lower stream catchments, although lower Tui Stream continues to exceed ANZECC (2000) aquatic life guidelines for Cd, Cu, Pb and Zn. This slight improvement may be due to a decrease in the flow of ARD into Tui Stream, as there does not appear to have been an improvement in quality of the contributing ARD waters.

About 90 per cent of the pre-mining BIF-hosted iron ore resource of the Hamersley Province of Western Australia is of the Phanerozoic supergene martite-goethite type. The remaining ten per cent formed as supergene deposits at ~2000 ¦ 200 Ma, and were later modified by burial to form the Proterozoic martite-microplaty hematite ores. The supergene-metamorphic segment of this general unified model has been challenged by three recently published hypogene-based genetic models for the hematite ores, all requiring meteoric oxidation to produce the ore. The most recent and detailed, by Taylor et al (2001), is based on data from the small Southern Batter and North deposits of the Mount Tom Price mine. The authors proposed that during Stage 1 æoverpressured bicarbonate-saturated basin brines from the dolomite aquifer of the Wittenoom FormationÆ at 150 - 250¦C, dissolved free silica from BIF to produce a stratigraphically thinned, magnetite-carbonate-silicate-apatite rock. In Stage 2, meteoric oxidation of siderite to secondary microplaty hematite + ankerite, and magnetite to martite, at unspecified elevated temperatures and pressures, was followed by carbonate leaching (Stage 3). Finally, during Stage 4, weathering with removal of apatite, produced the typical low-phosphorus, porous martite-microplaty hematite ores of the Tom Price-Whaleback type. However, evidence of both microplaty hematite and martite reduced to magnetite, and of infill silica, apatite, and ferroan chlorite, with late-stage pyrite, in the pore space of martite-microplaty hematite ore, shows that the hydrothermal activity at Mount Tom Price is a post-ore event. Neither pyrite nor ferroan chlorite could resist the oxidation required to form hematite ore. Recrystallisation of microplaty hematite in these infilled zones to a typically coarser form than present in most of the normal ores, is a further supporting factor. A more credible, post-ore alternative to the hypogene genetic model is suggested here. Re-exposure to leaching by ground water of the metamorphosed ore deposits in the Phanerozoic resulted in the partial removal of remnant goethite. Localised modifications in the porous BIF/ore contact zones were driven by exothermic oxygen/pyrite/carbon reactions in the footwall Mt McRae Shale. Cool descending oxygenated meteoric water in the permeable ore horizons, acted as one limb of a thermal convective cell. In the other limb, heated reducing solutions rose through the permeable contact zones, to produce the observed localised modifications of BIF and ore. Expelled silica from the carbonatised BIF invaded adjacent porous ore to form erratic silicified ore zones, and to produce the local quartz vein systems found in the associated overlying BIF.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

The Coal Mine Roof Rating (CMRR) is a rock (roof) mass classification (RMC) system/index that was originally developed by the United States Bureau of Mines (USBM) for aspects of underground coalmine geotechnical design and was first introduced to Australia as a part of the original Analysis of Longwall Tailgate Serviceability (ALTS) project conducted in 1997/1998. In subsequent years further refinement to its calculation was undertaken, such that the CMRR is now an industry standard for quantifying the structural competence of the primary bolted roadway roof interval and has been routinely/widely used by Australian collieries over the last 25 years with great success for roof support/chain pillar design. There have been many publications discussing the use and calculation of RMC systems and this paper also provides an important update and recommendations in how best to calculate the CMRR. However, it is rare to find an explanation as to why and how a RMC system/index satisfactorily takes account of the mechanics and rock mass behavioural issues associated with ground reinforcement. This paper provides such an explanation and insight with respect to the CMRR so it is: 1) better understood, 2) to allay any concerns, and therefore 3) will continue to be confidently used by and for the collieries’ benefit.

The Boddington Gold Mine (BGM) is managed by Worsley Alumina Pty Ltd (Worsley) and is located 110 km south-east of Perth, Western Australia. The gold mine, which has operated since mid-1987, was originally constructed to treat 3 Mtpa of gold bearing oxide ores, has subsequently been expanded to treat 7 Mtpa and is presently one of the largest gold producing operations in Australia.During 1990 a Supergene/Basement Plant was constructed to treat 250 000 tpa of copper supergene and hypogene ores and basement ores which contain significant gold grades and which are encountered at the lower levels of the existing oxide orebody. The SupergeneBasement Plant has the versatility to treat a wide range of ore types, producing both gold bullion and copper-gold concentrates. It is a stand-alone facility adjacent to the existing 7 Mtpa gold plant.

High Voltage Pulse (HVP) technology is a novel process that could potentially be the step-change needed in ore processability in the mining industry. The propensity of high voltage pulses towards mineral-enriched ore particles during treatment makes this technology selective and has the potential to enable ore pre-concentration by size separation. In this study, the potential for pre-concentration of a low grade copper-gold ore sample subjected to HVP pretreatment is investigated and compared to that achievable after mechanical breakage in JKMRC’s rotary breakage tester (JKRBT). The data show that a better pre-concentration result can be achieved after HVP processing than conventional breakage. The gold pre-concentration potential is much better than that observed for copper. 4D HVP pre-concentration characteristic curves were produced to assess the metallurgical performance possible as a function of energy input. The case study shows that when targeting a nominal metal recovery of 90 per cent for gold, the HVP pre-concentration technique can split the low grade ore (0.9 ppm gold and 0.28 per cent copper in the feed size 26.5-37.5 mm) into two components – a low grade oversize material (0.3 ppm gold and 0.15 per cent copper) and a high grade undersize material (1.0 ppm gold and 0.3 per cent copper). The mass split to the low grade is 23 per cent. Under this mass split scenario, gold recovery to screen undersize is 90 per cent and copper recovery is 85 per cent. The HVP treatment of this feed size requires a specific energy (spark) of 2.8 kWh/t.There is further research that would be required before industrial uptake of the HVP pre-concentration technology would be possible. I would especially like. to welcome delegates who have travelled great distances in order to contribute to, and be participants in, this examination of the technical innovations which have always been a crucial part of our industry.
