Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The philosophy adopted, the procedure followed and the significant changes that resulted are explained.CITATION:Leeming, J R, 2017. The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. The Peko copper orebody is associated with a body of magnetite rock which it has partly replaced. The primary ore averages about 9 per cent. copper and 4 dwt. gold per ton and locally IS much richer. It consists essentially of chalcopyrite and unreplaced magnetite, with lesser amounts of pyrite, marcasite, pyrrhotite, cobaltite, bismuthinite, native bismuth and native gold. The earliest formed mineral is wolfram, and the latest formed is goethite, so that the temperature of deposition ranged from about 5000 C. to 1650 C. or lower.Oxidation extends to 270 ft., which is 100 ft. below the present water level. The oxidized ore consists of cuprite and native copper, and has replaced more or less massive chalcocite of a former zone of secondary sulphide enrichment. The present zone of secondary sulphide enrichment extends from about 270 ft. to 310 ft. depth.INTRODUCTIONThe Peko mine is about 6 miles south-west of Tennant Creek township in the Northern Territory, adjacent to a small outcrop of hematite rock that projects above an otherwise featureless "bull-dust" fiat.The copper-gold orebody being developed in this mine did not outcrop. It was first detected in 1950 by a surface diamond-drill hole (DDH.1), which intersected primary copper ore at a depth of 400 to 425 ft. This ore contained from 4 to 11 per cent. copper and 1 to 25 dwt. gold per ton. Since then a shaft has been sunk, and crosscuts and development drives have been opened on the 210..ft., 300-ft. and 400-ft. levels, which are also connected by winzes. Two diamond drill holes sunk from the 400-ft. level have intersected theorebody at about 450 to 460 ft., and a winze from the 400-ft. level intersected the lode from 445 to 500 ft. At this point it is 54 ft. wide, and averages 9 per cent. copper. More recently an inclined surface drill hole (Peko No. 1) has cut the lode at 856 ft. to 921 ft., equivalent to a vertical depth...

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Laboratory batch rod and ball milling tests were conducted on samples of Heavy Medium Separator (HMS) sinks from Renison Limited. The effects of mill rotation speed, rod volume and ball size on the resulting product size distribution were investigated. Between 48 and 69 per cent of critical speed, the product sizing distribution curves remained very similar, with a finer grind resulting from increasing the speed of rotation at constant grind time. Increasing the rod loading from ten to 53 per cent by volume caused the product size to become finer and more closely sized with a transition occurring at approximately 29 per cent. This was interpreted as a change of dominant grinding mechanism from abrasion to impact. No preferential grinding of the cassiterite was observed. The effect of increasing ball size at constant charge weight was to preferentially grind the coarser particles and generate more intermediate sized particles, whereas the product from a mixed ball charge gave a distribution similar to that obtained when a charge containing only smaller balls was used.

Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. Barrick (Australia Pacific) Limited initiated a trial of Caterpillar’s Minegem autonomous loader technology in 2009 at the Kanowna Belle mine in Kalgoorlie. Autonomous loader technology offers the potential to improve loader productivity, reduce operating costs and improve safety through removing personnel from the mine operating environment. This paper discusses the implementation of the technology at the mine site, the data collected during the trial and quantifies the benefits of using automated loader technology in comparison with teleremote loader operation. The lessons learned from the trial and work planned for the future in respect of this technology is also discussed.

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

Study on Reasonable Mineral Processing Flow Sheet of Yunfu Low-Grade Pyrite Ores Low-grade ores in Yunfu Pyrite Mining Area were investigated, in order to find an economical, reasonable and environment-friendly mineral processing technology, which is of low consumption and high efficiency in pyrite recovering, which can ensure that the quality of pyrite concentrate product is eligible for sale and the sulfur content of the discharged tailings meets the national emission standards. A flow sheet with a classification, a jigging for coarse-grain minerals and a spiral chute separation for fine-grained minerals was adopted, and the sulfur grade and recovery of the pyrite concentrate is 35.50 per cent and 86.70 per cent respectively, while the grade of tailings is only 6.70 per cent.

Prediction of fragmentation by blasting is most commonly based on theassumption that a single distribution of pre-existing discontinuities is present within a blasted rock volume and that the underlying mechanism of failure is tensile failure. It is assumed that the tensile stress field created by a blast initiates and extends radial cracks around the blastholes. Interaction between radial cracks from different blastholes and the free surface creates rock fragments. In reality, fragmentation of the rock occurs due to two mechanisms.One is related to the compressive-shear failure of the rock (mainly rock matrix) close to the blastholes, while the second mechanism is the previously mentioned tensile failure of the rock mass. The secondmechanism of failure occurs in the form of extension of the larger cracks in the region beyond the crushed rock, and this type of fragmentation occurs after the crushing phase. In the case of hard rock or blasting where the extent of crushing is minimal, the currently used prediction methods give a reasonably good result. However, there are many blasting conditions where the amount of rock crushing is significant. In the case where fragmentation of the given rock volume occurs dueto two different mechanisms, modeling of the rock fragmentation with a single distribution function is not appropriate. To model the fragment size distribution generated by two different mechanisms, it is necessary to use a two-component fragment size distribution function and a scaling parameter that will determine the proportion of the fragmented volume created by each mechanism. The purpose of this paper is to present results of blast fragmentation modeling based on two mechanisms of failure. The two-component model (TCM) utilises experimentally determined parameters from small scale blasting and parameters of the Kuz-Ram model, for more accurate prediction of the complete rock fragment size distribution curve. The methodology is such that it is possible to predict complete fragment size distribution, including fines, of ROM product for a future mine, at the feasibility phase of mine design.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

There are large tonnages of low-grade manganese ores in India fromwhich it is uneconomic to produce ferroalloys by conventionalsubmerged arc furnace smelting. A possible way to utilise these ores is to smelt them with carbon to produce pig iron and a manganese-rich slag, then to metallothermically reduce the molten slag to silicomanganese. Thermodynamic modelling of the metallothermic reduction stage using aluminium, silicon or aluminium-silicon alloy as the reductant at 1450¦C showed that an acceptable grade of silicomanganese could be produced. Manganese recoveries were predicted to be about 80 per cent. Heat balances indicated that silicothermic reduction may not produce enough heat to maintain reaction temperature. Small-scale laboratory experiments showed that the manganese grade of the alloys, and the manganese recoveries, were close to those predicted, but those for silicon were muchlower. Aluminothermic reduction produced the highest grade manganesealloy. The slag-metal equilibrium involving manganese, silicon and their oxides was investigated and it was found that equilibrium was not attained in any of the experiments, due probably to the very low rate of reactions involving silicon. This could be used to advantage in practice to achieve higher manganese levels in the alloys.

Future climate variability and change will impact on mining operations and their attendant communities. To minimise this impact, early and informed risk management is warranted. However, research into the risks posed by climate to the Australian mining industry has so far been limited. We are conducting a systematic study of the mining life-cycle to identify the main areas of vulnerability and adaptive capacity of operations and communities. This project aims to assess what adaptation activities are currently being undertaken within the mining industry and its communities across Australia and to develop a risk management approach that will aid the adaptation of practices in and around the industry, better assuring the security of people, jobs, revenue and the environment under changed or extreme climate conditions. The Canadian mining industry was recently assessed through a similar study, which found that many mining companies perceive a real risk to mining from climate change in the future, despite few companies being actively involved in managing such risk. At a workshop held by CSIRO involving mining specialists, the most vulnerable stage in the mining process in the Australian context was assessed to be production. In particular, impacts on water and energy supplies and also transport and infrastructure were of high concern. Additionally, heat stress on workers and equipment, changes in groundwater flow and increases in geohazards were also identified as important factors in the short and long term if problematic climate events become more extreme or more frequent. Risks in the planning and post-mine stages were also identified. Based on literature reviews and preliminary discussions with mining experts, here we present an initial assessment of the climate adaptation issues relating to mining and its associated communities and describe our future work plans in this area.
