The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

IN the four mills of the Cerro de Pasco Copper Corp. in Peru, some 3000 tons of complex sulphide ores are treated daily, with four kinds of concentrates produced: copper, lead, zinc, and pyrite, each containing values in silver, gold, bismuth, and some other metals. Copper occurs in the various ores as chalcopyrite, enargite, tetrahedrite, tenantite, bournonite, and chalcocite; lead as galena; and zinc as sphalerite and marmatite. Small amounts of silver and tungsten minerals are also present. The gangue consist mainly of shale, quartzite, calcite, rhodochrosite, pyrite, and pyrrhotite. In general the values are freed with a relatively coarse grind, about 70 prr cent minus 200 mesh being the finest to which the pulps are ground. In Morococha and Casapalca however. sphalerite particles much finer than this contain inclusions of chalcopyrit r. At Cerro de Pasco the silver and gold are present in all sizes of the ground pyrite.

WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

The meeting was called for the purpose of electing a Secretary-Treasurer to fill the, vacancy created by the resignation of M. H. Gidel. Upon proper motions, the resignation of M. H. Gidel was, accepted, and Walter E. Gaby was elected to fill the office for the balance of the fiscal year. No further business was transacted, and upon motion the meeting adjourned WALTER E. THE North Texas district presented in this paper includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Jack, Knox, Montague, Wichita, Wilbarger and Young. It corresponds with the Texas Railroad Commission's district No. 9. Table I conforms with the nomenclature of pools as designated by the Commission. Most of the oil and gas produced in this region, generally referred to as the Red River uplift, comes from the Pennsylvanian strata. In recent years, however, increasing amounts are being developed in both the Mississippian and Ordovician.

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. One Sunday night last month the phone rang and it was George Schenck from Penn State. How would we like to see a big scrap operation, he wanted to know. A few days later we were on the Connecticut turnpike headed for New Haven to visit a large scrap operation, M. Schiavone and Sons. George had a large clam basket in the back which he explained was for collecting trophies. The car shredder, he said, turns out some fancy metal shapes. In fact, they have gained a certain acceptance as objets d’art among George's friends and relatives. He thinks there may be a small, but possibly lucrative secondary market for shredded cars in the art world if the idea is imaginatively promoted. On the way to New Haven we received a briefing on the scrap industry. The scrap business grew from humble beginnings. Mostly it was started by a few immigrant Jews who collected junk in hand- or horse-drawn carts. The fortunate one might even have had a truck. Before proceeding further, we hasten to point out that the word "junk" is strictly taboo among scrap people, who prefer to refer to their industry as the "secondary metals industry."

At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

The thirteenth meeting of the Boston Local Section was held at the Engineers' Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.

Secondary blast holes are now being pierced in quartzite and sandstone quarries, using multiple hand-operated Jet-Piercing units supplied with oxygen, fuel and water from a compact mobile carrier. A unit of this type, operating in a Canadian quarry, enabled four Jet-Piercing blowpipes to pierce blast holes for two hours without shutdown. The piercing blowpipes used were developed by Linde Air Products Co., a division of Union Carbide and Carbon Corp. The mobile supply carrier was constructed by the quarry from specifications supplied by Linde and modified by the quarry operators for their particular use. Employment of the new self-contained unit, which allows up to four operators to pierce approximately 450 ft of blast hole without shutdown, accelerates rock removal operations. Normally, only two blowpipes are in operation at one time. Large boulders or ledges, which sometimes remain after primary blasting to hamper loading operations, can, in the case of certain hard rock, be prepared for reduction more rapidly with these new units than by any other means. A special feature of the new manual Jet-Piercing unit is the mobile gas and fluid supply carrier. It consists of a standard truck chassis fitted out with four banks of large standard-capacity oxygen cylinders, a steel-holding tank for fuel oil, and a gasoline-driven air compressor and tank for pressurizing the fuel oil tank. Cooling water for the blowpipes is supplied to the unit from a hose extension to the quarry supply line. Feeder lines from the oxygen cylinder manifolds and the oil and water tanks terminate in four sets of take-off stations on the control panel at the rear of the truck. As many as four hand Jet-Piercing blowpipes can be connected to the take-off panel by high-pressure rubber hoses. The hand Jet-Piercing blowpipe used with the mobile supply carrier is a highly portable device which can be manipulated comfortably by one operator. The blowpipe can pierce blast holes at rates up to 60 ft per hour, depending on the properties of the rock. Blast holes can be pierced at any angle from the vertical to the horizontal, making it necessary for the operator to drill from the top of the boulder. Hole diameter is held to approximately that which allows the use of a standard 11/8-in. diameter dynamite. The manual Jet-Piercing blowpipe has these important design features: a burner from which the combustion gases emerge at supersonic speeds (in excess of 6000 ft per sec); a hole-sizing shell which controls the minimum size of the hole and protects the copper burner; and a sliding shield which protects the operator against the steam and spallings ejected from the hole during the piercing. The Jet piercing process has been applied successfully in United States and Canadian quarries within the last several years as an advanced method of "drilling" blast holes.

HOWLAND, GEORGE P. HULST, FREDERICK 1. SNYDER. There were 32 members present at the dinner of the Chicago Section which was held at the Chicago Engineers' Club on Friday Evening, December 22. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. The paper was followed by a brief discussion in Which attention was called to some smaller and incipient plants of an interesting character. HENRY T. NICHOLS, Secretary.

I. INTRODUCTION. LIME-ROASTING is a term proposed by Ingalls 1 for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If, finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse undecomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale, the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent of water. It is fed gradually into a bowl-shaped converter, 6.56 ft. in diameter, supported by trunnions attached to a truck. On the .bottom the converter has a grate with blast-inlet beneath. It is usually assumed that chemical specifications are sufficient for steel to be used for case carburizing, and if the steel analyzes within the ordinary limits specified for steel for this purpose, no difficulty traceable to the steel used should be encountered in obtaining satisfactory results in the case carburizing and hardening. Much work has been done to determine the effect of various alloying elements on the rate of carbon penetration, etc. but, to our knowledge, little if anything has been published in regard to the effeet of the quality of the steel on the final results in the hardening of case-carburized steel parts. The writers believe that the structure of the case both before and after quenching is greatly affected by the actual condition of the steel itself as made, and that for good results in the case-carburizing and hardening departments, the steel should be of the best possible quality as regards non-metallic impurities. It is the purpose of this paper to prove that the presence of excess dissolved oxides in the steel, as made in the melting furnace, affects permanently the results obtained in carburizing and hardening and that it is possible that the presence of dissolved oxide call result in total unfit-ness of low-carbon steel for case hardening purposes. When races and rolls for roller bearings are made from a low-carbon steel, case carburized and hardened, it is of primary importance that the results of this treatment be of the highest quality. It is necessary, therefore, that in the case-carburizing work each detail be rigorously checked to avoid any defects which would cause the loss of much time and material. The case carburizing with which this paper deals was done in under-fired oil furnaces. The temperature of each furnace is controlled by means of a platinum platinum-rhodium thermocouple, in connection with a potentiometer indicator and potentiometer recorder. The temperature of each furnace is registered every 15 min. by an operator, who is continually checked by the automatic recorders.
