The City of Honolulu mines sand from nearshore deposits for beach maintenance. The suction dredging operation creates a discharge plume which is carried by currents and other motions until it settles out of the water column. The dispersion of such a plume is influenced by distribution of particle size, as well as site dynamics. Interest in dispersion characteristics stem$ from concern about possible deleterious influences of such a plume on the nearshore environment. The behavior of such plumes has been modeled by Brandsma and Divoky (1976), as well as others. This study is an attempt to calibrate a plume model (modified from Brandsma and Divoky's model by Wang), using concentration, turbidity, and fluid velocity measurements of a small plume taken under field conditions. This calibrated model could then be used to predict dispersion characteristics of a much larger plume. Sand suction-dredged at a depth of 12m with a four-inch pipe and discharged at midwater was used to create a test plume closely simulating the conditions found during regular mining operations. Water samples containing suspended material were taken at varying distances from the discharge, from which concentrations were measured in the lab. Transmitted natural light measurements were used to provide estimates of turbidity. Current velocities were measured using current meters, as well as drogue-following methods. These data were then used to help estimate the vertical diffusion coefficient in the model.

Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

The Norwegian EEZ contains large areas of interest for SMS exploration along the Mid- Atlantic Ridge, from Jan Mayen to Svalbard. At the same time Norwegian companies engaged in oil and gas activities are in the forefront of subsea development. This makes Norway ideally positioned to take a leading role within marine minerals research and commercialization. In the recent minerals strategy from the Norwegian Government marine minerals was pointed out as one of the strategic areas for the future. The Norwegian University of Science and Technology has established a research program in cooperation with Norwegian industry partners to determine the commercial potential of marine minerals in Norwegian EEZ. This presentation will give an overview of the status of marine minerals research and potential in Norway.

Methane hydrate, a solid compound formed from methane and water, occurs naturally in permafrost regions on-land and in deep continental slopes offshore and has been examined as future energy resources. The existence of methane hydrate in the eastern Nankai Trough region, offshore Japan, was confirmed by drilling the MITI well “Nankai Trough” in 1999. Aiming commercialization of methane hydrate production, the Research Consortium for Methane Hydrate Resources in Japan (MH21, core associations: JOGMEC[*1], AIST[*2] and ENNA[*3]) under METI [*4] has been executing geological and geophysical surveys around the eastern Nankai Trough since 2001 as a nation project.

A unique concept for a self-cleaning filter system has been designed and constructed which utilizes acoustic energy, coupled hydraulically with a subject liquid media, and a fine mesh screen to perform the following: 1. separation of solid suspended particles from a host liquid through the breakdown of surface tension; 2. enhanced filtration of liquid fraction from the solids fraction to specified limits, retaining a specified size range of solids, and; 3. continuous cleaning of screen, preventing screen blinding and promoting a continuous filtration process. The concept is the product of a cooperative program between the Marine Minerals Technology Center, Continental Shelf Division, and the Moscow State Mining University. The physical principals involved in the separation, filtration, and screen cleaning processes primarily relate to the characteristics and properties of the applied acoustic energy and the influence of this energy on the solids/liquid mixture. The acoustic energy introduced to, and acting on and throughout, the whole volume of the solids/liquid mixture, within the vessel body at any given time induces hydraulic pressure waves, which may be further described in simplest form as positive and negative semiperiods (which may or may not be equal in amplitude or period) of the basic wave forms. The processes involved may be considered in two phases. The first phase relates to the process of separation in which the acoustically induced force of acceleration manifests as vibro-agitation (thresh- old of cavitation) and possibly cavitation is the primary factor in the breakdown of surface tension between the solid particles and suspending liquid; i.e. water. In the case of compressible organic solids, the separation of liquid by squeezing may also be a factor.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. A thorough appreciation of the origin, formation, preservation and geometry of marine sand and gravel deposits is central in demonstrating that their extraction by dredging does not affect coastal processes or marine life. Geological evaluation underpins wave, tidal and sediment transport modeling and assists in predicting the nature and extent of seabed change during and after dredging. Marine sand and gravel deposits in the English Channel, southern North Sea and parts of the Irish Sea are of predominantly periglacial fluvial origin and record long histories of valley and floodplain cut and fill associated with Quaternary climatic and sea level oscillations. In the Bristol Channel, the influence of marine transgression and tidal dominance in sorting proglacial outwash deposits is evident in the distribution of sandbanks, scoured channels and gravel lags of this region. These deposits are relict and are unrelated to coastal sediment dynamics. Their extraction leaves seabed depressions which monitoring shows remain unfilled. The resultant offshore bathymetric changes and sediment removal in over 10 m water depth are not transmitted to the coastal zone as beach drawdown, wave height increases or sediment starvation. Applications for new aggregate dredging permissions in UK waters must be accompanied by an EIA and need to make a convincing case that the dredging will not affect rare or declining species and communities of marine life. Seabed recovery rates post dredging are now investigated and understood with reference to geological setting and the uniqueness of the sediment/biological character (biotope). Investigation of the continental shelf by the Industry and others reveals the large extent of gravel-dominated biotopes relative to commercially viable deposits.

Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary. Earlier reconnaissance geological survey and recent mineral exploration by the Geological Survey of Japan (now part of AIST), Metal Mining Agency of Japan (now part of JOGMEC) have revealed that hydrogenetic ferromanganese crusts are widespread over rock outcrops of the floor of the NW Pacific Ocean, south and east of the Japanese Islands, despite vigorous tectonic activity, such as subduction and backarc spreading. Deposition of ferromanganese oxides has occurred since at least the mid-Paleogene over the Philippine Sea Plate region and nearby.

The small-scale observations, mapping, sampling, and in-situ experiments have been carried out since 2009 using JAMSTEC ROVs at some model seamounts in the Northwestern Pacific seamounts. Laboratory analysis on mineralogy, chemistry, chronology indicated a continuous slow precipitation since the Middle Miocene, at water-depths 1-6 km, and the modern hydrogenetic precipitation even in the oxygen minimum zones. Thus the variability in abundance and grade of the deposits on regional, small and microscopic scales are determined by geological, geochemical, and hydrological conditions, resulting in the stacked piles of tiny precipitates from the seawaters.

Recently high-resolution paleomagnetic age determination of ferromanganese crust in less than millimeter scale has been successfully carried out using a superconducting quantum interference device microscopy magnetometer (SMM). However, it has not been clearly identified how the crust is keeping ancient geomagnetic field records. Here we try to identify magnetic mineralogy of the crust obtained in the Magellan Seamounts, the West Pacific (~20 °N). As a record, age of the crust used in this study is extended to ~10 Ma at ~40 mm depth and ~28 Ma at ~100 mm depth, respectively, based on the combination approach of SMM measurements, Be-isotope and Co-chronology. Thermal demagnetization revealed a Curie temperature of ~560oC, corresponding to (titano)magnetite. Component analysis of isothermal remanent magnetization identified a presence of two types of magnetite. Measurements of first order reverse curve showed a dominance of non-interacting single-domain magnetite, which is one of the intrinsic feature of biogenic magnetite. Although most of the magnetic particles on transmitted electron microscopy are covered by amorphous Fe-Mn minerals, some are observed as a prototype of biogenic magnetite showing a chain of ~10 nm sized magnetite cubes. However, a magnetite signal (i.e., Verway transition at ~ –120 oC) was not detected in low-temperature treatment probably due to surface oxidation of magnetite. Contribution of interacting magnetite of detrital origin is <30% throughout a crust. Interestingly, contribution of detrital magnetite is almost three times higher since ~10 Ma. At this boundary, a growth rate of the crust is double up and flux of other detrital signals, including Al, Mg, Ti and Zr, are also increased.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

Ferromanganese crusts are found on most hard-rock substrates in the deep ocean (800-3,000 m). Their distributions on seamounts are complex and controlled by a wide-variety of factors including seamount morphology, current patterns, mass wasting, substrate rock type and age, subsidence history, and others. However, the development of this potential resource ultimately depends on this distribution, as well as on the small-scale topography, grade, and tonnage. The parameters that will ultimately be used to define a mine site are unknown, but reasonable assumptions based on 25 years of data collection can be used to bracket likely permissive characteristics.

"Significant uncertainty is associated with predicting future trends in deep-sea mining projects, especially when attempting to assess markets for associated products such as ships and collectors. In order to help European Original Equipment Manufacturers (OEMs) to appraise the future market share of deep-sea mining equipment, a methodology was developed that allows to assess and predict equipment turnover. This study presents a market analysis, which evaluates the scale of the potential market for deep-sea mining equipment for seafloor manganese nodules (SMnN) and seafloor massive sulfides (SMS) based on six key drivers: (i) the worldwide deposit potential of SMnN and SMS deposits, (ii) the profitability of deep-sea mining projects, (iii) the metal market of seven associated metals (Cu, Zn, Au, Ag, Co, Ni, Mn), (iv) the current legal and environmental situation in the Area, (v) investment and maintenance costs, and (vi) a competitor analysis.Figures for the different key drivers are based on public reports and expert interviews. Large uncertainties as well as contrasting views and expectations resulted in different options (scenarios) for the future development of the deep-sea mining market. Several scenarios were developed and based on the future number of “mining projects” in the short-term (2022-2041) and the long-term (2042-2061). The number of such mining projects has been calculated based on the combined analysis of the different key drivers.In the scope of this study, the definition of a “mining project” is a deep-sea mining operation for SMnN or SMS lasting for 20 years. This operation includes the purchase of a set of deep-sea mining equipment consisting of a mining support vessel, a vertical transport system and the seafloor mining equipment, in line with other work within the EU FP7 project “Blue Mining” (GA No. 604500)."
