The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

Over the last twenty years, roof support technology has made numerous advances since the original wedge and slotted bolts of the 1950's. By comparison, the roof supports used today are more complex and specialized than the supports used in the past, providing mines with a varied selection of supports from which to choose. As a result, when problems with supports are encountered, it is more difficult to determine whether it is the result of geological changes, poor installation practices, or malfunctioning supports. Recognizing this problem, MSHA's Roof Control Division of the Pittsburgh Safety and Health Technology Center, has undertaken the task of publishing a guide for trouble¬shooting problems encountered with roof support systems. The purpose of this guide is to provide a logical sequence to resolving the most common problems encountered with roof supports. The objective of this paper is to introduce this guide to the mining industry as well as provide insight into the evolution of the guide from its beginnings as rudimentary charts to its more comprehensive present format as a practical guide for use by the mining commu¬nity.

Underground mine mapping is a critical component of understanding the controls on ground instability. Many relatively localized examples of ground failure are associated with geologic features, such as faults, joints, compaction zones, or sedimentological transition zones. In contrast, long-running, directional roof falls are associated with regionally directed horizontal stress fields, which are induced by tectonic plate interactions in the earth?s crust. When stress-related features are distinguished from geological features, underground mapping can be an effective method for inferring the direction of horizontal stress at individual mines. Comparisons with data compiled in the World Stress Map confirm that underground mapping can be a valid method for determining the orientation of maximum principal horizontal stress at a variety of scales, ranging from individual mines to an entire mining district or coal basin. Comparisons are presented between the maximum horizontal stress directions inferred by MSHA?s Roof Control Division through underground mapping and the azimuths of maximum horizontal stress in the World Stress Map database for North America?s Pennsylvanian-aged Appalachian, Illinois, Black Warrior, and Arkoma Basin coal fields. The comparison indicates that azimuths are similar for both data sets, even where variations in the direction of horizontal stress are present. It is interpreted that inconsistencies in direction are attributable to near-surface affects such as deeply incised stream valleys, or to fault zones that represent heterogeneities in the crust.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Electrochemical Behaviour of Massive Chaclopyrite Bioleached Electrodes in Presence of Acidithiobacillus ferrooxidans and Acidithiobacillus caldus In this work, the monitoring of bacterial and chemical dissolution of massive chaclopyrite was evaluated using cyclic voltammetry (CV); the mineral surface was examined using scanning electron microscopy (SEM) and the elements were examined by Energy Dispersive X-ray Analysis (EDAX). The electrolyte employed for the electrochemical tests was the medium used to bioleaching the electrodes (3.0 g/L (NH4)2+SO4, 0.5 g/L K2HPO4, 0.5 g/L MgSO4+7H2O and 0.1 g/L Ca(NO3)2).The results showed differences in voltagramms carried out by Acidithiobacillus ferrooxidans and Acidithiobacillus caldus: In bioleached electrodes tested in the presence of Acidithiobacillus ferrooxidans, the anodic and cathodic current signals were larger than with Acidithiobacillus caldus. The analysis of CV results allowed attributing the different peaks observed in both the direct and reverse potential scanning to the oxidation of chaclopyrite to a secondary copper mineral (bornite, chalcocite and covellite) and its reduction via different non stoichiometric copper sulphides intermediaries. Surface evidences were observed by SEM, and chemical elements evidences were also investigated by EDAX.

Continuing Professional Development (CPD) is not just a catch-cry. It is an essential component of every-day life in many professions, including accountancy, law and public administration. Without realising it, many other professions are undertaking CPD activities in an un-structured way, including mining, metallurgy and geology. Examples include Annual and technical conferences of The Institute, Branch-level technical meetings and in-company training and development programmes and technical exchanges. Whilst approaches to date have undoubtedly helped keep the Australian mining industry at the forefront of mining technology, one cannot presume that technological development will stand still. To meet this challenge, human resource development must keep pace, not only to optimize utilization of technological developments, but more importantly to develop firm bases from which new products, processes and technologies can be developed within Australia.

The Kisladag Mine, Turkey, is a large porphyry gold deposit which is mined by open pit methods. In operation for over ten years, Kisladag provides an excellent example of how attention to a geologic feature, namely hydrothermal alteration, became a very effective predictive geological tool for planning and operation. The alteration domains were initially used as a geological tool to assist with establishment of resource model domains and to guide delineation drilling, but they were soon recognised to be correlative to geotechnical characteristics (affecting pit slope angles) and metallurgical performance (heap leach recoveries). Recent developments in spectral processing allow the systematic quantification of complex overlapping alteration phases and have greatly improved the ability to rapidly define internally consistent alteration domains for geotechnical and geometallurgical purposes.Alteration at Kisladag comprises a central core potassic (K-feldspar-biotite) zone, a tourmaline-white mica enveloping zone, an advanced argillic lithocap on the deposit’s eastern side and an overprinting pervasive argillic zone. These alteration zones and their distribution were based initially on strictly qualitative, visual mineralogical logging of diamond drill core. With the need for more accurate and consistent identification of the alteration mineral suites, particularly the phyllosilicate phases, logging was augmented by systematic measurement of spectral data using a Terraspec instrument.Recently the Kisladag spectral database (over 85 000 readings) was reprocessed by the newly developed methodology (aiSIRIS™) that allows relative quantification of the spectrally-responsive minerals. Visualising this transformed spectral mineralogy at various mineral concentration thresholds using implicit modelling software (Leapfrog®) led to the creation of consistent mineralogical and alteration domains that are used for the definition of geotechnical and geometallurgical parameters. An implicit modelling workflow enables these domains to be easily updated as new data is collected while maintaining geological integrity of the model.CITATION:McKinley, S, Baker, T and Öztas, Y, 2017. An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.

The Bureau of Mines has started an engineering study of oil recovery by miscible-phase displacement. As a preliminary part of the investigation a literature and patent study was made to prevent duplication of work already done, to become acquainted with those actively engaged in research of this type, and to learn where the recovery method has been attempted. This bibliography gives results of this study. The bibliography includes 254 references to U.S. and foreign patents and published literature relating to miscible-phase displacement processes of oil recovery. It is divided into the following sections: (1) U.S. patents, (2) foreign patents, (3) literature references, (4) author index, and (5) publication and source reference. The patents and literature references are listed alphabetically by author by intervals of years. References to February 1963 are included.

The paper describes the two foundation techniques - mini piles and postgrouted bored piles. The mini pile system is presented with its design and installation parameters, especially the drilling technique. Two case histories demonstrate the application under extremely limited space and traffic conditions and the required modifications of the equipment. After the description of the postgrouted bored piles and its grouting technique, the paper gives a comparison of postgrouted piles and standard piles on a large basic test in Germany. The Brooklyn Queen's Expressway, N.Y., case history shows the application of this technique after redesign of the original proposal. 1. General Increasing requirements to improve existing foundations to carry additional loads and to increase the bearing capacity of bored piles leads to two new piling techniques: the mini-pile and the post grouted bored pile.

In mineral processing, poor froth-flotation performance translates into both an enormous loss of revenue and an unnecessary waste of the ore reserve. In this context, Bacís Mining Company developed a versatile new, high-performance flotation-cell design that can be incorporated into various flotation circuits. The main feature of this circular cell is that it is comprised of two separate sections, namely, a flotation cell that uses wash water to minimize the entrainment of fine gangue particles into the froth product and an external bubble generator that produces small bubbles of relatively uniform size at a specified aeration-rate. The air/water mixture is blended with the pulp by gentle agitation, so as to enhance particle-bubble aggregate-stability. Comparative metallurgical performance with conventional flotation cells show that the power requirements and operating costs for precious metal flotation are three times lower, while the concentrate grade is 7% higher and the recoveries of precious metals are 5% higher.

In the Summer of 2011, emergency repairs to the Jefferson Memorial North Plaza and Seawall were completed. These repairs were necessitated by settlement and lateral movement of the seawall and North Plaza which prompted the National Park Service (NPS) to initiate an investigation as to the possible causes of the movement, and commission a design for its mitigation. Information gathered from extensive instrumentation on site led to the design of a movement mitigation scheme that included demolition of the Ashlar Seawall and reconstruction of a new seawall. The new seawall foundation is an A-Wall consisting of vertical caissons and battered pipe piles connected to the seawall itself. The scheme provides resistance to future vertical and lateral movement of the North Plaza and the new seawall. Repair to the seawall and plaza began in December 2009, and was completed in August 2011. This paper discusses the mechanisms believed to be responsible for settlement and lateral movement, summarizes the procedure followed for design of the mitigation, and describes the construction methods and some challenges faced during the repair.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.
