Longevity of structural units, as compared to the planned useful life of a facility, always is a design consideration. Typical concerns include slow decay due to environmental factors, and changes in constitutive relationships governing the performance of the material involved. With respect to foundations, the usual items of interest are corrosion of steel and concrete, and time dependent behavior of the soil/structure system. For piles, as with other foundations, deterioration is precluded, mitigated or otherwise accounted for by assessing properly the ambient situation (sulphates, pH, stray currents, resistivity) and providing safeguards, such as resistant construction products, oversizing, coatings, and/or cathodic protection. On the other hand, long term performance of the pile foundations, as affected by time dependent characteristics of the supporting soil or rock, can be predicted and controlled only with a synergetic coupling of analyses and field tests. The history of a project for which this approach was followed forms the basis for this paper.

Bitumen occurs in the basins in reservoir sandstones, in veinlets close to hydrocarbon source rocks, in veins through lava beds and in sulphide-mineralised veins where it is closely associated with, but predates, the sulphides. The role of organic matter was probably in enhancing metal reduction by creating a low-Eh environment rather than in metal transport. The effects of solidification rate on the cast microstructures of aluminum alloys 6009 and 6016 have been investigated with directionally cooled laboratory-size ingots, at 0.2-10.1 K/s and 0.4- 23.1 K/s, respectively. These ranges of solidification rate are within those observed in commercial-size ingots. In both alloys, the average dendrite cell size and second phase particle size decreased with increase in average solidification rate and with a decrease in average local solidification time. However, at comparable solidification rates, the dendrite cells and second phase particles are finer in the shorter freezing range alloy 6009 than in the longer freezing range alloy 6016. This is provisionally attributed to the earlier formation of second phase intermetallics at higher temperatures during solidification and to the formation of greater amount of the relatively coarse plate-like ß -phase (Al9Fe2Si4) phases in alloy 6016. In general, in both alloys, the types and relative amounts of the second phase particles in both alloys are independent of solidification rate.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by two to five orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. "Aluminum alloy structural components f or aircraft designed prior to the early 1970s, were machined from 2024, 7075 and 7079 plate, bar and forgings in either the T3xxx of the T6xxx tempers. Protective treatments for these parts consisted of chromic acid anodizing and alkyd zinc chromate primer, plus a nitrocellulose lacquer for exterior parts.The major service problem with these parts was the frequent occurrence of exfoliation corrosion and stress corrosion cracking (S. C. C.). Therefore, 2024 and 7079 alloys, with min or exceptions, were not used in aircraft designed after the early 1970s. Replacement materials were 7075 and 7050 alloys in the overaged, exfoliation corrosion and S. C. C. resistant, T73xxx tempers.The use of improved materials together with the upgrading to chromated epoxy primers, polyurethane enamels and the introduction of water displacing corrosion inhibiting compounds have significantly reduced corrosion in aircraft. IntroductionThe prevention of corrosion in aircraft has been a challenge to aircraft designers for many decades. With the design of the first all-metal aircraft, the designer and builder were thrust into the relatively new field of protective treatments as corrosion started to become more prevalent. This resulted from the continually increasing importance and wider utilization of aircraft, and their exposure to a wider variety of ho stile environments such as urban industrial pollution, high humidity tropical areas and salt ladened marine environments.Corrosion advanced another significant step when, after World War II, designs of new and larger aircraft utilized larger and thicker metal sections in the manufacture of structural components. With thicker mill products came higher residual heat treat, fabrication and assembly stresses resulting in an increased number of stress corrosion and exfoliation corrosion problems.Apart from the exterior environment, aircraft interior s can be exposed to a number of fluids which are either directly or indirectly responsible for corrosion. The most common of the fluids is water which is usually introduced as a result of condensation, especially in pressurized fuselages, and spillage from lavatories, galley s and electrolytes from batteries. These fluid s have a degrading effect on protective treatments and are also corrosive to the substrate metal. Fluids such as phosphate ester hydraulic fluids and ester based turbine engine lubricating oil s are not corrosive to the substrate metal, albeit they do contribute to corrosion by the degrading effect on protective treatments."

High-grade ore found in a shaft pillar at the Homestake Mine prompted a request for a Bureau of Mines study to determine if selected areas of the shaft pillar could be mined without jeopardizing the shaft. The design approach was to perform a finite-element study of the shaft pillar. Plan view and vertical sections were developed using two-dimensional, elastic, plane strain assumptions. Input into the model consisted of in situ stress measurements geologic mapping rock mass properties, and previous mining history. Results from the study indicated that ore-beating sections of the shaft pillar could be removed within the displacement tolerances acceptable for the shaft. Homestake engineers, using the results of the finite-element study and considering other factors, have designed and are beginning to mine the shaft pillar.

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

Lost foam casting patterns are foamed polystyrene shapes glued together into the shape of the part to be cast and are coated with a refractory material consisting of a mineral mixture and binders. Prior to casting, a significant number of the patterns are damaged and inevitably land-filled. In this study, a process is developed for the recovery of foamed polystyrene from the coating and glue contaminants. The process consists of shredding, impact comminution, size classification and density separation. It is successful in separating up to 97% of the contaminants, while recovering 95% of the polystyrene.

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

The City of Atlanta Water Department required the construction of a two sludge tanks and a wet well at the existing Chattahoochee Water Treatment Plant. Western Summit won a design build contract to build the project and proceeded to evaluate the wet well size options, and construction procedures. The final design required the construction of a 1 million gallon tank. The proximity of the underground tank to adjacent roads and existing plant structures ruled out laying back the excavation. As a result a tied back sheet pile retaining wall was initially proposed.

Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.

Wireless sensor networks and wireless communication systems have become indispensable in underground mines. Wireless sensor networks are being used for better real-time data acquisition from ground monitoring devices, gas sensors, and mining equipment, whereas wireless communication systems are needed for locating and communicating with workers. Conventional methods like wireline communication have proved to be ineffective in the event of mine hazards such as roof falls, fires etc. Before implementation of any wireless system, the variable path loss indices for different workplaces should be determined. This helps in better signal reception and sensor node localization, and also improves the method by which miners carrying the wireless devices are tracked. This paper proposes a novel method for determining the parameters of a suitable radio propagation model, which is illustrated with the results of a practical experiment carried out in an underground coal mine in southern India. The path loss indices, along with other essential parameters for accurate localization, have been determined using the XBee modules and ZigBee protocol at 2.4 GHz frequency.

The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. The paper gives a concise overview of the influence of time on the deformations and the stability of underground openings, including topics such as face stability in soft ground or the time-development of pressure or deformations in squeezing or swelling rock. While keeping in mind practical questions of tunnel engineering, emphasis is placed on understanding the observed time-dependency, on the underlying mechanisms (such as pore water pressure dissipation or chemical processes) as well as on the respective inherent prediction-uncertainties and design-uncertainties.

From observations of the linear displacement of oil by water from a porous medium as visualized in transparent models, new insight into the mechanism of vircous fingering, as occurring in the case of unfavorable oil-water viscosity ratios, has been obtained. A mathematical description of the observed phenomena leads to formulas. expressing both oil production and pressure drop across the formation as a func-tion of cumulative water injection with the oil-water viscosity ratio as a parameter. Theoretical results are compared with those obtained from scaled laboratory experiments in sand-filled rubes in which water was injected at the one end and production was obtained from the other end. In the second part of the paper the same principles are used to calculate a more realistic production scheme in which production of oil and water is obtained from wells regularly distributed over the field. Results show satisfactory agreement with production data of an actual oil field. Application of the theory is extremely simple as only a limited number of readily available parameters have to be known and results are presented in an analytical form. INTRODUCTION When oil is displaced from a porous medium by water having a viscosity lower than the oil. the oil-water interface is essentially unstable and has the tendency to break up into what are called "fingers" or "streamers". This Viscous fingering has been noted before by Engelberts and Klinkenberg' and has recently been demonstrated in transparent models by van Meurs-. It is highly questionable whether it is at all possible to perform relative permeability measurements In the laboratory reproducing the same distribution of water and oil in the cores as Present in practice. Therefore, we based our descriptive theory on an idealized model which was "tailored" to the fingering mechanism as observed in transparent models under scaled conditions. This approach was the more attractive, as a highly simplified model had already yielded an adequate description of the process. Though we are aware our theoretical approach can be extended in several ways, it is given here in its simplest form to explain the fundamental principles and to avoid complicated formulas. SIMPLEST CASE OF A LINEAR DRIVE Observations and Theoretical Model In Fig. 1 a series of photographs shows how water penetrates into a formation saturated with an oil which is considerably more viscous than the water. The technique for obtaining these photographs, using transparent models, has already been described?. The fingers can be clearly observed and are seen to be mainly parallel to the flow direction. Note that the contours of these fingers are not smooth but show protrusions of water enclosing oil pockets.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

Pipelines for transporting high concentration slurries are often designed using methods applicable to homogeneous non-Newtonian laminar flow. Many industrial slurries though comprise coarse particles in a non-Newtonian carrier fluid, and existing experimental evidence from tests with such slurries demonstrates that they are not homogeneous. Under laminar shear conditions the coarse particles settle, even in statically stable carrier fluids. To understand this better, the Institute of Materials Science and Technology (IMST) at Cape Peninsula University of Technology (CPUT) is conducting ongoing research into the flow of these high concentration non-Newtonian settling slurries. Since pressure gradient and flow rate measurements alone are insufficient to adequately model the flows, an electrical resistance tomography (ERT) instrument developed by the University of Cape Town (UCT)was incorporated into the pipe test loop to determine pipe cross-section concentration and velocity profiles. The software developed to do this is modular and allows different image reconstruction and cross-correlation algorithms to be implemented and tested without significantly changing the rest of the application. At a total frame capture rate of 566 frames/sec a 2.67 GHz Intel Celeron processor with 500 MB of RAM is fast enough to calculate and display velocity profiles in ?real-time? at an update rate of one profile every two seconds. Examples of experimental concentration and velocity profiles obtained using the system are shown and some proposed improvements/extensions to the system are listed.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.
