Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

"The first recorded discovery of placer gold in Canada was on the Chaudiere River in Quebec's eastern townships in 1832 and the first major production came from placer deposits in British Columbia in 1858 (Verity 1974). Placer deposits were the major source of gold until the late 1890's, although lode deposits were found in Nova Scotia in 1862. In 1896 the Klondike Gold Rush commenced with the discovery of gold by Henderson and Carmack in the Yukon. The peak was reached in 1900 when over one million ounces of gold valued at approximately $22.3 million were recovered. With the exhaustion of the easily accessible deposits, more capital intensive operations were necessary such as those initiated in 1906 by the Yukon Gold Corporation. This giant dredging operation continued to produce until 1966. Today only a few small operations remain.The development of Canadian lode gold mining began in earnest around 1900 when the railroads were opening up the interior and western part of the country. At this time many discoveries occurred, particularly where mineral outcroppings were near surface. Tremendous impetus for exploration and the reopening of former producers followed the elimination of the gold standard by Great Britain around 1931, and more importantly the United States in 1933, with subsequent stabilization of the price of gold at $35 per ounce in 1934. Prior to this the price of gold was basically unchanged since 1717, approximately, $20 per ounce (Verity, 1974; Green, 1973).The depression of the 1930s adversely affected most industries, however for the gold producers it was a very profitable time. Prices of materials and equipment declined and labour was cheap and plentiful. Interest in gold mining was further stimulated in 1936 when a three year tax exemption was declared for all new metal mines. In 1938 a decline in the value of the Canadian dollar relative to the U.S. dollar benefitted the industry. The second world war provided yet again further incentive for gold production and in 1941 Canadian gold production reached a high of approximately 5.4 million ounces. This figure was not surpassed until 1991 when approximately 5.6 million ounces were produced (Natural Resources Canada, 1996 )."

MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

"Dry cells are modified wet primary cells in which the electrolyte is held by absorbent material so that it does not spill aid the cell jars are sealed to prevent evaporation of the absorbed electrolyte. Most dry cells in commercial use are modifications of the Leclanche wet cell. In their usual form they have a hollow cylindrical zinc negative pole that constitutes the containing vessel. An absorbent material, either as a lining in the zinc jar or a bag, separates the zinc cylinder and a rod or flat plate of carbon placed axially inside. A mixture of crushed coke, graphite, and manganese dioxide is tamped about the carbon rod, and the whole mass is saturated with salaanoniac-zinc chloride solution.Dry cells are suitable for services that require minute currents continuously or larger, though limited, amounts of current intermittently. Though limited in this way, they have a wide use, even in underground mining. This paper details some of the applications of dry cells in mines, particularly from the standpoint of greater safety through their use.APPLICATIONSThere are four fields of application of dry cells to mining: (1) Electric shot firing; (2) auxiliary lighting; (3) signaling; and (4) testing.SHOT FIRINGFiring an electric detonator requires very little electrical energy because although the current flow may be 1 to 3 amperes the duration of flow is so small (1 to 4 milliseconds) that the energy withdrawal per shot is almost negligible. Batteries for shot firing need not be large; they may be used for firing either single or multiple shots."

This study investigated roof falls in room-and-pillar drift coal mines in eastern Kentucky and utilized geologic methods for predicting roof conditions in advance of mining. In the Highsplint mine, the roof was classified in four categories or conditions: Condition A and B (Laminated Shale), Condition C (Rolling Sandstone with Shale in Pockets) and Condition D (Zone of Major Sandstone Roll(s)). Structure contour and isopach maps of the Darby coal bed and associated immediate roof rocks were used to project axial trends of the sandstone roof. Trend mapping in the mine and on outcrop provided more detailed control for roof projections.

WHILE mining engineers have been searching in far corners of the country and of the world for hidden wealth there has grown up around us in nearly every city great wealth-producing mines calling for the investment of hundreds of millions of dollars and yielding products now sold for over half a billion dollars yearly-largely unknown and almost wholly neglected by mining engineers. But this neglect is explainable and excusable. They are industries of very recent origin-practically the growth of the last 25 years. They are in a very large measure the result of tremendous developments in engineering construction and the rapidly expanding use of portland cement concrete for structures of every description. Concrete as a material of construction is going through an evolution very much as did cast iron and other metals used in engineering; and this phase of the industry should appeal to the imagination of metallurgical engineers. At first iron was iron-a material of uncertain properties, owing both to small differences in chemical composition and in methods of manufacture. By successive steps iron was studied and knowledge of its properties developed-the striking effects of very small percentages of other minerals and of various heat-treatments.

Methods for the direct spectrochemical determination of impurities at the parts-per-million level in tungsten metal and oxide are presented. Several published procedures were investigated and numerous modifications were made in establishing procedures with improved precision and extended lower levels of determinability. Details of standards preparation are presented, experimental work is described, and three preferred methods are described in detail. A germanium carrier-distillation procedure is applicable to the determination of 13 elements in tungsten powder; a silver chloride carrier-distillation procedure provides for the determination of 24 elements in tungstic oxide, and a sustaining ac arc method is applicable to 26 elements in tungstic oxide. The choice of methods to be used depends upon sample form, elements and concentrations to be determined, and the precision and accuracy required. The investigations reported here were undertaken to develop direct spec-trochemical methods with increased accuracy and precision to determine impurities in high-purity tungsten and tungstic oxide, to define the lower concentration levels of detectability and measurement for the common impurities in tungsten by direct spectrographic means, and to present the details of the developed or modified methods that have proved applicable.

"RÉSUMÉ La lixiviation acide d’un minerai oxydé cupro-cobaltifère en milieu non réducteur et en milieu réducteur en utilisant le Fe2+ et le métabisulfite de sodium (SMBS) a été étudiée et les résultats ont été comparés. Les tests de lixiviation ont été effectués à température ambiante, dans une pulpe à 30 % solide, avec une vitesse d’agitation de 600 tr/min, un potentiel redox de 350 mV pour les tests en milieu réducteur, et un pH de 1,8. Les tests de lixiviation avec usage du SMBS comme réducteur ont donné la meilleure cinétique de lixiviation du cuivre. Pour le cobalt, c’est l’usage du Fe2+ qui a donné la meilleure cinétique de lixiviation. L’augmentation de la dose du fer dans la solution au-delà de 5 g/L a influencé négativement les rendements de lixiviation du cuivre et du cobalt. ABSTRACT Acid leaching of a copper-cobaltiferous oxide ore in a non-reducing environment and in a reducing environment using Fe2+ and sodium metabisulfite (SMBS) was studied and the results compa¬red. The leaching tests were performed at room temperature, in a 30% solids pulp, with a shaking speed of 600 rpm, a redox potential of 350 mV for the tests performed in the reducing environment, and a pH of 1.8. The leaching tests using the SMBS as a reducing agent produced the best copper leaching kinetics. As for cobalt, the best leaching kinetics was achieved using Fe2+. An increase in the amount of iron in the solution above 5 g/L negatively influenced copper and cobalt leaching yields. INTRODUCTION La République Démocratique du Congo (RDC) est un pays reconnu dans le monde pour son sous-sol qui regorge d’énormes quantités de cuivre et de cobalt (USGS, 2014; Palisade Research, 2016). La technique qui semble être la plus recommandée pour extraire à la fois le cuivre et le cobalt des minerais oxydés cupro-cobaltifères est la lixivia-tion acide en milieu réducteur. Cette technique est appliquée par la majorité des sociétés minières qui exploitent ces minerais dans l’ex-province du Katanga en RDC, à savoir: Tenke Fungurume Mining, Mutanda Mining, Kamoto Cop¬per Company, Sicomines, Gécamines, Boss Mining, Chemaf, Ruashi Mining et Somika. L’usage d’un agent réducteur est indispensable pour l’obtention d’un bon rendement de lixiviation du cobalt. En effet, plusieurs chercheurs s’accordent sur le fait que le cobalt trivalent de l’hétérogénite (CoO·2Co2O3·6H2O) est insoluble à l’action de l’acide seul; il ne devient soluble qu’après réduction en cobalt bivalent (Mwema, Mpoyo, & Kafumbila, 2002; Mulaba-Bafubiandi, Ndalamo, & Mamba, 2007; Ferron, 2008; Seo, Choi, Kim, & Tran, 2013; Stuurnam, Ndlovu, & Sibanda, 2014)."

Three drilled foundations for an elevated water-tank were instrumented, tested and monitored during construction and the first two years in service. One shaft was load tested by the Osterberg method. A void was detected in one shaft by cross-hole sonic logging, pulse-echo logging and concrete coring. The void was instrumented, hydrostatically tested and pressure grouted. The shaft was ?abandoned? and replaced by two smaller shafts with a straddle beam cap. One of the replacement shafts and the cap were instrumented. The strain that appeared in the abandoned shaft, the replacement shaft and the cap were monitored during the remainder of the construction, through the commissioning test and the first two years of service. The results demonstrate the precision and sensitivity of the vibrating wire strain gage.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. Environmental constraints are pushing many operators to change from large rotary blastholes to the smaller diameter holes drilled with down-hole or top-hammer rigs. Productivity improvements over the years with these two drilling techniques has taken some of the bite out of the transition, while improved fragmentation and more uniform muck due to the tighter patterns can help offset increased explosives costs.
