The San Vicente to 2nd Aqueduct Pipeline?Tunnel project is a raw water conveyance tunnel linking the San Vicente Reservoir (SVR) to the 2nd Aqueduct Pipeline via Rancho Penasquitos Pressure Control Facility (RPPCF). This 58,230 lf long tunnel will be 8.5? final ID, and has four points of construction access. The job is classified into 6 Reaches of tunnel, identified by the dominant geology within the reach. This paper will focus on Reach 3, specifically the measures necessary to drill and blast a 550 lineal foot section of granitic rock tunnel immediately in front of an open face digger shield.

In 1990, a residential area above the North Outfall Sewer (NOS) tunnel constructed in 1924, experienced subsidence. After sewage was diverted into the North Outfall Replacement Sewer (NORS), soil probing from within the tunnel was conducted, soil-improvement options were developed, and a preferred grouting scheme was analyzed by numerical modeling to evaluate the stability of the 80-year+ old tunnel liner under grouting-induced loading conditions. This paper discusses the initial field investigation and the development and analysis of a grouting scheme originally intended to be implemented before relining of the tunnel. The scheme was later modified, and the new liner was installed before the final probing and grouting work was done.

Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

An incremental analysis based stope design optimization method was developed at Exodus, an underground project located 30 miles north of Carlin, Nevada. Traditional underground stope design methods, by manually drawing stope shapes, are typically very time-consuming and lacking of consistency and accuracy. For quick reserve calculation and economic analysis, a new method named '3D Incremental Analysis based Stope Optimization' was created for mine wide stope designs at Exodus. With this unique but practical method, multiple options of mine designs were completed within a short period time, which allowed us to select the optimal cutoff grade and best stope design option for the project.

Before going into this subject, I would very much like to call to your attention some past history on patents granted by the United States Patent office that involved ammonium nitrate. On February 10, 1885, a patent was granted to Russell S. Penniman. "The object of this invention is to securely protect ammonium nitrate against deliquescent and to maintain it in substantially its normal disintegrated condition, so as to afford a new product suited for ready use in the manufacture of high explosives, and enable the immediate admixture thereof with any of the well known explosive substances or compounds heretofore employed. 'Whether the nitrate be thus granulated or otherwise reduced to a granular or divided condition, it is then thoroughly mixed with about twelve (12) percent of the fluid or semi-fluid carbonaceous protecting medium, which forms a readily applied jacket or coating for the granules of nitrate and also serves as a carbonaceous element in such explosive compounds as it may thereafter be employed in."

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

The design/optimization of the pump and cyclones to maximize grinding circuit efficiency first requires a concise understanding of, and clearly defined specifications for, desired grinding circuit performance. Subsequently, the pump and cyclone performances that provide the desired grinding circuit performance can be defined. Once the performance requirements of each process unit are determined, selection of physical equipment parameters that will deliver those performances can be carried out. The Functional Performance Equation shows that there are two distinct efficiencies in closed circuit ball milling. One of these, ?Circuit Classification System Efficiency? (CSE), is the fraction of ?coarse? material inside the ball mill upon which grinding energy is deliberately expended, versus the remaining fraction of ?fines? or finished size material inside the mill, upon which grinding energy is wasted (on over-grinding). The role of the pump and cyclones is to maximize CSE, which is the desired grinding circuit performance. The obtainable, target CSE for any given circuit can be estimated, for example by referring to a plant data base of CSE?s. Design/optimization guidelines then allow us to specify the pump and cyclone performances that will achieve the target CSE. This paper outlines the step-by-step, systematic method of pump and cyclone selection which maximizes CSE. Numerous examples of its successful application are provided.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. The Old Bevier Aerobic Wetland in Macon County, Missouri, was constructed between 1990 and 1991 by the Missouri Department of Natural Resources’ Land Reclamation Program for the purpose of treating acid mine drainage (AMD). The principal source of the AMD is from an underground mine that operated during the 1920's through 1950's, which was partially exposed during surface mining in the 1960’s. Limestone bedding of an AMD collection system provided alkalinity similar to an anoxic limestone drain (ALD). Because the original aerobic wetland failed when a critical dilution water supply became unavailable, the total acidity of the AMD overwhelmed the limited neutralization ability of the aerobic wetland. The aquatic vegetation deteriorated and treatment became ineffective. The Missouri Land Reclamation Program with the assistance of the Office of Surface Mining, Mid-Continent Regional Coordinating Center rehabilitated the Old Bevier Aerobic Wetland in 2001, incorporating newer technologies to improve the performance. The new system, Old Bevier II treatment facility, consists of a 2-stage vertical flow pond (VFP) with associated oxidation cells and aerobic wetlands. This paper discusses the performance of this passive AMD treatment system, updating an earlier report. The new treatment system has operated with nearly continuous net alkaline discharge and a high iron removal rate. Treatment improves during warm months when emergent vegetation is fully established and biologic activity is greater. Reduction in system efficiency is evident during winter months.

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.

At the start of the 20th century Denver?s population was 203,795. Most streets were unpaved. Buildings were constructed of wood frame or masonry. Transport was by horse-drawn-wagon or rail. Statewide, aggregate consumption was less than 0.25 metric tons per person per year. One hundred years later Denver had a population of 2,365,345. Today Denver is a major metropolitan area at the crossroads of two interstates, home to a new international airport, and in the process of expanding its light rail transit system. The skyline is punctuated with skyscrapers. The urban center is surrounded with edge cities. These changes required huge amounts of aggregate. Statewide, aggregate consumption increased 50 fold to over 13 metric tons per person per year. Denver has a large potential supply of aggregate, but sand and gravel quality decreases downstream from the mountain front and potential sources of crushed stone occur in areas prized for their scenic beauty. These issues, along with urban encroachment and citizen opposition, have complicated aggregate development and have paved a new path for future aggregate development including sustainable resource management and reclamation techniques.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

For the 36th consecutive summer, the Colorado Mining Association Education Foundation and the Colorado School of Mines have sponsored “A Total Concept of the Mining Industry” for kindergarten through grade 12 teachers. Teachers from 34 states, plus the District of Columbia and two foreign countries, have graduated from the four-week course. They received six hours of recertification credit. This summer 31 teachers from Colorado, Kentucky, Virginia and Alaska completed the program. The course is unique from other shorter courses in that it solicits teachers of all disciplines from all K-12classes. In addition to the expected earth science and mathematics teachers, the Class of 2004 consisted of educators who teach music, chemistry, biology, social studies, history, basic English and world history. Others in the program included those who teach American history, physical and life science, remedial reading, consumer/family studies, “world of work,” language arts, engineering technology, environmental science, world geography, human anatomy and physiology, and business.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).
