What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.

The dry grinding and leaching circuits of the Barrick Gold’s new Roasting Facility at Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs. Crushing is a two stage process using gyratory and cone crusher. Ore is stockpiled and then reclaimed to two parallel dry grinding mills. The double rotator dry grinding mills include a drying chamber, coarse and fine compartments and utilize a gearless motor drive (GMD) or “wrap-around”. In-circuit product transfer is accomplished with air slides and bucket elevators. Finished product separation is performed by both static and dynamic classifiers with the final product captured in baghouses. Recycle of unfinished product utilizes cascade chutes. The final ground product reports to two 2000 ton roaster feed silos. The two-stage oxygen flu-solids roasters with their associated gas train are the subject of a separate paper. The cyanide leach circuit is a standard carbon in leach system with circular swept screens for interstage carbon retention. The loaded carbon is sent to the existing Goldstrike autoclave plant for stripping and regeneration. Tails, after cyanide destruction, are deposited in the existing tailings dam with tails from the autoclave facility. Throughout the circuit, Clean Plant Design criteria were used to assure environmental compliance, ambiental acceptability and ensure worker health and safety. The commissioning and operation of the double rotator grinding technology has been very successful at Barrick Goldstrike.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). There was a time when heavy-duty apron feeders were built to last almost forever. The machines were heavy and built to maintain certain expected longevity and reliability. Increasing emphasis on return on capital leads to cost-effective designs. Costs can be increased or decreased, depending on customer specifications and the design philosophy of the feeder manufacturer. Specifiers can make important contributions to cost effectiveness. To do so, this article describes what should be known about planning with a supplier for heavy-duty apron feeders. There are several factors that should be considered, including capacity, characteristics of material carried, length, method of feeder loading, degree of lift, hopper opening, pan construction, and type of drive. Today's apron feeders are built in various sizes and with a variety of components to handle heavy, lumpy, or abrasive materials that can ruin lighter feeders. Careful feeder selection is important if it is to provide a controlled feed rate, absorb huge impacts, be used with long hopper openings, and have a relatively low power-perton capacity. Variations in systems and materials demand that each feeder be designed for its application, drawing on a wide range of components. Therefore, certain factors must be considered before final specifications are drawn. Capacity The design and application of an apron feeder is based on how material passes through a given system over the feeder into processing machinery. The processing machinery's capacity governs other equipment and productivity of the flow. From this basic information, related sizes of upstream equipment can be determined. Of these, the apron feeder acts as the "mouth and neck of the bottle." No more will pass than the mouth and neck will accommodate. Everything in the apron feeder design, from dimensions to power, is based on processing machinery. Material Considerations Are Vital Just as the nature of materials to be crushed or screened affects capacity and productivity of a crusher or a grinding mill, so does it affect capacity and performance of a feeder. Lump size must be identified closely so the pan width can be selected to accommodate the maximum lump with room to spare. Many mines around the world have been seeking ways to achieve sustainable developments and reduce operating costs. Rockbolting is a technology that needs to be considered as it provides a means of reducing operating costs and improving safety whilst allowing improved production to be achieved. The problem is how to introduce this technology in the knowledge that a successful outcome will be achieved. Rockbolting is a complete package and not only includes the consumable materials but also training, production of Codes of Practice, Monitoring Schemes, Refinement of Design and long term management of the systems. This paper explains the methods that have been applied for its successful introduction and discusses several case studies. It does not give fine detail but is intended to allow decision makers to gain a basic understanding of the method used to successfully introduce rockbolting to a mine.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

The aqueous biphase separation process (ABS) has been used to separate ultrafine industrial minerals. The partition behavior ofTiO2, Al2O3, Fe2O3 and kaolin was not pH dependent. The partition behavior of SiO2 was, however, pH dependent. The partition coefficient of kaolin in PEG 3400/ Na2CO3 biphase system was 150 and that of the silica in the same system was 0.02, resulting in a separation factor of 8500 between kaolin and silica. The aqueous biphase separation system was used to separate free silica from kaolin in a raw clay sample from Mexico. The partition behavior of mica, feldspar and clay from North Carolina was also evaluated.

Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are kaolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

The sillimanite group includes the aluminosilicate minerals sillimanite, kyanite and and alusite, all of which have the same chemical composition (Al2SiO5). This discussion also includes the closely related mineral, mullite(about Al6Si3O15), which, although rare in nature, is produced artificially for industrial use. All of the minerals in this group have a low coefficient of thermal expansion and high corrosion resistance. This makes them desirable for refractory applications, especially in the steel and foundry industries. Other uses include electrical insulators, abrasives and household ceramic products. The minerals in the sillimanite group decompose with an irreversible expansion at temperatures between 1,300° C and 1,600° C (2,372° F and 2,912° F). Sillimanite and and alusite have relatively small expansion on decomposition (4 percent to 6 percent) and, therefore, can be used as aggregates in refractory products. Kyanite’s expansion on decomposition is large (18 percent). So it is sometimes used to balance shrinkage of other materials such as clays in refractory mixtures. For applications requiring high-temperature volume stability, mullite is more desirable. As an additive, mullite improves resistance to creep and corrosion, and imparts thermal and electrical insulating properties.

As nations advance through various stages of economic development, the patterns of demand for minerals change. For example, as a nation develops from a subsistence economy through industrialization and into a service based economy, the use of minerals is at first low, then grows rapidly, and finally stabilizes. The past trends in the use of agricultural minerals by the currently advanced nations provide a pattern that the world as a whole may follow as it progresses through the stages of economic development. Future needs for agricultural minerals are estimated using this approach.

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves.
