Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.

Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). Selection of tunneling method, specially the use of shielded machines for application in deep rock tunnels can be heavily impacted by presence of ground convergence and squeezing conditions. Tunnel convergence is a function of ground conditions (i.e., rock mass behavior, groundwater, in-situ stresses), size of the opening, and TBM operational parameters. The case study of Ghomroud water conveyance tunnel project in Central Iran, which is under construction using a double shield TBM, is used to examine the effect of rock parameters on tunnel convergence and hence on the need for over excavation and shield lubrication to avoid problems with the shield getting stuck. Although it is impractical to perform a continuous assessment of rock mass conditions within the shield or in the lined tunnel, results of field observations and subsequent studies show that the amount of the tunnel convergence has direct correlation with the percentage of fines and large rock fragments in the muck and TBM thrust/torque/ROP. These relationships have been examined and will be presented in this paper.

INTRODUCTION Recent advances in high-pressure water jet technology can be effectively employed in mining and tunneling. The new equipment is based on available industrial hardware such as pumps, nozzles, and rotary swivels and seals, and is compatible with present mining and tunneling techniques. Principal advantages of water-jet assisted cutting relative to standard cutting are higher production rates, lower dust levels, and reduced fines. When used on rock and coal miners, water jets mean that relatively smaller and cheaper machines can be purchased. If properly applied, the combined effect is lower cost and significantly improved health and safety. While commercial use of high-pressure water blast cutting and extraction of rock (and concrete) already has a firm foothold in Europe, application of this new technique is just beginning in America. This paper begins with current American applications of high-pressure water jets for drills, for slotting and channeling machines, and then discusses the emerging technology for initiating rock failure in conjunction with drag bits on coal plows, continuous miners and boom-type miners (roadheaders). The focus of this paper is use of high-pressure water jets for cutting rock. High-pressure water jet cutting utilizes water above 70 MPa and currently reaches to 300 MPa and above. Some informatfon is included on low pressure "wethead" coal shearers and boom miners with water pressure to about 15 MPa.

INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

INTRODUCTION The Macassa Division of Lac Minerals Ltd. is a high grade gold mine that has been operating in Kirkland Lake, Ontario for the past 51 years. It produces approximately 120,000 tonnes of ore per year, averaging approximately 18.7 grams per tonne (0.45 ounzes per ton) of gold. Over the years, the ore body has been developed to a point where mining takes place below the 1,220 m (4,000 feet) elevation and 1,830 m (6,000 feet) west of the original shaft. The mine is currently serviced by two surface and two winze shafts. (Figure 1). The ore body extends below the 1,930 m (6,400 feet) Level which is the bottom of the existing mining operation. An ambitious underground exploration program has substantially increased these reserves. Concurrent with the discovery of greater reserves, has been rapidly escalating mining costs, particularly labour which constituted 66% of the total cost in 1981. These costs continued to escalate as the major proportion of mining was carried out to the west, far away from the existing hoisting systems. This required three lift hoisting for men, materials and ore. I n addition to the increased travel time and ore handling expense, increased humidity and temperature and ventilation and compressed air losses have added to the inefficiency of the operations. As a result, studies were initiated in 1980 to assess the future of the Macassa operation.

Injuries due to work-related musculoskeletal disorders (WMSDs) are not uncommon in heavy industry like mining. Researchers acknowledged that occupational exposure to ergonomic risk factors is the chief causative factor in the development ofWMSDs. The aim of this study was to perform an ergonomic assessment of musculoskeletal disorders among surface mine workers in India. Standardized Nordic Questionnaire was used to collect subjective response from 500 workers. A stratified random sampling method according to surface mining work activity type was used to obtain the sample. Data was collected by means of a structured questionnaire, and the Statistical Package for Social Sciences (SPSS) was used to analyze data using descriptive and inferential statistical methods. A response rate of 85% was obtained out of 500 targeted groups. TheWMSDs prevalence for the 12-month period was estimated to be 44.23%. The mean and standard deviation of workers’ age were 41.31and 8.927, respectively. The study has shown that the operators of dumpers, dozers, and graders along with electricians were found to be the most susceptible to developWMSD problems. Among the most affected body parts, back disorder reported the highest. Further, it was found that working with static posture over the longer duration has a significant association with the lower back disorder (with p = 0.020) and bouncing and jarring has also significantly associated with the lower back disorder (with p = 0.023). Similarly, a significant association was found between repetitive work and neck pain (with p = 0.016). The study depicted a significant association between ergonomic hazards and WMSDs, like working with prolonged static posture, bouncing and jarring, and repetitive work.

Pig iron nuggets, which have similar chemical and physical properties with blast furnace pig iron, were produced by a single step heat treatment of self reducing – fluxing dried greenballs. During this single step heat treatment the transformation of self reducing fluxing dried greenballs into pig iron nuggets did not take place instantaneously. Rather, it was composed of three transformation stages, (1) transformation of self reducing – fluxing dried greenballs into direct reduced iron (DRI), (2) transformation of DRI into transition direct reduced iron (TDRI), and (3) transformation of TDRI into pig iron nuggets. Thus, the objective of this research was to investigate these transformation mechanisms by analyzing the transformation stage products. The transformation stage products were produced at a constant furnace temperature of 1425°C and various furnace residence times. They were characterized according to their microstructure, microhardness and apparent density. The changes in the product’s physical and chemical properties with furnace residence time were utilized in understanding the transformation behavior, the chemical events that took place and the controlling mechanisms. It was determined that the transformations were dictated by the changes in the slag viscosity and wetting properties, and by carbon diffusion into metallized areas.

The Shinkansen of the Japanese National Railways (JNR) presently in operation between Tokyo and Hakata, approximately 1,000 km, was constructed at three stages: between Tokyo and Shin-Osaka opening in 1964, Shin-Osaka and Okayama in 1972 and Okayama and Hakata in 1975. Works on the extension of 400 km from Okayama to Hakata were launched in March 1970. As construction of the undersea Shin-Kanmon Tunnel on the extension was the toughest task, requiring many, many months, the work was undertaken earlier than any other works on the extension. It was brought to its completion in June 1974 at the cost of about 22, 000 million yen. The Shin-Kanmon Tunnel is the third undersea tunnel constructed to connect the main island of Honshu and Kyushu across the Kanmon Straits. (Table 1)

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. The application of aluminum matrix composites, due to their unique properties, is significantly growing in the variety of industries such as aerospace and automobile. In comparison to other light metals, such as magnesium and titanium, aluminum is lower in price. These are the advantages that this metal dominates the others. In this research, first by applying the lost foam casting method, the SiCp/A356 composite was cast in the bottom and side gate conditions with 690°C and volume fraction of 10%. Furthermore, the effects of reinforcement particles (60 µm, 75 µm) were examined. The results present the particles distribution in the side gate methods is more homogeneous than the bottom gate casting method. Also, by increasing the particles sizes, the fading rate in the side gate are reduced from 22% to 19%, as well as from 26.4% to 25.4% in the bottom gate. Mechanically suitable grinding mills became available to the mining industry in 1908. Since then, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. Most important, they had to last long enough in an operating mill to protect its structure from the abrasive wear of the ore and the grinding media. In addition, they had to be capable of efficiently transferring the energy from the mill to the mill charge in order to facilitate the grinding process. And these liners had to be easy to install and remove. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high-carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. In the early 1920s, pieces of solid rubber truck tires were used as emergency repairs for broken cast metal liners. Thus was rubber first introduced as a mill liner material. The first patent for rubber mill liners was awarded in 1921 to James Denny and Rolla Watson, both of the Coniagas Mine in Cobalt, Ontario, and to Dale Barnum of the Comstock Lode in Virginia City, NV. This original design was covered under US Patent No. 1470597. It had a fabric backed rubber that was bonded to the shell of the mill.

The Chambers Creek Interceptor Sewer Tunnel project consisted of 2-1/2 miles (4 kilometres) of nominal 9-foot (2.7-metre) O.D. tunnel driven through predominantly glacially overridden soils. Mole-Collucio Construction Company initially elected to drive the entire tunnel with a Lovat TBM. However, this machine could not control the fast raveling ground conditions which developed when the TBM encountered sands overlying very dense, hard glacial till or boulders. As a result, a shield and digger machine was brought in for a 1700-foot (518-metre) long segment. Pumped wells spaced roughly 50 to 125 feet (15 to 38 metres) apart were utilized to dewater about two-thirds of the alignment during construction. Initial support consisted of steel ribs and wood lagging, with a final lining comprised of pre-cast concrete pipe segments grouted in place.

The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.
