Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

At the exploration stage for new mining projects or for medium- and long-term areas of existing mines (typical of South African gold mines), drilling data is on a relatively large grid. This grid is normally larger than the selective mining units (SMUs). Direct estimates for the SMUs and also of much larger block units will then be smoothed due to the information effect and the high error variance. Any capital-intensive project decisions made on the basis of any of the smoothed estimates will tend to misrepresent the economic value of the project or operation, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the mean grade of the orebody. This paper presents a direct approach technique for deriving recoverable resources, referred to as localized direct conditioning (LDC), designed to correct smoothing effects and also to provide support corrections.

Tunnelling under squeezing ground conditions poses significant challenges. There are fundamental differences in the choice of support for mining as opposed to civil engineering. This paper reviews ground support strategies that have been used to control large deformations in mining excavations based on field data from five different mines in Australia and Canada. Recommendations are made for improved ground control strategies in squeezing rock conditions.

"SynopsisScattered mining was practised on Kusasalethu Mine (previously Elandsrand Gold Mine) prior to 1998, but at deeper mining levels it was no longer feasible, since it would have resulted in unacceptably high stress levels and energy release rates. Longwall mining was not adopted at these depths as the mine required a more flexible mining method owing to the highly variable grade and the presence of geological structures. A mining method was developed that consisted of dip stabilizing pillars for regional support, as well as bracket pillars to clamp geological structures. A strict sequence of extraction was followed and this, together with the particular layout, was called the ‘sequential grid mining method’. This method addressed two key problems, namely negotiating adverse geology and the erratic grade of the Ventersdorp Contact Reef (VCR) orebody. However, a significant drop in production rates resulted in the need for alternatives and improvements to the original mine design. Modifications to the design were proposed in order to increase production rates, and an investigation to consider the rock engineering implications of these modifications was conducted. The study indicated that the modified method, called the ‘multi-raise mining method’, appears to be feasible and might address some of the production problems that were experienced with the original sequential grid design. An analysis of actual seismic data showed no significant differences between the original sequential grid mining and the implemented multi-raise mining. The numerical modelling of the mining layouts showed slightly higher interim energy release rates (ERRs) and average pillar stress (APS) levels during the extraction process. The final values are nevertheless identical to that of the original sequence. The study also investigated the use of a modelled moment method to analyse future seismic trends. The study illustrated that the expected seismic trends will be very similar for the multi-raise method compared to the original sequential grid mining method. This study is nevertheless considered of a preliminary nature and ongoing monitoring and analysis of seismic data at the mine is required to verify the response of the rock mass to the modified sequence and increased extraction rate. In particular, future work needs to investigate the effect of mining rate (advance rates in individual panels as well as volume of mining in particular raise lines) on the level of seismicity."

A leaching model for gold ore that takes into account the impact of cyanide and oxygen concentrations as well as gold surface exposure on leaching performance is developed. Cyanide consumption is estimated by an empirical model that is a function of ore particles size distribution as well as cyanide, copper and sulphur concentrations. Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004, and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL)?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. The ConRoast process for the production of platinum group metals involves the use of a fluidized bed reactor for the removal of sulphur from ore concentrates by roasting prior to smelting in a DC-arc furnace. Test work was carried out in 2007 at Hazen Research in Golden, Colorado to provide the data necessary for a commercial roaster to be designed by Technip. This paper discusses the rationale behind the test work, the goals for calcine composition to be used as smelting furnace feed, the results of various roaster operating parameters in terms of calcine composition (particularly residual sulphur and the fate of trace elements), and the impact of the results in terms of a commercial roaster design.

The roasting of sulphide ores and concentrates is often the first step in the production of metals or chemicals. In many processes, the production of sulphuric acid is viewed as a by-product, whereas in some plants production is an important economic factor. Regardless of the purpose, a pyrite roasting plant consists of mainly three plant sections: roasting, gas cleaning and sulphuric acid. With the addition of air, the pyrite concentrates are transformed into solid oxides and gaseous sulphur dioxide at temperatures of 600?1000°C. After cleaning and cooling, the sulphur dioxide in the roasting gas is further processed to sulphuric acid. Two types of reactors are used depending on the application: stationary or circulating fluid bed. For over 60 years, Outotec has progressively been developing the principle of fluidized bed technology in several different reactor types for a multitude of process applications. The versatility of the fluidized bed reactor system has manifested itself in the treatment of minerals, including solid fuels, and for metallurgical processes both in the ferrous and non-ferrous fields. Process applications have included roasting, calcining, combustion and charring of coals, as well as off-gas treatment. This paper provides a summary of the pyrite roasting technology currently used along with a simple cost comparison of pyrite roasting and sulphur burning processes.

Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

The initial evaluation of a coal deposit often raises uncertainty with regard to the accuracy of the reported Resources and Reserves. Reconciliation of results from mining and beneficiation with the original raw field data highlights deficiencies in original estimations. Credible Resource and Reserve estimation forms the basis on which an entire mining enterprise is motivated, initiated, funded, and established as a commercially viable proposition. This is required for sustainable extraction purposes and to support vital downstream industries such as power generation. Accurate determination of the density of the matrix of the material being evaluated is the key to credible values being obtained for Resources and Reserves. Losses between 15% and 20% of the Resource/Reserve can be realized if incorrect densities are applied to the tonnage derivation. Coal plies and particles have different relative densities, determined by the maceral composition, rank, and mineral and moisture content. These factors in turn contribute to the moisture, volatile matter, ash and carbon contents of a coal, which affect the overall density of the raw coal. More specifically, the relationship of ash to density and the effective matrix porosity were found to be critical in solving the greater majority of the problems in predictive calculations. A major deficiency identified is the inability to determine effective porosity, allowing absorption of adventitious moisture and altering the mass of the core sample. Although the volume of the raw material is altered through crushing, the change in mass after controlled air-drying, used with the original geometrical volume of the raw material, provides a credible air-dry density and allows the determination of the volumetric change related to effective porosity. This parameter can be validated through the evaluation of proximate ash using the ash-adjusted algorithm and a correction for the inherent moisture applied to also give a credible relative density value for an air-dried sample. A combination of theoretical, empirical, and reconciliatory evaluations of the available data, taken from the exploration phase through the mining process to final production, has shown that an integrated approach using the ash-adjusted density (AAD) methodology, in conjunction with other evaluative techniques, provides credible results with a considerably higher degree of accuracy than is currently possible.

Theoretical flotation models suggest that there is a positive relationship between bubble-particle collision rates and turbulent kinetic energy dissipation. Fine particle flotation performance is generally enhanced by increased collision frequency and hence higher energy dissipation. Contrarily, increased turbulence in the rotor-stator region is related to higher detachment frequency of the coarser size range. Therefore, the optimal modes of recovery for the 'fine' and 'coarse' size classes appear to be diametrically opposed. Industrial applications have previously confirmed that applying greater power to flotation slurries yields significant improvements in fine particle recovery. However, recovery of the coarser size class favours a different flotation environment. An improvement in the flotation kinetics of the fine and coarse size classes, provided there is no adverse metallurgical influence on the intermediate size ranges, is obviously beneficial to the overall recovery response. Managing the local turbulent kinetic energy dissipation, and hence the power imparted to the slurry, offers the benefit of targeting the particle size ranges exhibiting slower kinetics. FLSmidth recently introduced the practical implementation of this concept. In principle, it decouples flotation regimes where fine and coarse particles exhibit preferentially recovery. In the case of naturally aspirated machines (Wemco®), it is referred to as Hybrid Energy Flotation? and incorporates at least three phases: > Standard flotation machines (standard energy input, rotor speed (r/min), rotor size/type) at the beginning of the row, where flotation is typically froth-phase limited and operational and set-up parameters have a limited influence on the recovery > Higher-powered flotation machines (high rotor speed, high-power rotor size/type) at the end of the row to improve fine particle recovery > Lower-powered flotation machines (low rotor speed, low power rotor size/type) to enhance coarse particle recovery. A CFD-based flotation model is used to highlight the effect of turbulent dissipation energy on attachment and detachment rates. Preferential collection zones for fine, and 'coarse' particles are predicted for both forced-air and naturally aspirated machines. The greater predominance of UG2 ore types, coupled with the skewed feed distribution of platinum group metals (PGMs) to the finer size fractions, suggests that PGM flotation circuits are not designed for optimal recovery across the size distribution. The application of the hybrid energy concept to PGM flotation offers a possible shift towards a more efficient flotation circuit solution through a managed distribution of energy.

Industrial processes have been developed for ferrochromium production, ilmenite smelting, and cobalt recovery from slag. Recent work has been done on such processes as the production of ferronickel from laterite ores, the fuming and condensation of magnesium, and the recovery of platinum group metals from 'difficult' feedstocks.

The practical achievement of this outcome is enabled by the concept of strategic long term planning. The core elements of strategic long term planning in the metals and minerals industry, and the relationship between them, are expanded. The strategic long term planning framework is a logic construct that enables delivery of an optimized, strategically-aligned business plan from the mineral asset portfolio using a set of tools and techniques with a common language, standards, systems and processes to align decisions and actions on a cyclical basis.

This article uses the case of the Royal Bafokeng Nation to argue that royalties and dividends from mineral resources, if managed well, can provide direct benefits to the surrounding community even while the state collects its share of mining revenues through taxation. The key to this model is the effective management of the resource income flowing into community coffers. Where some of this income may fund urgent interventions in the community, a portion of the income can also be used to establish an intergenerational wealth fund to meet the needs of future generations. As a depleting resource, minerals like gold and platinum are not a sustainable source of income, and must be replaced over time by more regenerative income streams. These strategies and dynamics are manifest in the Royal Bafokeng Nation?s status as both community and quasi-municipality, a labour hosting and a labour sending community, a mine operator and a mine owner. The Royal Bafokeng Nation also owns one of South Africa?s largest community-based investment companies, which channels revenue derived from platinum deposits into a broad investment portfolio that in turn funds an aggressive social development program for 150,000 people living in twenty-nine rural villages.

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. Elongates are commonly used as stope support in South African gold and platinum mines. To evaluate the effect of the inherent strength, stiffness and yield variability associated with elongates, a statistical method is presented which addresses and quantifies the support performance at various levels of certainty. The analysis, which is based on a normal distribution, makes use of force-deformation curves determined from multiple laboratory compression tests on the same support type. The applicability of the method is illustrated making use of actual performance capabilities of various types of elongates. In order to ensure a high probability that support units installed underground exceed the standard support performance curve established by means of laboratory tests, the statistical mean of a suite of tests based on the same support type is downgraded. The ?correction factor? is a function of the mean and standard deviation of the test data, as well as the sample size of units deemed to control the local rock mass stability. It is shown that downgraded performance curves based on a high probability (90 to 95percent) of support units exceeding this performance level are suitable to ensure that the design of support systems will in variably meet the design criteria. In the highly discontinuous hangingwall rock mass typically associated with intermediate- and deep-level mining operations, the interaction between adjacent support units is comparatively limited (at the support spacings commonly used). Therefore, the appropriate sample size (n) of the support units controlling the local rock mass stability should be n= 1. In shallow mining conditions, sample sizes of up to n=5 may be warranted, depending on the spacing of joints and other discontinuities in the hangingwall.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.
