"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. This report describes the total effort that went into developing environmental test criteria for general mine instrumentation. The project was a two-phase effort. Phase I consisted of research and mine visits to develop an environmental profile for mine instrumentation. The profile was translated into general requirements and then into test requirements. A review of existing government and commercial specifications was performed to determine if they matched mine instrumentation test requirements. Finally, a set of environmental test procedures was developed for the testing of mine instrumentation. Phase II consisted of selecting and purchasing sample mine instrumentation and subjecting them to the previously developed tests. The purpose was twofold: (1) to evaluate the criteria developed for use as an instrumentation test document and (2) to determine the effects of the various criteria on a representative sample of both proven and newly developed instrumentation. The test criteria were then modified, based on the results of the testing, and are listed therein.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. Work has been carried out under Bureau of Mines Contract No. HO395132 to develop and fabricate gas sensors for mining applications. Promising new instruments have been designed, developed, tested and supplied to meet BuMines requirements. These instruments include prototype 1) remote-sensing, diffusion-type CO monitors for mine operation which can be operated in conjunction with a surface computer, 2) control modules for alternate in-mine readout of the remote diffusion type CO monitors, 3) personal CO diffusion-type dosimeters and 4) personal NO diffusion-type dosimeters. In addition, retrofit modifications were made to update and optimize operation of CO and NO2 direct-reading type detectors provided under a previous contract. Studies were conducted to evaluate and demonstrate the availability of stable, portable N02 calibration sources for NO2 instrumentation. The use of selected, commercially available cylinder sources for NO2 instrument calibration were recommended. Additional studies were also conducted to investigate the feasibility of instrumentation for rapidly monitoring CO, NO and NO2 in diesel exhaust.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

"INTRODUCTION The future of oil production in the part of the Appalachian region included in southwestern Pennsylvania; West Virginia, and southeastern Ohio is directly dependent on the maintenance of existing wells. This report presents an analytical study of the methods used in oil-well reconditioning in this area. The study is part of a research program designed to evaluate those means of stimulating oil production that can effectively and economically maintain present oil-production rates and make it possible to keep existing wells in operation. Well-reconditioning work was curtailed during the war; therefore, an abnormally large number of wells in the Appalachian Region is now in need of repair. Because the lubricant content of Appalachian crude: oils is high and the refined lubricating oils an; particularly suited to use in high speed, high-temperature engines, the demand for these crude oils during the war exceeds, the maximum rate of production obtainable under wartime operating conditions. Increases in operating, expenses, inability to meet war-time reconditioning costs, and inflexible price structures caused the abandonment of an alarming number of wells during the past 4 or 5 years.As a means of increasing regional oil-production rates, new drilling in the older fields for primary production generally is uneconomical because reservoir pressures in most of the fields have virtually been depleted and the production rates of newly drilled wells are small."

This report summarizes the results of the Narragansett Win Projec't's activities during the U.S. Bureau of Mines (BOM) Phase 1, which was transitional from and which followed the National Science Foundation (NSF) Phase which initiated the investigation of New England's potential roil resource. The 960 sq. mile basin is structural and topographic lowland containing 12,000 to 20,000 ft. of terrigenous clastic sediments of late Pennsylvanian age, and which rests on an upper Precambrian and Cambrian basement. The Rhode Island Formation, which is the coal-bearing unit, comprising the bulk of the Pennsylvanian rocks consists, in order of decreasing abundance, of sandstone, conglomerate, silts tone, shale, and coal. In the NSF Phase, 24 drill-holes yielded 17,900 ft, of core; in the BOM Phase I study, 4 drillholes yielded 2,100 ft. of core. Anthracite and semi-anthracite was encountered in beds Up to 30 ft. thick in widely spaced parts of the Basin. The coal, typically very low in sulfur, and a high ash anthracite, won mined in substantial volumes from 1808 to 1959 from shaft and open lit in Portsmouth and Cranston, R.I., and in lesser volumes in Mansfield, Mass. Currently coal is now being mined in Plainville, Mass. as a fuel in the manufacturing of light-weight aggregate from the same quarry that serves as the source of the rock being processed. The structurally complex Narragansett Basin is now known to have a greater extent than earlier since recent drilling by others (Chapter 2) has confirmed our interpretation that the Basin extended offshore south A Boston. The, Basin also extends into Rhode Island Sound to the south. The geological structure is more complex in the southern part of the Basin than in the northern part. Three episodes of folding have been documented on Aquidneck Island and four episodes of faulting have been demonstrated for the Basin as a whole. Relatively less well exposed rock in the northern part of the Basin, increases the difficulty of recognizing and correlating structural episodes in the northern part of the Basin. The Basin his hewn subdivided into six structural domains which appear to have distinctive structural, metamorphic, paleontological and sedimentological differences that mw assist in isolating important events in the evolution of the Basin and its component parts. The tentative structural model recently developed in POP Phase I has important implications for exploration and mining. In the first and second folding stages the coal is mobilized and thickened in the crests and troughs of folds whose axes are horizontal to subhorizontal. While conventional coal exploration and mining methods are not applicable, great thickening in the crests and troughs of large scale structures, which can he defined by geology, geophysics and drilling, may provide compensating advantages. Bedrock over most of the Basin is 0-50 ft., but thicknesses of glacial deposits up to 150 ft. are present locally. Pro-Pleistocene topographic trends are controlled by structure and rock hardness; Pleistocene deposits aligned to the S. F. are superimposed on earlier trends. The southern part of the Basin is mainly dominated by high grade Barrovian metamorphism and plutonism of Permian age, related to the Alleghanian Orogeny. About 300 sq. miles of the 960 sq. mile Basin has been affected. The remaining 660 sq. miles, in the chlorite and subchlorite zones of metamorphism are compatible with the presence of high quality anthracite and semi-anthracite. Illite crystallinity studies begun in the NSF Phase, have been carried out in the BOM Phase l with important results. About ME of the northern Basin is now known to be in the diagenetic (unmetamorphosed) or subchlorite zone and the remainder in the chlorite zone of metamorphism. Mite studies, probably best recording temperature effects, show a generally progressive increase from the NW corner of the Basin near Plainville, Mass. toward the south and southeast. Reflectivity and coal petrography studies, probably best recording pressure and effects related to shearing, indicate a generally opposite pattern. Thus these methods provide powerful tools for the ultimate solution of problems important to coal exploration for coals of higher combustible volatile content and exploitation of these. Due to the complex nature of the coal, chemical data may not he easily used to determine rank. The coals have been tectonically deformed and mineralized. This deformation plus thermal metamorphism have altered the coals, in some cases by producing natural coke. Brecciated coal is often coated with a secondary depositional carbon. The coals' hydroscopic nature and high ash contents are due to the deformed nature of the coal and the presence of this secondary carbon. The stratigraphy and sedimentology of the coal-bearing Rhode Island Formation is similar to described alluvial fan deposits. The non-geological studies al-low three conclusions to be made: 1. A substantial number of areas have been identified in the Narragansett Basin in which mining could be carried out without undue difficulty from a land use point of view. 2. Substantially more than two hundred instances of past or current- mining activities have been identified in the Basin. Many of those are in areas defined as geologically interesting, and may be advantageous From the point of view of future exploration. 3. The map synthesis technique developed for this contract is successful and may easily be adapted to future exploration in its current form and also in its expandable form dealing with unit measurements of one-tenth mile. We recommend that BOM Phase 2 exploration should accomplish the intent of the Congressional language in House Report No. 95-1251, to continue a substantial drilling and geophysics program: "The Committee expects the Bureau to continue studies involved in ascertaining the extent and quality of low sulfur coal reserves in the Narragansett Basin in New England including necessary drilling and geophysical studies. The knowledge of the extent of such deposits is of great importance to this 'energy pour' area".

The Bureau of Mines conducted laboratory batch and small-scale continuous tests to remove traces of dissolved molybdenum from water simulating waste discharged from a molybdenum concentrator, Molybdenum concentrations, initially ranging from 2 to 10 ppm, were decreased to 0.5 ppm or less by coprecipitation of the molybdenum with freshly precipitated ferric hydroxide" The precipitate was separated as a froth by dissolved-air flotation for subsequent disposal. Although the treated water met current environmental standards for contained molybdenum, contained particulate iron might have to be removed by filtration for the water to be acceptable. Estimated costs for treating concentrator effluent water were 55 cents, 57 cents, and 64 cents per 1,000 gal at initial molybdenum concentrations of 2, 4, and 10 ppm, respectively.

The Bureau of Mines is authorized to request data on injuries and employment in the metal-mining industry, and the information, voluntarily submitted by the operators, contributes immeasurably to the promotion of safety in the metal-mining industry. Every effort has been made to make the annual canvass as complete as possible. The data presented are classified according to the hind of ore mined and includes information on copper, iron, lead-zinc, gold-silver lode, placer, uranium- vanadium, and miscellaneous metals. A breakdown of miscellaneous metals by commodity is shown in tables 17 and 18.

This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

The Bureau of Mines conducted research to evaluate the optimum design for a rock-breaking explosive charge that could be fired unconfined in a gassy or dusty coal mine without the danger of igniting the flammable atmosphere. Charges of various shapes, with and without cavities, were tested in a gallery using 3-by 3-by l-ft concrete blocks as simulated boulders. For these tests the optimum charge, in terms of cost, weight, and convenience in handling, consisted of a flat l-1/2-lb charge of permissible explosive seven-eighths of an inch thick and 7 in in diameter encased in a l/2-in thick layer of fine salt (NaCI). This work demonstrated that it should be possible to produce an inexpensive explosive rock-breaker charge that would be safe to use in underground coal mines.

The Bureau of Mines has investigated techniques and instrumentation that measure accurately the airblast overpressures from surface mine blasting. The results include equivalencies between broadband research instrumentation and commercially available impulse precision sound levels meters measuring: root-mean-square, peak, fast, slow, impulse, A and C weighting, C-weighted sound exposure level (CSEL), and "linear" (flat) response. These values were obtained from field measurements and broadband FM tape recordings of production blasts at area and contour coal mines, limestones quarries, and iron mines. Frequency response was determined for 14 commercial systems.

During the period 1979 thru 1982. Multi Mineral Corporation conducted a mining research program at the United StAtes Department of the Interior's Bureau vi Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

A 3-year study was conducted to evaluate the problems and benefits of using vegetation to stabilize tailing from a potential Minnesota copper-nickel milling operation. The project consisted of three separate investigations: a waste characterization study, a greenhouse study and a field study. With few exceptions, the physical and chemical characteristics of the tai ling were found to lie within the range of properties of Minnesota soils. The tailing lacks organic matter; is deficient in nitrogen, phosphorus and potassium; and may contain elevated levels of soluble salts and heavy metals, particularly copper and nickel. Numerous grasses, forbs and woody plants will tolerate the tailing as a rooting medium. Peat incorporation and topsoil dressing provided few benefits to the revegetation process which were not provided by a fertilizer application. With fertilization, grass/legume production in the tailing was comparable to local agricultural yields. Concentration of heavy metals in grasses grown in the tailing were generally below suggested tolerance limits for plants and animal forage. Legumes tended to accumulate higher concentrations of copper and nickel, and metal uptake of most plants was positively correlated with rate of fertilization. Tailing drainage water contained elevated levels of heavy metals, and establishment of vegetation had little effect on the quantity and quality of tailing drainage water. However, topsoil dressing significantly increased drainage water volume when compared to unvegetated control plots. Copper-nickel tailing revegetation recommendations were developed.
