Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

What is known about manganese nodules and their potential commercial recovery is outlined in terms of economics, legal rights, environmental impacts, and mineral genesis. As a result of 20 years of accomplishments it is clear that nodules comprise a real resource, and that they can be collected in water depths up to 5000 m, for brief periods, and raised to a surface vessel at rates of production appropriate for scale model systems. Based upon information in the public domain at present there is more confidence in the nature and magnitude of the resource than in the ability to recover nodules commercially. A review of the literature suggests that the metallurgical processing of manganese nodules is technically feasible and that the associated costs are well predictable. What is less clear is the market outlook for the products. All "overlapping claim" conflicts have been resolved. Therefore, parties with a historic interest in nodule mining appear now to have the right to mine in the future, assuming they properly complete whatever exploration license obligations they may have.

It is well known that significant quantities of mineral deposits exist in the oceans. Most of these resources cannot yet be classified as economic "reserves" in the strict sense of the term, but they serve as backstops to deposits of identical minerals produced onshore. The prospects for the commercialization of ocean mineral resources will depend upon factors affecting both supply and demand, including, among other things, changes in consumption patterns, technological developments, new discoveries, developments in markets for complements and substitutes, and environmental regulation. In this presentation, we examine broad trends in mineral prices, as one of the most summary measures of the prospects for the commercialization of ocean minerals. Further, we report on any recent developments in the relevant product markets that may affect the potential for commercialization.

The Urals massive sulfide deposits are concentrated in Silurian -Devonian fold belt extending for 1500 km with length from 50 to 150 km. By paleodynamic reconstmction it is established that they were formed in submarine parts of island arcs, in inter arc and back arc basins, marginal seas. When "black smokers" were found in rift zones of present oceans, problem searching their analogues in the Urals Paleozoic complexes was arisen. For solving this problem and demonstration of seafloor origin of massive sulfide many quarries and drill cores were carefully sketched and studied. Particular attention was given to correlation between ores and synchronous sedimentary rocks and fossils. Various laboratory methods were used for comparing sulfides from ore hills with ore-clastic sulfides.

To effectively manage the potential environmental impacts of deep-sea mining of manganese nodules, we need to know substantially more about the effects of sediment redeposition on abyssal communities and the time scales of recovery from such effects. As an initial step towards a predictive understanding of mining impacts on abyssal benthos, we are conducting a series of biological studies within the framework of the Benthic Impact Experiment (BIE). Mining operations will cause resuspension of sediments across extensive areas of the abyssal Pacific Ocean. The resultant plumes likely will produce redeposition layers, ranging from a few sediment grains in thickness to > 1 cm, over thousands of square kilometers of the seafloor. The impact of such redeposition on abyssal benthic communities is exceedingly difficult to predict. While there has been speculation that redeposition of 1 mm or less will exert deleterious effects, there has been very little testing, and the BIE will provide the first in situ test of redeposition impacts. In a series of cruises before and after controlled resedimentation, we are collecting biological samples to determine the undisturbed state of the ecosystem, the immediate effects of disturbance, and the time-course of recovery resulting from quantified levels of resedimentation.

An unusual combination of ten new, deep (-100 m) coreholes and an extensive high-resolution seismic reflection network enables us to produce a detailed study of the phosphorite resources in the Tertiary strata of the Georgia continental shelf. These strata are mixtures of a terrigenous facies, notably quartz and clay along with minor amounts of other aluminosilicate minerals, and of a marine facies, notably phosphorite and carbonate. Phosphatic sediments occur throughout the cores, however the richest phosphorite beds are in the middle Miocene (Serravallian) sediment, where they constitute up to 70 percent of the sediment mass. Major zones of phosphate enrichment occur chiefly at major unconformity boundaries (tops of Oligocene, lower and middle Miocene, upper Miocene, and lower and upper Pliocene) and at prominent intrastratal reflectors representing minor unconformities within units. Phosphorite co-occurs with the clay minerals, especially palygorskite, but correlates inversely with carbonate and detrital quartz, indicating a low-energy depositional environment. The clay minerals present in these strata, which have an environmental consequence on recovery of the phosphorite, are varying concentrations of smectite, kaolinite, mica, palygorskite, and sepiolite. Phosphatic resources have been determined within only the Miocene strata. Sediment volume for this unit to the 100 m isobath on the continental shelf has been established using the high-resolution seismic reflection network that has been calibrated using the deep coreholes. Phosphorite grains larger than 0.1 mm average about 40% of the sediment. In turn, most of the remainder of the sediment in this size range is quartz, which is separable from phosphate grains using conventional flotation techniques. Our estimate is that 300 Gt of phosphorite lie within the Miocene strata of the Georgia continental shelf.

Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

The northeastern Pacific shows the highest nodule abundance among the oceans in the world, and thus has been drawing international attention for deep-sea manganese nodule development. The objectives of this study are to construct database using geostatistics and geographic information system (GIS), to quantify rating value using probability and statistical methods, to suggest suitable sites for manganese nodule development, and to verify results using three statistical approaches. The copper and nickel contents of the nodules were determined by chemical analysis. Factors related to slope, aspect, water depth, and topography were obtained from multi-beam echo sounding data. The transparent layer thickness was determined using a sub-bottom profiler. The probability method was used to calculate each factor's rating, and the layers for different factors were summed to produce the development potential index (DPI). Result maps were constructed for manganese nodules development. The distribution pattern of DPI showed to be controlled of nodule abundance and metal contents. Verification was performed by comparing the results with sampling data in three ways: success and prediction rate, linear regression, and test of independence.

Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). Marine mining is driven by profitability, and profitability is driven in turn by people and equipment that can work productively and safely at sea. Design challenges faced by the marine mining community have much in common with those faced by the offshore construction community. Technical solutions continue to move freely between both communities. A brief pictorial history summarizes the evolution of offshore construction technology as it grew in the Gulf of Mexico and expanded worldwide. Attention is focused on those areas of platform and pipeline construcion where there is potential technology application to underwater mining. An especially difficult challenge faced by both communities is work in the surf zone. Some innovative concepts for surf zone construction operations are presented and possible applications to marine mining are suggested.

The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. Ancient volcanogenic Cu-Zn-Pb-Ag-Au massive sulfide ores commonly have associated with them along strike and in the immediate hanging wall a distinctive sediment that is thin, usually cherty and metal enriched, and generally referred to as an "exhalite horizon" or "tuffaceous exhalite". Typical examplks include the 13 Ma tetsusekiei of the Kuroko deposits of Japan (Kalogeropoulos and Scott, 1983, Econ. Geol.) and the 2700 Ma contact tuffs of Noranda, Canada (Kalogeropoulos and Scott, 1989, Can. J. Earth Sci.) and Key Tuffite of Mattagami, Canada (Liaghat and McLean, 1992, Explor. Min. Geol.). Attempts to use trace element distributions as lithogeochemical guides to ore have been largely unsuccessful. Exhalites have been considered to be the products of seafloor hydrothermal activity that is peripheral to the main ore-producing vents. However, large actively-forming polyrnetallic sulfide deposits at the Explorer mid-ocean basalt spreading ridge (1 850 m depth) in the NE Pacific and the eastern Manus back-arc dacitic spreading center (1650 m depth) in the western Pacific have demonstrated that the exhalite horizons are more likely produced by fallout of particulates from the main hydrothermal plume. In a typical hydrothermal plume, grains of >27 µm represent up to 97% of the mass (although only 2% of the population) of the particulates and are calculated by Stokes equations to fall from the plume to the seafloor within a few krn of their source. The particles are primarily composed of anhydrite, barite, amorphous silica, iron oxyhydroxides and metal sulfides and oxides. Plumes are subject to bottom currents which push them in preferred directions, just like smoke plumes in the atmosphere are subject to the vagaries of wind direction. Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20&apos;S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. The discovery of chemosynthetic-based ecosystems at hydrothermal vents in the deep ocean was arguably one of the most important findings in biological science in the latter half of the 20th century. More than 100 vent fields have been documented along the 60,000 km global mid-ocean ridge system. Over 500 new animal species, over 80% of which are endemic to the vents, have been described from this environment. Unusual, highly evolved symbioses between invertebrates and chemolithautotrophic bacteria are common at vents, producing concentrations of biomass that rival the most productive ecosystems on Earth. Hydrothermal vents ecosystems, because of their very limited area and the presence of endemic species, are highly vulnerable to human disturbance. Mining for polymetallic sulphide deposits poses the greatest future physical threat to hydrothermal vents and their biological communities. However, there is more immediate concern about the impact of concentrated scientific research activities. Some sites have been revisited by several research expeditions per year for more than a decade. As vent sites become the focus of intensive, long-term research, oversight organizations are discussing mitigative measures to avoid significant loss of habitat or oversampling of populations. Canada recently became the first national jurisdiction to set aside a hydrothermal vent site as a Marine Protected Area.

"There are many reasons invoked when discussing the relevance of deep-sea mining minerals. The shift towards more focus on renewable energy (“the green shift”) will not be possible without more materials coming from the mining industry. The increasing population, and thus increased number of consumers, will lead to an increase of the mineral demand. It has been established that recycling will not satisfy the need for more minerals by itself. Meanwhile, land mineral resources - such as copper – become every day more complex to extract. The question of the deep-sea minerals exploitation’s viability needs to be studied now. Within the framework of feasibility studies, various topics such as environment, technologies and operations management must be addressed. Recognising deep-sea mining as a hybrid activity - taking from the mining, maritime and the offshore oil and gas industries - it is deemed too complex for a global assessment. Each deep-sea mining environment is worth its separate study.Norway is recognised as a seafarer nation. Looking towards the sea and driven by the will to thrive on the Blue Economy, Norway decided to investigate the case for deep-sea minerals on its Extended Continental Shelf. The MarMine project is a materialisation of this endeavour. The Norwegian case will address its own particularities such as a respectable water depth, the arctic environment, the remoteness to shore support and an environmental aware population as well as subsequent policies."

India?s interest in the resources of the deep seabed particularly the manganese nodules in the Indian Ocean can be traced back to the Indian Ocean Expedition of 1960 ? 65. The collection of Manganese Nodule samples from the Indian Ocean in January 1981 aroused considerable interest within the scientific community. Following several surveying expeditions, the Central Indian Ocean was identified as the most promising area for exploitation. India was accorded ?Pioneer Investor? status and further research and development programs were launched to establish the techno-economic viability of deep seabed mining. India has also shown considerable progress in the field of development and testing of methods for processing the nodules. The Department of Ocean Development manages the program.
