This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The PACMANUS and Jade deposits are two active hydrothermal fields that are forming massive sulphide deposits at the Pacific rim margin. Both are associated with felsic submarine volcanic rocks and both occur in back-arc settings. However, PACMANUS is associated with almost sediment-free dacites and lies on the crest of a volcanic ridge, whereas Jade occurs in a heavily-sedimented tectonic depression associated with a basement of pumiceous rhyolite. The PACMANUS deposit is richer in Cu and Au, and Jade in Pb. Zinc, Ag, As and Sb contents are similar. Sulfide textures at PACMANUS suggest formation of Cu and Zn sulfides by simultaneous double-diffusion involving inwards-moving seawater mixing with outwards-moving hydrothermal fluid. By contrast, at Jade there is a more complex history of formation where initial growth of barite on the sediment surface, probably associated with microbial activity, formed an impervious cap which trapped higher temperature hydrothermal solutions.

Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

Indian iron ores with less than 62 per cent Fe are currently unexploited, except for a few sectors which export them to foreign countries. It is anticipated that by 2012 the countryÆs domestic steel production is likely to rise to the tune of 60 million tonnes per annum. To meet this requirement, it is necessary to utilise not only the existing high-grade deposits but it is also necessary to look into exploiting the leftover iron ores of lower grades. Hence, reserves with Fe content 62 per cent and below (particularly the ores with In the present paper, an attempt has been made to beneficiate three different types of low-grade iron ores selected from three different parts (states) of the country. In the paper, alternative routes for beneficiation and effective utilisation have been tested using different techniques in the laboratory in an attempt to match their (Al2O3/SiO2) ratio after thorough characterisation and liberation studies. The paper also encompasses the geological formations, occurrences and distribution of Indian iron ores as well as highlighting the problems associated with the fines, possible metallurgical routes, and their market segregation from the perspective of end users.

Rhyolitic rocks are volumetrically significant in the eastern part of the Coromandel gold province, yet deposits hosted by rhyolite (Kapowai, Broken Hills, Neavesville, Wharekirauponga and Waihi Beach) are generally low grade and subeconomic, especially compared with andesite-hosted deposits. In contrast, rhyolitic volcanic centres in Nevada host a number of economically significant epithermal gold deposits such as Round Mountain, Sleeper and Bullfrog. The Nevada deposits are associated with 27-20 Ma continental arc volcanics dominated by ignimbrites (eg Round Mountain), or younger 17-9 Ma bimodal rhyolite-basalt volcanism related to extensional basin-and-range tectonics (eg Sleeper). The Round Mountain deposit is localised on a caldera boundary fault and the mineralisation was deposited soon after eruption of the host rhyodacitic ignimbrite. In other Nevada deposits, hydrothermal systems are linked to the closing stages of flow-dome complexes and mineralisation is localised along normal faults associated with extensional basin-and-range tectonism. The style and composition of the mineralisation is similar in both the Coromandel and Nevada deposits and consists of sheeted and stockwork quartz veins, containing electrum as the main ore mineral and only minor sulphides (mainly pyrite) Likewise, the vein minerals were deposited from low salinity hydrothermal fluids in the temperature range of 200-270¦C. Both the Neavesville and Round Mountain deposits are geochemically anomalous in molybdenum. The deep oxidation of the Nevada gold deposits, dry climate and low level of competing land uses combine to make it economic to mine and process very low grade ore (0.2 - 2.0 g/t Au) by heap-leaching with cyanide solutions in most areas of Nevada. Although extensive low grade gold mineralisation is known at deposits such as Wharekirauponga and Neavesville, it is sub-economic because of shallow oxidation and land use conditions that are unfavourable for open pit mining and heap leaching.

The effect of liner wear on SAG mill performance has gained much attention in recent years. It is commonly observed that the three key performance criteria of SAG milling; throughput, power and product size all improve as the liner wears.The increase in throughput is generally ascribed to the increase in the grate apertures and the increase in mill volume due to the wear of these components. Whilst the decrease in product size is attributed to the reduction in lifter height and angle, resulting in more breakage by means of attrition and abrasion.Though it is widely acknowledged that the wearing of liner components such as Lifters, Plates and Grates have a significant impact on mill performance, their individual contribution to changes in mill performance has been unclear, and resultantly lead to questions like; what percentage of the throughput increase can be attributed to the increase in mill volume (plate wear)? and how much can be attributed to the increase in grate aperture (grate wear)?It has been found that through the use of grinding surveys, analysis of production data and JKSimMet it was possible to separate the effects of changing liner profile, increasing mill diameter and increasing grate aperture on the mill performance allowing for the quantification of each.The outlined methodology allows for both troubleshooting of problem liner components which reduce milling efficiency in their wear life as well as providing a basis for a more quantitative approach to liner design and reline scheduling.CITATION:Toor, P, Powell, M, Hilden, M and Weerasekara, N, 2015. Two radioisotope techniques suitable for the rapid laboratory determination of the ash content of coal have been tested ou unwashed coal samples from four Australian coal seams. In one techniqne, measurements of backscattered 238Pu L X-rays and iron K X-rays from finely ground coal samples have been combined to determine ash content in uuwashed coals to ±0.5 weight per ce111 ash (ls) for three seams and 0.9 weight per cent ash for the fourth.The second technique, which involves measurements of the transmission by the coal of narrow beams of 241Am 60 keV and 123Ba 356 keV ? rays, requires less sample preparat ion. The ash was determined to within the range of 0.8 to 2.6 weight per cent for the four seams (unwashed coal). For washed coals, errors are expected to be < ±0.5 weight per cent ash.

Copper, zinc, lead, and silver in the discordant magmatic-hydrothermal orebody of the Conrad Mine, N.S.W., all have a relatively high mean abundance. Any single concordant sulphide orebody containing the same metals has a similar order of mean abundance of only one or two of these, particularly copper, copper and zinc, or zinc and lead.The relative abundances of the metals in the Conrad orebody vary more widely than in concordant orebodies, and the lead-zinc-silver and copper-zinc-lead relationships are significantly different.INTRODUCTIONIn previous investigations of metal abundances in sulphide ores, the basis of selection of the orebodies was their form, and to some extent their geological setting, rather than hypotheses concerning their origin. In all cases they were generally concordant with the bedding of the sedimentary or meta-sedimentary rocks enclosing them, and most occurred in volcanic-sedimentary sequences. Their mineralogies were simple, and they were copper, copper-zinc, zinc or lead-zinc rich in composition. Most were of the type ascribed by several authors to exhalative-sedimentary processes.In one of these investigations (Stanton, 1958), it was pointed out that since the metals in ores of this type showed similar abundance patterns and behaviour, it would clearly be of interest to examine, and to compare with them, orthomagmatic and vein types, unquestionably derived from their igneous rock associates.The present investigation is concerned with a single orebody, of clearly discordant type, and of indisputable hydrothermal origin. The abundance and behaviour of copper, zinc, lead, and silver have been determined and compared to similar data fOl!' the concordant type. Such a comparison tests the possibility that metal abundance patterns of base metal ores may be indicative of the mode of ore deposition.

The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c.0.28 m3 s-1. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust that precludes the development of long term magmatic cycles at Taupo. Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

Megascopic and microscopic studies of cleats and mining induced cleavage in Ihe first workings at Leichhardt Colliery reveal the presence of four distinct fracture sets. Microscopic studies confirm underground observations of the fracture sets.The most likely order of formation of the fractures is (i) "butt" cleats (ii) facc cleats (iii) shallow dipping faults (iv) mining induced cleavage. Three fracture sets apparently formed by tensiIe failure. Microscopy shows that the mining induced cleavage surfaces have preferred starting or lerminating points at the extremity of a "butt" cleat and a vitrite-dull coal band boundary. It is postulated that the induced cleavage begins at 'butt' cleats which behave as Griffith flaws under high compression around Leichhardt Colliery faces. Instantaneous outbursts of coal and gas are associated with only those workings which are affected by mining induced cleavage and occur at or adjacent to working faces.

Located at the southern end of the Awhitu Peninsula, the Waikato North Head ironsand mine is approximately 50 km southwest of Auckland . The ironsand deposit consists of Quaternary sands, clays and peats, formed by aeolian and marine processes. We sampled on widely- and closely-spaced intervals to test variability within the mining area. X-Ray powder diffraction shows that samples contain feldspars, quartz, pyroxenes, amphiboles, clays and titanomagnetite. Densities range from 1.6 to 2.5 grams/cubic centimetre, with porosities from 30 to 43 percent. The percentage of magnetic minerals values range from 0 to 75 percent, slimes (clay minerals) values of 0 to 26 percent and non-magnetic minerals from 20 to 95 percent. Mineralogical differences in the Mitiwai Formation and Waiuku Blacksand Member cause bimodal populations in the density, magnetic minerals, nonmagnetic minerals and slimes plots. The Mitiwai Formation has higher non-magnetic mineral values and lower density, slimes and magnetic mineral values than the Waiuku Blacksand Member.

In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

This paper describes the key components of the Grasberg Block Cave (GBC) mine design and the development and construction status of the mine. Drawpoint production from GBC will be initiated in 2018 following the closure of the Grasberg open pit. Full production of 160 000 t/d is planned for 2024, which will make it a 20-year time period between initial access development in 2004 and full production.Diluted ore reserves are about 1 Bt at a grade of 1.0 per cent Cu and 0.78 g/t Au. The mine plans some 2400 drawpoints on a 20 m × 30 m drawbell spacing in a 700 000 m2 footprint using the El Teniente layout. The drawpoint opening sequence includes five production blocks, the first two of which are scheduled to be undercut simultaneously in 2018. Ore is transported using diesel-powered load-haul-dumps to a series of orepasses and then delivered via loading chutes to a rail haulage system, which delivers the ore to a three gyratory crusher complex. Crushed ore is transported to the mill stockpiles via dual inclined conveyors.Development and construction of the substantial fixed facilities are now well underway. Primary access for personnel and materials is via the 6 km Ali Boediardjo (AB) adits. A service shaft will hoist personnel and materials from the AB adits level to the various operating levels. Shaft commissioning is scheduled for late 2015. The rail haulage system installation and construction is in progress and is due to be commissioned in 2017, which is timed to coincide with the commissioning of the ore handling system. Ventilation is provided through a series of large intake and exhaust drifts, and two of the four main fans have been commissioned. The work described herein is the opening phase of an extensive system of underground excavation undertaken under contract with a Malayan authority.The specifications called for the lining of all tunnels in earth or broken rock with circular segmented cast iron lining, similar to that of the London tubes, and it is the installation of these linings which it is proposed to discuss.Owing to the long deferred delivery quoted and the obvious need for speed of access to the internal installation, it was decided to defer driving the completed circular section and substitute two small timbered headings.These could later be opened out in turn to full section and lined without prejudice to traffic, since both of them had access to the internal workings.NATURE OF ROCKThe rock series through which the circular sections were driven consisted of:(a) A wide zone of intrusive porphyritic granite, consisting generally of orthoclase phenocrysts in a ground mass of micro pegmatite. This area showed advanced weathering, varying from a stage showing slightly tinted kaolin containing approximately 20% of small boulders to one of ultimate decomposition to pure kaolin;(b) A narrow zone of weathered augite diorite, consisting of rock masses of a maximum weight of some 100-150 tons, isolated by clay seams up to 1 ft. 6 in. in width.The whole area was in a state of quasi-hydrostatic equilibrium, which resulted in heavy pressure immediately after excavation. Freshly broken faces would appear to be quite solid but, within a few minutes, would commence to sweat and "slab off" under pressure and, unless support was placed promptly, the whole face would burst out and run from above. Mucking was slow, owing to the plastic nature of the clay and the ease with which it puddled into slurry.In zone (b) a good deal of trouble was experienced because of the fact that the somewhat heavy blasting necessary tended to cause movement of the large rock masses. Subsequent scouring out of the supporting clay bands by the waterflow permitted settlement of the ground on to the timbers and many reinforcing sets were therefore required.The timbering of the pilot headings and its relation to the cross-section of the circular tunnels is shown in Fig. 1. PACMANUS is an actively-forming seafloor analogue of volcanic-hosted massive sulfide orebodies, situated on the crest of an andesite-dacite-rhyodacite ridge overlying rifted older arc crust in a back-arc basin. Hydrothermal deposits range from Mn-oxide crusts to Cu-Zn-rich massive sulfide mounds and chimneys containing significant Au and Ag. Preliminary data suggest a substantial magmatic component to fluids and metal sources, and we speculate that PACMANUS is the cap to a complete hydrothermal system including subvolcanic and intrusive-related mineralisation.

Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The design of semi-autogenous grinding (SAG) mill based comminution circuits for the treatment of competent ores, similar to those at Geita and Boddington, involves the same process of sample selection, test work, data analysis and data modelling/interpretation as that used for 'average' competency ores. However, over the past couple of years a number of issues have arisen that are common to the design of circuits for the comminution of 'highly' competent ores. The impact of these issues on project viability is generally more pronounced when treating hard ores than average to soft ores due to the greater impact on capital and operating costs. The issues encountered have included: standard test procedures have been modified; test equipment has worn or been damaged; different procedures yield different data and varying interpretation; and modelling and empirical calculations have been based on poor benchmarks, or used incorrectly in the case of JKSimMet, yielding misleading outcomes. The purpose of this paper is to present, discuss and clarify some of the issues associated with conducting test work and designing comminution circuits for the treatment of 'highly' competent ores in order to reduce thelevel of conflict arising from interpretation and application of test work data. Specifically, the issues associated with the bond crushing (impact) and rod work indices measurement, the various SAG mill specific energy tests, and the interpretation of the resulting data will be discussed in the context of case studies.
