Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Most analysts determining tungsten trioxide in low grade samples are aware that colorimetric procedures do not possess the inherent disadvantages of gravimetric methods operating on milligram quantities of tungsten trioxide. Apart from the inaccuracies associated with weighing four or five milligrams of ignited oxide in a platinum crucible of about 30 gm. weight with a large surface area to absorb moisture, using a 5 gm. charge on samples less than about 0·15 per cent tungsten trioxide, it is extremely difficult toget complete or pure precipitation of tungsten with cinchonine, cinchonine plus alpha benzoin oxime, rhodamine B or any other of the commonly used precipitants. Table 2', No. 8, illustrates the low results obtained by gravimetric as opposed to colorimetric procedures. In addition the colorimetric determination requires only a small portion of the time consumed by gravimetric practices and the increased accuracy obtainable in low ranges together with the saving in time made it highly desirable to develop a colorimetric method suitable for King Island ores.The most commonly used colorimetric method is that introduced by Feigl and Krumholz (1932), since modified by various investigators (Grimaldi and North, 1943; Sandell, 1946; Westwood and Mayer, 1947; Gentry and Sherrington, 1948; Freund, Wright and Brookshier, 1951; Grouthamel and Johnson, 1954; and others). Mineralogical analysis of a nickeliferous laterite from the Rockhampton region shows that the nickel is largely associated with the manganese wad and opaline silica. The laterite also contains an appreciable chromite content (about 12 per cent Cr2O,) although this tends to be poorly liberated.Leaching with hydrochloric or sulphuric acid, at atmospheric pressure at the boiling point is non-selective with respect to iron dissolution.The degree of dissolution increases as the acid concentration and retention time are increased; cobalt dissolution requires less aggressive conditions than does the dissolution of an equivalent amount of nickel.Leaching with sulphuric acid at elevated temperatures and pressures leads to a minimum amount of iron dissolution, is rapid, and requires a reduced acid addition rate. Nickel and cobalt recovery from the clarified leachate would be simplified because of the leach selectivity.Pressure leaching appears to be the most practical route for treating the Rockhampton laterite. The economics of processing would be made more attractive by the recovery of a chromium concentrate from the leach residue. This would typically contain about 45 per cent Cr2O, and could be used as a source of chromium chemicals.

A theoretical model for gas outbursts in underground coal mines is as follows. An outburst is the structural failure ofcoal due to excess stress resulting from body forces caused by gas pressure gradients. These body forces influence the stability of a mine face in the same manner that gravitational body forces affect the stability of the roof of a mine. The magnitude ofthese body forces can be appreciated when it is realized that for an average density coal, the gravitational body force is equal in magnitude to the force from a gas flow with a pressure gradient of 14 kPa m-I. Gas pressure gradients and the resultant stresses within a seam can be calculated with numerical methods. Thus, providing the necessary parameters can be measured or estimated, in principle the theory can be applied to compare the outburst risk of various mining arrangements.

As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. The Tasman Orogenic Zone is regarded as a single metallogenic province (the Tasman Province) with four SUb-provinces corresponding with its major tectonic components: the Lachlan, New England, Hodgkinson.and North Queensland orogenic provinces. Within the Tasman Province there are four main ore-rock associations.These are1. manganese and iron with sedimentary and basic volcanic rocks,2. zinc-lead-copper and copper with intermediate-acid volcanic sequences,3. minor chromium, platinum, and osmiridium with ultramafic complexes, and4. tin, wolfram, gold, and copper with syn- and posttectonic granitic intrusions.Whereas the ores of ultramafic and volcanic associations form geographically-restricted metallogenic districts, the ubiquitous granitic ores may be subdivided into twenty-one districts that cover almost the entireOrogenic Zone. The Tasman Province is notably lacking in uranium ores and Mississippi Valley-type deposits.There is a distinct tendency for ores of each association to be progressively younger to the east and north, thus paralleling the progressive growth and stabilization of the Zone. Similar ore-rock associations are present in repeated phases of mineralization from the Cambrian to the Permian-Triassic, reflecting the essential homogeneity of the Tasman Province, and the similarity of the successive tectonic cycles.

The Wamum and Idzan Creeks Prospect, located 79km W of Lae, Morobe Province, Papua New Guinea (PNG) was discovered by the exploration arm of Conzinc Riotinto of Australia Pty Ltd (CRAE). The detailed surface exploration and 11 vertical holes drilled by CRAE, combined with the recent work by Highlands Gold Limited, indicate the occurrence of porphyry copper-gold mineral- isation and associated alteration. The prospect occurs within andesitic volcanics of the Middle Miocene Langimar Beds. It is bounded by NE trending faults to the NW and SE. The alteration and mineral- isation is hosted in the andesitic tuffs adjacent to high level quartz diorite and hornblende diorite stocks. A NW trend to alteration and mineralisation is obvious in Wamum and Idzan Creeks. The main alteration type is propylitic with minor zones of potassic alteration. A late sericite-quartz-kaolinite-pyrite alteration overprinted the earlier alteration and mineralisation. Copper and gold mineralisation is related to a quartz-carbonate-chalcopyr-ite-pyrite (¦ bornite) vein stockwork and biotite ¦ K-feldspar alteration. The mineralisation system at Wamum and Idzan creeks is low in total sulphides. It is considered as a high- level fracture-controlled system with limited low grade Cu-Au mineralisation.

A detailed analysis of faulting indicatcs that blocks of "greenstone" have been thrust beneath the southern end of the Mt. Isa orebodies.This "greenstone" basement is considered to be a major structural control in the localization of these orebodies.INTRODUCTIONThis paper is based on exploration carried out by Mining Corporation (Aust.) N.L. from 1956 to 1960 in the area immediately south of Mt. Isa, Queensland. During this period over 20,000 ft of diamond drilling was completed together with costeaning and geochemical exploration.Early in 1959, it became apparent that diamond drill information could not be correlated with the current geological concepts of this area and a detailed geological appraisal became necessary. In all, sixty square miles were mapped at a scale of 1 in. to 500 ft, using enlarged aerial photographs. All drill core was logged and sections re-interpreted.Professor K. C. Dunham of the University of Durham consulted on this project and contributed through valuable discussion. Dr. A. Day of the University of Sydney carried out a gravity survey in February 1960 and Dr. H. Wilshire of the same University undertook microscopic examination of rocks from the area. Since its inception in 1962, the Julius Kruttschnitt Mineral Research Centre has adopted the view that an effective method of training highly qualified engineers for the mineral industry is the pursuit of postgraduate research programmes conducted in operations, that is, in the mines and processing plants of the industry which the research serves. The paper describes how this is achieved in practice, at little or no cost to the taxpayer, and explores the strengths and weaknesses of this approach in the context of a dual mission for the Centre: 1. The postgraduate training of engineers for the mineral industry. 2. The production of useful R &I) for the mineral industry. Topics discussed include financing, relationships with industry and Government, the maintenance of academic excellence, research style, the marketing of research, and limits to growth.

New sedimentological and biostratigraphic data indicate that the Leron Formation in the Markham Suture Zone, Papua New Guinea (PNG) represented Pleist- ocene alluvial fan-delta deposition in shallow marine to lacustrine environments. The distribution of sedimentary regimes in the Leron Formation indicates that during collision zone evolution, various tectono-sedimentary regimes do not always track the movement of the triple-junction systematically as idealized by Crook's (1989a) model. The migration of various tectono-sedimentary regimes are also controlled and influenced by the effects of second-order geometric features of the convergent margins. Leron Formation in the Markham Valley represents late to post-collisional marine to fluvial molasse. Foraminifera indicate that the collision and concomitant suturing of the Markham valley occurred after 1.32Ma.

A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. The Pilbara Block is a nucleus of Archaean rocks which lies in the North West Land Division of Western Australia, and it constitutes a mineral province that has been divided into two areas-the West Pilbara Goldfield and the Pilbara Goldfield.In the West Pilbara Goldfield two contemporaneous environments are represented by laterally equivalent volcanic and sedimentary successions which together comprise the Roebourne Group. The two successions are lithologically similar to the classical Warrawoona (volcanic) and Mosquito Creek (sedimentary) successions of the Pilbara Goldfield; but in the West Pilbara Goldfield there is no sign of the erosional break which separates the Warrawoona Succession from the Mosquito Creek succession. The Roebourne Group and the igneous rocks which have intruded it belong to the Archaean Pilbara System.Evidence of preconsolidation movement and igneous intrusion into unconsolidated sediment suggests that tectonism and igneous activity, localized along lines of fracture in an unidentified basement, beganbefore lithification was complete. Movement was primarily vertical, and persisted into the Lower Proterozoic.Vulcanicity and chemical sedimentation, accompanied by a diminution of detr:tal sedimentation, is thought to have caused a relative enrichment in the metal content of the middle part of the Roebourne Group; and the metal may have been remobilized during diagenesis and metamorphism, and localized in zones of dislocation formed both before and after consolidation of the sediments.INTRODUCTIONThe name "Pilbara" has been widely applied in the area under discussion, and to avoid confusion the various uses are summarized below.1. Copper waste dump leaching is growing in importance because of the.large tonnages (up to 250,000 ton/day) of low grade waste rock available from open cut mining of copper deposits and proof that controlled leaching of copper from such dumps can be profitable.Overburden or waste rock, ranging in size from large boulders to fines, is dumped as cheaply as possible on sloping sites. Copper is leached from the dumps by applying up to 12,000 gal/min of leach solution (a combination of spent solution from cementation and make-up water) to the top of the dumps by various techniques.Efliuent from the dumps is sent to a cementation plant for copper recovery.Factors which may be controlled, either directly or indirectly, to give a controlled copper content in the dump efliuent (usually 1-2 g/l.) are the cycle of operations (i.e. the alternate wetting and drying periods), thevolume of solution applied to the dump, pH, Fe2+ and Fe3+ content or redox potential, oxygen content, bacteria and their necessary nutrients, and temperature.Dissolution of oxide copper minerals appears to be mainly a function of acid concentration. Copper sulphide minerals need oxidation for dissolution to occur and this is accomplished by a combination of oxygen,ferric ion, and bacteria. Oxidation of pyrite, oxidation of Fe2+ to Fe3 +, and hydrolysis of Fe3+ are of some importance in leaching practice. The presence of gangue carbonate minerals is detrimental.Physical factors connected with penetration of solution into large rocks are important and the treatment of an individual dump usually extends over a period of many years. Recovery of copper from solution is usually achieved by cementation with iron (usually in the form of crumpled cans) but the use of sponge iron is becoming more important. Iron consumption varies from 1 to 4 lbiron per pound of copper. Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

Properties of coal which are significant in relation to preparation for carbonization and conversion are reviewed, and existing coal preparation technology which has been used for production of cleaned coal of suitable ash content and petrographic composition for carbonisation, pyrolysis, hydrogenation and similar processes is described. Possibilities for application of this technology to some Australian coal seams is examined briefly. It is concluded that further survey work is required related to the optimization of selective crushing and concentrating operations, with the aim of maximizing production of quality products for carbonisation, etc mainly from Australian seams with only moderate coking characteristics.

The use of discrete element modelling (DEM) is widespread in the materials handling field, and is used for many applications. One of the important limitations in using DEM is the number of particles that can be modelled, with this limitation often resulting in increasing the minimum particle size in the simulation. This restriction on minimum particle size is usually accommodated in the calibration process where the parameters in the simulation are chosen in such a way as to reflect the presence of smaller sized particles, and in typical applications such as transfer chutes this is standard practice. However, in the application of vibrating screens the inclusion of the ‘fines’ is critically important due to their influence on the screening efficiency. In reality, the presence of fines reduces the screening efficiency for a number of reasons; however, the main mechanism that will be addressed in this study is the effect of adhering fines. This is where the fines adhere to the larger particles and are carried over into the lump stream. The corrosion of aluminosilicate refractories by soda from three different sources has been studied by microscopic methods. Sodium sulphate from oil ash, sodium chloride used in glazing structural clay products, and sodium borate from borax-impregnated wood ash have fundamentally the same effect on the refractories. The soda is the chief medium of reaction and fluxing, the sulphur, chlorine, and boron being volatized as sulphuric, hydrochloric, and boric acids.INTRODUCTIONBecause of their strong fluxing action, alkalis are one of the main causes of corrosion and slagging of refractories.The action of potash and soda on refractories follows somewhat similar lines, although it is common for one alkali to be greatly in excess of the other. The course of the reaction in a number of cases of alkali attack has been studied by microscopic and chemical methods. For example, the action of potash on blast furnace refractories was studied by Kraner (1942) and Rigby and Richardson (1947), who described the occurrence of various potassium aluminium silicates. Its action on cement kiln refractories was described by Brisbane, Segnit, and Weymouth (1957). The action of soda on glass tank refractories has been studied by many people, for example Bisby (1956) and Resch (1954).
