The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Although aluminum is easily leached from calcined clay with boiling mineral acids, the presence of fines and slimes in the leached residue has hindered the application of acid leaching processes. A feed preparation method was, therefore, devised that provided a dense, smooth-surfaced, fine-grained clay. The important factors affecting feed quality were determined to be (1) crushing the raw clay to the size desired for the leaching process, (2) moistening the crushed clay with a fine mist of water while tumbling on a rotating disk, (3) drying the misted clay, and (4) calcining the dried clay at 750° C in a fluidized bed. Clay treated by this method was leached with HCI, and its residue was washed by water displacement in 4-ft-deep beds. Bed permeabilities on the order of 47 darcys or 4.6 x 10-7 cm2 were obtained with the leached residues.

Geomechanical factors at the mine are important and will become even more relevant as the pit expands and deepens. To address these demands a team was assembled to collect geomechanical information and perform numerical analysis. The west wall is the largest and flattest of all the design sectors in the pit and rigorous studies were carried out on this wall. The wall behaviour is controlled mainly by a set of steeply dipping joints within the slope in the Fortuna Granodiorite and a weak zone, the Zona Plastica, that extends vertically near the pit bottom. These features lead to large toppling displacements in the upper portions of the wall. Two numerical models were used to reproduce the general features of failure observed in the wall. The modelling indicated that a toppling mode of failure results from shear on the steeply dipping joints. The toppling leads to slumping or landslides whereby the west wall flows slowly downslope as the Zona Plastica compresses

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100 000 mm of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity inNew Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.   The suitability of the tailings as a potential plant growth medium was assessed with the end view of revegetating the tailings dam and alleviating AMD. This paper outlines characterisation work conducted on the tailings and summarises preliminary results from plant growth trials. The tailings contain up to 5% Fe, 1.15 % Pb, and 0.45% Cu in the form of sulphide minerals. The distribution of heavy metals, sulphate and total sulphur with depth indicates that the top 200 - 300 mm of the tailings have been extensively weathered since their deposition. The oxidation of sulphide minerals, particularly pyrite (FeS2 ) has reduced the pH of the tailings to nearly 2 in places. Below 300 mm the sulphide minerals are largely unweathered and the theoretical acid generating potential of the tailings exceeds 170 Mg CaCO3/1000 Mg tailings at certain depths. Plant growth trials were conducted to study the effects of lime and organic matter addition on the establishment of vegetation on the Tui mine tailings. Several plant species were assessed including some cultivars bred for their tolerance of heavy metals.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The Bureau of Mines, under a cooperative research program with four lead companies, has investigated a nonsmelting process for the production of lead metal. The process, which would eliminate sulfur dioxide generation and minimize particulate lead emissions, involves ferric chloride leaching of galena concentrate to produce lead chloride, followed by molten-salt electrolysis of the lead chloride to yield lead metal and chlorine. This chlorine is used to regenerate ferric chloride in the leaching solution. The process was tested in an experimental unit with a capacity of 500 lb of lead metal per day. The tests were performed in three 10-day and six 5-day campaigns, during a period spanning 28 mo. The study was carried out using a southeastern Missouri lead concentrate. Typical lead recovery was about 98 pct. Process problems related to impurity buildup and control were studied. When copper and silver impurities were removed from the leaching solution, a lead metal purity of 99.999 pct was obtained. Lead-in-air levels and lead-in-blood levels of operating personnel were monitored. The process has potential for producing lead with minimum pollution, but is not ready for commercial utilization. Operation of a prototype commercial electrolytic cell and a full-scale pilot-plant investigation by industry are needed to evaluate the commercial viability of the process.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolanda No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a posy-tine identification of the bed at Yolande No. o will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 18° As fax as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in. this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its' use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

"Canada became the world's largest uranium producer in 1984. That leadership position is likely to be maintained for many years into the future because of a firm production base, many undeveloped known deposits with commercial promise, and a large geologicalpotential for new discoveries.There are some uncertainties on the horizon, principally because of restrictive actions in process within the U.S.A., which are aimed at preserving a deteriorating domestic uranium industry. Should such actions result in import restrictions, for example, there would be a negative effect on foreign producers at least in the short term. Canada may avoid such difficulties under a tentative U.S.-Canada free-trade agreement where restrictions on the import of Canadian uranium into the United States would be eliminated. Over the longer term, demand for Canada's uranium resources will grow because of the foreseen growth in the world's installed nuclear power capacity. IntroductionSince the phenomenon of nuclear fission was discovered in 1938, the utilization of uranium has grown substantially. Initially, the principal use for uranium was in the production of nuclear weapons. However, once civilian nuclear power reactors began to be built in the 1950s, an increasing fraction of uranium output was directed to the production of fuel elements for use in electricity generating stations.The cumulative uranium production by those countries in the World Outside Centrally-Planned-Economies Areas, WOCA, during the period 1938 to 1985 exceeded 800 000 tonnes of uranium. Some 60% of that was mined in the United States and Canada, as indicated in Figure 1. In 1986, nearly 80% of WOCA output came from five countries, Canada, United States, South Africa, Australia, and Namibia, as indicated in Table 1 and illustrated in Figure 2.During the past decade the world annual consumption of nuclear energy has more than tripled (Fig. 3). As of December 31, 1986, the world total of nuclear power reactors had reached 394 with a total net capacity of 270 GWe. The thermal output from nuclear power plants in 1985 exceeded 60% of the energy contained in all of the oil produced that year in the Middle East. Thus, nuclear power has already become an important component in the world energy supply picture."

Laboratory heats of an 80 percent copper high-leaded tin-bronze alloy, similar to Brass and Bronze Ingot Institute (BBII) alloy 3A, were made with reduced tin content to determine whether an alloy comparable to BBII alloy 3A could be produced using less tin to aid in conserving this strategic metal. The tin content was lowered from 10 percent to 8 percent and 5 percent (nominal values), respectively, and the reduction in tin was offset by either increasing the lead content or adding zinc. Mechanical properties, machinability, and corrosion characteristics of the resultant alloys were investigated, and the mechanical properties were compared with BBII typical values and American Society for Testing Materials (ASTM) minimums for high-leaded tin-bronze alloy. Results indicate that the tin content of this alloy could be reduced approximately 1 percent (difference between the 8.4 percent actual tin composition obtained and the 9.3 percent BBII minimum) without seriously affecting the desired properties. Results also show the tin content could be reduced without significantly increasing the chances of rejects for mechanical property failures, which might result from normal variations in the casting process.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. One of a series published by the Bureau of Mines covering research investigations in rock drillability, this report of field drilling results extends earlier laboratory findings and provides a relatively simple procedure for predicting percussive drilling rates with reasonable accuracy. Two percussive drills mounted on a truck were used to drill a total of 25 rock types, and the results were used to develop a prediction equation. The equation was tested on a set of unrelated laboratory percussive drilling data, and the comparison between predicted and actual rates is shown in tabular form.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. I. INTRODUCTION. THE results embodied in this paper are based on a careful field- and laboratory-study of the lead- and zinc-deposits of the Virginia-Tennessee district, begun in the latter part of the summer of 1904 and completed in the spring of 1905, preparatory to the publishing of a State report .on them. A separate description of the individual deposits in Virginia is purposely omitted, since I have already described them in considerable detail in a State report. The Tennessee deposits are described here in some detail for the reason that no detailed record of them has yet been published. Practically, this paper summarizes the results obtained from a study of the geology of the ore-deposits of the district as, a whole. (I had the pleasure of visiting the deposits of Virginia and Tennessee with Dr. H. Foster Bain of the U. S. Geological Survey, in April, 1905. Figs. 21 and 22 are from photographs taken by Dr., Bail.) II. HISTORICAL. . The first authentic records of lead-mining .in Virginia date hack more than 150 years; and the old lead-mines at Austinville, on New river in Wythe county, V a., were the first to be worked. Colonel Chiswell, a native of Wales, and one of the earlier adventurers in southwestern Virginia, was one of the first operators of the Austinville mines. Chiswell's operations at Austinville commenced in the year 1750, and closed shortly after the beginning of the Revolutionary War, in the' year 1776, covering a period of about 25 years. From that time to the present, mining has been carried on almost continuously in the Virginia area. Lower greenschist quartzo-feldspathic schists within the N-S trending Earnslaw Synform of the Upper Wakatipu area are pervaded by late-stage quartz filled extensional and extensional shear fractures, with quartz-scheelite lodes infilling normal faults. Exposed veins/lodes mapped over at least 1000 km2 define a paleoflow system developed during late metamorphic exhumation of the schist. Both veins and lodes have consistent angular relationships to the schist foliation independent of their location on the Earnslaw synform. Unfolding the synform leads to a regional subhorizontal foliation and a systematic set of subvertical quartz veins striking NNW extending over a depth interval >5 km, striking parallel to a set of normal faults hosting the quartz-scheelite lodes. The structures define an extensional regime with s1 sub-vertical, s3 oriented WSW-ENE, a low differential stress, and suprahydrostatic fluid pressures.   The quartz-scheelite lodes (<2 m thick) occupy faults which cross-cut the quartz veins, and are traceable for a few hundred metres, at most. The lodes consist of laminated and/or massive quartz, slivers of crushed and folded schist, random and discontinuous lenses of scheelite with clay selvages separating the lode from relatively undisturbed wallrock schist. Textural evidence suggests that slip developed incrementally with total displacement on faults during lode formation on the order of a few ten's of metres.   The distribution of Glenorchy veins demonstrates broad scale hydrothermal flow through low-permeability schist, channelled within dilatant mesh style structures comprising interconnected shear and extension fractures. Flow through the lodes was likely derived from the greater surrounding area via the interlinked network of fractures and focused into the low displacement shears. Available evidence suggests the system developed together in a uniform extensional stress regime toward the bottom half of the seismogenic regime.

The automation of coal mining must occur in a manner that is economically beneficial to the industry and that enhances the safety of the underground and surface workplaces. The work at WVU over the last five years in applying expert systems and neural network controlled autonomous robotics provides the mining industry with tools that when properly applied should clearly lead to mine-wide management and operational improvements and should also contribute to a higher awareness of safety issues by all work crews. This work includes the development of MMSS (Mine Management Support System) and the detailed development of autonomous robotics utilizing neural networks for mining systems.

"The neglect of including the toxic metal mercury in the list of escaping elements (Zodrow, CIM Bulletin, September 1982, pp. 138-140) was pointed out to the author in a private letter by J.E. Rehder, dated September 21, 1982. I welcome this opportunity to present my preliminary mercury research data based on coal investigations supported by N.S.E.R.C and the University College.As mercury is a volatile element and liquid at room temperature, special analytical techniques are required to determine concentrations in whole coal. In the investigation, the coal is analyzed by flameless atomic absorption with a lower detection limit of approximately 10 parts per billion, which, however, is a function of the ash contents of the coals (personal communication, J.L. Brooker, XRAL, 1981).Coal seams of the Sydney Coalfield studied so far include: the Point Aconi, a thin shaly coal, the Upper Bonar, an overrider of the Harbour seam, and the Harbour, Shoemaker and McAulay seams, all of which are shown in stratigraphic succession in Figure 1. The seams have been channel-sampled taking 15-cm coal intervals as one sample for analysis. One channel sample has been investigated from each of the seams listed (two channels were taken from the Point Aconi seam), resulting in 38 samples. Table 1 shows the results, which include mercury contents, ash and total sulphur per sample interval. Figure 2 is a frequency distribution of the 38 determinations."

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

"A computerized cost estimating program developed with the use of the Lotus 1-2-3 spreadsheet program has produced dramatic savings in preparing estimates for operating costs, equipment fleet size and manpower requirements for underground mines.The program is used by Dynatec to support its consulting engineering projects, particularly feasibility studies. The 'first principles' approach is used to prepare detailed estimates under direct labour and supplies categories and maintenance costs for each mining operation . User notes have been developed to guide the estimator and ensure appropriate consideration is given to the specifics of the particular mine.A typical case history is illustrated and the ease by which alternatives and sensitivity analyses can be prepared is demonstrated. IntroductionHistorical MethodsMining engineers have used one or a combination of methods to prepare operating cost estimates for new or existing mine s. Operating companies have access to historical cost data and generally use this for preparing estimates. Consulting engineers do not usually have direct access to such information and must rely on mining companies (the present or previous clients); publications (text books, equipment manufacturers manuals, CMJ reference manual, etc.); annual reports (applicable to public companies); previous studies (to be used with caution as conditions change from mine to mine); and first principles (the subject of this paper), for cost information:Definition of First PrinciplesA first principles approach to cost estimating considers individual primary work elements of an operation. Quantities of work items are developed from the mine plans, production rates, geographic and physical layouts etc. The knowledgeable estimator, assisted by experienced operations personnel, can assign appropriate resources (equipment, labour, supplies and services) to each work element and establish productivities. Completion of the cost estimate is then largely arithmetic."
