Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

The enterprises based upon the industrial minerals are diversified in geologic habit, mining systems, processing techniques and marketing methods. Nevertheless, in 1972 these enterprises faced many of the same frustrations and hopes and knotty problems and crucial decisions. Volume and profits were generally improved but were uneven in extent and effect. The U.S. cement industry, for example, was unable to meet demand in major markets. It was constricted by a frozen low-level price structure, faced expensive pollution control measures and watched heavy imports penetrating its markets from several European nations, Mexico and Canada.

"The Isle aux Morts Prospect is the first polymetallic, sulphide mineralization reported from the Port aux Basques Complex of southwest Newfoundland. Zn-Pb-Cu-Ba-Ag mineralization hosted by quartz-muscovite semipelite, occurs at the contact between a quartz of eldspathic unit and pelitic unit with intercalated amphibolite are minerals comprise sphalerite-galenachalcopyrite, in order of decreasing abundance. The principal gangue minerals are quartz, muscovite, feldspar and barite. Three morphologic types of mineralization are present: massive with more than 50% sulphide, flanked on one or both sides by disseminated and/or banded types. The massive type of mineralization exhibits a :durchbewegung"" fabric of rounded silicate fragments in a sulphide matrix, characteristic of intensely deformed and metamorphosed sulphide bodies. Sulphide minerals have been mobilized and recrystallized and share the same metamorphic and deformational history as the host rocks. Quartz muscovite schist which hosts disseminated mineralization, displays a K2O enrichment and Na2O depletion, that is typical of alteration associated with sulphide bodies in volcano sedimentary sequences. Isotopic ratios of sulphur are comparable to those of volcanogenic massive sulphide deposits.Despite penetrative deformation and metamorphic recrystallization, features of the local geology and the mineralization suggest that the Isle aux Morts Prospect is volcanogenic in origin. IntroductionFollowing the release of a government lake sediment survey (Butler and Davenport, 1980), which indicated anomalous concentrations of metals in southwest Newfoundland, geologists with Utah Mines Ltd. discovered the Isle aux Morts Prospect, a Zn-Pb-Cu-Ba-Ag showing, located approximately 15 km northeast of Port aux Basques (Figs. I and 2). The mineralization occurs in quartz-muscovite schist and is the first significant basemetal discovery in the Port aux Basques Complex."

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasised the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the context of styles of mineralisation.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Knoop hardness measurements were carried out on large grains of iodide titanium containing different amounts of oxygen. For each oxygen content the hardness is recorded ainingas a function of the crystal orientation and of the angle 4 between the indenter diagonal and the projection of the C (hexad) axis in the surface. The results can be expressed by the following relation; hardness = n-k cos 2ø, where n and k are constants for a given oxygen content and crystal surface orientation. A NISOTROPY of hardness is a well-known phe-nomenon and has been reported for many metals.1-3 At the present time, however, such information is not available in the literature for titanium. Consequently, a systematic study of the simultaneous effects of oxygen content and crystallographic orientation on the hardness of titanium was undertaken in this laboratory. Evaluations of oxygen content in titanium are frequently carried out through hardness tests. Although such procedures may be justified in small grain specimens, the results of the present investigation indicate that the anisotropy of hardness should be taken into account in the case of coarsegrained specimens as well as in the case of pronounced preferred orientation. Materials and Experimental Procedures Iodide titanium, 99.99 pet pure and containing of the order of 0.002 wt pet O, was used throughout this investigation. The metal was arc melted in an argon atmosphere and cold rolled into strips 1/16 in. thick. These strips were subsequently recrystal-lized and strain annealed in vacuum (10" mm Hg or better) at 850°C in order to produce crystals varying in diameter from 10 to 25 mm. Oxygen was introduced into selected large crystals by heating at 700°C in an atmosphere of pure oxygen under an observed pressure of approximately 50 mm Hg. Each sample was subsequently annealed in vacuum at 850°C for 100 hr, in order to homogenize the oxygen content throughout the specimen. It was found that longer annealing was not necessary, for no change of surface hardness in a given direction was detected after prolonged annealing. The oxygen content was determined by the difference in weight of the specimens before and after the oxidation-annealing cycle. The accuracy of oxygen determination is within ±0.1 mg in samples weighing 0.5 to 1 g. A vacuum fusion analysis of oxygen was performed on several samples and gave results in good agreement with the ones obtained by the weight change. It should be emphasized that expected weight losses through evaporation of the metal in vacuum at 850°C' are many orders of magnitude lower than the precision of these measurements. Following the annealing treatment, both oxidized and unoxidized crystals were carefully polished. All detectable traces of surface cold working were removed by repeated polishing and etching. Laue back reflection X-ray patterns were taken for each crystal for the purpose of determining the orientation and ascertaining the absence of substructures detectable by this method. Hardness measurements, using a 1 kg load, were subsequently carried out on a Tukon hardness tester equipped with a Knoop indenter. The Knoop indenter was used throughout this work because indentations obtained by means of a Vickers indenter are considerably distorted due to the anisotropy of the elastic constants in titanium. THE following pages present data accepted by many geochemists and geologists regarding the succession of minerals and the temperatures of formation in ore deposits affiliated with igneous rocks. They also present the individual views of the author on the composition of the solutions that were active and on the mode of deposition. He does not regard these views as speculations or hypotheses but as forming a well motivated and consistent theory. It is not certain, however, that all investigators will subscribe to them.

This report present the results of a laboratory and field research program aimed at design and development of a torque-thrust controlled bolter with the capability to (1) predict the "quality of anchorage" attained while installing mechanical anchor roofbolts, and (2) improve the uniformity and tension levels achieved among a group of roofbolts. The prediction accuracy of the anchorage quality algorithm ranged from low to moderate because of the complexity and variability of the phenomena involved. The best roof support with mechanical anchor bolts was found to be achieved by simply installing them under ? proper torque-thrust control, and with ? a hardened washer under the bolthead. This procedure resulted in an improvement in uniformity of 3 times, along with an increase in mean tension levels of 75% over conventionally installed roofbolts.

Phase I of U.S. Bureau of Mines contract H01220S3, "Improved Sensors and Fire Control Systems for Mining Equipment, II was an investigative effort involving study of the fire problem and preliminary design of a fire protection system. Overall contract objectives included three basic efforts: * Identify problems * Develop a design * Demonstrate a system The first two efforts were conducted during the period June through November, 1972. Phase II will involve testing of system components; construction and testing of a mockup; and demonstration of the system on a truck to prove its effectiveness under actual operational and environmental conditions.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania. West Virginia, Kentucky and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought but rather 200 in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

"A shallow till sampling program was completed on a 1 km grid over the St . George Batholith in southern New Brunswick. The ""B"" soil horizon was analyzed for Cu, Pb, Zn, Ag, Co, Mo, U and Sb and the heavy minerals from the ""C"" soil horizon were analyzed for W, Sn and A u. The results delineated four of five recorded W occurrences, three of four recorded Mo occurrences, all recorded Cu occurrences and one recorded Au occurrence. The results indicate that shallow till sampling in conjunction with bedrock and Quaternary mapping can inexpensively define exploration targets in terrain similar to that underlain by the St. George Batholith.A similar program was carried out in eastern Ontario involving the analysis of four separates from the till, the ""8"" soil horizon, the -50 mesh fraction, the -250 mesh and the heavy mineral fraction of the ""C"" soil horizon and humus. Also sampling was carried out near known gold occurrences at closer spacings. Regionally, anomalous results from all sample media clearly defined a large auriferous shear zone and associated splays. Over one known showing all media clearly defined the showing and a secondary zone. On the regional scale the heavy mineral fraction gave the best anomaly definition and contrast, but the -250 mesh fraction was found to be the most cost effective for defining exploration targets. For detailed surveys, humus was found to be cost-effective."

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

This paper describing the mining practices at the Tintic Standard mine is one of a series being prepared by the United States Bureau of Mines. In the preparation of this paper each subject has been presented by the engineer in charge. L. R. Dobbs wrote the part pertaining to tae technique of square-set mining, J. M. Snow the part on geology, and M. D. Paine, the part on ventilation. All of the drawings are the work of H. W. Waterfield of the engineering department. The statistics of the Tintic district ware prepared by A. G. MacKenzie. Each writer has attempted to show the difficulties that arise in operating and the practices used to overcome them.

"Bench-scale batch milling and screening tests were carried out on secondary aluminum dross 10 produce an aluminum concentrate. To complement these tests, an analysis of a commercial plant was also performed by sampling dross at various stages in the plant's milling and screening circuit. These studies have indicated that benefits of increased capacity, grade and recovery of aluminum metal can be realized by addition of screens before the ball mill, longer grinding period and by grinding the smaller size fractions more efficiently.To test the predictions, a plant test was performed on the milling of100tons of secondary dross. The recycling of the large size fraction (+1/8 in.) of aluminum dross through the impact mill rather than through the rate limiting ball mill resulted in a comparable aluminum grade. The ball milling of the _1/ 8 in. + 10 mesh size gave a dross grade of71% AI. A lower feed rate to the ball mill resulted in a higher final grade. With minor modifications, secondary dross can be processed in 22% of the time it takes with the present circuit without a sacrifice in grade.IntroductionSecondary aluminum dross is a mixture of metallic aluminum, aluminum oxides and salts (alkali halides). Any comminution process deforms or slowly grind s the malleable metal phase and reduces the size of the friable, brittle, oxide-salt phase relatively fasterr(1).The milling of aluminum dross is performed to upgrade the metallic aluminum fraction. Figure I shows a flowsheet for the milling of secondary dross as presently practised at Metals and Alloys Co. Ltd., Toronto, Ontario. At point A, large acceptable grade material is hand picked for refurnacing, the unacceptable off-grade material is sent to the sweat furnace and the remaining, + 2 in. fraction is recycled through the 3.9 ft by 4.1 ft impact mill. For simplification, three ball mills are shown. However, in reality there is only one, a 5 ft by 10 ft ball mill used in a semi-batch mode. The 2 in. + 3/8in. and 3/8 in. + 10 mesh products are remilled in the ball mill. The -10 mesh material is discarded as waste."

HE Tonopah Extension property consisted originally of three claims, with an area of 38 acres. In 1902 a shaft, now known as No. 1, was started near the eastern end of the property, close to the Tonopah Mining Co.'s boundary line, in the. andesite cap rock' which covers the ore-bearing formations in the western end of the Tonopah district. A short distance below the 60-ft. level, the orebodies pinched out, although the veins continued. This shaft has not been used since 1916. Before 1910, the production was small, coming mostly from small shoots of high-grade shipping ore. In that : year, the, company started its 30-stamp mill and cyanide plant; the mill was later enlarged to 50 stamps, with a corresponding increase in the cyanide-plant capacity, which brought the capacity of the mill up to 350 .tons per day. The total production of the mine to Oct. 1, 1920, is 871,177 tons of ore, from which was recovered 15,267,216 oz. of silver and 156,241 oz. of gold.' This makes an average recovery per ton of 17.5 oz. silver and 0.179 oz. gold. The average price received for silver since' the beginning of operations is 65.87 c. per oz., and the average value recovered from the ore-'is $15.25. The area of the property has been gradually increased by purchases and consolidations of adjoining ground until it is now 647 acres. A new shaft, known as No. 2, was started in 1912, 1600 ft. west .of No. 1, and in the following year a crosscut on the 750-ft. level of this shaft resulted in the discovery of the. Murray Vein system, from which the greatest prosperity of the mine has come. This vein, with its related veins,

A Blastcorder4 was calibrated on the Bureau of Mines shaking table in the frequency range of 12 to 40 c.p.s. and in the amplitude range' of 0.25 to 1.0 g. The results of this calibration study show that in the frequency range of 12 to 30 c.p.s. the average accuracy of the Blastcorder is approximately ± 0.1 g.

As in other industries, companies engaged in mining and extraction use and develop intellectual property (?IP?) in the form of new technologies or production processes. The development of IP assets in mining may occur as a byproduct of ongoing operations, or result from investment in dedicated R&D efforts. New technology may lower costs, increase quality of output, and/or increase operational efficiency or safety. Key business questions with respect to any new technology are how best to use IP assets, how to protect them and how to derive value from them. IP assets can provide a competitive advantage to a developing firm that uses the technology to improve its operating results. The developing firm can preclude others from using the technology if it believes that is the best way to exploit the technology?s value. Or, it can be shared with others taking care to ensure rights are maintained, thereby generating royalty income or strategic value through cross licensing or other business relationships. Either way, in order to fully realize the maximum economic benefit, innovators must protect the IP assets and control their dissemination.

In this Bureau of Mines report a selection process has identified 14 nonstockpiled materials (cesium, gallium, hafnium, indium, osmium, rhenium, rhodium, rubidium, ruthenium, scandium, selenium, tellurium, thallium, and zirconium) that are linked to the continuing evolution of high-technology fields such as electronics, catalysis, and energy, and that have limiting factors associated with domestic availability. A qualitative assessment of the "potential criticality" of these materials was made through a consideration of end uses, demand trends and forecasts, production, mineral reserves, byproduct status, alternative supply sources, substitution and conservation options, and recyclability.
