The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

The Gordonsville Operation of Pasminco US Inc. along with the Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech studied, developed and implemented a pilot scale hydrometallurgical facility for the industrial recovery of germanium and gallium. This paper describes the joint testing and engineering program that culminated in this successful process. 1. Introduction The Pasminco US Inc. (PAS), Gordonsville Operation, has been producing zinc concentrate continuously since 1975. Within the zinc concentrate, several byproduct elements were found to be significantly concentrated including gallium and germanium. The gallium and germanium replace zinc and other metals within the crystal lattice structure of the zinc mineral (sphalerite) and are concentrated in the same manner as the zinc mineral. This concentrate is then sent to the Pasminco Clarksville Zinc Refinery for further processing. Within the hydrometallurgical zinc-processing plant at Clarksville, a residue is formed that contains a majority of the impurities that would otherwise contaminate or hinder the zinc process. Approximately 5,000 tons of residue is formed annually containing approximately 0.80% gallium and 0.60% germanium along with significant quantities of iron, zinc, silica, and lead. Pasminco currently sells this residue for the germanium value. Until recently, no revenue for the gallium was obtained from the sale of the residue.

Characterizing coal mine roof rock is extremely important for hazard assessment, reinforcement, and entry design. The Coal Mine Roof Rating (CMRR) is an innovative rock mass classification that has found acceptance in the coal mining industry. A disadvantage of the original CMRR is that it cannot be determined in advance of mining, because it requires underground observations. An entirely new set of procedures have now been developed to determine the CMRR from exploratory drill core, as described in this paper. The new procedures employ Point Load Tests (PLT) to determine strength parameters that account for approximately 60% of the rating. Both diametral (parallel to bedding) and axial (perpendicular to bedding) PLT are conducted. The diametral tests allow estimates of bedding plane cohesion and rock anisotropy, both of which are critical to estimating susceptibility to horizontal stress. Traditional core logging procedures are used to determine discontinuity spacing and roughness. To ensure compatibility with the original CMRR, the new rating scales were verified by comparing drill core results with nearby underground exposures. To assist mine planners in using the new CMRR procedures, a large database of strength ratings of roof rocks was assembled through extensive point load testing and logging. Over 2000 point load tests (both axial and diametral) have been made on 30 common coal measure rock types from mines representing most U.S. coalfields. This database has been merged with the popular core rating system of J.C. Ferm into a field guide for geologists and engineers. By using the pictorial classification system of Ferm to identify the rock, typical CMRR can be compared with values calculated using the new CMRR procedures.

Titanium and Zirconium Industries Pty. Ltd. separates rutile and zircon from heavy mineral concentrate recovered from sand dunes on the east coast of North Stradbroke Island, Queensland. Separation plant feed is delivered to Dunwich, on the west coast, by a seven mile aerial ropeway traversing the island. Mining and concentration is effected by two floating dredge-concentrators now operating on the beach 31; miles from the aerial ropeway terminal. Heavy mineral concentrate is transported hydraulically from the dredges to the ropeway through a 6 in. pipeline. Six pumps in series deliver 24 ton/hr of dry solids in a pulp containing 13 per cent solids. For maximum economy the transfer pumping system is controlled deliberately to cause transportation in the zone of incipient settlement of solids, ieat velocities below the limit deposit velocity for the particular pipe diameter, pulp density, and specific gravity of solids. Automatic density control, based on a combination of power consumption and pipeline pressure, eliminates the danger of plugging the line but periodic flushing is necessary to remove gradual accumulation of solids in the bottom of the pipe. After 15 months operation the pipeline was descaled with hydrochloric acid to remove severe blistering with rust nodules, regrowth of which is now prevented by continuous injection of inhibitors. After transporting 100,000 tons of heavy mineral the average wear on the steel portion of the pipeline was 0·01 in. and indications are that wear on the asbestos cement portion is less.DESCRIPTION OF OPERATIONSGeographyTitanium & Zirconium Industries Pty. To improve mine roof bolt performance, Jennmar Corporation commenced the design and development of a new roof control sys- tem. This new system designated "Insta'l Compression", not only improves safety, but is more cost efficient due to reduced amounts of resin needed per bolt installation. In this paper the research and development of this new system will be outlined. Much of the information presented will be actual test data from various underground operations in Alabama, Kentucky, and Pennsylvania. The development of this system will also cover the design of a new expansion shell, resin compression ring, anti- friction washer, and upgrading of material specifications.

This report presents recommended visibility requirements for continuous miner, shuttle car and scoop operations and details the methodology used to generate them. A task analytic approach was used to define information requirements and visual features which served as sources of information. Information requirements were prioritized and the location of visual features determined. From this analysis, visual attention locations, containing one or more important visual features, were identified. A total of 71 locations-were identified for continuous miners, 54 for shuttle-cars and 54 for scoops. A procedure was developed for assessing whether operators in existing machines could be expected to see the visual attention locations. The procedure makes use of a Human Eye Reference Measurement Instrument (HERMI) designed for this project and an outside-in photographic procedure for documenting compliance with the recommendations. A sample of continuous miners, shuttle cars, and scoops were used to test the procedure. Results are presented in the report.

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

"Since it started production in 1970, Anderson Lake Mine has experienced several radical changes in mining methods as a result of the physical characteristics of the ore zone along with the need for improved productivity. This paper examines the transition from longhole open stoping to mechanized cut-and fill then to vertical crater retreat at Anderson Lake Mine. The reasons for the need to change mining methods is analyzed taking into consideration the impact of such criteria as improved productivity and ground conditions and how these criteria affected the over-all economic viability of the mine. IntroductionAnderson Lake Mine is one of five producing copper mines in the Snow Lake area and is situated approximately 3 km southeast of the townsite of Snow Lake (Fig. I).The mine production rate at Anderson Lake is 700 tpd and all ore is trucked from the mine to the mill located approximately 2.5 km from the mine site . The mine is serviced by a three-compartment shaft sunk to a depth of 3300 ft with level spacings at 175 ft and 150 ft intervals from the 600 ft level to the 3000 ft level. .The shaft was collared in 1965 and, a year later, the hoist and compressors were installed. By 1969, a crusher system had been built and actual production began in 1970. During 1978, production was suspended for the year to allow for 430 ft of shaft deepening."

The application of hydraulic concentration to large scale operations has been effectively accomplished by the use of the SiphonSizer. Operation has been simple, automatic and essentially trouble free. The use of the primary desliming SiphonSizer on magnetic taconites has shown an improvement in grade of concentrate and an increase in recovery over conventional hydroseparators. Magnetic concentrates have been further deslimed and upgraded in SiphonSizers by floating a coarse middling product away from the heavier concentrate. The application of the Siphon-sizer to closed circuit grinding has met with only partial success to date. Hydraulic concentration of minerals has been practiced for a good many years. Until recently, however, the practice has been limited to equipment using a multiplicity of small pockets and relatively low tonnages and flows. The adaptation of the SiphonSizer to the concentration and classification of magnetite has changed this concept. Some fifty commercial units varying in size from a 16-ft diam circular unit to a 25x100-ft rectangular unit are currently in operation on magnetic taconites. Additional units up to 38 ft diam are under construction. Depending upon the application in the flowsheet, upgrading varies from 0.75% to 14% Fe in a single stage. To those not familiar with taconite processing, the importance of the struggle to remove economically as much silica as possible may not be fully appreciated. Perhaps some figures pertaining to transportation costs will underscore this important process. If the silica content of the concentrate from a 10,000,000 ton per year plant could be reduced by I%, a savings in boat freight, at $2.00 per ton, would amount to $200,000 annually! THE SlPHONSlZER The SiphonSizer, as illustrated in Figs. lA, 1B and 2, is a hydraulic classifier in which the hydraulic water is distributed uniformly across the bottom of the vessel by means of a system of headers (1 and 2), jet pipes (3), and nozzles (4). The depth of the teeter bed is automatically maintained by the siphon-float assembly. The feed is introduced through a feed well (5) and separated into two fractions by the effects of rising water and the density of the teetered bed. The magnetite fraction is discharged by the siphon (12) while the fine slime and light middling overflow a peripheral weir (9) to the overflow launder (6). The bed depth is controlled automatically by float valves (7), which are responsive to changes in the height of clear water supported in the superelevation tubes (8) by the density of the teetered bed. The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. Ventilation engineers are increasingly turning to analytical tools to assist them in the design and operation of ventilation systems. The zinc-lead lode at Rosebery, on the West coast of Tasmania, has a total length of over 4000 ft. It consists of five elongated lenses parallel to the foliation planes of the quartz sericite schist, and is situated at the junction of the quartz sericite schist and a thin belt of slate. The lenses consist of massive, fine grained sulphide ore, with small amounts of quartz, barite, sericite and chlorite, and they terminate in masses of low grade ore. The gangue minerals increase in quantity in the low grade ore which includes small quantities of the manganese garnet, spessartite. The schist walls of the lenses are in places impregnated with lode minerals to a degree sufficient to permit them to be regarded as economic ore.The ore-bodies have developed from incoming mineral solutions by the replacement of the quartz sericite schist and are localised where the ore solutions have been confined by a relatively impervious slate band. The early stages of replacement of the schists are signified by the development of pyritic bands which are succeeded by a strong development of zinc blende. With ptogressive crystallisation, the character of the mineral solutions gradually changed and the development of galena, and its associated bournonite, became more important in the later stages.Remnants of the replaced schist, in the form of isolated wisps and schlieren of sericite and chlorite, are present in the ore body, more noticeably in the pyritic specimens. An important feature of the ore is the association of small ogllantities of gold with trahedrite.

"The raw ores which are processed in mineral processing plants exhibit very strong variations of their physical and chemical properties. As a consequence, the performances of the comminution and separation processes vary greatly from time to time. Model-based control strategies improve the performance of the plant; however, they require some form of adaptation to cope with the variations of the are properties.This paper deals with the use of adaptive techniques for the control of mineral processes. It begins with a survey on adaptive control algorithms including parameters estimation aspects. Then several examples dealing with crushing, rod, ball, autogenous and semi-autogenous grinding, flotation , drying and calcination processes are reviewed.IntroductionThe operation of the various processes of mineral processing plants (crushing, grinding, flotation, dewatering, etc.) is generally controlled using empirically tuned regulators of constant structure, such as PID controllers. To improve the operation performance, mineral processors try to implement specifically designed controllers, i.e. controllers based on plant dynamic models. Most of the time, these techniques improve the control of the mineral processing installations. However, modelling is a complex procedure because of the problems of measurement and data management, specific to this industry, and because of the variations of the model parameters. In this context model-based control strategies do not always bring the expected improvements or are sometimes discarded and replaced by more conventional techniques .The sources of variation of the dynamic behaviour of mineral processing systems can be classified into three categories: (I) the inherent changes of the raw ore properties (composition, grindability, mineralogical texture, etc.); (2) the process tuning modifications (grinding media loads, number of hydrocyclones, slurry level in flotation cells, agitation speeds, etc.); (3) the feedrate variation of the ore, water, chemical reagents, etc. All these factors change the fundamental properties of the process dynamics such as the grinding or flotation rates and the residence time in the equipment. The simplified linear models which are used to describe the process dynamics are not able to track the complex behaviour of the mineral processing systems when the amplitude of the sources of variation are too large. The mismatch between the model and the plant behaviour is then frequently a cause of model-based controller failures."

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

The U.S Bureau of Mines is conducting research to develop improved guidelines for selecting the type and pattern of roof support in different geologic environments (Mucho, et al., 1995). As a part of this wider research effort, a multifaceted ground control investigation was conducted at the Diamond TB Mine of RoxCoal, Inc. The study included statistical analysis of mine-wide roof bolt performance, instrumented bolt test areas, stress damage mapping, and pillar design analysis. The mine employs state-of-the-art continuous miner technology, including mobile roof supports and continuous haulage, to retreat mine the Lower Kittanning Coalbed. A herringbone section design makes the stability of the center belt entry critical to efficient retreat mining. Roof cutters formed during section development sometimes set up unstable immediate roof conditions in advance of the belt entry mobile roof supports during retreat mining.

The testing procedures of the U.S. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break- flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

On the basis of field observation, four principal styles of hydraulic breccia are recognised, and their characteristic features noted. In practice, hybrid styles are most commonly encountered. Numerous examples will be illustrated during the oral presentation, and the potential for definition of a formative environment is emphasised. In one example presented, it is suggested that more than 50 episodes of hydraulic fracturing can be recognised. In all cases at least sane useful conclusions can be drawn in the context of modeling for drill targets.

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3
