The extractive industries addition to the International Valuation Standards (IVS) is scheduled for publication in the next edition of the IVS book in January 2005. This will provide guidance for valuation of minerals and petroleum industry assets of all types for all appraisal uses. It will provide asset valuation support to the International Financial Reporting Standards for the stock markets of the world, and a global umbrella standard which can be supplemented for local needs by institutes and regulators. This paper discusses implementation of the IVS within the minerals industry and important issues that the industry should confront.

An important objective of the Australian Government's policies on resources development is to encourage further processing of raw materials domestically, to the extent that this is economically feasible and consistent with sound industrial development. This Bureau of Mines report examines the extent to which Australia is able to pursue this policy in terms of its own competitive advantages and the implications of such a policy for the United States. Such factors as the impact of other competing producers and their advantages, expected world demand, and infrastructural problem--which may limit pursuit of this policy to the fullest extent--are discussed. After a broad review of the re-source, economic, social, and environmental factors, the perspective for increased processing is examined for a number of mineral commodities.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

The Anshan Iron and Steel Co. (AISC) broke its steelmaking design capacity in 1978, bringing its total production of steel products to 6.86 Mt. Located south of the industrial city of Shenyang, Liaoning Province, in northeastern China, it is by far China’s most important iron and steel complex, ranking twentieth among world centers. The complex represents a unique blend of old ecluipment and new ideas for increased production and improved products. Under a state plan, the Chinese hope to raise capacity to almost 15 Mt/a in the future. Originally started by the Japanese in the early 1920s, Anshan has had a rather turbulent 60-year history. It was disassembled by the Soviets after World War II, only to be reassembled by them in the 1950s. Production was also suppressed during the Cultural Revolution. Since the present-day organization, AISC, emerged, the center has experienced progressively improving conditions as well as increased production. Today, the center includes 10 blast furnaces, 24 open hearths, and two basic oxygen units, designed for 7 Mt/a ironmaking and 6.5 Mt/a steelmaking. In addition, it has six batteries of cokemaking facilities with combined 4.4-Mt/a capacity. Solid Iron Resources Anshan’s iron resources consist of a proven reserve base of over 7 Gt of 30~0 Fe, according to Kao Yang, president of the Anshan Iron Mining Co., a subsidiary of AI SC, Most of that, he continued, is amenable to surface mining. Five major mines located to the north and northeast of the city of Anshan are the principal iron ore producers. These mines trend in a somewhat circular manner and combined, represent an estimated 28.6 Ylt/a of ore capacity. In addition, some 2.2 Gt of magnesite, a necessary ingredient in steelmaking, are also part of the reserve base, according to Kao. Annual production is around .2 Mt/a of 47% magnesite, well over the steelmaking center’s annual requirements, Excess production is shipped to other steel-making centers. The largest of Anshau’s open-pit mines is the Chitashan operation with a design capacity of 8 Mt/a. Ore reserves here are well over a billion tons of 30% Fe. Earlier plans to expand production at this mine to 15 Mt/a, with the help of US Steel, have been temporarily shelved. The other mines in the district and their rated design capacity are: Kungchangling, 7 Mt/a; Donganshan, 6.4 Mt/a; Dakushan, 4.2 Mt/ti; and Yenchienshan, 3.0 Mt/a. The Kungchangling mine is the richest in terms of ore grade at 6076 Fe. Reserves are somewhat smaller at 100 Mt. The unit also operates a small shrinkage stoping operation. Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

The support of the roof in coal mines remains a critical safety issue with 3 fatalities from roof falls in 2007 and 430 injuries from roof falls in 2006. A snapshot survey by the authors of room design and support details as well as unplanned falls of ground in the industry revealed some useful data concerning support use, seam details, fall dimensions, bolt lengths and spacing and the stand-up time.

The traditional approach to improving the operating efficiency of a metallurgical plant has been to study individual unit operations and focus on improving the poor-performing unit operations. The complex nature of most metallurgical plants call for a holistic approach that will consider the whole rather than just focus on the individual units of a plant. This holistic approach is part of the systems thinking principles. Numerous case studies highlight the importance of the need to apply systems thinking principles in improving the effectiveness of metallurgical operations. Improving the efficiency of one unit operation without considering its effect on the performance of other unit operations has in many cases lead to lower overall operational efficiency. Modeling and simulation are key to the application of the systems thinking principles. Standard flowsheet models are very useful in scenario analyses though they have to be supplemented with other models for useful predictions.

Some crystal chemical properties of several apatites from Brazilian deposits and occurrences were determined; the samples had different origins (igneous, metamorphic and sedimentary). The aim was to establish relationships to their froth flotabilities behaviour. Detailed X-ray diffraction studies were carried out, to determine precisely the unit cell parameters and the degrees of crystallinity of the apatite samples. A thorough chemical analysis of these minerals was also conducted. Microflotation studies were carried out, using sodium oleate and dodecylammonium chloride as collectors. The crystallinity levels were determined for all samples studied, with the establishment of a crystallinity index, which varied from 10.0 to 4.5, on a normalised scale. A marked dependence was observed between this crystallinity sequence and flotability; for both collectors, flotability dropped drastically for crystallinity indices lower than 8.0. Also, the low crystallinity apatites showed a decrease in floatability, for longer conditioning times.

The authors consider the features and advantages of a new promising trend in mineral processing - column flotation. Design aerohydrodynamic and process characteristics of pilot-scale columns are studied. Optimum process parameters for various ores and operations are studied. Flow patterns in cells of various cross-sections are investigated and the relationship between Peclet criterion and specific capacity of cell is determined. On this basis options were developed for optimisation of hydrodynamic characteristics of large capacity cells, including longitudinal sectionalising of the collection zone. It is shown that advantages of high column cells (10 - 13 m) produced in the West can be implemented in a sectionalised machine of smaller height (5 - 6 m). Investigations on the influence of slurry and air bubbles flow patterns indicated that to increase flotation rate of particles of various flotabilities it is expedient to combine co- and counter-current flows of phases in a single column. The proposed designs allow tailings to repeatedly return tailings to the collection zone and alternate co- and counter-current slurry and air flows. For the first time columns with alternating slurry flows (combination of co- and counter-current flows) are developed and commercialised. Unique multi-sectional cells having a number of essential advantages compared to monocells are developed. Design features of the cell allow: implementation of different flotation process flowsheets in a single unit, improved beneficiation process results, reduced specific power requirement, and elimination of sludging of the aerator and cell bottom part. Operational problems restricting introduction of column cells are connected with the aeration unit. The new cells are supplied with pneumohydraulic and stepped airlift spargers, allowing control of bubble size distribution with a service life of not less than three years. Successful operation of the new generation of columns with cell volumes of 15, 25, 40, and 80 cu m and the height of 5 - 6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants in this country illustrated their considerable process and operational advantages and verified the proposed options and relationships. A simulation technique of the flotation process and models for the solution of various problems are developed. A modular model of column flotation is constructed taking into account the kinetic relationship of the process and the hydrodynamic regime in the cell. Based on this, a technique of calculating the column parameters based on laboratory tests is developed (scaling-up), and applied for calculating the design of commercial-scale columns is developed.

The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

The objectives of this contract were to determine the amount, size, and deposition of float coal dust (74 x 10 microns) generated during the mining and transporting of coal in underground U.S. mining operations. Rock dust distributed by trickle dusters was also sampled. In addition to four belt-transfer points, two continuous and two conventional mining sections were sampled at five mines located in Pennsylvania, West Virginia, Kentucky, and Illinois. Float-dust samples were collected on deposition pans; total airborne dust was collected with MSA Model C personal samplers equipped with Unico filter casettes; Andersen cascade impactors provided relative size distributions of the samples. Production, airflow, and water flow were monitored to examine their effect on dust levels.

The primary recrystallization textures of 11 single crystals cold rolled 70 pct were determined. The effect of crystal orientation on recrystallization behavior was investigated also and found to be large. An exception was found to the relationship that strong components of the recrystolliza-tion texture are rotated from the cold rolled texture by 30° about <110> axes, but generally this relationship was found to hold quite well. Evidence supporting oriented nucleotion was found and discussed in terms of probable active slip systems and <110> edge dislocations. THE present paper is one of a series&apos;.&apos; on recrys-tallization phenomena in cold rolled 31/4 Si-Fe single crystals and is mainly concerned with the textures produced on recrystallizing from stable end orientations. Data for the cold rolled textures of the crystals used have been reported by Koh and Dunn." Their results showed that the sharpness of the cold rolled textures varied throughout the range of stable end orientations and that the tendency to re-crystallize was related to the sharpness of the cold rolled texture, wherein the rate of recrystallization increased and the size of recrystallization grains decreased with decreasing sharpness of the cold rolled texture. In the project under consideration the cold rolled crystals involved a range of initial orientations that, together with those studied earlier,&apos; provide information on several points. The first point is whether the recrystallization texture from a (111) [112] cold rolled texture, a stable end orientation that can be approached from different directions, correlates in any way with the initial orientation before cold rolling, or whether the recrystallization texture is entirely determined by the observable features of the cold rolled texture. The second point involves a preliminary study to see if the main components of the recrystallization textures correlate with the most probable active slip systems. The third point is to determine what effect departure from slip on one slip system has on the tendency to recrystallize. Experimental Procedure Nine specimens from a previous investigation and two additional ones from thicker stock (lot D) but of similar composition to the others were used in the present work. The latter two crystals, like the nine, were cold rolled to a reduction in thickness of 70 pct and the amount of widening was determined. Depending on their primary recrystallization behavior, the cold rolled crystals were given short or long anneals at temperatures of 980°C or higher. Table I summarizes the data on initial orientations, the textures obtained by cold rolling, and the anneals given to provide samples for the present work. Fine grained specimens were thinned to 0.002 in. thickness and placed in an integrating specimen holder. Chart recordings using a transmission X-ray method and MoKa radiation were obtained for diffraction from (110) planes. This method,&apos;,3 which gives data for all of the pole figure except a central region of 30" radius, proved sufficient to give generally five, and sometimes six, of the six possible pole concentration areas of any one component of the texture. These data, therefore, were generally adequate for a positive identification of each component present. On the underwater testing of explosives, the measuring system consists of water filled test pond, tourmaline based pressure sensor, measuring cable and measuring unit, which supplies the DC current to the pressure sensor. Depending on the length of the measuring cable, it is always possible that some signal damping may occur in case the measurements are carried out without the signal amplifier to keep the measuring system as simple as possible. Therefore the length of the measuring cable should always be as short as possible.

Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).

Abandoned underground coal mine areas must either be sealed or ventilated to comply with federal mine regulations. Ventilation of these abandoned areas is often impractical due to roof falls and inadequate primary mine ventilation. If the area is sealed, a very complex ventilation system is set up. In which the gob "breathes" in and out due to barometric pressure fluctuations. The Gob Assistant is a computer program (for use on IBM compatible personal computers) which allows the prediction of air flows into and out of a sealed mine area. Gas flows with applicable control techniques are also modeled. This information is presented to the user who will decide which control technique, or combination of techniques will ultimately be applied. The Gob Assistant is an intelligent gob simulator that can reduce the guesswork involved in predicting the effects of sealing and control techniques before they are applied. This paper provides the fundamental principles upon which the Gob Assistant is based, verification of these principles, and an explanation of how these principles were integrated into the Gob Assistant.

"INTRODUCTIONA beneficiation plant to upgrade earthy iron ores is being installed by the Iron Ore Company of Canada in Sept-Iles, Quebec.The crude ore for the plant will come from the Knob Lake area, located in Northern Quebec, where mining has been in progress since 1954.Some 170 million tons of ""direct 11 ores have been mined and shipped in the past eighteen years, with an overall silica content of 7 to 8 percent. No beneficiation - except the reduction of the top size to about 2 inches - took place during this period, but extensive research work has been carried out, in order to find a feasible process.Since “washing"", gravity separation, roasting and magnetic separation experiments did not indicate positive enough results, flotation was tried and found to be feasible.The beneficiation complex being installed will consist of grinding, flotation, dewatering - i.e.: thickening, filtering and drying - balling feed preparation, and agglomeration - i.e.: balling and induration.This process will result in a product superior to the ""direct shipping"" ores and will also expand the ore reserves by allowing material with a higher silica content to be utilized.THE OREThe Knob Lake ores are grouped by mineralogical composition and by grade.BLUE ORES, representing roughly two thirds of the reserves, carry their iron content mostly in the form of massive, blue hematite and martite.YELLOW ORES, about one sixth of the reserves, have predominantly hydrated iron oxides as the iron bearing minerals.RED ORES, the other sixth of the reserves, carry the iron mostly in the form of red hematite.The gangue in all ores is mainly quartz, but aluminum oxides and hydroxides are also present, particularly in the red ores."

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere.
