August 15th, 1871. THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries ; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed: Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. Resolved, That a committee of six, with power to add to its numbers, be appointed to examine into the question of the more economical production of iron in this country. "GeneralTHE IRON ORE at Marmora is a replacement deposit of Precambrian limestone and is overlain with Palaeozoic limestone. It is a low-grade magnetite deposit and the ore will require concentration be-fore it can be used economically for the production of iron and steel.Present plans estimate an annual production of 500,000 tons of concentrate in the form of pellets. This will require mining approximately two million tons of ore and\ waste annually. Shipment of pellets from Marmora to a ship-loading dock at Picton will be made by rail on a year-'round basis. Shipments from Picton to the Lackawanna plant of the Bethlehem Steel Company at Buffalo, N.Y., will be carried on during the Lake shipping season.LocationThe mine, located a mile southeast of Marmora village in Hastings county, Ontario, is 31 miles north of Belleville and 3•7 miles east of Peterborough. Marmora is 130 miles from Toronto and 150 miles from Ottawa. Highway No. 7 passes half a mile north of the mine and Highway No. 14 half a mile west of the mine. The Canadian National railways' branch line between Trenton and Bancroft passes through the property just east of the open pit.HistoryThe Ontario Department of Mines conducted an airborne magnetic survey of the district during 1948 and 1949. At some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of reference. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the development, operation and repair of each or all of the mine-workings, some such method of clesignatioi~ becomes a necessity. Moreover, such a plan is acl- mirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart. The hot-blast oven of which the accompanying plate gives complete details, was designed by the writer for the spiegel-furnace of the Lehigh Zinc and Iron Co., at Bethlehem, Pa. Members of the Institute who visit these works will have occasion to notice the large amount of zinc-dust in the gases, and the consequent dirtiness of both the hot-blast and the boilers. The zinc collects in a crust on the iron hot-blast pipes and leads to the frequent burning of them. A large vertical standing-pipe stove, a modification of the "Pleyer," thus gave considerable trouble by the burning of pipes and, on one occasion, the toppling over of a whole row. These inconveniences are avoided in the hanging-pipe stove under consideration, and less heating-surface has been found to be required to heat the blast to a given temperature. The construction of the stove is so simple and so plainly shown in the plate that it is needless to enlarge upon it. Each pipe rests in a box and is connected by U-branches with the next adjoining pipes. An iron sleeve is placed around the joint and tightened, as usual, with iron filings. In case of a pipe burning out, that particular section is cut off by the valves and the sleeves are broken. The pipe is then readily lifted out of the box and a new one is substituted. The whole operation requires only a short time and the section can then be at once put into use. The boxes supporting the pipes cover the whole surface of the hot-blast and are closed by iron covers rammed with fire-clay. Owing to the air-space around the U-pipes there is little loss of heat in the upper part of the stove. Each section as built has 280 square feet of heating-surface. The furnace is blown by a horizontal engine with 46-inch stroke and 48-inch diameter of blowing-tube. At 28 to 30 revolutions, the engine delivers 3000 cubic feet of air per minute, at a pressure of 5 pounds. When five sections of stove are in use, the blast enters the furnace at a temperature of 850" F. That is, there are over two cubic feet of air per square foot of heating-surface heated to that temperature per minute.

It is nearly twenty years since Dr. Raymond, then U. S. Commissioner of Mining Statistics, wrote the first paper (so far as I have been informed) upon the education of tile mining engineer, as a distinct profession for American youth. At that time nearly all the prominent mining engineers in the country had studied in one or more of the foreign schools, or had reached their high standing through years of experience in the school of life. The paper mentioned five schools in the United States in which some attention was paid to the teaching of mining engineering, but as four of them had barely graduated their first classes, their influence had not begun to make itself widely felt. Two years later the American Institute of Mining Engineers was formed, and it has been a most potent factor in the problem of "disseminating information on mining and metallurgical subjects," so potent that the need of a national school of mines as headquarters for information as well as for instruction is no longer urged. The number of schools also increased, and in 1876 Abram S. Hewitt, in his Presidential address on "A Century of Mining and Metallurgy in the United States,'' gave a list of fourteen. In 1876 the series of discussions, led by Holley's admirable paper, brought the whole subject of technical education before the country. These discussions, while mostly devoted to the engineering professions in general, touched upon the question of mining and metallurgicel training to some extent. Since that time several papers, inspired by the publication of that series of discussions, have appeared in our Transactions, and several notable addresses have been delivered at the opening or at the commencement exercises of various schools. But nothing directly bearing upon the curriculum of the mining and metallurgical schools has ever appeared in our annual volumes. As education is one of the many-sided subjects which cannot be discussed too often, I have ventured to bring it up again. The piece of spiegeleisen, the analysis of which is given below, was collected by my father, together with various other specimens, while he was manager of the Glendon Iron Works. It bears a label stating that it was taken from a building in the town of Newton, New Jersey, erected in 1765 and torn down in 1863. The building belonged, in 1863, to T. N. McCarter, Esq. The label is in the hand-writing of Mr. McCarter, now deceased, well known as a member of the bar of northern New Jersey. The specimen was, no doubt, given by him to illy father, with whom he had business in 1863 and 1864. It is now in the metallurgical collection of Lehigh University. I know nothing further as to the history of the specimen, but there is no reasonable doubt that it was made from ore from the Andover mine, at the old charcoal-furnace which once stood at the village of Andover, about 5 miles south of Newton, on the Sussex railroad. It was probably broken from one end of a bearer over an open fire-place, is about 6 in. wide by 2.5 in. thick, has been cast in open sand and shows the charcteristic fracture of spiegeleisen rather low in manganese, as shown in Table I. Edward Cooper was born in New York City, Oct. 26, 1824. His father, Peter Cooper, to say nothing of manifold reasoils for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment .of public schools ; and it is not surprising that. he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.' For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the student of those data which the modesty of the man permitted to be placed upon public record.

By far the greater number of the members of this Institute are men who are engaged in the strenuous work of the technical part of their profession, and find little time for the abstract scientific work which is less distinctly practical and pecuniarily remunerative. There is, however, a small but increasingly nu, merous class whose members devote themselves to broad geological problems which underlie the systematic development, and whose work, theoretically, ought to precede and form a basis for that of their more practical brethren. These are the so-called mining or economic geologists, who are, for the most part, connected with State or National geological surveys. Prom the character of their work, the life of these men necessarily follows rather different lines from that of most of their colleagues, and is not generally familiar to them. It seems admissible, therefore, that to the life of a prominent member of this class, who died during the past year, having literally sac-rified his life to his work, a more extended notice should be given than the relatively small number of his contributions to the Transactions night seem to justify. George Homans Eldridge, son of Ellery and Sarah (Mathews) Eldridge, was born on Cape Cod at Yarmouth, Mass.; Christmas day, 1854. His boyhood education in the public school at Yarmouth was followed by a six years' course in the Public Latin School at Boston, from which he entered Harvard University in 1872, being graduated with the highest rank in his class in the natural sciences in 1876. During his college course he spent the summers of 1875-6 at Cumberland Gap, Ky.,as volunteer aid to Prof. N. S. Shaler, who was then in charge of the State Geological Survey of Kentucky. This vacation work, undertaken by him rather as a pastime, gave him his first leaning toward geology. Soon

In my paper on the estimation of manganese, etc., presented at the Halifax meeting, in September, 1885 (Transactions, xiv., 372), I said that the colorimetric process "can never be made to give reliable results." This statement was based on the results of many trials made by my assistant, Mr. E. D. Campbell, and myself, following in our work the printed and oral directions of others, and such modifications as suggested themselves from time to time. The accuracy of the statement having been questioned, I have, since then, endeavored to find some method of conducting the operation which would give accurate results; I have also tried the methods used by five different chemists; and I am not able to bring the process within the limits of an exact method. While it can fairly be ranked with the colorimetric carbon-process, and can be used for checking the operations of a steel plant, yet it requires more care to obtain uniform results, and is liable to greater variations from slight causes than the carbon-process, and, in my judgment, is not a safe method to employ when exact results are sought.

In the preparation of the paper upon " The Operation of Warwick Furnace, Pennsylvania, from August 27, 1880, to September 1,1885," presented at the Pittsburgh meeting, I purposely refrained from offering theories to explain the peculiarities of furnace operation, on the ground that it was better for those actively engaged in blast-furnace management to present records of operations, than for one more directly interested in blast-furnace engineering and construction to venture upon the sea of speculation as to causes. The manager of an iron-works naturally feels that he knows as much about his particular furnace or furnaces as any one else, and as Mr. Cook, after his close attention to and study of the Warwick furnace, was at that time unwilling to present theories, I felt a disinclination to assume more acumen than the manager.

In the zeal for opening up new ore-bodies, or for extracting the ore from attractive bodies already opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple, and, for the best working-results, should be treated upon a strict business basis. Of course, in every mine of consequence, a record is kept of expenditures and receipts, and such glittering generalities as " gross receipts," " net receipts," " mining expenses," and a per cent. profit," can be told to the cent; but does this record show economy of management, as compared either with the same record of other months, or with the record of other mines of the same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way enable the manager to put his finger on the leakage ? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent. on 25-dollar ore, is doing less economical mining than one which saves 60 per cent. on 80-dollar ore ? Of course the figures in the latter case look the more attractive; yet when it comes to the point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the firmer and more economical financial basis. But as to the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Up to a certain limit, the increase of pressure on the diamond-drill increases the rate of progress in drilling. That limit is set by the resistance of the diamonds to compression; and beyond it, the destruction of the stones will involve an economic loss, both in time and in money. It is, therefore, important to all diamond-drillers to know what is the resistance mentioned. In Europe, operators usually follow an empirical rule, which directs the maintenance of a pressure, on the area of the bottom of the drilling-tool, of 12 kg. per sq. em. For the tools in ordinary use, this is equivalent to 1 kg. per sq. mm. of the diamonds set in the tool. So far as I know, American drillers are using pressures as high as 50 to 60 kg. per sq. em. of the total area of the drill, and the consumption of diamonds (on Denny's authority, 0.2 carat per meter bored) is greater in America than in Europe. But the reason for this diffrence may be the comparatively larger size of the diamonds commonly used by American drillers. With the assistance of my friend, the late S. Woisslaw, who was the pioneer of diamond-drilling in Russia, I selected from his stock a number of black diamonds, which I subjected in my laboratory to compression-tests, To prepare regular cubes for such tests, as is generally done with other stones, would have been not only costly, but, what is more important, practically useless. I therefore determined, in order to assimilate as nearly as possible the conditions of actual use, to place each sample between a hard plate (corresponding to the rock) and a softer plate (corresponding to the bottom of the tool), into which it would be pressed during the test.

[Secretary's Note.—The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transaclions. In a number of instances, death has nullified this ambition, and the intended "monumental " contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experieuce thus hopelessly lost to the world.—R. W. H.] The official publications of the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61" E., on the Losva river, a part of the vast system of the Ob river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full offish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature ranging from -60" F. to a summer maximum of 90° F. In my former paper (Bans., xii., 410) I quoted the ruling of Judge Hallett, of Colorado, in the "Iron-Smuggler" case, tried before him in June, 1882. Under his charge, the jury in that case found for the defendants, practically declaring that the deposit on the outcrop of which the Iron Silver Mining Company's claim was located was not a " lode," or else that the portion of it within that claim was not the apex. The case was appealed, and the decision of the Supreme Court, given in February, 1886, is reported in 116 U. S. Reports, p. 529. It simply declares that there is nothing in the charge of Judge Hallett to warrant the setting aside the verdict. The definition of a legal lode given in that case, and quoted in my paper at the page above-named, is perhaps the best of several which Judge Hallet has pronounced. That is to say, his earlier definition, that " a lode or vein is a body of mineral, or mineral-bearing rock, within defined boundaries in the general mass of the mountain," is here accompanied with further explanations, which relieve it from the requirement on one hand, that the body shall be continuously ore-bearing if it he only well-defined, and, on the other hand, that the boundaries shall be well-defined if the ore-bearing body be proved to exist. So far as this particular case is concerned, the approval of this ruling by the Supreme Court merely prevents any re-hearing as to the face. The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine's Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile.
