This paper discusses the development of a SLAM II* simulation model with imbedded optimization modules designed M evaluate mineral exploration and exploitation strategies. The model traces through a sequential exploration program, evaluating each deposit site based upon geologic information and potential profitability of the site. At a specified time during the simulation, a new production plan is developed for currently producing deposits which takes into account the planning horizon and deposits which are currently being explored. Potential uses of the model by geologists, engineers, and management decision makers include setting corporate objectives and policies on exploration and production. The model is also useful for testing past decisions to evaluate decision making criteria and evaluating mineral deposit profit potential.

The environment in which the surface mining industry operates today is considerably different than that of a few years ago. Increased pressure from the public, government, labor and internal industry factors calling for the fulfillment of rapidly changing expectations is especially intense in the surface coal mining industry. Such things as requirements for increased production, the Mine Health and Safety Act, environmental concerns and land reclamation, shortages of qualified and enthusiastic employees and market cycles coupled with price competition are but some of the specific items that are requiring the surface mining industry to better utilize equipment, materials, and labor resources available, There is one technical tool available which will assist management to increase productivity, improve cost control and assist in planning, organizing and operating surface mines. Industrial Engineering is that tool. Before a discussion of specific applications of Industrial Engineering to surface mining is conducted, it is worthwhile to review a definition of Industrial Engineering and the history of its development. The following definition has been adopted by the American Institute of Industrial Engineers: "Industrial Engineering is concerned with the design, improvement and installation of integrated systems of men, materials and equipment. It draws upon specialized know- ledge and skill in the mathematical, physical and social sciences, together with the principles and methods of engineering analysis and design, to specify, predict and evaluate the results to be obtained from such systems."

BHP Iron Ore initiated research programs in January of 1995 to develop long term plans for decommissioning of the waste rock material at their Mt. Whaleback operation. More than 2 billion tonnes of waste rock were deposited during the past 30 years. Ultimately, the operators will deposit a total of approximately 5 billion tonnes in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semi-arid climate adjacent to Newman, Western Australia, approximately 1200km north-northeast of Perth, Western Australia. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. A laboratory program and the soil-atmosphere modelling completed to design the horizontal field test plots are described. The construction of the horizontal surface field test plots are discussed together with the field instruments installed to monitor performance. The key components of the instrumentation program are the design and installation of large scale field lysimeters to measure the unsaturated flow of moisture into the waste rock from the base of the cover layer. The cover system is designed to maximize infiltration during wet periods for subsequent evapo-transpiration while minimizing surface runoff. The result is a near zero net infiltration to the underlying waste material. A key feature of the design is the use of pit run waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long term performance.

Proponents of geomorphic mine land reclamation have criticized current reclamation practices in the coal fields of steep-sloped Central Appalachia as too narrowly focused on civil engineering principles and neglectful of the functional and aesthetic benefits of reclaiming mine sites in ways that mimic natural landforms and drainage patterns. They observe that current mining and reclamation practices are radically transforming the mountain-and-valley terrain into gigantic flat plateaus and, in doing so, disrupting the beauty and ecology of the natural landscape. Instead of designing and constructing linear or planar surfaces and unvarying slope gradients during the reclamation process, they recommend ?landforming,? i.e. the adoption of curvilinear, compound slope forms that blend well with the surrounding physiography and represent the result of naturally stabilizing geomomorphic processes. The authors feel that the concept of geomorphic mine land reclamation is sound, however, its application to the Central Appalachian coal fields faces significant--albeit not insurmountable--challenges. They include: (1) existing reclamation enforcement regulations that are focused on civil engineering principles and not explicitly supportive of geomorphic methodologies; (2) regulatory agencies? current intent to limit the down-gradient reach of excess spoil fills in order to allay disruption or burial of natural streams; (3) actual or perceived increases in reclamation costs; and (4) the challenge of designing and constructing ?natural? landforms that are mature and stable in an otherwise youthful, erosional landscape.

Although the quantity of native sulphur associated with volcanism is large, production from such deposits represents only a very small percentage of total world production, This paper describes the location of the known deposits, the typical geology of these deposits and the nature of the sulphur mineralization. Methods of treatment are discussed and some comments are offered on the economic position of these occurences in world sulphur markets.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. Boom, boom, boom, boom. The staccato beat rings out across the bush; the stamps are at work - slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch - a tiny (capacity: 25 ton/day) gold plant operated by the Western Australian government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory - miniature custom mills operated for the benefit of prospectors and small mine operators. These State Batteries, so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries, are fascinating anachronisms: throwbacks to times long past, to a century ago, to the hard and heady existence of gold rush days.

A specialized Pore-Fluid Array sampler (PFA) was designed to collect and store pore-fluids to monitor temporal changes of ions and gases in gas hydrate bearing sediments. We tested the hypothesis that pore-fluid chemistry records hydrate formation or decomposition events and reflects local seismic activity. The PFA is a seafloor probe that consists of an interchangeable instrument package that houses OsmoSamplers, long-term pore-fluid samplers; a specialized low-dead volume fluid coupler; and eight sample ports along a 10-meter sediment probe shaft. The PFA was deployed at Mississippi Canyon 118, a Gulf of Mexico hydrate site. A 160-day record was acquired from the overlying water (OLW) and 1.3 meters below seafloor (mbsf). Fluids were measured for dissolved chloride, sulfate, and methane concentrations and dissolved inorganic carbon and methane stable carbon and deuterium isotope ratios. Chloride and sulfate did not change significantly over time, suggesting the absence of gas hydrate formation or decomposition events. Over the temporal record, methane concentrations averaged 4 mM at 1.3 mbsf and was thermogenic in origin (d13C-CH4 = -32.4±3.4?). The timing of an anomalous 14 mM methane spike coincided with a nearby earthquake (Mw=5.8), consistent with the hypothesis that pore-fluid chemistry reflects seismic events. An acid mine drainage sludge sample, containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn, was obtained from central West Virginia. The sample was leached at room temperature with a pH 3 sulfuric acid solution. Air was then bubbled through the leach solution at pH 4.5 to precipitate the iron. The leach solution contained 258 ppm Zn, 105 ppm Ni, 90 ppm Co and 2050 ppm Mn. Three solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA. Cyanex 272 and Lix 84. The A/O ratio was one, and the extractants were diluted ten times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to a pH of 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions should be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites' methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. The Appin Power Partnership consists of EDL and Lend Lease Development Corp.

The bulk scavenger tailing from Aberfoyle's Hellyer Concentrator, which represents about one-third of the total tailing, runs about 2.5-3 g/t gold and 140-200 g/f silver. Both values are very finely disseminated, particularly the gold. Aberfoyle wished to establish whether ultra-fine grinding followed directly by cyanide leaching could be applied to the tailing for recovery of gold and silver. The work comprised the determination of gold and silver recoveries as a function of grind size and leaching time, the specific energy consumption required for continuous wet grinding of the tailing to the specified product size in a small horizontal continuous stirred mill, and an estimate of the rate of media consumption. The maximum extraction of gold, 23.3% was obtained from the finest product, with the highest cyanide concentration and longest leach time, confirming earlier work. A similar result was obtained for silver. The specific energy requirement for milling rose from 27.7 kWh/t for a P80 of 8.1 um to 219 kWh/t for a Pea of 2.3 um. The consumption of ceramic media was about 1.6 g/kg of final product. An extensive QEM'SEM Trace Mineral Search on the unground tailing failed to identify any gold-bearing particles but did identify silver-bearing particles which displayed a variety of textural associations and liberation characteristics.

Geologic features such as structure (faults, folds, fractures, etc.), water bearing zones, aquifers, pemeability variations, and porosity variations are important for mine planning and in situ energy recovery processes. Features important for planning a mine will be important for planning the recovery of energy by in situ processes. Various geophysical techniques might be used to obtain the necessary geologic information. In this paper, case histories will be discussed of the use of electromagnetic geophysical surveys at a potential underground coal gasification site and a potential tar sand oil recovery site to obtain pertinent geologic information. Results show that the controlled source audio- frequency magnetotelluric technique shows promise for mapping faults and natural fracture systems when there is a sufficient resistivity contrast.

Geologically, this region is occupied by Mesozoids, a folded belt of Triassic and Jurassic sediments and volcanics. Gold mineralization is of Upper Jurassic age. Most of the stream placers formed during the Quaternary. Placer gold was first discovered in 1916. Between 1930 and 1957, mining was carried out by the "Dal'stroi," a Russian death- camp organization. At the mines, "Dal 'stroi" exterminated 5-7 million captives taken from Russia's different colonies, each prisoner extracting 1-2 kg of gold before he died. Since 1966 the mines have been worked mechanically. About 10 mining districts are now active, producing altogether 110-135 tons of gold annually.

Early mining at Manhattan demonstrated that blasthole assays alone were insufficient to control the disposition of material. A program was began using controlled blasting, intense sampling and panning of crushed samples, fire assay checks, and geologic inspections to sort material in the pits. Statistical data confirms that the method provides effective control at minimal cost. This cost is easily offset by additional tonnage found in areas considered to be waste.

[This paper represents a portion of a lager study, concerning dispersion patterns of major, minor and trace elements in wall-rock about ore-bodies in part of the Colorado Mineral Belt. This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. The mining district is located 80 miles southwest of Denver (Figure 1) on the east flank of the Mosquito Range. The area is typified by rugged relief with altitudes from 10,500 to 14,000 feet.]

The definitions of system pressure loss (mine head) and system resistance, which are traditionally associated with single-fan net- works, are applied to multiple-fan ventilation networks. The system characteristics -- relations among air power, pressure loss, air quantity and resistance -- are analyzed by introducing the concept of subsystems. These subsystems are associated with the fans located in a cutset of the network. For a multiple-fan network, the resistances for the subsystems and total system are dependent on the quantity ratios of the subsystems. In general the pressure loss of a subsystem or a total system does not vary as the square of the corresponding air quantity. If the quantity ratios of subsystems are all held constant, then the resistances become constant and the pressure losses are predictable from the quantities employing the "square law." The system resistance has a minimum value under the natural- splitting flow pattern. Being independent of the value of system quantity, the minimum system resistance provides a basis for comparing the different networks.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

This report concerns a seismic geophysical exploration program which was conducted 3 miles southeast of the Carlin Mine, in Lander County, about 18 miles north of Carlin, Nevada. A twelve-fold reflection seismic line was executed over a one-mile traverse in section 32, Township 35 North, Range 51 East. This study is part of an exploration pro- gram directed toward finding Carlin-type gold deposits which are concealed under younger alluvium and volcanics. The exploration objectives of this program are as follows: 1) measure the thickness of the younger, sedimentary and volcanic deposits which overlie the "productive rock sequence", 2) delineate the Roberts Mountains thrust fault, 3) investigate the origin of the geochemical anomalies present in the western portion of section 32.

This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.
