The WMATA Yellow Line is the section of steel segmentally lined tunnels that have experienced leakage and significant corrosion in isolated areas. A three part rehabilitation design has been developed for curtain grouting, structural repairs, and corrosion protection to provide continued performance. As WMATA’s first Construction-Manager-at-Risk (CMAR) project, the design development benefitted from collaboration with the Contractor through the final design development process. Rehabilitation work started in Fall 2022 and will be completed by late Spring 2023. Details of the project, the remediation design, and the process and benefits of the CMAR approach in the design development are presented.

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

After its first introduction in 2013, Variable Density TBMs have increased their application significantly in mechanized closed mode tunneling. Throughout a variety of successfully completed and ongoing projects since then, Variable Density TBM technology has demonstrated its advantages in a wide range of applications. This paper will present the developments and lessons learned from these projects as well as the future potential of Variable Density TBMs.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

The Central City district is one of several adjacent mining areas in the Front Range, Colorado, that contain precious metal-bearing sulfide veins of Laramide (Late Cretaceous and early Tertiary) age. The districts are in the Front Range segment of the Colorado mineral belt, and are characterized by porphyritic igneous rocks of intermediate composition that have intruded Precambrian crystalline rocks in the core of the Front Range. The veins and minor stockworks that constitute the ore deposits in the district were formed largely as fracture fillings. The veins range from simple fissures to complex, branching lodes, and commonly range from less than 0.5 to about 1 m in width. The principal values are in gold and silver. The common metallic minerals are pyrite, sphalerite, chalcopyrite, tennantite, and galena; minor minerals are enargite, pitchblende, and gold tellurides. Quartz, cryptocrystalline silica, carbonates, fluorite, and barite compose the gangue. The ore deposits have a well-defined concentric zonal arrangement. A core of pyrite veins (central zone) is surrounded by a peripheral zone of galena-sphalerite vein with gold and silver. An intermediate zone contains transitional veins that have minerals characteristic of both the central and peripheral zones. The minerals were deposited in three stages during a single period of mineralization: uranium; pyrite; base metals, gold and silver. The wall rocks were altered primarily during pyrite-stage mineralization. Sericite envelopes developed adjacent to fractures, and were succeeded outward by zones of argillized rock. The valuable ore minerals were deposited in ore shoots localized by several types of structural controls, principally vein intersections, the physical nature and structure of the wall rocks, and irregularities along the fractures themselves. During supergene alteration, gold was concentrated in the upper, oxidized parts of the veins, commonly to depths of 50 m. The precious metal-bearing sulfide ore deposits are closely associated in space and time with the Laramide porphyritic igneous rocks and are believed to have been derived from hydrothermal fluids related to the magmatic activity. The ore deposits have mesothermal aspects and apparently formed in the temperature range 200°-320°C.

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case-in-point. In the preparation of the Regional Plan for the massive program of ground water development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more-or-less general interest are described herein. The first involves basic development policy -- whether ground water development should be based on the demand of the economy, or the conservation concept of safe-yield. The analysis demonstrated that mining of ground water is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design, From an analysis of all pertinent factors, a simple nomograph was derived which can be used to determine well specifications on-site during construction. The nomograph can be modified for use in any alluvial terrain.

Introduction Mining has always been sensitive to the fluctuating income of downstream customer industries. The industry is now becoming more vulnerable to booms and busts as economic pulsations increase and demand for mining products shows little or no long-term growth. As the general economy has become more cyclical in the last decade, the capital-intensive primary industries have become more aware that timing as well as preparation of survival plans are vital in investment decisions. Strangely, however, some of us have not yet included the business cycle in our feasibility studies. Cyclic prices and volumes and fluctuations in profits and cash flows do not fit our linear models. The increased cyclical nature of our economy is recent and poorly understood. Forecasting peaks and troughs is still more an art than a science. Nevertheless, avoiding business cycle parameters can lead to error in value estimation and contingency planning of new projects. Metal and Mineral Industries More than half the iron and steel, aluminum, copper, lead, zinc, manganese, tin, nickel, molybdenum, cobalt, and chrome that we mine, smelt, upgrade, and recycle goes to construction, transportation, capital goods, and consumer durable industries. All are cyclical. Their products are consumed slowly, so replacement can be postponed in recessions. Purchases of such goods are usually financed by debt, and their customers are sensitive to highly cyclical changes in interest rates. During prosperous periods, people tend to buy capital goods despite high interest rates. Upstream industries also tend to be whipsawed by inventory cycles. With high interest rates and good transportation, downstream fabricators can lighten their inventories during recessions. They know that upstream suppliers can deliver supplies and raw materials immediately, And, with the advent of electronic accounting, the fabricator with timely inventory information can afford to hold fewer contingency stocks. Likewise, when recovery returns, inventories surge back through industry pipelines, accelerating demands on primary supplies. The price elasticity of most primary products is low. Their share of the value of finished products of the industries they supply is generally small. The 60 kg (130 lb) of aluminum in a car is vital. But whether it costs $80 or $130 will not visibly influence the demand for an automobile. With low elasticities of demand, the primary producer is hit with decreases (or increases) in prices and in sales volume, during recessions as well as recoveries.

"The majority of tunnels for civil engineering applications are now being constructed using some form of mechanical excavation. Beginning in the 1960s with rock tunnel boring machines (TBM), the tunneling industry has introduced both earth pressure balance (EPB) and slurry pressure balance (SPB) soil machines; mixed soil and rock machines and a variety of different mechanical devices for the construction of small diameter tunnels. Over time, these machines have become more powerful and more adaptable to a wider variety of ground conditions; so much so that tunnels are now being constructed in ground conditions and in the vicinity of third-party impacts that would have been considered beyond the state of the art just 10 years ago. Figure 1 is an example of a mixed ground crossover TBM used successfully at Mexico City’s Túnel Emisor Poniente II.All of the above is highly advantageous for the tunneling industry, but it has also placed a much higher level of risk on the performance characteristics of the tunneling machines, on the contractors operating those TBMs and on the manufacturers of those machines. Most of the risks for a tunneling project are associated with creating the space inside of which the finished facility will be constructed. In order to create that space, the tunnel contractor must make many decisions about the best way to excavate the ground, the best way to control the ground at the face of excavation and the preferred method for supporting the ground around the tunnel in a manner that is safe for the workers and stable with respect to all of the overlying and adjacent existing structures. If it is proposed to use some form of TBM in order to build the tunnel, then the TBM becomes central to all three of these activities and becomes an integral part of managing the risks associated with these activities."

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

The provision of a suitable working environment in deep level mines requires the accurate prediction of the ventilation heat load. Mathematical models for predicting strata heat load have been under development since the 1930's and 1940's. Computer models for predicting this and other mine heat sources have been developed and refined over the last 20 years. Some empirical studies have occurred and there is an increased emphasis on the importance of underground studies. Any theoretically or empirically determined predictive method must of necessity make assumptions. Underground space with its irregular configurations and rough wall surfaces cannot be described by simple mathematical expressions. Some heat loads, such as machinery, may occur intermittently while others such as the influence of water evaporation are very difficult to quantify accurately. Current popular models for predicting mine heat load have been surveyed. In testing some of these it is often found that each estimates significantly different quantitative values for the expected load in a particular underground space under study. These differences are explained by the assumptions, simplifications and omissions implicit in each of these models. It would be easier to estimate conditions at any point if heat flow into mine air passageways could be described by simple equations with associated statistically-based confidence ranges. Use of probability distributions to indicate confidence ranges allows any heat level estimate to be expressed as a range of values with limits for maximum and minimum expected values. This approach allows many of the limitations of the popular predictive models to be overcome. A heat prediction method using this approach has been developed based on Monte Carlo simulation and tested on mine data from a number of operations. Heat flow levels which can be predicted by simple equations supported by probability distributions allow the engineer flexibility in adjusting a predictive model to the underground characteristics appropriate to the mine site under study. The influence of all heat sources present in the mine opening must be included. Prediction methods must be updated as mining systems and machinery change with time. Heat sources interact with one another and the system must therefore be understood in its entirety.

The highest recorded loss of life due to the collapse of mine workings occurred at the Coalbrook North Colliery in South Africa on 21st January, 1960. A total of 437 persons died when bord and pillar workings collapsed over an area exceeding one square mile The whole mass of strata from the 470 ft (143 m) deep seam to the surface being affected. Although the Coalbrook disaster was unique in its scale the problem of pillar failure, particularly in old workings, is by no means uncommon nor confined to recent history. Indeed, the collapse of large pillared areas was a regular feature of mining in the north of England in the early part of the nineteenth century. When a section of underground workings collapses, the air under the descending roof is compressed very rapidly. The pressurised air is dissipated subsequently at a rate governed by the leakage paths available. If the collapsing area is small, such as the case of a local fall of roof, then there will be little danger of an air blast. If, however, an extensive area collapses suddenly then the rapid compression of air will give rise to a pressure shock wave that will be transmitted through the remaining workings as an air blast. If worked out areas are connected to current workings via unstopped airways an air blast caused by pillar failure in the old workings will be extremely hazardous to personne1 and may cause extensive damage to equipment, perhaps even reaching to surface plant. At Coalbrook, the air blast blew out a wall in the surface fan house. Areas that are considered liable to sudden collapse may be isolated from current workings by the construction of stoppings. However, such stoppings must be capable of withstanding the 'hammerblow' effect of peak air pressures developed during the collapse. The work described in this paper was undertaken in order to determine the maximum air pressures that stoppings must withstand during a major pillar failure. The result has been a method of establishing peak air pressures that is quick and simple to use. Readers who are concerned primarily with the practical application of the method are advised to turn directly to the last main section of the paper.

Introduction The US Bureau of Mines' (USBM) world reserve/consumption ratios (Table 1) indicate that, if the world is relatively peaceful in the next two decades, there should be ample world supplies of minerals to permit rising standards of living for increasing world population. But it must be remembered that most mineral reserve estimates are conservative and that normal mining practice is to develop a ton of ore reserve for every ton mined. It should be noted that "reserve," as used in this paper follows the definition given in US Geological Survey (USGS) Circular 831, 1980; "that part of the reserve base which could be economically extracted or produced at the time of the determination." In addition to accurately determining the geologic parameters of mineral deposits, a judgment as to whether that deposit is a "reserve" per se involves consideration of many other factors. These factors were recognized nearly a century ago by a well-known mining engineer and later President, Herbert Hoover. In "Principles of Mining," 1909, Hoover wrote: "Unfortunately for the mining engineer, not only has he to weigh the amount of risk inherent in calculations involved in the mine itself, but also that due to fluctuations in the value of metals. If the ore is shipped to custom works, he has to contemplate also variations in freights and smelting charges ...In a free market, the law of supply and demand governs the values of metals as it does that of all other commodities. So far, except for tariff walls and smelting rings, there is a free market in the metals under discussion. The demand for metals varies with the unequal fluctuations of the industrial tides. The sea of commercial activity is subject to heavy storms, and the mine valuer is compelled to serve as weather prophet on this ocean of trouble. High prices, which are the result of industrial booms, bring about overproduction, and the collapse of these begets a shrinkage of demand, wherein consequently the tide of price turns back." Current supplies and use There have been ample supplies of most mineral materials to permit several-fold increases of world production of common major mineral based minerals (steel, aluminum, copper, and cement) over the past three decades. Motor vehicle production is a major consumer of mineral materials. However, in the last decade, down-sizing to facilitate improved fuel efficiency and reduce harmful emissions has reduced the weight of the average US-made automobile 15%, to 1.5 t (3200 lbs). Also in the US, there are 92 million dwelling units, or on average, fewer than three persons per dwelling unit. Construction is another major consumer of materials in the industrialized developed countries. It will also be a major consumer of materials worldwide as less developed nations seek to improve their infrastructures by adding roads, bridges, railroads, airfields, ports, and housing. Fortunately, a large number of traditional common materials, many of mineral origin and also many of agricultural origin, are readily available for construction. During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. This year, the Foundation will honor one living Hall of Fame inductee, two Medal of Merit recipients, four honorees from Mining’s Past and an Industry Partner for their respective contributions to the mining industry.Gary J. Goldberg will be the 2017 Hall of Fame Inductee and will serve as the keynote speaker at the awards banquet. Goldberg was appointed president and chief executive officer and joined the board of directors of Newmont Mining Corp. in March 2013. Prior to this appointment, he served numerous companies in key positions including Rio Tinto Minerals, US Borax and Coal & Allied Industries. At every appointment, he was able to improve safety concerns and reduce injury rates. While serving as chairman of the National Mining Association, Goldberg launched the CORESafety initiative and US Borax was the first mining company to receive the California Governor’s Environmental and Economic Award.The Medal of Merit will be awarded to John C. Lacy, a shareholder of DeConcini McDonald Yetwin & Lacy, P.C. and a director of the Global Law Center at the University of Arizona’s Law School. Lacy’s law practice concentrates on mining and public land law and encompasses transactional and title consideration involving acquisition of mineral rights. He played a crucial role in the revisions to the mining law of the Republic of Bolivia and the English translation of the mining laws and regulations of Mexico. In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.
