A real time data acquisition system has been developed for implementing standard radiometric analytical techniques, applied to the monitoring and control of mineral processing plants. The system uses standard ECB-bus microprocessors and peripherals, in conjunction with a specially designed nucleonic pulse ADC. It is being applied to the accurate on-line analysis of naturally-,occurring radioelements in processing plants, for example by simultaneously measuring the intensity of 1.46 MeV gamma-rays from the naturally-occurring radioisotope K-40, and the stream density by gamma-ray transmission of 662 keV gamma-rays. Gain stabilisation of the NaI(T1) scintillation detectors is maintained by the microprocessor in slave units, each of which may control up to four sample presentation systems. Data analysis - including corrections for bulk density, radioactive decay of the Cs-137 gamma-ray source, pulse pile-up, dead time and external background - is carried out in a master computer which is connected to the slave unit, and can be interfaced to the plant control computer via data links.

"Search Amazon.com using the keyword “leadership,” and you are rewarded with a list of over 144,000 titles. There is no shortage of books and articles, many of them well written, with excellent ideas. So why is there still a constant cry for effective leadership in organizations? Often, the person in charge has personal blinders that prevent them from seeing or understanding how to implement the newest leadership idea or method. Either deliberately or subliminally, there is a disconnect from learning about leadership, and actually modelling and implementing what has been learned. Some current research in leadership theory can provide insight and tools to address this issue. INTRODUCTION Let’s start with a discussion of terms. Pseudo is defined by Webster (2015) as “Being apparently rather actually as stated.” Synonyms include affected, assumed, contrived, fake, false, phony, pretended, and artificial. Antonyms for pseudo provide additional clarity, especially when we consider terms normally associated with effective leadership: genuine, natural, unaffected, unforced. A similar type from my world of academia is a pseudointellectual, “A person exhibiting intellectual pretentions that have no basis in sound scholarship” (Dictionary.com, 2015). This is a person pretending to have an interest in intellectual activities for status; a fraudulent intellectuality. The thought of applying the term pseudo to leadership first occurred to me while reading Power and Innocence by Rollo May (1972). In discussing the dynamics of power, and how the innocent are often victims of the exercise of power, especially the more aggressive and destructive types of power, he saw two types of innocence. The first he called authentic innocence, which he described as a childlike clarity that carried into adulthood. The second type he called pseudoinnocence, a type of naïveté that makes a virtue of powerlessness, weakness, and helplessness; being more childish than childlike (p. 48-50). Just as there is the potential for pseudoinnocence and pseudointellectuals, it is also possible to experience pseudo leadership. (I hope the gentle reader is not troubled by my decision to use pseudo leadership as two separate words, in contrast to the use of compound words for pseudoinnocence and pseudointellectual cited above. Since there is no official definition of pseudo leadership, I have exercised my author’s prerogative to treat it as two words, both because I think in this particular application this makes the most sense, and also I think it is easier to read). As we will see, there are numerous theories applied to leadership. What is so troubling to many of us in organizations, there are a myriad of “leaders” in companies espousing pet theories, but very few instances where the actions of these individuals match their words. This is a particularly important problem when we look at the effect this has on the day to day operations of a mine, and where effective leadership (or its absence) can have a profound impact on both productivity and safety."

I feel that if we are to understand the problems that beset this basic mining and manufacturing industry and, more important, if we are to appreciate the solutions to these problems that I plan to put forward in a few moments' time, then we had better look at asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. This has resulted in asbestos finding its way - in fact, being welcomed - into literally hundreds of applications.

The usefulness of simulation as a technique for metallurgical process design and optimization studies has been greatly extended over the last few years by the development of a number of general purpose simulation packages. The packages, or simulators, all have the common objective of presenting the mathematical models and simulation methods in a form which is readily usable by plant engineers and metallurgists. To date, most simulators have been concerned with steady state simulation, but packages capable of dynamic simulation are now becoming available. The paper outlines the essential features of versatile steady state and dynamic simulators. Typical applications are presented by considering examples of design and optimization studies. Limitation on the use of simulators are also presented.

Looking back on the second half of the 20th century, future historians, I believe, will be fascinated by two major political upheavals. The first is the environmental revolution in the 1960s. It erupted in the United States and parts of Western Europe and then swept across the rest of the globe like a wild fire. The second event is the collapse of the Soviet Union. It was the last of the world's great imperial empires. With its demise went central planning as a viable economic system. History, I suspect, will see this second revolution as an offspring of the first. This is because economic and environmental issues were largely responsible for the unraveling of the Soviet Union.

Various open pit limit-analysis techniques have been utilized for many years to design pit limit surfaces. In the last 15 years there have been many advances in developing sophisticated computer methods to aid this process. The extensive capability of the digital computer has led to effective utilization of multiple alternative approaches to problem solving. Computerized open pit limit analysis methods can be applied to a broad scope of long range and intermediate range mine planning and design needs. This paper provides an overview of some of the more important of these applications. While not covered in detail, they are meant to indicate the flexibility and adaptability of open pit limit analysis methods and to stimulate thought.

Use has been made of several theoretical models to predict radiation levels in underground uranium mines. The models used are the Evans model, the Thomas-Epps mine model, the isolated mine model, the mine tunnel with no air flow and the mine tunnel with air flow (Beckman and Holub). Calculations based on the above models have been extended to include thoron gas and its progeny, a common occurrence in some Canadian uranium mines. Theoretical predictions include radon and thoron progenies WLs and concentrations, and some ratios of great practical interest. The main differences between the models are pointed out and comparison is made with experimental data gathered during the last three years in several Canadian underground uranium mines.

Twin roll sizers are neither compactly designed machines nor are they configured to accommodate underground mobility; in fact, twin roll sizers leave room for improvement in many aspects of the design. The DRC1200 capitalizes on the weaknesses of these machines to make a more productive, easily maintained, and compact twin roll sizer than current market offerings. These strides were made through the inception of the Hard Rock Extraction System (HRXS), which requires a mobile sizer as part of the system. After use of a third party sizer on the HRXS, potential improvements were evident. These improvements include improved structural design to reduce overall footprint and an optimized design to reduce operating cost.

The subject of this discussion is timely. The U.S. phosphate industry is suffering the throes of depression. It's plight is a matter of widespread concern. The future role of the U.S. industry in world markets is of particular interest. If we should prognosticate phosphate supply-demand on the basis of recent history, we would face a puzzling choice of scenario. In 1980, perhaps the best year ever for U.S. phosphate, 54.6 million metric tons of phosphate rock entered the market place. Of this, more than half was exported -- divided almost equally - as rock or phosphate fertilizer. During the last half of 1981 the situation had begun to change.

When Exploraciones Eldorado, S.A. de C.V. finished their first phase of reverse circulation drilling at their La Trinidad property in Sinaloa, Mexico they began immediately with permitting and engineering activities. The first phase of drilling lasted four months and ended in April, 1994. The second phase of drilling ran from May through September of 1994. From May through December, 1994, Exploraciones Eldorado performed the permitting and engineering work for their La Trinidad heap leach mine. The mining permit was submitted to the regulatory agencies in February of 1995 and the first draft of the feasibility study finished one month later. The report outlines the permitting and engineering activities that took place during the second half of 1994.

In the minerals industry today, the ?low hanging fruit? that once existed to debottleneck production and improve recovery, while meeting market needs for quality in mineral processing operations, are more and more difficult to find. Systematic methods for establishing plant mass flow, recovery, operational efficiency and control strategy in context with customer specifications provides the necessary insight and confidence for plant operators to prioritize improvement projects in order to maximize return on investment (ROI) for the site. The evaluation of aggregate and industrial mineral processing plants requires the following steps when projecting cost saving opportunities: collecting background data, conducting a base-line evaluation, analyzing specific unit-operation performance, defining investment options, prioritizing the selected improvement opportunities and the implementing process changes. The following paper describes the approach and challenges of developing an improvement plan for a dry and wet mineral processing operation.

The effectiveness of the grouting of saturated, fractured rock in the vicinity of underground workings depends to a great extent on the correct interpretation of the specific hydrogeological conditions at the site. During the planning of grouting operations, calculations of the hydrogeologic co-efficients and of the parameters of the isolating grout curtain(s) and the procedures for forming the curtain(s) must be based on valid hydrogeologic characteristics of the fracture system of the rock within each hydrostratigraphic unit (Anon., 1976). This chapter presents a discussion of the background information that must be collected for these purposes. Details of testing are presented in Chapter 3. The general design of new or the reconstruction of existing underground workings requires a broadly based organization having the expertise to develop a grouting operations plan once it acquires the necessary information. The needed information includes: 1) general information about the hydrogeologic section, 2) the engineering design of the underground workings, 3) the geology of the region, 4) the hydrochemistry of the ground water, 5) the hydraulic properties of the rock, 6) the characterization of all gases present, and 7) characterization of the rock's physical-mechanical properties which is necessary to avoid or control hydrofracturing . The geological documentation portion of the hydrogeological investigation is prepared based on the results of geologic mapping, geophysical surveys and on geo-exploratory operations at a regional and local scale. Geological data from the excavation of other underground workings in adjacent areas of the region is also included. Finally the results of site specific investigations in boreholes constructed at the site of the proposed underground activity are incorporated. A section of the preliminary report entitled "General Information about the Project Site" patterned after the parent STG guidance document on this subject must be com- piled based on the contents of geological reports and on the general construction plan for a new project or the plan for reconstruction of an existing operation. This section of the preliminary report must contain concise information about the conditions under which the planned grouting operations are to be conducted. The information must cover the geo- graphic, administrative, and economic subject areas also. Information about sources of electrical power, heat and water supplies, the presence and characteristics of local construction materials suitable for making grout (particularly clay and cement for the clay-based grout), transportation, and the status of communication lines and other services must be included in this section. Map scales for this section should be on the order of 1:25,000. The technical characterization of planned underground workings is presented in a project report chapter called "General Construction Plan for a New or the Restoration of an Old Operation. " The characterization comprises concise information about the purpose of the workings, the planned depths (for shafts) and the length (for horizontal and inclined workings), the inside and excavated diameters (for shafts), the cross-sectional area (for inclined and horizontal workings), and the face and mouth markers. If excavated underground workings exist in the region, then a concise description of them must be provided. The characterization of all excavations and all operational conditions must be specified. The location within the general structure of the proposed operation is specified. Flow charts must be included in this section that show: 1) the plan for opening the deposit, 2) the plans of the mining operations, and 3) the planned geological sections as they relate to the main workings. These graphical flow charts and appendices are drawn in scales of 1:2000 or 1:5000. 2.1 GEOLOGICAL CHARACTERIZATION The geological characterization of a site of proposed underground workings includes the following principal subject areas: stratigraphy, lithology, structural geology and a characterization of the status of fracturing. 2.1.1 STRATIGRAPHY AND LITHOLOGY A description of the geological section of the rocks to be intersected by the planned underground workings is complied on the basis of: 1) research data derived from core extracted from exploratory boreholes and monitoring boreholes, 2) the documentation and mapping of all natural out- crops in the region, 3) the data from all existing under-ground workings in the regions where operations are being canied out already, along with data from adjacent regions, 4) the data from surface and borehole geophysical investigations (standard and specially developed logging methods, and 5) regional stratigraphy. The geological description of the rock must express the maximum detail possible. The description provides the name of the rock, the granulometric composition (for fragmented rock), the composition and type of stratification, the drilling characteristics of the rock, a visual estimate of porosity and density for each stratum identified, the karstic

During 1993, contraction of indus¬trial economies in Germany (-2%), France (-1 %), Japan (-0.1 %), Eastern Europe (-2%) and the former Soviet Union (-13%) dimmed prospects of a robust economic recovery for North America. Some European countries that suffer from high unemployment and large government deficits have non-com¬petitive cost structures that will require long-term economic reforms to solve. Restructuring in the United States also continued in 1993. The sluggish pace of the US economic recovery, in¬troduction of federal tax increases and the persistence of high levels of unemployment did little to inspire consumer confidence. By the end of the year, however, sales of consumer durable and capital equipment began to grow. Depressed demand for minerals by industrial economies in recession was partially offset by continuing rational¬ization or abandonment of non-competi¬tive productive capacity in Eastern Eu¬rope and the former Soviet Union. Al¬though aluminum, lead, titanium sponge and zinc prices fell, increases in copper and steel consumption helped steady their prices along with prices of some alloys. Cash flow to the mining industry - the primary source of exploration funds - was therefore constrained. For many companies, exploration expendi¬tures were reallocated geographically and in terms of commodities sought.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. In the United States, the method was used to spectacular effect in 1936, freezing about 3,000 cubic yards of silt to stop a slide

The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40' and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures. Radiometric and geophysical surveys, in addition to conventional geological investigations, are planned to further investigate the nature and economic potential of the deposits.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. JIM ARNOLD: Questions? Comments? Gary, were you gone when I made the comments about corporate puke? [laughter] SPEAKER: You were hiding. BRUCE CAVENDER, BHP Copper: Having worked in both places, I&apos;d like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There&apos;s some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that&apos;s dollars. So we&apos;ll see something like a spill, and for us it&apos;s a problem. At the end of the day, what the corporation cares about is the financial impact. So we&apos;ve got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don&apos;t think so. I&apos;m not up to it. I&apos;d just like to address a question both to our panel and the floor. Those of us who&apos;ve been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you&apos;re going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That&apos;s a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I&apos;ve got an answer to your question as to why many plants are poorly designed. It&apos;s that the minute anybody demonstrates any sort of competence in plant design, they&apos;re promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there&apos;s another reason, too. Seven or eight years ago I was chairing a session, and I challenged everyone in the session to some day publish an article about the design mistakes they&apos;d made because we never talk about our mistakes.
