The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

With increased stripping ratios and with dwindling ore content, the mining fraternity is increasingly turning to larger and larger equipment for profitable open pit operations. The availability of higher horsepower prime movers and increased capacity electric transmissions using either wheel mounted or axle mounted traction motors makes a reality of single axle, rear dump trucks having 150 to 250 ton capacity. The size of electric loading shovels is inherently geared to the size of haulage equipment. To work effectively with this new generation of trucks, the Harnischfeger Corporation has introduced its P&H Model 2800 with a capacity of 20 to 25 cubic yards and a working weight of nearly 1,500,000 pounds. The Model 2800, depicted in Figure 1 loading a 200 ton truck, has many new electric and mechanical features designed to give excellent production and low cost operation. Chief among the new features is the ELECTRO TORQUE* control system. ELECTROTORQUE is a completely static, solid state electronic system supplying controlled power both to the armature and to the fields of the d.c. shovel drive motors. It eliminates many major electrical rotating machines and their attendant maintenance. The system was developed jointly by ASEA of Sweden and Harnischfeger Corporation.

The effect of the chemical composition of pulverized bituminous coal particles on their physical transformation during the initial stages of combustion has been investigated. The results suggested that cenosphere formation does not require extensive thermal decomposition of the coal particles. The vitrinites in the bituminous coal softened earlier and developed larger cenospheres than the othe macerals. The coal particles swell to a higher extent during combustion than in pyrolysis; however, the cenospheres formed in the former process experienced a higher extent of fragmentation. The development of microporosity occurred predominantly after the resolidification of the swelled char particles. The type of macerals originally in the coal did not significantly affect the microporosity of the chars. Conversely, the morphology and anisotropy of the chars were strongly dependent on the maceral composition of the coal.

The operations of Bethlehem Copper are situated in the south-central interior of British Colombia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Colombia. The minerals are chiefly chalcopyrite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies sane pyrite is present. Average grade of mill feed is 0.55% copper.

The Subtropolis Mine is a room-and-pillar mine extracting the Vanport Limestone near Petersburg, OH. In February 2018, mine management began implementing a new mine layout to better control the negative effects of excessive levels of horizontal stress. Almost immediately, the conditions in the headings improved. Conversely, and as expected, stress-related damage was concentrated within crosscuts. Over the last 18 months, the mine operator has diligently experimented with different techniques/methods to lessen the impact of the instabilities in the outby crosscuts. The range of controls used by the mine operator include angled crosscuts, crosscut offsets, increased distance between crosscuts, arched crosscuts, cable-bolted crosscuts, altered blasting pattern, and windows. A window is used to resist roof deformation by leaving a strong brow of roof rock within the crosscuts.

The acid mine drainage problem in Pennsylvania is of continuing and growing interest to the coal mining industry, the state government and the citizenry at large. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from active coal operations and two-thirds come from ?abandoned mine discharges.? For this reason the Pennsylvania Department of Mines and Mineral Industries has mounted a significant research and action program seeking solutions to this two-fold problem. The Coal Research Board of the Department has sponsored a wide variety of research projects in an effort to study the treatment of acidic and highly ferruginous mine waters. A review of the published literature on the treatment of mine waters indicated that many laboratory and theoretical studies had been undertaken on various aspects of the coal mine drainage problem, but little applied, developmental, or engineering study had been undertaken. In January of 1964 the Board commenced a rigorous program using state and industry funds in an effort to find a ?least cost? solution or solutions to this vexing problem.

According to the scientific views formed by the middle of nineteen seventies there should be no possibility of commercial diamondiferous kimberlites in the north of the west European platform. However a later analysis of the geological data gave rise to the concept that diamond bearing kimberlites would be present in the north but on the mineralogical level they would differ from kimberlites of South Africa and Yakutia. Further investigations resulted in the confirmation of these conclusions and with discovery at the beginning of 1980 of diamond bearing kimberlite pipes in the Arkhangelsk region.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

In the grand scheme of things, the 9.5-t (21,000-lb) shipment of molybdenum concentrate that left Freeport-McMoRan?s Climax Mine site on May 10, 2012 was not unlike the thousands of others that have been hauled away from the site during the last century, except for the fact that this shipment marked the official rebirth of one of America?s greatest mines. For nearly two decades, 17 years to be exact, there was no production from the mine that was once the largest underground mine in the world and was so important to the Allies? effort during World War II that it was assigned the highest priority of any mine in the United States by the War Production Board. The economic recession in 1980 put an end to the mine?s success, and the Great Recession of 2008 nearly derailed the mine again. But, like the nearby town of Leadville, CO, the mine survived thanks to an investment of more than $700 million by Climax Molybdenum Co., a Freeport-McMoRan company, to bring the Climax Mine back into production.

The El Boleo Copper Project is currently in the final design stages for development of a 3-MM-tonne/yr underground copper mine located in Baja California, Mexico. The nearly horizontal mineralized zones are amenable to exploitation by conventional mechanized coal mining technology using continuous miners, shuttle cars, and belt haulage. The mine design resembles a typical full-extraction coal mining operation utilizing a sequence of mains, sub-mains and production panels. Due to numerous faults, mining will be conducted as several small adjacent mines accessed through adits from large arroyos cutting through the mine area. Up to four seams may be mined in some areas with a maximum overburden depth of about 250 m. The ore zone is relatively weak and plastic, subject to extensive creep over time. The mine workings will pass through areas of historical shortwall mining panels where the ground has flowed into old entries and gob areas, and then reconsolidated. A small test mine was developed to evaluate mechanical cutting performance, roof-bolt anchorage capacities, roof and pillar stability and caving behavior. In-mine measurements were combined with two- and three-dimensional FLAC models to evaluate alternative development and production pillar designs. The paper will discuss the various factors influencing ground stability at the El Boleo project and the strategies employed in developing a suitable ground control design.

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

The adsorption of oleate at the surface of titanium dioxide from aqueous solutions was examined by Fourier transform infrared (FT -IR.) spectroscopy using a germanium internal reflection element coated with a thin film of TiO2. This thin film, with a thickness of 100-200 A, was deposited on the surface of a germanium single crystal by RFIDC magnetron reactive sputtering. It was found that significant adsorption of oleate from a 0.02-0.03 mM aqueous solution on the surface of TiO2 thin film occurs at neutral pH, from about pH=5.5 to pH=7.7. Adsorption of oleate at the surface of the amorphous TiO2 thin film appeared to be reversible, involving soap-acid dimers.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator&apos;s ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator&apos;s best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one&apos;s bias and I suspect that my contractor&apos;s outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.&apos; The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. A majority of continuous mining machines employ a water spray system and a machine-mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine-mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays and scrubber airflow on dust and gas levels, while using a 12.2-m (40-ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1-m (20-ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complement the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off-curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

The Lower Olentangy Tunnel (LOT) Project involves the construction of a 17,000 ft (5,200 m) long, 12 ft (3.65 m) internal diameter Combined Sewer Overflow (CSO) tunnel. The tunnel is excavated by using an Earth Pressure Balance (EPB) machine designed to cope with soft ground, weak rocks and water pressure. The project is located in the city of Columbus, Ohio and the main geotechnical hazards are related to the heterogenous soils and the low overburden in an urban environment. This paper focuses on the performance of the EPB first drive and the comparison between the design assumptions and the actual TBM performance during construction.
