The two contracts of the Big Walnut Augmentation/Rickenbacker Interceptor(BWARI) sewer project for the City of Columbus, Ohio total nearly 35,000 feet of 14and 12-foot diameter tunnel. EPB TBMs will install precast concrete segmental lining through difficult glacial soils ranging from clean granular to hard till with high groundwater and boulders, crossing roads, railroads, and a large stream. Construction of 12 shafts and a large Interconnect Structure involving major ground stabilization work is required. The paper will review design of major project elements and present an update on construction progress.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.

With construction of the first phase of the Automated People Mover (APM) Tunnels nearing completion, this paper will address how knowledge from recent Tunnel Boring Machine (TBM) and New Austrian Tunneling Method (NATM) tunnel construction at the airport was used to refine the methodology for the next phase of tunnels currently in design. The benefits include an enhanced understanding of the ground conditions; allowing optimization of excavation sequences and support requirements; a more effective instrumentation and monitoring program; and improved construction details and related contract provisions.

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

The soils included 65 m of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2, 130 meters of soft clay, silt, and sand not exceeding 30standard penetration test SPT blows per 300 mm, and 220 m of rock ranging between an UCS of 400-600 kgf/cm2. The river crossing, utilizing 1778 mm OD x 19 mm wall x600 mm steel casing pipe without intermediate jacking stations, was part of a seven kilometer liquefied natural gas (LNG) transmission line in South Korea. This 440-m, 1,442-ft, river crossing was microtunneled through three different ground conditions and completed in just over three months. The crossing was achieved with an average of 25 m of ground cover and 15 m of water cover. The Kwang Yang River Crossing was part of a 7 km liquefied natural gas pipeline project for POSCO, a Korean steel producer. The microtunneling machine was custom built for this project. The microtunneling machine selected for this project was tooled with 7 button bits and 2 roller bits. None of the cutter bits were replaced during the drive. Inside the machine, before the spoils laden slurry was pump back to the surface, it would pass through an independent cone crusher. The crusher is placed in the slurry flow to make sure that none of the spoils are so large as to stop the return flow of the slurry. An additional requirement was for the inclusion of a compressed air lock. The air lock was required in the event that the cutter tools required replacement. The cutters were back loaded so that the workers would have access to change the cutters in the event of cutter failure or wear out. No intermediate jacking stations were installed for the drive. The soils included 65 meters of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2 with production averaging between 7 and 20 mm/minute. The second zone contained 130 meters of soft clay, silt, and sand not exceeding 30 standard penetration test (SPT) blows per 300 mm with production averaging between 80 and 180 mm/minute. The third zone contained 220 m of rock ranging between an UCS of 400-600 kgf/cm2 with production averaging between 7 and20 mm/minute. The steel casing pipe was 1778 mm OD x 19 mm wall x 6000 mm long. The project profile, see Figure 1, shows the soil conditions. The hand written numbers locate just above the pipeline are the production dates. The circled numbers are the 10 pipe joint increments. The 20th annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Westin La Paloma in Tucson, AZ, on Saturday, Dec. 7, 2002. This year’s inductee, guest of honor and featured speaker is J. David Lowell, one of the preeminent exploration geologists of the past 30 years. Among his most recent discoveries is the world-class Pierina gold deposit in Peru, currently owned and operated by Barrick Gold. As representatives of mining heritage, the Hall of Fame will induct Howard Allen Twitty, Sr., and Bernhardt Rohe. Twitty was a respected public lands attorney. He made significant contributions to the mining industry by representing several major companies in many court cases. He was also the author of numerous papers on mining law. Rohe was managing director of Peñoles. In that position, he helped guide the Mexican mining company for its growth into the international mining company that it is today.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult because a slope will transverse through many different types of strata. Over the past three years, Keystone Mining Services, LLC, an affiliate company of Jennmar Corporation, has developed a new methodology designated the ?Stress, Geologic, and Support Design System (SGSsm)?. This patent pending method analyzes the stress, geology, and support design for a mine slope. It has been successfully applied in various new slopes across the United States. This paper will detail the main concepts of the methodology including: (1) Analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) Primary and supplemental support design; (3) Long term support design in the form of steel square sets or arches, and (4) Validation of the support design utilizing advanced finite element computer modeling.

I would like to share some observations about the mining business and place the ongoing discussion in the context of our changed world. The mining industry practices its trade in a universe defined by prices, laws and governments. Prices, as in what the industry is paid for what it produces, and the costs of goods and services. Laws that have to be transparent and fair. And governments that the industry prefers to be stable and supportive of the industry, and certainly not corrupt. However, the day-to-day realities of the mining business in 2000 are not what they were 10 years ago. Several events have occurred that have resulted in a less populated workplace that is obliged to work much smarter and faster. These include real declining prices for most mineral commodities; low and diminishing returns to company shareholders; massive restructuring of the industry through mergers, partnerships and alliances; gold’s changed role from reserve currency to just another commodity; the growing importance of native title and the startling imperatives of “sustainable development.” In addition, the “borderless world” now means that resource companies will need to pass the test of being responsible corporate guests who respect and enhance the social, moral and societal values of their host countries.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

The most frequent causes of accidental injury and fatality are carelessness and ignorance; and the most common accidents are haulage accidents, fall, drowning, and fire. However, in this modern day and age, severe injury has become the dire consequence of an ever-increasing number of industrial and mining accidents as well as sport-, military- , etc. Mine accidents have declined dramatically in number and severity through decades of research, technology, and preventive programs. However, preventing recurrence of disasters like those of the past remains a top priority requiring constant vigilance by management, labor, and government. The goal of the present research is to investigate and identify root causes associated with types of mining accidents (victim being caught by an equipment, bodily motion, over exertion, etc) and nature of injuries such as (sprain and strains, fracture, dislocation, amputation, etc). Further, we hope to discover the impetus of the root causes occurring more and more often in this modern day of technology and quality awareness. With the different dimensions of accidents and injuries brought into the fold, there is the need for researchers and mining operators to comprehend and better still visualize significant patterns of associations among these variables of interest. We assume that, there is a high correlation between many dimensions of nature of injuries and types of accidents. This suggested a principal component analysis to reduce the dimensions for easy and amenable interpretation.
