On April 10, 1958 a new 7500 long ton/day iron ore beneficiation plant went on stream producing an average of 3000 long-tons of high quality concentrate a day. Plant operates on two, 12-hour shifts is six days per week, The new mill end crust ink plant were built adjacent to the company's open pit dining operate on at Bomi Hills, Liberia. The mall is essentially a gravity concentrator employing crushing, and grinding to liberate the mineral values, followed by concentration in Humphreys spirals. The cleaner spiral tailings are re-ground and tabled to recover additional iron values. TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Sinter mixes of three iron ore types were prepared with a range of water contents in a laboratory investigation. The mean diameter of the granulated mixes and the void fraction of beds of the mixes were determined experimentally. Pressure drop measurements over a range of flow rates were made in a laboratory permeameter with pressure tappings at several depths in the bed. The Ergun equation was applied to the results to determine the shape factor of the granulated mixes. The pressure readings down the bed were used to estimate the local void fraction in the bed using the Ergun equation and the calculated granule shape factors and it was found that there was a decrease in void fraction with depth in the bed. The significance of this and the variation of the shape factor values with the amount of water used for granulation is discussed in relation to the strength of granules of the sinter mixes.

In recent years, the diminishing supply of natural gas has led energy suppliers and consumers to consider making synthetic natural gas from coal. A number of processes have been devised to produce gas from coal; many of these have been operated at the pilot stage and some have been operated commercially. Each process has specific coal feed stock requirements with respect to size consist and moisture content. The purpose of this presentation is to compare the estimated costs for coal handling, live storage, size reduction and drying facilities that would be required for delivery of coal feedstock to different gasification processes.

At the termination of mining, the quality of ground water in the ore-zone aquifer must be returned to a condition predetermined by the permitting agency. To immobilize the redox-sensitive elements (e.g., uranium, arsenic, selenium, molybdenum), it has been suggested that a reducing agent be circulated through the leached ore zone. We have conducted laboratory experiments to test the ability of sodium sulfide as such a reducing agent. Sodium sulfide lowered the redox potential of the effluent such that insoluble minerals containing the redox-sensitive elements should be stable. The uranium concentration of the solution decreased by more than three orders of magnitude. In column experiments, by the time ten pore volumes of the sulfide solution had flowed through, sulfide minerals were forming. The experimental results indicate that the addition of sodium sulfide should cause the chemical reduction of the leached sediments, thereby producing long-term stability of the ground-water/sediment system.

Although cyanidation has been universally applied in the processing of gold and silver ores, the search for less toxic alternatives continues. Difficulties encountered in processing ores containing oxidized copper minerals and the inherently slow kinetics of cyanidation have generated a renewed interest in thiosulfate leaching. This process, as well as the catalytic effects of copper ion, were well recognized and widely applied towards the end of the past century. In this study, the effects of copper, ammonia, and thiosulfate concentrations on gold dissolution were investigated using the rotating disk technique. Extraction of gold and silver from an oxidized copper-bearing ore was also studied utilizing a statistical experimental design, and these results were displayed in the form of contour plots.

This paper, deals with the beneficiation of a low grade Western phosphate to ore. More specifically it summarizes the results of a study made to optimize a scrubbing step in the process, and to provide firmer data for use in plant design. The deposit is situated about 30 miles northeast of Pocatello, Idaho, in the Fort Hall Indian Reservation. It is a bedded deposit and throughout most o the orebody includes three contiguous layers of phosphatic material which differ in P205 content. The J. R. Simplot Company, as operator for a Simplot-FMC joint venture, mines the ore selectively by open pit methods The lower bed containing a nominal 30% P205 is shipped to the Simplot Company fertilizer complex near Pocatello; the middle layer averaging about 24% P205 supplies the FMC elemental phosphorus plant also near Pocatello, The top layer averaging around 16% P205 and designated as mill grade shale is stockpiled for future beneficiation. This paper is concerned with some aspects of the processing of this low grade shale.

With increased interest and urgency for coal mine safety and the passage of the Federal Coal Mine Health 'and Safety Act, the Bureau's research effort in roof control has been greatly expanded. One new project, the subject of this paper, concerns improving conventional roof bolting and has been involved with the effects of different variables on the performance of roof bolt expansion anchors. These include types of expansion anchor, rock type at the anchorage horizon, borehole roughness, rate of torquing a roof bolt to set the anchor, installed tension, bolt length, and relative humidity fluctuations. For this work, two types of experiments were carried out. One was concerned with tension loss in bolt-anchor assemblies and simulated anchor performance in a static roof. The other dealt with anchor slippage as tension was increased and simulated anchor performance in an active roof. Trials were made in the laboratory under controlled conditions so that factors suspected of affecting expansion anchor performance could be selectively studied. Because of the natural variability in rock and the fact that most expansion anchor components are essentially rough castings or forgings, the experiments were designed to permit using analysis of variance techniques for analyzing data. Thus, in this paper, "significant" means statistically significant.

A modelling study has been carried out on the flotation of the Moinho (Portugal) polymetallic sulphide ore, based on pilot plant data. It shows that successfully modelling the flotation of such an ore needs to take into account not only the influence of particle size, but also that of the mineral liberation of the ore. The benefits deriving from the research have been twofold in that the study has: 1. Improved the understanding of (a) the response of the ore to froth flotation and (b) the influence of regrinding the zinc middlings; and 2. Provided models for the optimization of the industrial flotation circuits when the plant starts up in 1991.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

"Mine refuge shelters are designed to protect mine workers from hazardous environmental conditions after a mine disaster, but high temperature and humidity levels inside these shelters may pose a significant safety risk. Due to the safety risks associated with human testing, detailed thermal models of shelters and human occupants have been developed using TAITherm simulation software. These models are used to predict the temperature and humidity within the shelter resulting from metabolic heating, evaporation due to sweat and respiration, moisture and heat from the shelter’s carbon dioxide scrubbing system, and heat transfer within the shelter. A detailed human thermoregulation model simulates the sensible and latent heat generated by the shelter occupants, and predicts the occupant’s body core temperature and moisture lost due to sweating and respiration. This information is used to assess the safety of the shelter. In this paper we will review technical details of the human thermal model, validation comparing the human model to human subject test data, and results of a mine shelter analysis. INTRODUCTION Portable mine refuge chambers are used in US coal mines to provide protection to mine workers from hazardous conditions following a traumatic event. Although these shelters are designed to supply clean air and sustenance for up to 96 hours, prolonged exposure to the mine shelter environment itself can pose a substantial risk to human safety. Heat generated by the shelter occupants combined with heat from the carbon dioxide (CO2) scrubbing system can raise the shelter interior temperatures and relative humidity to dangerous levels that can lead to heat stress in humans. Unfortunately, the thermal burden associated with mine shelter exposure is not well characterized due to potential hazards associated with underground human subject testing. In order to assess the thermal burden on people within a mine shelter environment, a detailed thermal model was created to accurately predict the temperatures and humidity within the shelter, as well as the impact of these environmental conditions on human occupants. The model consists of a mobile inflatable tent-type mine shelter, 23 humans, and also includes the surrounding mine environment. The thermal simulations were performed using ThermoAnalytics' validated commercial heat transfer prediction code, TAITherm (v12.0). Additionally, TAITherm's Human Thermal Module (HTM) provided the capability to simultaneously model the thermo-physiology of 23 unique humans contained within the mine shelter. The human thermal models accounted for the thermal interaction with the environment and also provided a core temperature response prediction, which can be used to evaluate survivability in heat stress situations [1]."

Although safety and skills training has long been recognized as an essential element for reducing injuries and improving productivity, the research literature lacks definitive reports documenting the specific value of such training. The training literature presents a variety of testimonials as to the "benefits of training," but lacks data that specifically tie that training to the performance of the worker.

The production of portland cement requires that four basic elements -- calcium, silica, alumina and iron -- be ground to a fine powder, homogenized, and fed to the pyroprocessing unit, where it is burned to a cement clinker. The raw material must either be ground wet in a slurry form or dried and ground to a dry powder, with a fineness of approximately 85% passing the 200 M screen. According to the Portland Association's Plant Information Summary, approximately 38% of the U.S. capacity is ground wet and 62% ground dry. "At the Kemi Mine, a recent expansion into the Surmaoja orebody required an increase in ventilation capacity. A new ventilation shaft was built with two main fans. The installation is near the entrance gate and only 1.7 kilometres from the nearest permanent dwelling. The main fans were first taken into use as exhaust fans in October 2014. Shortly after the fan installation, comments concerning fan noise were received from the neighbours. The first noise measurements were taken at the main fan installation site by Outokumpu personnel in March 2015. Due to higher than expected recorded values, during late June, 2015, a two-week environmental noise study was planned by the engineers and executed by a consultant specialized in noise measurement. The measurement results were analysed and compared to the requirements of the environmental permit and Outokumpu’s factory standards. While the measured values at the nearest dwelling were within the environmental permit limits, high noise values were recorded at the fan station. A second two-week study will be performed after construction of the main-fan heating station has been completed. Actions taken will depend on the outcome. INTRODUCTION The Kemi Mine is a part of the Outokumpu chain of integrated ferrochrome and stainless steel manufacturing in the Kemi-Tornio region in Finland. The mine itself is a large underground operation with a production capacity of 2.7 million tons of ore per annum. It is also the European Union’s only chrome mine, and at present (2015) the mine extracts 2.4 million tons of chrome ore per year. Safety, cost-effectiveness, and environmental friendliness are hallmarks of the Kemi Mine. Environmental impact produced by the operation of the mine is limited due to the insolubility of the oxide chromium ore, the gravity-based and chemical-free enriching process as well as the closed circulation system of the process water which serves both the whole mine and the enrichment process (Outokumpu, 2015). Importance of the environmental impact of the Kemi Mine is amplified by its closeness to the cities of Kemi and Keminmaa with the nearest habitants living less than 2 km away from the mine site. To show the cooperation with residents the Kemi mine organizes special “neighbour days” for the habitants of the areas closest to the mine. Also, information letters are sent to the neighbours, when changes that may affect the neighbours are being planned and executed."

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. "This paper discusses how an existing grey cast iron segmental tunnel lining responds to construction of a new SCL tunnel transversely beneath with zero clearance; how the damage assessment for the existing tunnel was conducted for impact of longitudinal movement; how the tunnel is subsequently instrumented to observe both movement and stress manifestation at its longitudinal connections and how the results from the instruments compare with the prediction. An assessment of neutral axis of the tunnel in longitudinal flexure is also explored using interpolated horizontal displacement data from a conventional monitoring system. INTRODUCTION The Royal Mail Tunnel (RMT) (formely Post Office Tunnel or ‘Mailrail’) was constructed using semi-mechanised deep level construction techniques from 1914 and 1917 (Lee 1938). Commencing full commercial operation in 1926, the system was until 2003; conveying parcels the 6.5 miles between seven sorting offices in the center of London, and linking the system with main line rail stations, Paddington and Liverpool Street (The British Postal Museum & Archive 2013). A single tunnel of 2.74m internal diameter facilitated a bi-directional twin narrow-gauge (~611mm gauge) railway road system for electric driverless operation. The tunnel lining is segmental grey cast iron (grade 10) made up of six flanged segments and a smaller flanged key segment; constructed into a ring of width 508mm The external diameter of the tunnel is 2.971m. For further details of the tunnel lining and material properties are outlined by (Devriendt & Alhaddad 2014).London Underground Bond Street Station is a major station of the London Underground system in the very center of London; in its vicinity, the RMT runs west-east perpendicularly above the north south Jubilee Line tunnels. Historic survey record of the Jubilee Line’s (the then Fleet Line) construction in 1974 and its impact on the RMT case is documented in (Crossrail 1993): it is one of only a hand full of case-studies frequently cited when assessing the impact of new construction scenarios of this type; not least including the assessment of the same tunnel, at the same site some 40 years later, and the subject material for this paper: It noted significant vertical displacement of ~90mm to the RMT without noticeable serviceability or operational impediment."
