Solution mining followed by solvent extraction-electrowinning (SX-EW) is one possible way to economically extract copper from ore bodies which cannot otherwise be profitably exploited. Published costs for the unit processes of SX and EW are out of date especially in view of the newer reagents now available and the newer circuit configurations, This paper updates the costs for SX-EW in 1985 dollars and also discusses some of the trade-offs which must be made when designing an SX-W plant.

Due to inefficiencies of the flotation process, significant effort has been recently provided to develop gravity separators for treating ultrafine particles. As a result, several enhanced gravity concentrators have been developed and commercialized. The Altair Centrifugal Jig is an enhanced gravity separator that provides relatively efficient separations on +25 µm size fractions. An experimental program conducted on -600 µm coal found that the Altair Jig reduced the ash content of the 600 x 44 µm from about 30% to 10% with an 86% combustible recovery value. The pulse water pressure, feed volumetric rate and ragging volume were found to be the key operating parameters affecting the separation performances obtained from the process. An extremely low density cut point of 1.54 and an Ep value of 0.08 were indicative of the high process efficiency values achievable by the Altair jig.

It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

Regional characteristics in the coal resource base have resulted in application of different mining methods across Canada. Longwall methods predominate in eastern Canada, whereas open pit, hydraulic and room-and-pillar methods are utilized in the west. Both provincial and federal agencies have regulatory responsibilities and both also share in the development of R&D programs. This paper outlines the scale and scope of the various agencies involved with health and safety R&D in our expanding coal mining industry. Specific R&D activities in ventilation, dust control, explosion hazards, tunnel boring, strata control and truck braking, which form part of the national program, are outlined.

Oxidation of coal can best be described as a process of deterioration, since most of the uses of coal, such as for fuel and by-product chemical and coke production, are adversely affected by coal oxidation, and the inclusion of oxidized coal in most coal products detracts from their value. There are probably many mechanisms of coal oxidation, and the ways oxygen molecules combine as complexes with coal macromolecules to form new substances have been dealt with and speculated upon by many workers1)* but are not dealt with in the present work. This study deals with tests and methods of detecting oxidized coal, with particular emphasis on the microscopically discernible changes that accompany the chemical and physical changes that affect the technological properties of coal during oxidation.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. Prompted by the need to conserve energy and reduce operating costs, Agrico Mining Company has made two significant improvements in the transportation of phosphate ore from the mine to the beneficiation plant. One improvement involves a change in a slurry pipeline system which substantially reduced pumping energy, and the other improvement is a major innovation for the phosphate mining industry which involves the transportation of the ore by railroad. This paper briefly describes these two projects.

A systematic, comprehensive, balanced approach is presented for underground coal mine design, capable of being standardized and generalized. This approach epitomizes professionalism and must preceed the physical product. Design involves a varied senior staff and requires extensive selective input data. Engineering follows a total systems approach, operating in and for a constricting geologic setting, heavily constrained for safety, health, and environmental protection. It must also anticipate execution and operation. Engineering prominence and momentum are maintained, with sub-optimizations balanced by judgments--the "art and science" of engineering. The flow-chart starts with organized input data: Company Capabilities, Property Description, Geologic Analysis and Reserve Analysis. Engineering combines Ground Control with Excavating and Bulk Handling to map feasible Mining Methods, the crucial Milestone Diagram. Layout and Sequencing follow, with numerous alternatives examined. Scheduling is performed on the best designs, using predicted advance (performance) rates. Active and mined-out areas are isolated into time-related parcels, or increments, for the mine life. Bulk Handling, Life Support (especially ventilation and drainage), and Normal Support systems occupy each parcel. Regulations are then checked. Management concerns are covered, and an Economic Analysis is performed for profitability. This and the design represent an Initial Tentative Solution. Continued iterations produce multiple and improved choices.

Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

The Thunderbird plant was erected in Sullivan County in Indiana during 1958-1959. It was first put in operation in March of 1959. At the present time the source of the raw coal is from the Indiana No. 6 seam. The underground operation at present consists of two continuous mining units and two conventional units. The underground is all belt haulage and the first unit with which this paper is concerned is the slope belt. It is a 48-inch-wide inclined belt with 980-foot centers and a lift of 275 feet. The belt is powered with a 350 H, P, motor and has a rated capacity of 600 Tons per Hour. The belt is equipped with a Merrick Scale Company Weightometer, The raw coal moves from the belt to a 6'x12' extra heavy Allis-Chalmers Ripl-Flo equipped with 6" round-hole screens. The over product of the screen is fed into a 10'x20' long McNally- Pittsburg rotary breaker equipped with 4-l/2" round-hole screens. The oversize rock is discharged into a bin that is emptied with a refuse truck. The through-product of the breaker, along with the through-product of the Ripl-Flo, passes either directly to the McNally Giant washbox or to a 36" belt that transports it to a 1000-ton storage bin,' The change from either to the washbox or to the storage bin is made by use of a motorized gate controlled by the plant operator,

The dissolution behavior of palladium powder in thiourea solutions has been studied. The variables studied included temperature, stirring speed, and concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was found to be chemical reaction controlled with an apparent activation energy of about 2S.3 kJ/mol.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests.

Minproc Resources Inc. is developing a tailings retreatment project in Bolivia at the Colquiri zinc-tin-silver mine, in the Bolivian Andes. Mining at Colquiri has been continuous since 1940 and COMIBOL, the Bolivian state mining company, has owned and operated the underground mine since 1964. There are 10 million tonnes of tailings at Colquiri containing 0.51% Sn, 4.21% Zn and 50 g/t Ag. Minproc plans to mine and concentrate the tailings at 1.15 million tonnes per year to produce feed for pyrometallurgical upgrading. The tailings are moderately complex, with cassiterite grain size ranging from 200 to 5 pm. The marmatite (ZnFeS) in the tailings is relatively easily recovered, with zinc recovery of 80% to a 40%-45% Zn concentrate. The major problem with the zinc metallurgy is that the marmatite is complexed with iron, which results in iron contents of 14%-17% Fe in concentrate. This makes the product very difficult to sell because of the low Zn:Fe ratio. Most zinc smelters require a Zn:Fe ratio of 6:1 or 7:1, whereas this concentrate has a 3:1 ratio. Concentrate sale terms are therefore unfavorable, and the high cost of transportation from Bolivia to the smelters is an additional burden.

The selection of a slope angle for an open pit in rock has often been made without the benefit of a comprehensive engineering study. This is largely due to the fact that the hardware and procedures necessary for such a study have not been available. Recently this situation has been reversed. The application of borehole television and terrestrial photogrammetric devices has made possible the accurate determination of rock joint structure, on which stability calculations can be based. Another important aspect is the evolution of practical methods of conducting in-situ rock joint strength tests.

An induction time apparatus has been constructed in the present work which has a sensitivity limit of 100-150 micro-seconds. The basic unit is similar to the one used by Eigeles and Volova (1960) and Trahar (1983), but it operates with a micro-computer and has a greater sensitivity. Using this apparatus, the flotation chemistry of the quartz-amine system has been studied. It has been found that at a given dodecylamminium hydrochloride concentration, the induction time is at a minimum at approximately pH 10.5. At this pH, the collector hydrolizes to form neutral amine and the flotation recovery reaches a maximumy,suggesting that iono-molecular species are the surface-active species responsible for flotation. This finding confirms the earlier conclusions obtained using the surface tension (Somasundaran, 1976; Finch and Smith, 1973) and contact angle (Smith, 1963) techniques. The induction time measurements have also been conducted as a function of particle size, collector concentration, indifferent electrolyte concentration and temperature. The results are compared with flotation data, and the activation energies for the bubble-particle adhesion have been calculated.

Historically most mine management teams have been forced to operate in a more or less subjective manner. The objectives of mine management are simple and clear. Like other operational managements, mine management teams have the traditional well defined goals of improving efficiency and production while decreasing costs. Unlike other operational managements however, mining teams deal regularly with a vast assortment of uncertainties caused by: - Key production tools being mobile and widely dispersed, and - Non-uniform mining conditions At best in most operations these conditions cause obstacles to productivity and at the same time cause long delay in managment awareness of the obstacles. Planning with delayed feedback of information about necessary deviations is incomplete planning. For these reasons increased operational efficiency remains a constant though somewhat elusive goal.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Geologically, coal measures were deposited from the lower Carboniferous (Pennsylvanian of the US) and Permian of late Paleozoic, mainly during the Jurassic of the Mesozoic and peri¬odically throughout the Cenozoic.
