"We hear all the time about the value of hard work and perseverance, and the part they play in the professional life of successful people. What we do not hear so much about are the many professionals who work hard and persevere, yet never seem to quite reach the level of success they aim for. Some current authors are beginning to give more attention to the part luck/black swans/outliers play in success. This is not a new phenomenon, Machiavelli had a lot to say about it back in the Renaissance. So how can knowledge of this dynamic help in a modern organization? INTRODUCTION Work hard and you will succeed. Go to the right school, major in the right degree, study hard, and get a good job. Look at the lives of successful people, and do what they do. Be all that you can be. You can be anything you want to be. Really? Those who are successful always get attention, people want to know what they did to reach such a high position. Invariably, at least part of their narrative will include hard work, wise insight, taking advantage of opportunities, etc. If they are of a more generous nature, they might also allow that building the right friendships and collaborations also played a role. All of this may be true; what we do not often hear are the stories of those who did all of these very same things, but did not find success. An example from pop culture: The Voice. I have watched this show occasionally the past couple of years. One of the things I like about the show is that the initial screening of contestants is based solely on their singing voice (hence the name of the show), and not on their appearance. At the time of this writing (early November), the judges have just finished elimination rounds for their final teams to go on to the live shows. Here is my point—in almost every case the judges agonized over choosing who would go forward and who would be eliminated. And the reason is because all of them are really talented singers. It is impressive how gifted they are. At the end of each season, only one is declared a winner, out of that gifted pool of singers. When you hear their stories, they are all talented, hard-working individuals sacrificing for their art. And as far as I know, none of them has ever become a star. Hard work, dedication, sacrifice, talent—sometimes it is enough, sometimes not. I will be looking at the part uncertainty/luck/black swans play in our lives, but I want to make it clear at the beginning that I am not saying everything that happens to us is out of our hands or beyond our control. Taleb makes this same point (2007, p. 52): “This problem is chronic: if you tell people that the key to success is not always skills, they think that you are telling them that it is never skills, always luck.”"

An infrared external reflection spectroscopy (ERS) technique has been developed to study the structure of the adsorbed layer of ethyl xanthate formed on copper and natural chalcocite (Cu2S) electrodes. The infrared technique provides information concerning the identity and the orientation of the adsorbed species at monolayer and submonolayer coverages. X-ray photoelectron spectroscopy (XPS) studies have also been conducted to monitor changes at the surface. The results show that the first oxidation peak on the voltammograms for copper and the first and second oxidation peaks on the voltammograms for chalcocite electrodes are not characteristic of a chemisorbed xanthate species, which is contrary to what has been reported by other investigators previously. As evidenced by the XPS spectra, there was an increase in sulfur relative to copper on the copper and chalcocite surfaces over the potential region where these oxidation processes occur. The spectroscopic results (ERS, XPS) indicate that the second and third (on copper) and the third and fourth (on chalcocite) oxidation processes recorded on the voltammograms are due to cuprous ethyl xanthate adsorption. The orientation of the adsorbed molecules of xanthate was observed to change with increasing surface coverage. Therefore, it has been concluded that xanthate can modify the copper and chalcocite surface in two different ways. At lower potentials, xanthate is a source of sulfur for the formation of a sulfur-rich surface. At higher potentials, an adsorption layer of cuprous ethyl xanthate is formed. Contact angle measurements show that both of these processes of xanthate surface modification lead to an increase in the hydrophobicity of the substrates.

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

"In 2008, the world quietly hit a milestone that did not receive much fanfare or publicity, but it hit one that marked a turning point in the history of mankind and the way the planet is and will be inhabited in the future. It was in 2008 that, for the first time, more than half of the world’s population, an estimated 3.3 billion people, resided in urban areas. The world’s population had moved from being a majority of agricultural and rural society to an urban society. Andrew Whalley, deputy chairman for Grimshaw Architects, said this change in where and how people live will continue to increase urban populations and, by 2050, it is estimated that more than 6.4 billion people will live in urban areas. To meet these needs, Whalley, speaking during the keynote session of the 2105 Cutting Edge conference in Denver, CO, said future cities will have to be reimagined and redesigned to be more efficient. A large part of that design will be in the infrastructure of those cities.At the Fourth Annual Cutting Edge Conference, Sept. 21-23, much of the discussion was around how the tunneling and underground construction industries improve cities in a number of ways, including societal, environmental and in overall efficiency. There was talk, not just about the improvements that society enjoys at the completion of such projects, but also about the challenges faced by the owner and contractor in the construction of such projects.The conference, titled Urban Tunneling, brought together some of the top minds in the industry to not only discuss the issues faced today, but also those that will shape the industry in the future.For his part, Whalley spoke about a number of projects around the world and how they have impacted society in ways beyond simply providing a better means for transportation of people or water. Notably, he spoke about the Crossrails project in London.London is a city of 8.6 million people and a history that dates back nearly 2,000 years. It is a great example of the challenges the industry faces in bringing modern efficiencies to an established city.Running more than 100 km (62 miles) with more than 42 km (26 miles) of tunnels passing through 40 stations, including 10 new stations, the project is the largest in Europe and will transform the way people move about the city."

The most serious safety problems encountered in U. S. underground coal mines today are related to the roof bolting operation. Also, roof bolting is usually the operation which limits coal production of the section. The purpose of my paper is to review some of the research, developments, and new ideas related to roof bolting. Many of these ideas have originated at. coal mines or with manufacturers. Most of the research on fundamental improvements has been funded by, and is a part of, the excellent and broad plans of the Bureau of Mines.

There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

A NIOSH study on occupational deaths between 1980 and 1989 indicated that in the United States, mining had the highest average annual fatality rate (3 1.9 per 100,000 workers) of any other major industry. Since "lack of training" was often cited as the primary cause of accidents, NIOSH has been investigating new methods for effective training. One such method is the use of low- cost, desktop computers to simulate a virtual mining environment. Computer-based training offers several advantages over conventional training because the computer programs provide a three- dimensional environment that allows the trainee to practice using evacuation routes, encounter mining hazards, and view mining operations without being exposed to any real danger. One major focus of the project is mine escapeway multiuser training using desktop virtual reality programs. Researchers have imported mine maps into the software for the purpose of practicing actual evacuation routes and procedures. Various scenarios for evacuation can be practiced in a three-dimensional computer simulation of the mine in a disaster situation, complete with smoke, fire, and other dangers. Depending on the trainee's job description (i.e., foreman, shift boss, beltman, etc.), certain tasks need to be performed in addition to navigating primary and/or secondary escape routes. Each scenario allows for individual or team-based training and provides a means to educate mine workers in hazard recognition and hazard avoidance. Using this program, mine workers can practice evacuating various mine layouts without the danger and expense associated with escapeway training in an actual underground mine. Each scenario can be changed to test the trainee's reaction in a variety of circumstances and run many times so the trainee can practice concepts. This training experience will help reinforce the knowledge acquired during more conventional classroom instruction, and the inherent flexibility of the program allows training materials to be tailored to meet the specific requirements of individual mines.

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is an important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate, or hydroxide electrolyte. Since a pure stream of CO2 is produced, the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. "Information diffusion potential of a social media user affects how quickly information about a mineral project can diffuse through that user. If management can use social media and network analysis in community engagement programs to understand how fast and how far information will diffuse to communities and followers of particular social media users, it can selectively focus on the most influential users. This article proposes a method to examine the information diffusion potential of social media accounts. The work uses Gephi, an open source software, to extract and analyze data from different Twitter handles to predict their information diffusion potential. The work uses case studies of real Twitter users (e.g. mining news organizations and bloggers) associated with mining to illustrate the approach. The case study results show that there are significant disparities in information diffusion potential that will demand selective attention. This research will help mines develop effective social media engagement strategies.The mineral industry provides raw material for industrial activity to support society (Martens and Rattmann, 2001). Mines have changed from conventional mining practices to sustainable ones because of the negative impacts of mining in the past and increased public awareness (Wang et al., 2016). The concept of sustainable mining is getting mature, as stakeholders (e.g., governments, investors and host communities) are getting more involved in mining projects (World Economic Forum, 2014). The failure of mining companies to address the demands of these stakeholders might result in the failure to acquire a social license to operate (SLO) (Thomson and Boutilier, 2011). The SLO, if granted, is mutually beneficial to all stakeholders. Mines prefer being granted SLO and keeping it to avoid any kind of social unrest due to their operation (Prno, 2013; Moffat and Zhang, 2014). Mining communities can grant different levels of SLO ranging from withholding SLO to psychologically identifying with the project (Joyce and Thomson, 2000; Thomson and Boutilier, 2011).Most of the previous work to understand community perceptions and SLO in mining is generally qualitative (ICMM, 2012a; Thomson and Boutilier, 2011; Prno, 2013; Moffat and Zhang, 2014; IFC, 2014). In particular, there is limited work on how community perceptions change over time due to information diffusion (Boateng and Awuah-Offei, 2017). However, SLO changes with respect to time (Yates and Horvath, 2013), which can result in risks that are not easy to predict. Mine managers and engineers have a desire to understand these changes so as to mitigate these risks (Que and Awuah-Offei, 2014; Que et al., 2015)."

In case of a major fire in a tunnel between stations or ventilation shafts, if the buoyancy effect of the hot gasses is stronger than the airflow induced by the fans, the risk of backlayering could restrict the safe evacuation of people. Obstructions in the tunnel and alternate airflow paths can further reduce the air velocities past the fire. Currently there are two computer programs available to address the issue of underground fires: o "Subway Environment Simulation" (SES), Version 3.0, developed by Associated Engineers, a Joint Venture of Parsons Brinckerhoff Quade & Douglas, Inc., De Leuw Cather & Co., and Kaiser Engineers, Inc. for the U.S. Department of Transportation o "MFIRE", Version 1.26, developed at Michigan Technological University for the U.S. Department of the Interior, Bureau of Mines. As implied by its name, the SES program was developed specifically for the analysis of subway ventilation systems. It can be used to analyze the heat released into, and removed from, a subway or vehicular tunnel and to determine the effect of ventilation elements on airflows throughout the network of stations or other merging tunnels. It has a special feature allowing the user to predict the effects of a fire at any location within the subway system. Version 3.0 of the SES program is designed to be used with a "critical velocity" calculation in order to determine whether or not tunnel airflows can be controlled during a train fire emergency. The original version of the program was written in FORTRAN for mainframe computers, such as the IBM 4381. Recently ICF Kaiser Engineers has compiled a version of the SES program for PC use. The MFIRE program simulates the interdependence between a mine ventilation system, with its pertinent fans and structures, and changes in ambient conditions or a source of heat, such as a fire. It also accounts for natural ventilation. The program is written in FORTRAN 77 and compiled for 8086/8088 based microprocessors, allowing it to be run on an IBM PC or compatible computer with a 2.0 or a later version of DOS, 256K random access memory (RAM), and a text editor. This paper reports the comparative results of an application of both programs for the same network in a recent study.

This paper describes the implementation aspect of a blast hole kriging system which has been developed for the purpose of daily ore-waste control in an open pit mine. The primary goal of blast hole kriging is to improve the ore-waste delineation procedure. A complete computer program package called Blast Hole Kriging (BHK) System was developed for IBM/PC AT or XT computer, using Fortran language and supplemented by a few Assembly language routines for bit-map manipulation. The emphasis of this paper is on the implementation aspect of the developed system. For this reason, the requirements for practical implementation and the system design considerations are discussed in the paper, as well as the main features of the University of Arizona's BHK System.

The Cyprus Casa Grande Corporation has provided Bureau of Mines researchers with an opportunity to investigate the hydrology of leaching an in place copper ore deposit. Hydrologic investigations of underground in situ copper leaching are being jointly conducted under a cooperative agreement. The hydrologic concerns of leaching operations at the Casa Grande mine focus on maintaining adequate solution injection and recovery rates, and on distributing the injected leach solution effectively within the ore deposit. Hydrologic considerations underlying these concerns relate to the permeability of the oxide ore zone during leaching, the unsaturated condition of the deposit prior to leaching, and the constraints imposed on in situ hydrologic design by the underground mine setting. The investigation involves monitoring of flow and pressure conditions in 58 injection and recovery wells, estimating permeability conditions using a hydrologic model, and on-site testing of hydrodilation and airlift pumping. Transient, fracture-controlled permeability is determined to be the dominant hydrologic consideration. A statistical modeling procedure has been developed for estimating changes in permeability during leaching. Flexibility in well design and operation is essential for accommodating the changes in fracture permeability that occur during leaching.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

The preparation of coal-water slurry fuel (CWSF) has the potential to be a commercially viable technology for the coal industry. The technology base required to prepare stable CWSF using grinding circuits has been developed over the past decade and is now being applied to the preparation of CWSF from wet coal fines which are generated during coal beneficiation. When preparing CWSF, the optimum CWSF formulation must be determined to ensure that the fuel will be stable while having acceptable atomization and combustion properties, and the production run must be monitored closely to ensure that the CWSF quality is maintained. This paper describes the CWSF formulation process, CWSF preparation circuits, and some of typical problems encountered in, and solutions to, the transportation and storage of CWSF.

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

Estimating the spatial distribution of ore grade is one of the most critical steps to proceed with an investment decision on a deposit. Kriging is the most widely used method to estimate the ore grade, but alternative techniques are being developed. Machine learning algorithms can be used as alternative methods to classical kriging. In this paper, the iron (Fe) grade of a deposit is estimated with the XGBoost algorithm, and the results are compared with kriging estimation results. For the estimations, samples collected from drillholes were used. Due to the different natures of the estimation methods, different steps were taken to perform the estimations. The results show that XGBoost produced higher-range estimates, which is a desired result in ore grade estimation, and the minimum and maximum of the estimates were lower and higher than the kriging estimates, respectively. However, like kriging, the estimation results were smoother than composites, and the variance of the XGBoost estimates was lower than the variance of composites. This means that even though estimation with XGBoost mitigates the smoothing effect, the estimation results suffer from smoothing like kriging.

"Over the years, the decline of high grade ores have become an increasing problem in the global mining industry. As such, techniques and chemistries must change in order to continue to meet the market demand and quality. Reverse cationic flotation of quartz and silicates is one of the most important techniques for generating the industry standard product from minerals such as iron and phosphate ores. Amine collectors are the global standard in such processes. However, as the ore quality continues to decline so must the chemistry change to meet the change in ore composition. This paper will focus on the introduction and full scale application of a novel amine collector towards a cleaner flotation process in phosphate beneficiation with Crago process. The results suggests the collector is capable of improving the phosphate recovery, in this cleaner circuit, to approximately 94% with minimal sensitivity to the everyday changes in feed grade.INTRODUCTION The days of mining high grade minerals are long gone, but the demand continues to increase. Phosphate ore, for example, is most dominantly demanded from the agriculture industry as a fertilizer component (i.e. diammonium phosphate, DAP) (FAO, 2014). Some literature suggests that global food production must increase by approximately 70% by 2050 (Cordell, 2009). It is also suggested that the peak global phosphorus production will occur around the year 2033, which is the period at which the easily accessible reserves have been depleted. Currently, phosphorus is commonly mined with a BPL (Bone Phosphate of Lime) concentration of 12-20% and a remainder typically being gangue minerals such as silica, clays, metal oxides, calcareous minerals, and carbonaceous minerals. These gangue components can lead to various negative processing and utilization consequences. Calcium, from carbonaceous minerals, is problematic due to the elevated levels of sulfuric acid required to convert the phosphate rock to the acid form (SRI Consulting, 2009). Calcium can also lead to elevated dosages of flotation reagents due to the desire of the fatty acid to coordinate to calcium minerals. Carbonate leads to increased levels of foam during the wet acid process. Silica is associated with the level of insols (acid insolubles), which must be less than 10% in the final concentrate that will be transferred to the chemical plant for acidification. Phosphate ore can generally be classified as carbonaceous or siliceous (El-Shall, 2003). Siliceous ores are commonly processed through various sizing steps followed by multi-staged flotation (Figure 1) (FIPR, 2014 & Güven, 2010). Though the higher grade phosphate pebble is declining, many mines are still able to size good enough to produce some amount of such pebble. Unlike most metal flotation processes where grinding is a necessity for an optimal process, Florida phosphate flotation does not generally require aggressive grinding and can typically operate at 0.1-1.0 mm. The rougher flotation step applies pH modification to achieve the optimal pH of 8.8-9.3 followed by conditioning with a fatty acid type collector, which builds a hydrophobic waxy layer on the surface of the particle to assist in the flotation. This generally achieves higher than 85% recovery of a product with 50-60% BPL and 15-30% insols. Unfortunately, DAP production generally requires 3.5 tons of phosphate rock containing greater than 63% BPL to produce 1 ton of phosphoric acid (ArgusMedia, 2014). Thus, further purification is required to achieve the grade by the chemical plant for fertilizer production. After the fatty acid is scrubbed off the phosphate particles using sulfuric acid (pH 2.5-3.5), the pH is generally operationally readjusted to 6.5-7.2 by washing with “fresh” water. A second collector is applied prior to the cleaner, which is a reverse cationic flotation process. The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the meeting, therefore, was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies that can assist in the development of criteria and performance measurements were also presented at the meeting. A goal of the conference was also to conclude with a consensus plan and a process, representing a variety of stakeholders, which can provide guidance to the global minerals community on the path to sustainable development. A number of papers were not submitted in time to be included in the printed proceedings. Hence this addendum was compiled and includes last minute paper submissions. The pages of this addendum are numbered consecutively to the main volume of proceedings, so that when a reference is made to a paper, a proper page number may be quoted.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.
