Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

When a takeup weight is offset to the side of a conveyor, a wire rope is commonly routed from the takeup weight through a series of sheaves to the takeup carriage. The friction developed from a series of wire rope sheaves can effect the actual belt tension at the make up carriage. Through real-mime testing the actual tension on a makeup carriage was recorded with data acquisition using an internally strain-gauged turnbuckle. The wire rope used to transfer the makeup weight to the makeup carriage was routed through a series of lubricated bronzed bushed sheaves. The tension on the makeup carriage was found to be as much as 26% higher than the weight of the makeup due to the friction in the sheaves. A detailed discussion of the testing and results will be made.

The Wild Dog vein gold deposit in East New Britain Province, Papua New Guinea, forms part of a recently discovered 26 km zone of auriferous quartz vein mineralisation. The deposit, which was discovered in July 1983, has no silt anomaly, and a panned concentrate anomaly and float train restricted to within 500 m and 800 m respectively, of the discovery outcrop. Discovery of the Wild Dog deposit was a result of the methodical followup of regional panning which, as followup progressed, was replaced in importance by float sampling. Of the sampling methods used during the exploration leading to discovery, panning and float followup provided immediate indications of the presence of mineralisation. This high degree of spontaneity of followup is not provided by geochemical techniques, and has obvious advantages in high cost exploration for precious metal deposits in remote locations.

The United States Bureau of Reclamation is constructing the $200 million Navajo Indian Irrigation Project to irrigate 110,000 acres of land on the Navajo Indian Reservation in northwestern New Mexico. Water from the San Juan River is impounded by Navajo Dam and will be conducted for 26 miles along a series of tunnels and canals to the area to be irrigated. Tunnel No. 3 is the third in a series of six tunnels along the route. Bids for construction of Tunnel No. 3 were received by the Bureau of Reclamation in September, 1970. Fluor Utah was low bidder at $8.7 million. Ten of the 12 bids were based on excavation by tunnel boring machine. The consulting firm of A. A. Mathews, Inc., was retained by the contractor to advise on geologic and rock mechanics conditions after support problems developed in the tunnel. Tunnel No. 3 is 15,264 feet long, has an 18 foot lined diameter, rises approximately one-half inch per 100 feet in the direction being excavated, and is 6,000 feet above sea level. There is one short curve in the alignment. Minimum concrete thickness is 12 inches with eight inches from 'A' to 'B' line making a pay diameter of 21 feet, 4 inches. The tunnel is supported with rock bolts and steel pans. Mole excavation began on May 13, 1971 from a blasted starting chamber. After 46 feet were excavated the mole was shut down and the trailing muck handling equipment was pulled into place. After advancing 1,700 feet in 34 days, unanticipated ground water conditions and ground support problems were encountered slowing moling so that the next 1,000 feet of advance consumed 97 days until December

"Diesel particulate matter (DPM) has been regulated by the U.S. Mine Safety and Health Administration since 2002 in underground metal and nonmetal mines. To demonstrate regulatory compliance, DPM samples must be collected and later analyzed by the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method, but the FLIR Airtec DPM monitor can serve as a complementary engineering tool. The monitor is a handheld instrument that offers near-real-time measurements of elemental carbon (EC), which is a primary constituent of DPM. As part of an ongoing field study, the monitor was used to survey EC in an underground stone mine. This effort was aimed at determining spatial and temporal DPM variations in several key locations. The results of prolonged area monitoring—that is, lasting several hours — revealed that DPM concentrations were diluted substantially as air moved away from the primary production zone, but that concentrations could vary quite a bit in a single location from day to day and between seasons. DPM concentrations were generally lower in winter than in summer, which is consistent with increased natural ventilation airflows during winter. Using a modified sampling cassette, an attempt was also made to sensitize the Airtec monitor to allow for “spot-checking” of EC concentrations — that is, measurements made in several minutes. Preliminary field data showed that the sensitive cassette performed well in terms of providing accurate data that could be useful for rapid assessment of DPM. IntroductionDiesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It largely consists of elemental carbon (EC) and organic carbon (OC) (Birch, 2003). The World Health Organization International Agency for Research on Cancer classified diesel exhaust, including DPM, as a carcinogen (World Health Organization, 2012). It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition and retention in lung tissue. Because DPM exists in both the micro- and nanoparticulate ranges, it can bypass typical autoimmune defense mechanisms that keep larger particles out of the respiratory system (Ristovski et al., 2012)."

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, devel reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mechanics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

The objective of this research was to establish the relationship between production, consumption and energy cost in the surface mining of bituminous coal. Specific energy sources such as diesel, gasoline, electricity, explosives and bituminous coal were considered in this study. Gain in net energy, proportion of the cost of energy consumption and total energy cost relative to total revenue of extracted coal were determined, and a new energy efficiency index and a new energy-cost ratio were established. A case study on an operating surface coal mine was carried out to demonstrate the application of the newly developed method. The results of this study can be used by the mine operators in establishing strategies for the optimization of energy production and consumption, and for reducing the cost of bituminous coal extraction.

Coal gasification solid residue (slag) contains unconverted carbon (char), which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal-3.4 mm gasifier slag (-85% ash) to separate high (-100%) ash slag from low (-50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71 % was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1mm in size.

The US Bureau of Mines is cooperating with Cyprus Mineral Park Mining Co., Columbia University, and the US Geological Survey in investigating the feasibility of applying in situ leach mining methods to fracture-hosted, supergene copper sulfide (chalcocite) ores. This paper presents the initial findings of mineralogical, hydrogeological, and geochemical characterization studies conducted at the Mineral Park mine, located in the Wallapai mining district of northern Arizona. A design for in situ leaching is proposed that would minimize the need for blasting prior to leaching, and would enable economical development of deep reserves at the Mineral Park mine. The in situ leaching design would also reduce the potential for long term acid rock drainage.

In this paper, an innovative approach was adopted to automatically calculate the effects of tunnel induced settlement on buildings and utilities. The approach resulted in increased output quality, consistency, reduced time, cost savings and a greater ability to respond quickly to design changes. The techniques described have been applied to the Fairbank Silverthorn Storm Trunk Sewer System project, located within the City of Toronto. The automation allowed a very large area of topography, tunnels (6 km), buildings (9000) and utilities (over 1000) to be rapidly evaluated. Visualization of the settlements and impacts also allowed the project design team to optimize the system design to mitigate the settlement impacts.

Direct mineral carbonation has been investigated as a process to convert gaseous CO2 into a geologically stable final form. The process utilizes a slurry of water, with bicarbonate and salt additions, mixed with a mineral reactant, such as olivine (Mg2SiO4) or serpentine [Mg3Si2O5(OH)4]. Carbon dioxide is dissolved into this slurry, resulting in dissolution of the mineral and precipitation of magnesium carbonate (MgCO3). Optimum results have been achieved using heat pretreated serpentine feed material and high partial pressure of CO2 (PCO2). Specific conditions include: 155°C; P002=185 atm; 15% solids. Under these conditions, 78% conversion of the silicate to the carbonate was achieved in 30 minutes. Process mineralogy has been utilized to investigate the appropriate feed characteristics, identify the process products, and interpret the mineral dissolution and carbonate precipitation reaction paths.

The solvent extraction of vanadium (V) from Na2CO3–NaHCO3 solution was attempted using Aliquat-336 (methyltrioctylammonium chloride) extractant dissolved in sulfonated kerosene as diluent with 2-octanol as phase modifier. The influence factors, such as Na2CO3 concentration, NaHCO3 concentration, temperature, extractant concentration and impurity P, on vanadiumextraction were investigated. The results revealed that the single stage extraction efficiency of vanadium reached above 89%from 20 g/L Na2CO3 – 20 g/L NaHCO3 solution under the following conditions: extractant concentration of 15%, room temperature of 20–30 °C, 2-octanol of 6%, phase ratio (O/A) of 1:1, and oscillation time of 1 min. The addition of NaHCO3 into Na2CO3 solution could lower the pH value of the Na2CO3 solution, improve extraction efficiency of vanadium, and not introduce other impurities. The phosphate anion did not interact with the vanadate anion in the Na2CO3–NaHCO3 solution. The P in the Na2CO3–NaHCO3 solution had little influence on vanadium extraction.

This paper describes four new families of flotation products which are currently being introduced at the industrial level. A brief summary of the chemical basis behind each product family will be given. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. It is becoming more apparent with further testing that these four new product families can offer both technical and economic advantages to the industrial flotation process operator.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. CoaLiquid, Inc. (CLI) has been in the coal- oil-mixture (COM) business for over five (5) years. The initial pilot processing facility was replaced by a 2000 barrel per day commercial production facility in August of 1979. For over two (2) years CLI has been expanding its efforts and conducting large scale production and combustion demonstrations successfully in many locations across the United States. To facilitate the marketing effort, CLI has recently constructed a special trailer containing all equipment needed for a temporary COM retrofit. CoaLiquid has conducted commercial scale combustion demonstrations in the following types of combustion units: kilns, calciners, industrial boilers, blast furnaces and driers.

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company&apos;s. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America&apos;s Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation&apos;s basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America&apos;s productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

High-purity quartz (SiO2) is an important material widely used in many industries, including semiconductor technology, telecommunication, and optics. The content and distribution of impurities in quartz significantly affect the processing methods. This paper provides an insightful review on the processing of high-purity quartz, covering the analytical techniques, separation methods, and the critical procedures used to assess the quality of quartz ore. More importantly, the critical review of the thermal phase transition separation method for fine-grained mineral inclusions, micron-grade fluid inclusions, and lattice-bound trace elements is notably opened for the first time. It is proposed that the research field as a monopolized industry would benefit by expounding the critical problems that occur during the preparation of high-purity quartz.
