The Jinping-II hydroelectric project in China features four parallel headrace tunnels approximately 18-km- (11-mile-) long. Two will be excavated by tunnel boring machines (TBM) and two by drill-and-blast. A nearby fifth tunnel is being excavated by a 7.2-m (23.6-ft) TBM to draw down ground water in advance of excavating the headrace tunnels. Unique onsite assembly of a 12.43-m (40.7-ft) main beam TBM and backup system was completed on Sept. 18, 2008 in the remote mountains of the Sichuan province. The equipment was assembled onsite, without previously having been assembled and tested in a factory, using a method called onsite first time assembly (OFTA). This paper addresses the following topics: ? Project description including geology and terrain. ? The decision process leading to onsite, first time assembly, the assembly process and logistics, and lessons learned. ? Design features of the TBM and backup system. ? Operational history from startup to the writing of this article.

The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

INTRODUCTION Perhaps no other area reflects the art as well as the science of mining-engineering design quite as obviously as strata control. This is due to the fact that the design of mining structures is difficult because rock rarely behaves as a homogeneous medium. Further, the original state of stress and the mechanical proper- ties of the in situ rock are somewhat difficult to deter- mine. However, those aspects that are hard to treat mathematically can and have been successfully approached by model studies and in situ measurements. This chapter will review the fundamentals of strata- control design and will provide examples of applications to typical problems. STRESSES AROUND MINE OPENINGS A close examination of Fig. 1 reveals that, prior to mining, stresses exerted in the overburden can be in both the horizontal and vertical directions. In the example problems of Chapter 1, it was shown that the maximum compressive stress (uv) at any depth (D) below the surface can be approximated as follows: [ ] Further, the lateral stress (oh) is related to the maxi- mum compressive stress by utilizing Poisson's ratio (µ): [ ] As soon as a heading is driven, such as the one in the coal seam shown in Fig. 2, the stresses shift to the sides, or abutments, of the opening. Clearly, these compressive stresses around the opening exceed the pre-mining conditions. The problem of designing an underground opening, therefore, is to determine the maximum stresses and to note if they exceed the ultimate strength of the rock. Table 1 lists several rocks with their corresponding strengths. Figs. 3 to 5 depict the boundary stress concentrations around circular, ovaloidal, and rectangular openings. M is the ratio of the horizontal stress to the vertical stress, or as defined above, p/(l-p). This text will concentrate on the state of stress represented by M = 0.33, which corresponds to the condition of no lateral deformation in a rock having a Poisson's ratio of 0.25. For an ovaloid with an opening width-to-height ratio of 2.0 (Fig. 4), the boundary stress concentrations are at their maximum values at the comers of the opening, with values in excess of 3.0. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

Bochum’s Underground Lot 306 was characterised by a confined site and unique tunnelling methods. A highly mechanized construction concept was developed to achieve high progress rates. Bespoke backup systems for muck disposal and material supply were used. For the first time in suburban tunnelling, wet shotcrete, batched onsite, was applied. A three-storey underground car park had to be undermined with only1.5 m of overburden and had to be lifted several times by “compensation grout in.” An existing operational two-lane metro tunnel was enlarged without any major impact on train operation.

Equipment-washing facilities at Freeport-McMo-Ran?s Sierrita Mine in Arizona produce a mixture of oil and water that was difficult to dispose of easily or cheaply. However, after some changes in the facility, waste oil is now used as part of the mining process. Freeport-McMoRan Copper & Gold Inc., head-quartered in Phoenix, AZ, operates copper, gold and molybdenum mines. It is the world?s largest producer of molybdenum. Heavy equipment used at the mine is hosed off periodically in the wash bay. The dirty water and oil mixture drains into the sump next to the bay. Oil was manually collected for disposal. This was a tedious and dirty process Mine managers sought a more efficient method of removing the oil. Instead of spending the time and effort skimming the tank with vacuums or sorbents, they enlisted the help of Abanaki Corp., manufacturer of the Model 4 Oil Grabber. Engineers designed the sump to utilize prevailing winds to blow the oil to one corner. This was the ideal place for the Abanaki skimmer. The skimmer removes the oil and discharges it into a plastic storage container. ?This reduces the time needed to keep the area clean, and the staff can focus on cleaning the equipment rather than worrying about the oil,? according to Jay Salerno, construction manager at the Sierrita Mine. Salerno is considering adding an optional oil concentrator to the skimmer to make the process even more efficient. The concentrator would remove any water picked up by the belt and return it to the sump, leaving nearly pure oil for disposal. Because the mine is located in the Sonoran desert, most of the water evaporates in the hot, dry air and is not reused.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

The mining industry?s traditional preference for protective coatings in corrosive environments, due to cost considerations, has been to apply galvanized and epoxy coatings. As a result of extreme pH levels and the limitations of current products, a new coating has been developed to withstand severe conditions. Harsh chemicals and corrosive groundwater pose added challenges to mines in maintaining long term ground support which demands continuous rehabilitation. Introduction Longwall coal mining in the US has steadily increased since its introduction in 1960. There are now 108 systems operating. (Sprouls, 1986). Advantages of longwall mining include higher productivity, improved safety, and greater coal recovery. Respirable dust, however, is one of the more serious obstacles to realizing the full potential of longwall mining. Early in 1980, the US Bureau of Mines (USBM) initiated extensive in-house and contract research to identify and evaluate effective methods of controlling respirable dust exposure of longwall face personnel (Niewiadomski, Jankowski, and Kissell, 1981). It was found that several control procedures must be combined to assure compliance, using control techniques appropriate to the dust source. These techniques can typically be grouped into the following categories: reduction of dust generation; dilution of dust; capture or knockdown of dust; and dust avoidance. Control techniques can be divided into basic and effective dust control techniques; additional necessary controls; and optional supplementary controls. This information should allow longwall mine operators to select control methods applicable to their particular operations and to develop a dust control plan that meets Federal dust standards. Basic and effective dust control techniques There are three basic dust control techniques (Taylor and Jankowski, 1982) that should be implemented on all longwall mining operations. • A passive barrier or external water spray system design that confines shearer generated dust near the face and away from the operators. • Large quantities of water through the sprays, particularly the drum sprays, to aid in dust knockdown and prevent dust becoming airborne. • A cutting sequence that allows the shearer operators to work primarily on the intake-air side of the lead cutting drum. Shearer clearer There are some poorly designed shearer-mounted spray systems with nozzles directed upwind at the cutting and loading zone of the intake-side drum. These actually carry dust away from the face and upstream of the drum. Where, it mixes with the clean intake air (Fig. la,) and is carried out into the walkway over the shearer operators. Although primarily cut-and-cover excavations are required for replacement of the existing elevated I-93 interstate highway through the heart of Boston for the Central Artery/Tunnel (CA/T) project, some mined tunnel construction was also undertaken. The mined tunneling conducted was the 22-m-wide northbound roadway structure which passed below a 20-m-deep operating underground subway station that was built in 1913. The innovative underpinning scheme used to support the subway station during construction resulted in the successful mining beneath the subway station with negligible vertical settlement. Two grouting galleries were carefully mined below the subway structure, and pre-grouting of the granulary, pervious glacial soils and weathered bedrock was carried out from these galleries. The reinforced concrete walls of the underpinning structure were constructed within three stacked drifts that were sequentially mined below each grouting gallery. After 11 cross adits were mined between the grouting galleries, cast-in-place post-tensioned girders that spanned between the stacked-drift walls were constructed to support the subway station. The stacked-drift walls also provided lateral support for the 22-m wide by 29-m long by13-m high opening beneath the girders.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. With ever rising energy costs, it is increasingly important for mines to operate with energy efficiency. As a large portion of a mine?s energy consumption is often attributed to the operation of mine ventilation fans, maintaining an efficient ventilation system is a critical pro-active way for mining companies to reduce power costs. A common way to measure a mine?s ventilation system efficiency is to calculate the volumetric efficiency, which is simply a calculation of the percentage of total mine air that is usefully employed for production. The purpose of this study is to document a nationwide comparison of the volumetric efficiency of U.S. underground coal mining operations. The results will aim to show just how efficient today?s coal mine ventilation systems are and what factors may be causing their various efficiencies and inefficiencies.

The use of quality materials (aggregates and asphalt binder) in optimal proportions is the key to producing optimally performing hot mix asphalt (HMA). The Superpave mix design standard in the US introduced specific volumetric and binder property requirements in HMA design. Different methods for HMA constituent proportioning have been proposed in various guidelines. The design process to determine the HMA blend is currently iterative and engineers rely almost exclusively on experience. This approach is time consuming and often does not result in cost-optimal HMA mixtures. This paper introduces a mixed integer linear programming (MILP) optimization model for hot-mix asphalt constituent proportioning. The MILP model minimizes the total mix cost while satisfying all the volumetric, binder and mix property specification requirements. The model has been successfully validated with real-life example. The aggregates and binder ratios from the model were in close agreement with those from the contractor. The Bailey ratios and the gradation constraints were also satisfied. The cost of the optimal mix was $0.804/Mg less than that of the contractors?. This marginal reduction might make all the difference in an industry that is highly competitive. The MILP model also demonstrated that adding RAP to the contractor?s design would reduce the cost of the blend by $5.74/Mg. The virgin binder content was reduced by 1% because of the recycled asphalt contained in the RAP. This work represents the first successful attempt in incorporating both aggregate and asphalt performance requirements into the optimization formulation. Applying these models will ensure the minimum cost mix that meets all constraints and will increase profit margins for plant operators.

Mining at Hudson Bay Mining & Smelting's Snow Lake Division is now in the mature stage of the mines' lives. These base metal copper-zinc mines have been operating for more than 30 years. Stopes had small pillars called "crown pillars" left between them. These pillars range up to 100 m (330 ft) long by 40 m (130 ft) wide and 15 m (50 ft) thick. Hudson Bay have been successful in removing these pillars by using cable slings, electric scoops, longhole mining and diesel load-haul-dump equipment. The different shapes and sizes of these pillars has required that many innovative techniques be tried in order to find acceptable economic mining methods. An overview of the different methods will be outlined. Background Hudson Bay Mining & Smelting's Snow Lake Division is located in Manitoba some 800 km (500 miles) north of Winnipeg and 200 km (125 miles) by road from the Hudson Bay smelter complex located in Flin Flon, Manitoba (Fig. I). There are currently three producing underground mines and one open pit operating at the Snow Lake Division, producing copper and zinc concentrates. Pillar recovery is intensive and vital to continued production of these mature mines. The crown pillars are producing more than 50% of the current mine production. This figure will increase in the future. The two mines at which crown pillar recovery is taking place and that will be discussed are the 400 t/d (440 stpd) Rod Mine and the 1000 t/d (1100 stpd) Stall Lake Mine, both five-day-a-week producers. Crown pillar mining has been applied for some time at these mines. However, it was only recently that the crown pillars became vital to production. This has necessitated a number of innovative techniques to recover them.

This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.
