Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

The successful commissioning of the Cerro Verde project in Peru at the end of 2006 marked the culmination of the efforts of many in the industry over many years to have high pressure grinding roll technology recognized and accepted as a legitimate alternative to the conventional approach to large-scale hard rock comminution circuit design. Other hard-rock projects that have recently adopted HPGR include Freeport (Indonesia), Boddington (Australia) and Amplats Potgietersrus (South Africa). With the increasing acceptance of this technology, the need for technical presentations and articles exhorting the industry to adapt has diminished somewhat, and it is considered appropriate now to shift the emphasis to the provision of information for those considering embracing change. This article endeavours to answer frequently asked questions on the subject of high pressure grinding roll technology, with particular reference to its application in the hard rock minerals processing sector.

FINANCE The annual accounts, which follow this report, indicate that income again exceeded expenditure by a margin of R21 410 (last year R28 524). This year's income of R71 184 showed a further increase compared with last year's figure of R55 025. Costs, however, also in¬creased, and it is calculated that, excluding non-recurrent costs, the cost of running the Institute in¬creased by R6 654 from R25 501 to R33 155 for the current year. The main increases were involved in secretarial fees, stationery and print¬ing, and in publication of the Journal. All indications are that costs will continue to rise, and we have been advised that the A.S. & T.S. will be increasing their secretarial fees by 25 per cent in the year ahead to meet their rising costs. This year's surplus was derived entirely from the revenue from sales of publications (R13 644) and a surplus from the 1974 Winter School (RIO 654). There can be no certainty that revenue from these sources can be repeated each year. Our funds are in a satisfactory position because of these worth¬while activities, but the administrat¬ion of the Institute should not de¬pend on them. The aim of this paper was to establish if mineral resource scarcity is a driver for South Africa to transition to a circular economy. The project objectives were achieved by investigating economically viable, and critical or strategic minerals remaining in South Africa, as well as resource scarcity, as a driver for South Africa to transition to a circular economy. The study found that some minerals in South Africa, such as iron ore, lead, manganese, gold, and cobalt have less than 50 years of economically viable mining remaining. At least 18 minerals can be classified indicatively as critical or strategic: aggregates, bauxite, chromite, cobalt, copper, gold, graphite, iron, limestone, lithium, manganese, nickel, phosphorous, platinum group metals, rare earth elements, silver, titanium, and vanadium. The classification was based on the minerals’ economic importance, supply risk, and potential use in the development and manufacturing of emerging technologies. The findings suggest that the scarcity of mineral resources is a critical driver for the country to transition to a circular economy. Other identified drivers include socio-economic factors, climate change commitments, and business objectives. All minerals are non-renewable resources and at risk of depletion, therefore sustainable extraction and use are critical. Priority should be directed at investigating circular economy opportunities and substitutes for commodities at risk of being depleted within the next 50 years. There is an opportunity for South Africa to transition from a minerals export-based model to one that promotes local mineral beneficiation and manufacturing of end products.

Despite its growth over the years, necessitating ever¬larger office accommodation, the Gold Fields group changed its head office address in Johannesburg only twice in 94 years. The first move was at the turn of the century, from the then select suburb of Doornfontein to the corner of Fox and Simmonds Streets. The second move was in the thirties, from that address-now the Reserve Bank building-to the well-known address of 75 Fox Street. With the advent of the first mines of the West Wits Line by the end of the thirties, 75 Fox Street proved too small, and the eastern section of the Commissioner Street side of the present head office was added on. In the fifties, when space once more became a serious problem, the old Exploration building was purchased and demolished, and the present west wing on Commissioner Street was built on the site. In the early seventies, cramped conditions again made life difficult and, despite a reorganization of the interior layouts, the need for expansion remained critical. Eventually, the adjacent Hollard Place and parking area became available, and plans for an extended new building complex could he considered. The building project was

Suggested thermal stress limits for safe physiological strain in underground environments by J. M. STEW ART M.Sc. (Eng) (Witwatersrand) (Visitor) and C. H. WYNDHAM M.B., D.Sc. (Land) (Fellow) A comparison of safe temperature limits, based on Mitchell and Whillier's equations for specific cooling power (SCP), with similar limits determined experimentally shows the SCP-based limits to be unnecessarily conservative. It is argued that, while a small part of this conservatism may be attributed to an erroneous extrapolation of the heat transfer dependence on wind speed, the major part is probably due to the use of too Iowa limiting mean skin temperature in the calculation of SCP. A combination of Mitche/l's basic data with results available in the literature permits the derivation of modified heat transfer equations based on data that fully cover the range of wind speeds of interest. These equations, using a mean skin temperature of 36°C as the basis for the calculation of safe temperature limits, are then shown to agree favourably with those determined empirically. Furthermore, values of SCP based on these equations are shown to correlate reasonably well with wet kata readings, giving positive support to the wet kata thermometer as a heat stress meter.

Design criteria and recent developments in large-capacity Wemco flotation cells by P. KIND, Ph.D. (Clausthal), B.Sc. (Visitor) The scaling-up of the large flotation cells that have been developed during the past few years has been based on hydrodynamic considerations and has resulted in a 500 ft3 cell unit. Plant results on a porphyry copper ore show that the 500 ft3 unit is equivalent to the previously used 300 ft3 model.. . Plant tests on the use of 300 ft3 flotation cells for the recovery of phosphate, particularly from the coarse size fractions, are also described.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. Currently, in several caving operations, the spacing between the drawpoints is determined by consulting Laubscher's design guide (Laubscher 1994, 2000), a methodology based on the gravity flow characteristics of the caved rock. Laubscher's methodology is based upon the height of interaction between adjacent flow zones, but does not allow calculation of primary recovery for a given layout. In this paper the authors present a technical and economic methodology based on the flow that occurs near the drawpoint and the associated development costs to estimate the optimal spacing. The flow model at the drawpoint was validated at the El Teniente mine, which extracts coarse caved rock. To validate the flow model, small-scale simulations using drawpoint clusters were conducted and results compared to extracted grades, marker recovery, and drill holes to determine ore remnants that are part of the production control programme at the mine. The results indicate that primary recovery depends on the height of interaction, which varies with the friction angle of the caved rock and the spacing between adjacent drawpoints. Primary recovery estimations indicate values from 85 per cent to 97 per cent depending on the drawpoint spacing used. Extrapolations were then conducted to estimate the primary recovery for different drawpoint configurations planned to be used in the New Mine Level of the mine. The results indicate that the optimal drawpoint spacing is 32 m x 20 m with a through length of 18 m. The methodology developed may be used to estimate optimal drawpoint spacing for block caving mines under different metal prices and mine cost conditions.

"One of the main challenges in the numerical modelling of ground support in underground excavations is to reproduce the performance of the sequential installation of the reinforcement while capturing the rock mass behaviour of an advancing face in 3D. The 3D modelling approaches used to simulate the progressive advance of excavations are mostly continuum and often cannot reproduce the rock mass failure mechanisms. The 3D discrete element method (DEM) can better reproduce structurally controlled rock mass failure mechanisms and can explicitly represent the reinforcement elements. This paper builds on previous work that reproduced the structurally controlled squeezing conditions in an underground hard-rock mine using 3D DEM and the in situ behaviour of reinforcement under pull conditions. It addresses important issues on the way reinforcement is explicitly introduced in discrete element models. A pseudo-3D model is employed to overcome the computational restrictions and time limitations of a 3D modelling approach. The work focuses on the scaling of the material properties of the ground support elements when the thickness of the model is not equal to the out-of-plane spacing of reinforcement. It demonstrates the scaling methodology based on the type of the modelled reinforcement elements used and investigates the significance of this approach. The advantages and disadvantages of this approach with respect to 2D and 3D methods are discussed. The results are compared with field data and previous modelling work done at the mine. IntroductionNumerical models can provide significant insight into the anticipated behaviour of underground excavations. The modelling of ground support, however, is not a trivial exercise. An effective representation of ground support in underground excavations should capture the behaviour of both the rock mass and the support elements. When numerical models are used for design purposes, the complexity of the problem requires significant time and expertise (Sweby, Dight, and Potvin, 2016).At a laboratory scale, numerical models have successfully reproduced the results of laboratory tests on rockbolts by explicit modelling of the bolt, the borehole, and the grout. Chen and Li (2015) used a continuum FLAC3D (Itasca Consulting Group Inc., 2012) model to simulate the mechanical behaviour of D-bolts as observed experimentally. Grasselli (2005) used a 3D finite element code to model the behaviour of fully grouted rods and expandable bolts under shear."

"X-ray transmission (XRT) sorting has become the preferred recovery technology option in several parts of the diamond-winning flow sheet. In the De Beers Group, applications of XRT are found across kimberlite, alluvial, and marine operations. This is the result of intensive R&D conducted over the years to arrive at a suite of machine embodiments capable of sorting and auditing diamonds across all size ranges.The first applications in the marine environment used the technology in an auditing mode, and served as a useful early predictor of diamond content weeks ahead of sorthouse returns. The same machines are now available with ejection capability to produce high final product grades. The next application was tests on coarse alluvial gravels as an alternative to dense medium separation. The results were very encouraging, and tests are planned for both green- and brownfield kimberlite environments, as well as to explore an alternative to conventional techniques in final diamond recovery. At the Jwaneng mine Large Diamond Pilot Plant (LDPP), the objective is to recover diamonds in the size fraction –45 +25 mm.The technical challenge remains in the finer sizes, for high-capacitymachines as direct alternatives to conventional diamond recovery technologies. This is an area of ongoing R&D and it is only a matter of time before the breakthrough emerges. X-ray transmission fundementalsXRT makes use of X-ray imaging techniques to analyse objects and materials, and has a wide range of applications from baggage scanning for security purposes (Martz et al., 2016), to recycling of waste material (Owada, 2014). During the last decade XRT has been applied to an increasing extent in the minerals processing industry (von Ketelhodt and Bergmann, 2010; Sasman, Deetlefs, and van der Westhuyzen, 2018). Dual-energy XRT (DE-XRT), in which images of the target material are obtained at both high and low Xray energies, allows for elemental analysis and therefore can be used to discriminate between various minerals.A DE-XRT system makes use of a dualenergy X-ray line scan sensor to generate images of transmitted X-rays (Figure 1). Dualenergy refers to the camera, which contains two sensors, one responding to low-energy Xrays and one to high-energy X-rays. Feed material can be imaged either while on the belt, or while in flight."

For the past 12 years, the Universities of Stellenbosch and Cape Town have hosted an annual symposium to discuss research topics in Minerals Processing. Since 1987, this meeting has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has enjoyed much national and international support. In 1993, in place of the usual Symposium, the Branch and Universities collaborated with CSM Associates Ltd and Minerals Engineering Journal is organizing the international Minerals Engineering '93 Conference in Cape Town.

"The crude ores from the LKAB mines are sorted and refined into a number of products. As there are a number of different plants the flow of material is often complex.in connection with studies of a proposed extensive investment program it was necessary to get a good measure of the changes which would be caused in the total profit by the different possible investments. A linear programming model was set up to accomplish this, and to cover the consequential effects on the production system. The objective function of the model maximized the total profit, taking into account restrictions in materials balances, blending conditions, production capacities and market. The changes in total profit resulting from the different investment alternatives, together with investment and fixed costs, were used in a series of investment analyses. The application has proved to be very successful and the results come very near to what was expected."

Due to grade estimation uncertainty, two statistical errors can occur. The Type I error is where material is classified as ore and mined, despite the true value being below the break-even grade. This material is dilution. The Type II error is where the material is estimated to be below the cut-off grade and is classified as waste, although the true grade is actually above the break-even grade. This material is not mined and is lost. The uncertainty was assumed to follow a normal distribution in a previous study. For this study, estimated block values are compared to those determined after mining (the best estimate of the true grade). This actual data from four mines shows that the uncertainty follows a Laplace. There is no single solution regarding adjusting the cut-off grade away from the break-even grade, considering estimation uncertainty, that could be applied to all gold mines. However, adjusting the cut-off grade downwards (up to 22% for one mine) is noted when optimizing the profit considering grade uncertainties. This type of adjustment could open up significant mining areas and extend the life of the mine.

Recent advances in mechanistic ball mill modelling are expected to allow for more accurate predictions that overcome the well-known limitations of phenomenological approaches, including their inability to predict the effect of liner geometry and their wear, in grinding. Although able to describe continuous operation, the UFRJ model of ball mills has only been validated in the past in mills that operate in batch mode, either in laboratory or pilot scale. The present work demonstrates the application of the mechanistic UFRJ ball mill model to predict fine grinding of iron ore in a pelletising plant in Brazil, the first application of such a mechanistic modelling in continuous mode. It shows that the model provides accurate descriptions of flows after iterations in a closed-circuit with hydrocyclones. Keywords: Ball mill, iron ore, grinding, modelling, particle breakage

"Peirce-Smith converters (PSCs) are extensively used in the copper, nickel, and platinum group metals industries to remove iron and sulphur from the molten matte phase. This technology has not changed significantly since its inception in the early 20th century. The typical converting operation involves lateral purging of air/oxygen-enriched air into molten matte through a bank of tuyeres. This blowing operation occurs at low air pressure from the blowers, and the induced bubbling regime is considered inefficient from both a process and an energy utilization perspective. Inherent drawbacks include recurrent tuyere blockage, inevitable tuyere punching operation to clear airways, and low oxygen efficiency as a result of substantial air losses due to leakages.Investigations in the 1980s demonstrated1 that jetting into Cu and Ni converters could reduce or eliminate some of the process difficulties. In spite of these findings, very little progress has been made in the application of these concepts for converting of non-ferrous melts on a commercial scale.As part of its operational improvement and energy reduction initiative, Western Platinum embarked on a full-scale industrial evaluation of generating a jetting regime by using sonic injection. Prior to full-scale industrial evaluation, a numerical assessment was conducted to ascertain the feasibility of implementing sonic injection on Lonmin converters. The work included flow characterization at high injection pressures achieving sonic velocity at the tuyere exit. The 2D and 3D simulations of the three-phase system were carried out using the volume of fluid (VOF) and realizable k- e turbulence models to account for the multiphase and turbulence nature of the flow, respectively. These models were applied using the commercial CFD numerical code FLUENT.This paper discusses the key findings regard ing understanding of gas plume extension, velocity distribution, shear wall stress analysis, and phase distribution characteristics in the system. Plant trials are also discussed with reference to the commercial aspects of a fullscale implementation of sonic injection in the smelter."

"The ventilation of underground coal mines plays an important role in minimizing the risk of methane and coal dust explosions. The ability of ventilation, with the use of line brattices (LBs), to remove methane and coal dust in empty headings is dependent on the amount of air leaving the LB and entering the heading. The quantity of this air depends on the associated system variables, namely heading dimensions, settings of the LB, and velocity of air in the last through road (LTR). However, the exact effect of these system variables on the flow rate at the exit of the LB in an empty heading is not known. The installation of LBs in South African coal mines is generally carried out based on experience. This can result in overor under-ventilation and may increase the cost of providing ventilation or cause accidents, respectively. In this paper, using computational fluid dynamics (CFD), the air flow rate at the exit of the LB in an empty heading was estimated using full-scale three-dimensional models. The CFD model used was validated using experimental results Firstly, the settings of these three system variables were varied, the flow rates at the exit of the LB were measured, and finally the results were used to calculate the effect of each system variable. The outcome is a mathematical formula that can be used to estimate air flow rate at the exit of the LB in empty headings for any practical scenario.This paper will help the coal mining sector in South Africa by providing estimation models based on scientific reasoning for the installation of LBs, and will also serve academia as part of the curriculum towards educating future mining engineers."

"The working environment for ground support installation in mines has improved during the last 20–30 years, with more mechanized equipment for installation of ground support elements such as bolts, cable bolts, and screens. Ground support installation productivity has, however, not followed the same development curve, remaining more or less constant. In some cases, for example the mechanized installation of bolts, productivity has even dropped. One reason for this is that modern mechanized bolt rigs are complex. In this paper we evaluate manual and mechanized ground support systems, propose a way to measure the productivity of bolt rigs, and make relevant comparisons between different mines and equipment. Some productivity measures for rock reinforcement are suggested, using productivity results from eight case study mines.IntroductionTo improve safety for operators and equipment underground, ground support systems (bolts, screens, etc.) are installed in mines to stabilize the rock mass (Hoek, Kaiser, and Bawden, 1995). Important questions to ask when selecting a ground support system include where ground stability problems are located, why they have occurred, how problems should be addressed, and when and how the ground support system should be installed (Hadjigeorgiou and Potvin, 2011). The performance of bolting and screening operations in underground mines is important for both safety and productivity reasons. With greater mine depths and an increasing focus on safety, ground support has become a significant bottleneck in the production process of many mines.Many factors play a role in establishing safe and stable underground structures.
