The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

MR. GIBSON (continuing): In connection with the coal from this mine, I will say that it is not a very dirty coal. The vein where most of the coal comes from is about eight feet thick, and two feet from the bottom there is a small boney band about two inches thick. The breaking shot has to be placed over the, band, therefore breaking the boney into fine particles which goes off with the slack. This coal is a very good domestic coal and the slack is in great demand for various power, plants, such as sugar plants, smelters and other industries, but where this, boney is broken up and goes into the slack, it is very injurious in effect and retards the sale of the slack. Therefore the Spring Canyon Coal Company went to the expense of' building this plant, costing over $250,000, just in order to get that, two inches of boney coal out of the rest of the vein. The market in, Utah is very critical, and in order to sell coal, the product must be thoroughly clean in every way and, as Mr. Murphy says, I believe they have succeeded in making a very good commercial product. In any event the Spring Canyon Coal Company put out more coal than any other one mine during the last year, 1924, they had the largest production. I thank, you. (Applause). The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. But I think it would be appropriate if we did sing happy birthday this morning and I think it would also wake us up. How's that? All right, will you join me please? It was indeed with tremulous hands that I undertook to lead the Institute this year, and I found a tremendous amount of strength and guidance in my friend Ed whom we've known since college days and worked together. On behalf of that lifetime of memories and good thoughts, Ed, I would like to present to you a little token of appreciation. 1 would like to join Ed in welcoming you all to Vail. Ed arranged the weather, 1 arranged the program along with Charlie Margolf. This is the 70th regular meeting of the Rocky Mountain Coal Mining Institute; and in accepting the leadership a year ago, 1 obligated one very special person to fill the role of chairlady and hostess for this meeting. I would like to have you all, if you haven't already, meet my wife, Linda. I would like to thank her publicly for her guidance and help she continues to provide me. In this very interesting paper, Mr. Harrington mentions a considerable variety of materials suitable for use in the rock dusting of coal mines; this suggests that you may possibly be interested in same purely theoretical figures tending to show the superiority of gypsum for this purpose. Some of the gentlemen present have found difficulty in applying a thick, adherent coating of dry gypsum to the ribs and roofs of their workings, for which reason pulverized gypsum will perhaps be chiefly useful for the loading of barrier troughs. In view of the function that rock dust is expected to perform in case of a coal-dust explosion, it seems obvious that the most efficacious dust will be the one that can absorb the most heat and absorb it most rapidly. The customary rock dusting materials differ considerably in this respect, depending principally upon the facility with which they can be decomposed at the temperatures encountered in a coal-dust explosion. Such stable materials as silica, anhydrite and flue-dust vary but slightly in their heat-absorbing capacities, the specific heats of minerals in general ranging between 0.19 and 0.22; on the other hand, gypsum and limestone, as well as certain argillaceous materials such as shale, adobe, etc., are capable of absorbing additional heat through their chemical dissociation, although, as will appear later, it is questionable whether the amount of heat thus absorbed, in the case of limestone, shale, and adobe, is large enough to have any practical value. As to the temperature developed by a coal-dust explosion, the Bureau of Mines reports one test in which gold foil was melted, and others in which silver foil was melted, but not gold; hence 1832° F. (1000° C.) seems a reasonable figure to assume for purposes of calculation. Normal temperature is taken as 68° F. (20°C.). The other fundamental data required for the computations as cited by various authorities, are as follows: [Specific heats Gypsum : 0.259 Calcium sulphate, anhydrous. . .190 Limestone 0.216 Lime 0.239 Clay, shale, silica, etc. usually not exceeding 0.220 Carbon dioxide .:0.217 Steam (at atmospheric pressure)0.500 Heats of formation CaSO4+2H2O-4.606 Kg-cal. per gram molecule, or 48.2 B:t:u.' per pound of gypsum.- CaO +C0,42.5 Kg.-cal. per gram molecule, or 765 B.t.u. per pound of limestone. Latent heat of vaporization of water. from and at 100°C.. 535.9 Kg.-cal. per kilogram (964.6 B.t.u. per pound).] Computations will be based on the Fahrenheit scale and British thermal units, as probably more familiar in the coal industry. First as to the inert materials: their heat-absorbing capacity per pound is simply the product of their specific heat, say 0.22, multiplied by the assumed rise in temperature, 1764° F., or 388 B.t.u. per pound. Gypsum, CaS0, 2H.0, though apparently perfectly dry, contains 21% of combined water. When gradually heated it will have liberated three-quarters of its water freely by the time it reaches 250° F.; the remaining one-quarter is retained to a somewhat higher temperature, but the last of it will have been expelled at 482° F. When I was asked to read a paper to you, I wondered what idea I could bring before you which would be interesting and which would be helpful in your work in operating coal mines. The Institute has been studying ways and means of increasing the safety and efficiency of mine operations. Almost every subject along this line has been discussed from time to time. In thinking the matter over it occurred to me that there was one thing used by practically all coal mining companies in considerably large quantities and which in many cases does not receive the attention it should. It is the cutter bit placed in the cutter chains on coal mining machines. Coal mining machines have been repeatedly improved during the last twenty-five years until their efficiency and convenience have reached a high level. The generating units making electrical power to operate them also have been developed to a similar degree. This machinery has been in- stalled at a great expense to coal mining companies and the installation made for the sole purpose of pulling coal cutter bits through coal. Why not then give these cutter bits some attention so as to see that they do their work as efficiently as their driving and propelling units? The consideration of this question easily divides itself into three principal parts-First, the kina of steel out of which to make the bit; Second, the proper form or shape to give it; and Third, the tempering of the bit. Let us discuss them in that order. There have been tried at different times' various grades of steel for cutter bit uses. The cheaper steels, having a very low carbon content (.10 to .30 per cent carbon) have proved un- satisfactory because such steel cannot be tempered so as to produce a satisfactory cutting tool. Because of the low carbon content, it cannot be hardened to retain its cutting edge. It dulls quickly, bends easily on striking any hard obstruction in the coal, and so requires constant resetting to its original form. The high priced alloy steels when properly shaped and tempered will give a bit that would make a clean, even cut in the coal if no impurities were encountered. Such a condition is rarely found. Alloy steel is quite brittle and on striking impurities, such as sulphur balls or a sand spar, is readily broken and so the loss of material through these broken bits and the high price paid for it more than offset all the other advantages which this steel has shown in cutting. Experience has shown that steel having approximately .70 per cent carbon and from .25 to .35 per cent manganese will give the most economical results. Some mines have obtained better results by using a steel of slightly higher carbon content and in some cases a grade of tool steel has been used. The disadvantage of using a steel having too much carbon is that it can easily be spoiled in the black- smith shop by overheating. Steels having a carbon content of about .70 per cent have a sufficiently wide range of temperatures at which they can be forged and hardened so that with ordinary care and attention they are not likely to be burned. Steel of this quality, therefore, has been found to be the most practicable because of its reasonable cost, ease in working and tempering and general durability. Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. Session 1 - 1 :45 p.m. June 27,1983 Session Chairman: Robert Diederich, RMCMl New Mexico Vice President MR. DIEDERICH: My name is Bob Diederich. I'm the Vice President of the Rocky Mountain Coal Mining Insitute from the state of New Mexico. I'm manager for the Navajo Mine down in Farmington, New Mexico and also project manager for a new mine that we're starling out called the LaPlata Mine in the same area. I'd like to introduce our first speaker, Tom Lien, who is the Director of Engineering, Western Division of AMAX Coal Company. He is responsible for mine engineering, environmental engineering, permitting, reclamation, planning, design and construction plant engineering, geology exploration, quality control and real estate for the western division. He joined AMAX Coal in 1980 as manager of preparation and quality control and was promoted to the present position in August of 1980. He has a BS in geological engineering from the University of Mines. He previously worked for Kennecott Copper Corporation in Hayden, Arizona from 1965 to 1970. He worked as a mine geologist, mill metallurgist, mine production and quality control engineer. Then he also worked for Kaiser Steel Corporation, Eagle Mountain Iron Ore Mine in California, 1970 to 1977. Worked as a process engineer and plant superintendent at that place. Then he was employed by Mountain States Research and Development, Tucson, Arizona, 1977 to 1980. Worked as a senior process engineer and operation superintendent. So without further ado, I'd like to introduce Tom Lien who will talk to us about in-pit coal crushing. MR. LIEN: Thank you. The official title of my paper is actually: "The Potential for In-pit Crushing and Conveying in the Powder River Basin." The Powder River Basin is one of the world's greatest coal fields and will be an important source of energy for centuries to come. About one-eighth of the total coal producing in the United States comes from the Powder River Basin, and 80% of that production came out of Campbell County, Wyoming last year. The growth potential for this region is projected to be enormous. New technology as well as existing technology will make this region competitive in the decades ahead. Understanding the current status of the Powder River Basin, both the mines and the possible methods for changing the means of material movements within the mines is the subject of this paper. Each mine is unique and must be addressed specifically with respect to the application of new and innovative technology. There have been many articles written in the recent mining journals on in-pit crushing and conveying applications, including costs which are very interesting, enlightening and I recommend it to any company considering such installations. To give a general setting, coal production in the United States for 1982 was about 800,000.000 tons. This production came principally from six regions, the Applachian fields of the eastern states where bituminous and anthracite coals have been mined for almost three centuries, the Midwest located in the upper Mississippi Valley are often typified by huge dragline operations of which AMAX Coal has three right now, the Gulf Coast lignites. feeding mine-mouth power plants, the vast bituminous and sub-bituminous departments of the four-comer states of Arizona, New Mexico, Colorado, and Utah and finally the Northern Great Plains lignite fields currently being developed and the sub-bituminous fields of Wyoming and Montana including the Powder River Basin. The Powder River Basin is located in northeastern Wyoming and southeastern Montana. It is the darker brown right in the center of the photograph. It covers about 18,000 square miles. It's about 200 miles north to south and 90 miles east to west. The shallowest coal beds are on the east, north and northwest edges of the basin with deeper coal beds toward the center in the same kind of relationship. There are about one trillion tons of coal in the Powder River Basin, that's the one with 12 zeros after it. A little bit there. It's distributed in many, many seams at varying depths to the current topography. In 1982 about 100,000,000 tons of coal were mined from this basin and 81,000,000 tons came out of Campbell County, Wyoming. The mines that are shown in this picture are basically the mines around the basin edge. The principal area that I'll be talking about is the eastern edge down where it shows Gillette and Campbell County. Geologically the Powder River Basin is the Fort Union formation. The most productive seam is called the Wyodak or Smith-Roland or the Anderson-Canyon, depending upon where you're located. There is about 75 billion tons of coal in the Wyodak of which about 23 billion are considered surface minable today. the coal is Paleocene in age, about 40,000,000 years old. It was once an old Delta region very much like the Mississippi River delta is today. During the 100,000 years that this deposit was formed peat accumulated to a thickness of about 365 feet. It was later buried and turned into sub-bituminous coal. All of the coal mined in the basin is for the electric utility industry. This coal has a typical BTU content of about 8,300 plus or minus about 4,500 BTUs. Sulfur coal is generally less than'/ %, thereby making this coal compliance coal in terms of sulfur dioxide emissions, 1.2 pounds of sulfur dioxide per million

GENTLEMEN OF THE COAL MINTING INSTITUTE: I was requested to write an article on mining a short time ago; however, the time has been so short that I have not had time to prepare an article as I would like to have presented it to this body. In writing this article it has not been my intention in making comparison of various mines, to favor one or discredit the other. I hope it will be considered in that light. The coal mining industry as I have seen it in the past, at present and in the future. In years gone by large tracts of coal land could be obtained at a very small cost, and as yet coal land may be purchased at a reasonable price in this country, but I believe the time is near at hand when the methods of mining will have to be changed greatly in this country. Many changes have taken place-in the last few years, some of them have been forced by law, others by the coal operators themselves, after being convinced that the changes made were for their own benefit. During my 20 years in the mines I have seen thousands and thousands of tons of coal lost that could have been saved if proper methods of mining had been used. The Room and Pillar system of mining coal is none. too good at its best ; a certain per cent of the coal is always lost, yet it is about the only system that can be used under certain conditions, but where the Longwall system can be used I believe it is the best system yet introduced. If the Longwall system is used' there is no coal lost. You get it all as you advance with the workings. Some coal operators object to the Longwall system for several reasons, and most of the reasons they advance are not founded on facts. For instance some of them claim it is too expensive. I will admit that the cost per ton is a little higher in Longwall than it is in Room and Pillar as a rule for the amount of coal' mined, but after the Room and Pillar mine is finished as a rule there are thousands of tons of good coal lost, for the simple reason that it cannot be mined at a profit. In many cases if the same mine had been operated on the Longwall system every ton of saleable coal could have been mined at a fair profit, and in the long run would have netted the owner much more money than it did under the Room and Pillar system. The Longwall system has been in operation many years in Europe and especially Great Britain, and is the most approved of systems in many countries at the present time. Millions of tons of coal have been saved by its use in those countries. It is claimed that the Armour Packing Company loses nothing but the squeal of the hog when it is killed, and doesn't allow it to squeal much. Why lose coal if the Longwall system of mining will save it? The Longwall mine is far more easy to ventilate than the Room and Pillar mine; the air has a much less distance to travel for the same amount of working face in Longwall than it has in the Room and Pillar.

PRESIDENT MOSES: I think this will conclude our program for this afternoon, unless you have some- thing else. Mr. Holman, will you tell us what you are doing in the way of your local chapter, around Dawson? W. C. HOLMAN: (Chief Engineer, Phelps-Dodge Corporation, Dawson, New Mexico.) We have organized a local chapter of the Rocky Mountain Coal Mining Institute, and we invite all foremen, fire bosses, shot firers or anybody interested, either on the surface or in the mine. I think at the last meeting we had sixty to seventy men present. We hold meetings once a month; usually on a certain set Tuesday or second Friday of the month, or so on. We have a President, a Vice-President and a Secretary-Treasurer. There are no dues connected with it. We aim to take up the' papers that are presented at the various meetings of the Rocky Mountain Coal Mining Institute, and also any other subject that would be of interest, connected with our own mining operation. We usually ask two or three men to pre- sent papers, rather than one man. We find it difficult in getting one man to work up any subject, but two or three men work up very interesting papers. While we have just recently organized, we aim to have luncheons in connection with it, and possibly once a year a banquet or .some similar activity that we think would interest the men. We feel it is going to be a great help in carrying on the work of the present organization in presenting the activities around the mines. PRESIDENT MOSES: I thank you, Mr. Holman. Has any one any- thing to bring up at this time? MR. LITTLEJOHN: I would like to ask Mr. Holman if the Institute or the Chapter there is confined to Dawson alone, or open to other camps in New Mexico? MR. HOLMAN: At the present, Mr. Littlejohn, it is just confined to our own camp, although we intend to invite the members and the officials of the other camps later on, perhaps. Especially, if we gave a banquet, no doubt we would invite the others. MR. LITTLEJOHN: Is there any other Chapter in New Mexico besides yours in Dawson, Mr. Holman? MR. HOLMAN: None that I know of, right now.

Coal is the basic necessity of our present-day civilization, and those engaged in the industry, whether miner, day-man, pit boss, tipple boss, superintendent, salesman or operator, have a direct responsibility to the public at large. Our country is blessed with a great supply of Bituminous coal, upon which it must largely depend for its industrial prosperity. Anthracite coal, in its relation to our economic situation, is a small factor, as its ratio of production to Bituminous coal is only about one-sixth. However, within the last ten years, electricity and oil have largely displaced the use of coal in industry, so that the use of Bituminous coal is decreasing, relatively, and the potential production of Bituminous coal has largely increased since the war. High wage scales and high freight rates make the delivered price of coal to the consumer so out of proportion to the cost of electricity and oil -and strikes make the supply of coal so uncertain-that industry is rapidly turning to electricity and oil. The energy in a ton of coal can be transported, by electric current, a distance of 250 miles for 78% of what it costs to ship the coal in bulk, by rail, in the East-and, for about 60% of what it costs in our section of the country. The use of fuel oil, distillate and gasoline, in industry, has increased by leaps and bounds. Especially was this noticeable during the strike this year, as the large packing plants in Kansas City, Omaha and Sioux City (that formerly used nothing but coal) are now practically all using oil. This also supplies to other industrial plants throughout our territory in Texas, Oklahoma, Kansas and Nebraska. Many railroads are using oil, as are also the smelters, cement plants, etc., etc. Ten years ago, 100% of the threshing in the state of Kansas was done with coal-today not over 25% of it is done through that means-and so it goes all along the line. The use of our coal is being yearly more restricted in industry. In the case of domestic consumption, the circle is also ever decreasing.' In small towns and on farms, kerosene, gasoline and wood are largely utilized for cooking. For the past four years, along any country road, it is a common occurrence to hear a buzz-saw cutting old fence posts or timbers taken from creek bottoms. Many thousands of tons of coal are displaced each year through the use of corn and cobs. In larger towns, gas plants have been installed, and many housewives use gas-in communities contiguous to natural gas, that is used for industrial and domestic purposes. The time has gone when industrial and domestic consumers or dealers are satisfied to buy anything that is black-competition among the coal-producing states is keen, and will become more so. Eastern and southern fields are turning out splendidly prepared coals of high quality, and with their lower freight rates to competitive territory, will entirely nullify the use. of our Western coal unless-

Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. HOLMAN, Chief Engineer. Phelps Dodge Corp: The Phelps Dodge Corporation have two Jeffrey belt conveyors in tandem which obviates brushing where the coal is low. MR. E. O. WIEDERANDERS, Jeffrey Mfg. Co.: Says he has seen belt conveyors in use in England and is much taken with the idea. MR. WM. MOORHEAD, Phelps Dodge Corp.: Our conveyors are in twenty-foot sections, each with a motor. Three of them tandem make a sixty-foot face. GENERAL: There was discussion regarding the size of the coal produced by conveyors. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. The Secretary said that the use of conveyors at the Kemmerer Coal Company's mine had almost doubled the percentage of lump coal. Mr. McAuliffe questioned

PRESIDENT PRYDE: Any discussion on Mr. Poster's paper? MR. J. BEVAN: I would like to ask the gentleman how fine the dust has to be to cause an explosion? MR. T. FOSTER: According to the Bureau of Mines, it is claimed coal passing through a 100 mesh screen would be considered fine enough. That is all I can learn from the different bulletins. MR. BEVAN: Will the coal dust be that fine; going back in the empty cars on the tipple in the mine? MR. FOSTER: Possibly a great deal of it would be. MR. BEVAN: Will the coal dust be that fine, going back, in the empty the coal dust going back in the cars on the tipple, and into the mine? MR. FOSTER: In some places, they are wetting the cars at the tipple, -in the Rock Springs District, we have as the trip goes out, they have a big pipe, and they souse the car, and wet the load, and in some places, near the timbers; that helps to a certain extent. That does not absolutely eliminate it all, but it helps considerable. MR. WM. LITTLEJOHN (Utah Fuel Company) : I think we have all listened very attentively to the paper that Mr. Foster has just read. He has brought up a subject rather close to my heart, for a long time. He mentions particularly, the Scofield disaster, which happened the first of May, 1900; two hundred men lost their lives in the explosion; and I think it is generally conceded that is about the first time it had ever been brought to the attention of coal miners or operators that such a thing was possible, namely, a purely coal dust explosion. The term "Scofield disaster" is rather a mistake, in a way; while the mine that exploded at the time is in the Scofield District all right, it is now known, and probably was known at that time, as the Winter Quarters Mine, one of the mines which belongs to the Utah Fuel Company at the present time, and did at that time. Seconded and carried. R. R. Williams of the Resolutions Committee presented the following resolutions to the, group for their approval: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute, in convention assembled, hereby ratify and confirm all official actions of the Officers, the Executive Committee and other committees of the Institute between and including July 3, 1963 and July 1, 1964.
