A study was conducted by the Bureau of Mines to provide quarry operators with information regarding (1) the effects of jointing and bedding on rock fragmentation when bench blasting in two small-scale (2.5-ft) limestone benches, and (2) the successful use of inexpensive equipment and field techniques to determine the orientation and spacing of joints and bedding separations within the quarry. Using inexpensive equipment, such as a pocket transit and steel and paper tapes, joint and bedding separations were mapped and their frequencies measured. Results from two small-scale bench blasts in the Stewartville member of the Galena limestone formation showed that when the row of vertical blast-holes was oblique to the vertical joint orientations, the backface expression was outlined by two relatively large triangular protrusions (joint surfaces). In this blast, part of the rock burden was unbroken. When the line of vertical blastholes paralleled a predominant joint set, all of the rock burden was broken and displaced. The thickness of fragments that had been displaced by a blast correlated with the observed bedding thickness in the bench.

The Bureau of Mines dried and carbonized two wood wastes, one softwood (redwood) and one hardwood (oak), using continuous, vertical entrainment techniques previously developed for use with coal. It was demonstrated that these techniques are readily applicable to wood waste and that appreciable changes in the yields of carbonization products can be obtained by varying operating conditions. A limited amount of experimental work was done on briquetting the char-coals. Firm briquets were formed with oak charcoal, although greater quantities of starch binder than used commercially for kiln-produced charcoal were required. Redwood charcoal did not briquet successfully under the test conditions employed.

The Bureau of Mines has evaluated four working-level radiation-measurement methods and optimized them from the inherent and statistical error standpoint. Optimization with respect to various sampling and measurement times yielded no marked improvement over the existing methods. However, when appropriate approximations are made and evaluated, these two-measurement methods can be reduced to simple formulas, eliminating a need to use nomograms. These modified methods also have improved inherent error characteristics. A new method--a combination of two existing methods--with improved inherent and statistical errors has been suggested. All the pertinent equations are given, together with the computer program, so that any two-measurement method can be readily evaluated.

"A study is presently underway by the authors to investigate the character of the bit-coal interaction during coal cutting and its influence on the size and shape distributions of the generated dust. An important aspect of this on-going project is the development of acoustic emission (AE) criteria which would make it possible to carry out remote monitoring of coal cutting operations. The on-going AE studies are fundamental in form and were undertaken to evaluate the general feasibility of AE monitoring techniques using simplified coal breakage and cutting procedures. The present paper will focus on the test facilities, experimental techniques, and results associated with linear, single-bit cutting. An AE-transducer, attached directly to the bit, detected AE signals during the cutting process.Experiments have been carried out on seven specimens of coal obtained from the USBM experimental mine at Bruceton, Pennsylvania. Three separate cuts were made for each of two bit angles (10 and 45 degrees) and two bit velocities (0.085 and 0.169 cm/sec), for a total of 12 separate cuts. Data associated with resulting particle size distribution and AE characteristics (major dominant frequency components) will be discussed. Data analysis has also been underway using a computer-based pattern recognition system known as ICEPAK (Intelligent Classifier Engineering Package). This program is able to evaluate over 100 features of an AE event and to make objective comparisons between AE signals associated with different loading or cutting parameters. The results to date show that AE generated during some of the test conditions can be recognized by ICEPAK with a recognition rate of 90% and higher while other conditions cannot at present be separated with a suitable recognition rate. Further analysis of the experimental data is presently underway.The reduction of the severity, and eventual elimination, of Coal Workers' Pneumoconiosis (CWP) depends on gaining fundamental understanding in a number of major areas. These include dust generation and entrainment, transportation, suppression, medical effects of dust, and possible treatment. At present a project is underway by the authors to investigate the character of the bit-coal interaction during coal cutting and its influence on the size and shape distributions of the generated dust. An important aspect of this on-going project is the development of acoustic emission (AE) criteria which would make it possible to carry out remote monitoring of coal cutting operations. Suitable on-line analysis of monitored AE data would allow engineers to evaluate factors such as shearer bit conditions and cutting efficiency, and to quantify the particle size and shape distribution of the generateddust. The on-going AE studies are fundamental in form and were undertaken to evaluate the general feasibility of AE monitoring techniques using simplified coal cutting procedures. To date experiments have been carried out on coal under uniaxial compression, linear single-bit cutting, and cutting using a laboratory-scale, single-bit shearer. A brief outline of the overall study has been presented in an earlier paper (Hardy, Shen and Kimble, 1995). This paper will consider the linear single-bit cutting studies in more detail.It is generally accepted today that most solids emit low-level seismic signals when they are stressed or deformed. In this paper this phenomenon will be referred to as acoustic emission (Hardy 1972, 1981, 1989). In essence, the measurement of AE activity in a field or laboratory structure is relatively simple. A suitable transducer is attached to the structure, the output of the transducer is connected to an associated monitoring system, and the AE signals occurring in the structure, due to internal or external stress, deformation, and failure are suitably acquired, pre¬processed and recorded."

An accurate assessment of the vertical stress on a coal seam at depth is important for mine design. Vertical stress calculation techniques presently available either are not sufficiently accurate or cannot handle complex surface topography. Therefore, the U.S. Bureau of Mines developed a computerized method to calculate vertical stress exerted on surfaces at depth that includes the effect of topography. Two input data sets are required: a digital elevation model containing topographic elevations and a coal seam file defining coal seam elevations at depth. Boussinesq's equation then quantifies the vertical stress resulting from topography. The computerized method was tested on a coal seam overlain by a complex topography where a vertical stress map encompassing several square miles was produced. Results show that depth mitigates the affects of surface topography, while the coal seam topography has a direct effect on the vertical stress. In comparison to the computerized method, the direct stress method overestimates stress under hills and underestimates stress under valleys. The largest difference between the two methods occurs under the steepest topographic relief. A limitation of the computerized method is that stresses cannot be accurately determined near an outcrop.

To assess the supply status of ultra-high-purity silicon for national defense needs, the U.S. Bureau of Mines conducted a general study of the availability of materials and processing technology for silicon used in the manufacture of infrared (IR) detectors from raw materials to the highly advanced device state. The United States possesses all of the raw materials and processing technology for IR detector-grade silicon production, but does not produce at all of the processing stages on a regular basis. Consequently, the United States continues to rely on foreign sources for some of these critical materials.

Laboratory tests were conducted by the Bureau of Mines to determine the effect of depth of cut and bit type on respirable coal dust generation. Apparatuses were constructed to contain the coal samples, measure the linear cutting forces, and analyze the dust generated. Single-bit tests were conducted in Illinois No. 5 and Pittsburgh seam coals with five bit types at four depths of cut. The results showed that bit type did not significantly influence dust production. On the other hand, deep-cutting bits were more efficient and generated substantially less respirable dust per pound of coal broke than shallow-cutting bits.

The association of automotive fuel composition with exhaust reactivity was studied in an experimental program that involved testing with different automotive engines and with gasolines of varied composition. Results showed clearly the exhaust reactivity to increase with increasing levels of polyalkylbenzenes in the fuel. No other systematic patterns of high significance were detected in the association of exhaust reactivity with several broadly defined groups of fuel components. For the purposes of this study, had it been possible, fuel composition should have been defined and expressed in terms of component groups such that the potential for exhaust reactivity would be the same within each group and different from group to group. Classification of fuel components in terms of the paraffins-olefins-aromatics groups does not meet the latter requirements. For appropriate classification of fuel components more information is needed on the combustion .of hydrocarbons in the multicylinder internal combustion engine. Statistical analysis of the mass emissions data showed significant car and fuel effects on hydrocarbon, carbon monoxide, nitric oxide, total aldehydes, and formaldehyde emission levels and on total photochemical reactivity. Car-fuel interactions were not significant at the 90-pct level. Correlations were found between mass emission parameters and fuel composition.

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. THE MILDEST recession of the postwar period ended in the first months of 1961, and the economy climbed steadily during the remainder of the year. The Federal Reserve Board (FRB) Index of Industrial Production climbed from a low point of 102 (1957=100) in February to 115 in December, a rise of 12.5 percent. But economic activity for the year as a whole was only 1.5 percent higher than the 1960 level, as measured by real gross national product (GNP). Although activity increased throughout 1961, much of it was merely regaining ground lost in the decline during the second half of 1960 and the first months of 1961. The FRB index did not re ain the July 1960 high of 110 until June of 1961. Mineral fuels did not fully share in the economic recovery. The (FRB) crude oil and natural gas index rose only 5 percent between February and December. Although the index of monthly coal production increased 11.5 percent during the year, the February level was so low that total production for the year was the lowest since 1954. Total production of energy measured in Btu's was up slightly (1 percent) during the ear. Coal production was down; production of crude oil and natural gas was up. Calculated consumption paralleled production-total up slightly, coal lower, and crude oil and natural gas higher. The most interesting product developments were in coke and residual fuel oil. During the summer of 1943 the Bureau of Mines conducted an investigation and program of churn drilling on the McIlhon and adjoining Pearson land in the Mineral Point district of Iowa County, Wis. Sixteen holes, aggregating 1,570 feet .of bore, were completed. The work was undertaken as part of a general investigation of the zinc-and lead-producing area of southwestern Wisconsin at a time when great effort was being made to increase the production of Metals important to the war program. The Bureau's drilling program supplemented a previous drilling pro-gram conducted by the Vinegar Hill Zinc Co., and demonstrated the presence of a strongly mineralized zone at relatively shallow depths.

Analysis of the size consist of broken coal has been extended in recent years beyond the mere representation of the relative quantities of the various sizes present in a given lot of the material. Fundamental characteristics of the coal related to the process of breakage fix the distribution of sizes, and it has been found by Rosin and Rammler4/ that a relatively simple law-governs this property. Benhett5/ has described a graphical method of expressing the relationship, and by its use considerable simplification in the expression of size distribution is possible.

Certain saturated and unsaturated fatty acids and a variety of resin acids were used as collectors for specular hematite, magnetite, and goethite. Vacuum flotation tests were used with each collector and mineral to delimit the fields of flotation and nonflotation as functions of concentrations of collector and of hydrogen ion. The experimental results of these tests lead to the following conclusions. The respective fatty and resin acids exhibit characteristic fields of flotation and nonflotation for the three iron oxides. The fields are somewhat similar, and specular hematite apparently is the most floatable mineral. The insolubility of some of the organic acids may seriously restrict flotation at low pH, although the saturated fatty acids, caprylic and capric, collect minus-100, plus-150-mesh specular hematite only in acid pulp. The presence of a lower "critical pH" is explained on the basis of the dissociation and hydrolysis of dilute soap solutions.

In addition to nine powder and gaseous extinguishants of propagating Pittsburgh seam coal dust-air explosions earlier evaluated,6 10 other powders have similarly been evaluated under like conditions such that wall quenching of the coal dust-air flames was virtually absent and the dust concentration was temporally and spatially uniform to within about ±5 percent. None of the newly examined extinguishants was better than Purple-K (potassium bicarbonate); the 10 of this report are anhydrite (calcium sulfate), monobasic (4 types) and dibasic ammonium phosphate, natural and synthetic cryolite (sodium fluoalumi-nate), sodium sulfate, and tricalcium phosphate. Except for anhydrite, sodium sulfate, tricalcium phosphate, and the cryolites, these materials were about equally effective, when present in relatively low concentrations (weight-percent of the coal dust-extinguishant mixture). The maximum oxygen concentration for the extinguishment of otherwise uninhibited coal dust explosions and the influence of coal dust particle size and the volatile content of the coal were also explored. For the present, the choice of the inhibitor among the good ones evaluated is not as critical as the system to be used to deploy the extinguishant against a coal dust explosion.

Bangladesh, whose population probably passed 100 million by yearend, remained one of the poorest countries in the world, with a per capita gross domestic product (GDP) of $126.2 Its only economically significant mineral production was natural gas. A few other minerals or mineral-based commodities were also produced, generally for local consumption. These included cement, clays, nitrogenous fertilizers, limestone, salt, steel, and pilot plant production of ilmenite and rutile. Exploration for oil was a continuing quest, which was hindered by a lack of funding and a hesitancy on the part of foreign petroleum companies to make long-term or expensive exploration commitments. PODUCTION AND TRADE Production of natural gas continued to increase as more use was being made of the abundant gas reserves variously put at between 7 and 16 trillion cubic feet. The main consumers were nitrogenous fertilizer producers and electric powerplants, but other industries were converting to natural gas from imported coal or fuel oil wherever possible.

During the present war emergency, under the urge of the Federal Government to store coal, the following questions are frequently asked by coal users: (a) Will the coal lose any, of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when coal is stored? DISCUSSION (a) Loss of Heating Value Studies by the Bureau of Mines show that the loss of heating value of coal in storage commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh gas, and Sheridan (Wyo.) coals. An evaluation was made to determine the economics of utilizing waste fluosilicic acid for production of (1) calcium fluoride, and (2) anhydrous hydro-gen fluoride. Two versions of each process were considered and compared. The evaluation showed that both products could be produced and marketed competitively. Lowest estimated product sales prices required to yield a 25-percent return on investment before taxes (discounted cash flow basis) was $339.34 per ton of hydrogen fluoride and $48.64 per ton of calcium fluoride.

The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.
