Lower costs associated with hands-on training in donning and using a CSE ,self-contained self-rescuer (SCSR). Background In June 1987, the Mine Safety and Heath Administration (MSHA) issued an Emergency Temporary Standard (ETS) requiring that all persons entering underground coal mines must be given bands-on SCSR training. The ETS will shortly be replaced by a new standard requiring this hands-on training. Bureau of Mines research has shown that the most effective means of delivering this training is to have the trainee go through a six-step training procedure while in a kneeling position. Once the miner has looped the neckstrap over his or her head, he or she completes the donning sequence in this order: 1) activate oxygen; 2) insert mouthpiece; 3) put on nose clips; 4) put on goggles; 5) adjust neck and waist straps; and 6) replace miner's cap and prepare to move out. This procedure is repeated until the miner demonstrates that he or she is proficient at the task.

In response to the underground mining industry's growing concern with the exposure of workers to the diesel particulate matter (DPM) component of diesel exhaust, a method was developed to estimate the average workplace concentration of DPM that could be expected from using the new lower DPMemitting engines now being approved by the US Mine Safety and Health Administration (MSHA) when these new engines are equipped with state-of-the-art exhaust-control, technology for filtering and combusting DPM. The resulting estimate uses the MSHA-reported particulate index for these engines, the prevailing rule-of-thumb ventilation rate of 150 cfm/hp and the available diesel-exhaust filter technology that has been shown to be at least 80% effective in reducing tailpipe DPM. In the estimate calculation, every engine used in an underground mine is assumed to be equipped with this control technology. Under the stated reasonable conditions, an average DPM level of 90 µg/m3 (mass) is predicted as technically feasible.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has studied the removal of iron from simulated aluminum nitrate leach liquors by solvent extraction. Iron must be removed from aluminum nitrate liquor produced by leaching calcined kaolinitic clay with HN03 to reduce the iron level in alumina to less than 0.02 wt-pct Fe203 for use in reduction cells. The parameters reported are for (1) extracting iron from a feed containing 1.5 g/l Fe with di(2-ethylhexyl) phosphoric acid (EHPA), (2) stripping loaded organic phase with 20-pct HCI, and (3) water washing of loaded and stripped organic phase. Recommended operating conditions are two extraction stages using 15 vol-pct EHPA in kerosene and three stripping stages using 20-pct HCI. Results are also given for tests using other extractants and stripping agents.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. "A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The fire end explosion hazard of excessive coal-dust deposits in mines has been recognized for many years, and important measures have been developed for reducing dust formation and to alley loose dust near its source. Nevertheless, in the course of normal mining it has been estimated that 1 to 3 percent (in some thin, friable seams up to 10 percent) of the total coal mined is reduced to dust of through-20-mesh fineness. In highly mechanized, continuous mining operations the production of fines is even greater. Most dust is trapped near its point of origin and removed from the mine, but large quantities are transported by the air current and by haulage into entries, where the greatest proportion settles on the floor and the balance on the rib and roof surfaces. The latter is generally finer in particle size than the floor dust; this, coupled with its more advantageous position for dispersion, makes the rib-roof dust (also to be referred to as overhead dust) a greater potential explosion hazard.

The increasing concern for dust control in metal and nonmetal mining prompted the Bureau of Mines to investigate the comparative effectiveness of three wet dust control techniques for face drilling. Previous attempts to achieve effective dust control on face drills with dry collectors have not met with success, the largest problem being sustained effective dust capture at the face. Results show that (1) foam-through-the-drill can provide 95-pct average total dust reduction in gypsum; (2) water mist-through-the-drill can provide approximately 91-pct average total dust reduction and 93-pet average respirable dust reduction in salt; (3) external boom-mounted water sprays can provide approximately 50-pet average dust reduction for both total and respirable dust in salt. The investigation showed that (1) foam and water in small quantities are very effective dust control techniques for face drills when applied through the drill steel at the point of dust generation, and (2) boom-mounted water sprays are only minimally effective for dust control on face drills.

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

A-weighted sound levels around vibrating screens in coal preparation plants often exceed 90 dB(A). The National Institute for Occupational Safety and Health (NIOSH) is actively developing noise controls to reduce noise generated by horizontal vibrating screens. A 121-microphone, 3.5-meter-diameter array was used to perform beamforming to determine locations of significant noise radiation on the screen. Below about 1 kHz, the screen body was found to be the most significant noise source. The beamforming contour maps showed several key locations on the sides of the screen and the feedbox are the most significant contributors. Operating deflection shape (ODS) analysis was used to examine the screen behavior under actual operating conditions. This information is helpful in determining how to modify the screen body to reduce the noise radiated by the screen below 1 kHz. The analysis showed modal vibration patterns on the sides and feed box were the main contributors to noise. The results show several areas on the screen sides and feedbox that can be modified to reduce noise.

The Bureau of Mines investigated the concentration characteristics of high-clay sylvinite ores from potash companies operating in the Permian basin near Carlsbad, N. Mex. These ores, containing 14 to 19 percent K20 and 3 to 5 percent clay slimes, cannot be effectively processed by current commercial flotation methods because of their high clay content. A solution to this problem was shown to be the use of two-stage moderate scrubbing conditions for clay disaggregation and removal as opposed to strenuous attritioning. Bench-scale beneficiation techniques for recovering potash minerals by flotation from the scrubbed material resulted in acceptable product grades and recoveries. By using a coarse grind, emphasis was placed on production of premium granular and coarse products. Flotation results showed that concentrates of 59.6 to 60.4 percent K.0 values can be obtained. Continuous pilot plant beneficiation techniques for recovering potash minerals by flotation resulted in concentrates containing 58.8 to 59.8 percent K20 with recoveries of 69.7 to 81.4 percent of the K20.

Diamond-bit performance and cost data accumulated in core-drilling sandstones reveal significant trends of economic interest. Large-size, AA-Grade drill bort suffered less diamond loss per foot drilled than any other size or grade of diamonds assessed. Detailed analyses of the factors that affect diamond-bit performances -diamond size, diamond quality, bit size, bit type, percentage of core recovered, and physical characteristics of bit matrices -are assessed in the tables, graphs, and discussion. INTRODUCTION Since 1945 the Bureau of Mines has been compiling detailed performance records on diamond bits used in core drilling throughout the United States and Alaska. Analytical reports covering bit performance in various rocks are issued as in-formation on a significant number of bits used in anyone type of rock is accumulated. The first three such reports analyzed bit performance in gneiss,2/ schist,3/ and lime-stone and dolomite.4/ This report evaluates diamond-bit performance in sandstone. Data obtained from 627 bits, which drilled 42,665 feet on 45 different projects, are presented. The geographical distribution of the projects is shown in figure 1.

A dilute sulfuric-acid leach was developed for extracting lead and copper from lead blast furnace mattes and the chemistry was defined. The possible application of Ferrobacillus ferrooxidans to the problem of salvaging lead and copper from blast furnace mattes was also investigated. Operating conditions were varied to determine their effect on the oxidation and hence extraction of lead and copper from the matte. Conditions varied were temperature, pH, reaction time, aeration in the slurry, and particle size of the matte. A set of optimum conditions were developed that resulted in maximum lead and copper sulfide oxidation. Tests employing these optimum conditions resulted in 82.3 percent of the lead and 98.7 percent of the copper being extracted by a dilute acid leach, while maximum lead and copper extracted using F. ferrooxidans was 69.8 percent of the lead and 78.4 percent of the copper. Tests conducted with a different sample of blast furnace matte indicated that the dilute acid leach might have wide application in extracting lead and copper from other such blast furnace mattes.

The Bureau of Mines investigated the technical problems involved in recovering commercial-grade vanadium products from alkaline solutions of low vanadium content. Conditions were defined for precipitating calcium vanadates from sodium vanadate solutions with calcium chloride and calcium hydroxide and for dissolving the precipitates with acid, sodium carbonate, and sodium bicarbonate to obtain vanadium-enriched solutions from which either red cake or ammonium metavanadate was recovered. Calcium vanadates with CaO:V205 mole ratios of 2, 3, and 4 were produced with recoveries of 93 to 100 percent. Optimum recovery of the low-lime variety of calcium vanadate was obtained by employing excess calcium chloride and adjusting the pH to a range of 8.0 to 8.5. High vanadium extractions were obtained in concentrated solutions by dissolving the calcium vanadate precipitates with any of the reagents tested. The resulting extracts contained 25 to 125 grams V205 per liter. Conventional procedures used to precipitate either red cake or ammonium metavanadate from the enriched solutions gave excellent vanadium recoveries.

The Bureau of Mines evaluated the hydraulic stimulation of a gob-degasification borehole to determine if this procedure would aid in degasifying a longwall panel. The stimulated borehole did not degasify the longwall panel as expected either before or after mining of the panel started. It reduced the underground methane emission only 11 pct, considerably less than the reductions effected by two unstimulated boreholes in the same panel. Some probable reasons for the reduced methane flow from the hydraulically stimulated borehole are very low reservoir gas pressure, location of hydraulically stimulated zones within the grouted casing, a casing break caused by lateral shifting, possible vertical movement of rock strata during caving, grouting of a 4-inch pipe blocking three stimulated zones, plasticity of shales, and possible hole damage by swelling of water-sensitive minerals. The borehole was also located between two second-mined areas, which may have allowed partial degasification of the overburden and the coalbed in advance of mining. Finally, a period of 3 months is probably not long enough for the borehole to degasify the overburden before mining.

The Bureau of Mines investigated an electrolytic technique for oxidizing ore slurried with brine to determine its effectiveness in extracting mercury from ores. Optimization experiments conducted on a 2.5-pound-mercury-per-ton ore resulted in 95 percent mercury extraction with operating conditions of 30° C, a current density of 0.5 ampere per square inch, and a treatment time of 3.5 hours. Corresponding power consumption amounted to 38 kilowatt-hours per ton of ore treated. Amenability experiments conducted on 62 different mercury ores resulted in 90 to 99 percent mercury dissolution from ores containing 0.6 to 20 pounds of mercury per ton of ore, Treatment time ranged from 1 to 7 hours in 4-to 20-percent sodium chloride solutions, and power consumption was in the range of 10 to 50 kilowatt-hours per ton of ore. Pilot mill experiments in a 100-to 200-pound-per-hour extraction plant have been in progress to quantify power and reagent requirements. These data will be reported in a subsequent publication.

Table 19 and figure 7 show the number of fires and fire injuries for surface coal mines by state during 1990-1999. Table 19 also shows by state the risk rates, employees' working hours, lost workdays, and coal production. For surface coal mines, 215 fires occurred in 21 states during 1990-1999. Ninety-four of those fires caused 93 injuries and I fatality (the yearly average was 21.5 fires and 9.3 fire injuries). Fourteen fires and seven injuries involved contractors. The Ewhr value was 729 x 10° hr (In = 0.026), the CP value was 6,355 x 10° st (Fn = 0.034), and the LWD value was 8,141. Kentucky had the most fires and fire injuries (45 fires and 23 injuries), followed by Pennsylvania (33 fires and 14 injuries), West Virginia (25 fires and 14 injuries), and Indiana (20 fires and 8 injuries). Among these states, Pennsylvania had the highest fire risk rate value (Frr=0.145), while Kentucky had the highest injury risk rate value (In 0.041).

METHANE EMISSION PEAKS Methane emission from the coal at continuous miner faces varies considerably. Plotted on a chart, methane emissions consist of a series of peaks and valleys corresponding to the cutting cycle of the mining machine, with the methane concentration spiking as the machine cuts into the coal (Figure 3–1) [Kissell et al. 1974]. Develop a dry dust collector suitable for working faces and belt transfer paints. Approach A filter cartridge with a reverse-pulse, self-cleaning system has been mounted in-to a low profile unit requiring electric power only. How It Works Dust-laden air entering the in-let end of the collector passes through the two inline filter elements. When the elements load to a pre-selected pres-sure drop, they are automatically pulse-cleaned by a "backflush" method using compressed air. When the elements are pulse-cleaned, caked dust material on the filter surface is released, and falls away as lumps. Dust is removed from the collector by an auger mechanism. Features of the collector are: (1) unit is completely self-contained, (2) built-in air compressor for pulse-cleaning, (3) cleaning cycle initiates automatically at a preset restriction, (4) automatic auger discharge of collected dust, (5) detachable extension auger for transporting collected dust, (6) "dust leak" indicator light, and (7) "change filter element II warning light. The collector has been designed as permissible although approval has not yet been granted.

Outbursts are sudden and violent releases of gas and coal that result from a complex function of geology, stress regime, and gas pressure and content. The Bureau of Mines has reviewed methods for prediction and mitigation of such outbursts in use worldwide, as an aid in selecting the proper techniques for use in specific mine environments. Outburst-prone coal may be distinguished from normal coal by its sorption-desorption velocity. Three types of methods used to characterize the kinetics of sorption-desorption are described; all are based on the ability of outburst-prone coal to release, through desorption, methane or carbon dioxide much more rapidly than normal coals. Other prediction methods, based on borehole samples, are also described. Various mitigation methods described and evaluated include (1) working the least stressed, less disturbed, lowest gas content seam in multiple-seam areas; (2) mine opening geometry; (3) inducer shot firing; (4) water infusion; (5) localized stress relief, using boreholes or by cutting a reliever slot in the longwall face; and (6) other gas drainage methods.
