One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the quantitative procedures that have been developed for the mine-specific analyses of accident/injury experience data are presented and their applications are demonstrated in a summary form through case study examples. The quantitative procedures will aid mine safety management personnel to develop focused accident prevention strategies including training, as well as to justify the investment in such proactive programs through cost-benefit analyses.

in underground mines to measure worker exposure to various gases such as methane, carbon monoxide, and nitrogen dioxide (NO2). Even in relatively small concentrations, NO2 can produce harmful side effects in underground workers. Mines using equipment powered by diesel engines, carrying out explosive blasting operations, and performing extensive arc welding and/or cutting work will have measurable quantities of NO2 released by these processes. Workers in these areas often use gas monitors to warn of excessive gas concentrations and to help them determine when to increase ventilation air that will dilute these gases, thus minimizing exposures to this gas. Portable gas monitors, used to measure NO2 levels, must be calibrated before each use. Calibration is typically performed using a small portable pressurized cylinder containing a certified gas mixture. The certified NO2 standard mixture, usually 10 ppm NO2 concentration, is diluted with either air or nitrogen gas. To determine the stability of commercially available portable gas standards, two different cylinders containing NO2 in nominal 10-ppm concentrations were examined. One cylinder was diluted in air, the other, in nitrogen. Baseline NO2 mixtures were generated using a standard liquid NO2 permeation tube operated at a constant temperature. Final dilutions of the test gas mixtures were made with air or with nitrogen using a mass flow-controlled gas dilution system. This study showed that, when a permeation-type NO2 generator is used, the electrochemical sensors in portable NO2 monitors provide identical results for gas mixtures whether they are diluted with air or with nitrogen. Two different gas monitors, one with a two-electrode sensor and one with a three-electrode sensor, were used to measure gas concentrations in the two commercially available cylinders. One month after the cylinders were delivered, the NO2-in-nitrogen cylinder, stated to contain 10 ppm NO2, measured 8.13 ppm. The NO2-in-air cylinder, also stated to hold 10 ppm NO2, measured 6.88 ppm. Therefore, before using NO2 gas cylinders to calibrate monitors, it is recommended that their concentrations be verified either by manufacturer recertification or by comparing the stated cylinder gas concentrations to a laboratory-based permeation tube-generated standard.

How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. BUREAU OF MINES helium plants produced a. record-breaking 477 million cubic feet of this essential element in 1959. The supply of helium was less than the demand before operations were resumed at the Navajo plant in July and begun Sit a. new plant at Keyes, Okla., in August. Helium was in abundant supply after August, and the informal allocation system which had been in use intermittently since 1955 was discontinued Delivery of 26 new tank cars in August and September increased the total in the tank-car pool to 163. Defense and space agencies and the Atomic Energy Commission continued to use more helium in their operations and research.

A comprehensive survey of mine seismicity and rock bursting during development of two sublevels at the Lucky Friday Mine, Mullan, ID, USA, was conducted to better define rock failure mechanisms and sources of ground control hazards. Survey data included rock burst damage reports, seismic event locations and magnitudes and, for the most energetic events, first-motion information. Several subsets of this database, including large seismic events, rock bursts, and microseismic activity near the face, were analyzed. Elements of the large-event and rock burst data sets were nearly independent. That is, there was no relationship between the risk posed by a seismic event and its energy, although such a relationship is well established for the mine as a whole. All data sets showed that certain geologic features appear to control the spatial distribution of events and the spatial distribution of rock burst risk. The data also suggest that, within the scope of this study. the greatest risk of injury occurs when a pocket of heightened rock burst risk is first encountered and that this risk is controlled when miners adapt their practices to these conditions. Recognition of the role of particular geologic features in the spatial distribution of rock burst hazards provides an opportunity for anticipating, rather than only reacting to, a changing level of rock burst hazard- However, much work will he required to make good on this promise.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). Overall the domestic abrasives industry had one of its best years in 1965. Production and value of all commodities increased over that of 1964 which also was a good year. Production of tripoli that was down in the previous year rebounded and production from two new mines was reported. Plant capacities for production of silicon carbide and fused crude aluminum oxide and production from plants in the United States and Canada increased, but demand was high and yearend stocks were less than at the end of 1964. Foreign Trade.-Increases in value of most imports of abrasive materials in 1965 were offset by a decrease in the value of imported industrial diamond. Production of fused aluminum oxide and silicon car-bide in the United States and Canada and imports of these commodities into the United States increased, but combined exports of finished grain of these materials was virtually unchanged from the previous year.

The National Institute for Occupational Safety and Health (NIOSH) has investigated engineering noise controls to reduce sound levels in cabs on air-rotary drill rigs. A recent investigation revealed that some drillers are exposed to A-weighted sound levels exceeding 85 dB even though a cab is used. NIOSH studied the in-cab sound levels of one such rig. First, preliminary tests were conducted in a controlled environment using accelerometers and microphones with spectral analysis to identify the dominant noise sources for in-cab sound levels. The results indicate that vibration transmitted from multiple hydraulic pumps to the control panel produces a dominant spike in the sound level spectrum in the 400 Hz 1/3-octave band. Next, field tests were performed in a production environment to evaluate noise controls to reduce in-cab sound levels. It was found that utilizing hydraulic noise suppressors reduces the structure-borne noise transmitted to the control panel. Further, using hydraulic noise suppressors and enhancing soundproofing reduced the in-cab A-weighted sound levels by as much as 4 dB.

"Interest in the nitrogen content of steel has increased sharply in the last few years. Investigations have indicated that its presence in steel has an important bearing on high temperature brittleness3, magnetic properties4, room temperature hardening5, and shock resistance. The steel producer may therefore look forward with certaintly to the necessity of controlling this element in a considerable proportion of his product. The literature, however, reveals a great many contradictory statements concerning the percentage of nitrogen which must be present to produce given effects on the properties of iron and steel. Most of these arise from a misunderstanding of the nature of the iron-nitrogen diagram near the iron end and a lack of recognition of the effect of state of aggregation on physical properties although both have been fairly well worked out.My thanks are due to Mr. J. L. Gregg, Prof. R. H. Dowdell, Mr, R. F. Mehl and Mr. H. C. Vacher for suggestions in connection with the preparation of this paper, and to Mr. C. H. Hefty and Mr. G. T. Motok for furnishing a valuable bibliography and translations of articles by Must and Duhr.The iron-nitrogen diagram in the solid state, so far as it concerns the nitrogen content of commercial iron and steel, consists simply in a solubility curve increasing with temperature. The important thing about this solubility curve is that without cold wore the iron nitride when precipitated does not go into solution on heating for long periods below 300°C. This slowness of solution is probably due to the fact that iron nitride when present as a separate phase has at these temperatures an equilibrium pressure of several thousand atmospheres7 and that therefore each particle of iron nitride surrounds itself with a layer of nitrogen. The precipitation of such an unstable crystal presents points of interest thermodynamically but we can not go into these here. It is quite well established that it precipitate. It can not diffuse then unless this layer is broken through or the temperature and pressure are increased to a point where the nitrogen is absorbed at an appreciable rate in the surrounding iron. This rate will depend on the degree of unsaturation of the iron and the excess pressure of the nitrogen above equilibrium pressure. The degree of unsaturation is determined by the temperature alone so that the temperature at which the rate of solution of the nitride becomes appreciable will depend on the pressure of nitrogen developed. This, in turn, will depend on the balance between rate of decomposition of the nitride and the rate o: flow of the iron. In annealed iron, this temperature of appreciable solution rate is between 300 and 350°C.8 By cold work, however, the elastic limit of the iron is increased, and conditions for the nitride to go into solution are reached at a much lower temperature, giving rise to the so-called blue brittleness. This brittleness and hardening is due to iron nitride going into solid solution and is not precipitation hardening."

Prolonged laboratory and limited pilot plant tests have shown that the Bureau of Mines buffered S02 -H2S process is capable of removing 95 to 99 percent of the S02 from industrial waste gases. Most of the S02 is converted to elemental sulfur; only about I percent converted to sulfate The process comprises (1) washing the flue gas to remove particulates and S03, (2) absorption of the S02 in citric acid or other carboxylate solution, (3) reaction of the loaded solution with H2S in a closed vessel to precipitate the absorbed S02 as elemental sulfur, and (4) separation of the sulfur from the regenerated solution by oil flotation and melting. Two-thirds of the molten sulfur is converted to H2S for use in the sulfur precipitation step by reacting sulfur vapor with natural gas and steam in the presence of an alumina catalyst. The chemistry and mechanism of the process are described, initial laboratory and pilot plant data are summarized, and second-generation laboratory operation and pilot plant design are reviewed. Preliminary cost estimates are presented for recovering sulfur from copper smelter gas, powerplant flue gas, and Claus plant tail gas.

It is not uncommon to find large quantities of combustible materials in underground metal and non-metal mines. Support timber is the predominant combustible material. Spontaneous combustion, welding and cutting, shorted or overloaded electrical cables and careless smoking are common ignition sources. More recently, there is increased use of diesel mobile equipment that requires fuel storage and transfer areas. Diesel fuel spillage on hot engine manifolds and motors can result in rapid flame growth and heavy smoke accumulation in a matter of seconds. In-expensive, reliable fire detection and suppression systems are available to provide early warning of fire conditions and to isolate and extinguish fires that originate in fuel storage and transfer areas. This report presents an example of how technology developed and demonstrated under Bureau of Mines Contract H0242016, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground diesel fuel storage and transfer areas. In this report, the effects of anode-production variables, such as aggregate coke sizes, pitch binder content, and baking cycle, were investigated. A small alumina reduction cell proved effective in evaluating anodes prepared from commercial materials and from lignite coke and pitch. Compressive strength was found to be the physical property most significantly influenced, but it did not appear to affect anode consumption. Specific carbon consumption, that is, the ratio of carbon in the anodic gas to carbon theoretically oxidized at the anode, was used as an index of anode consumption. It was found that an anode made with lignite coke and commercial pitch was very low in consumption; however, anodes made completely from lignite but by a different fabrication method showed high consumption and anode deterioration. Microscopic examination of anodes after electrolysis showed evidence of higher consumption at low current densities, and was useful in judging overall anode quality. Based on the physical properties of the anodes and their consumption during electrolysis, lignite can be a suitable material for anodes, provided the proper fabrication conditions are used.

"IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

The Bureau of Mines, at the request of local authorities in Rock Springs, Wyo., investigated and conducted through contracts a multistage program of exploratory drilling and pumped-slurry backfilling of 15 areas of potential subsidence in abandoned mine workings underneath that community. Initially, the Bureau in 1969 had recommended a program of gravity blind flushing of some of the inaccessible mine voids, and in 1970 a new technique, the pumped-slurry injection process, was tested for the first time in a site adjacent to the city's area of severe surface subsidence. Success of this initial testing program, and of a large-scale project in Scranton, Pa., led to further large- scale projects, funded by Congress, that resulted in the successful back- filling not only of all 15 target areas of potential subsidence in Rock Springs, but also of several areas in other States. Total cost of the projects in Rock Springs, including the original pumped-slurry test, was $3,243,993. A total of about 923,000 tons of sand was injected hydraulically into mine voids, rendering 178 acres of residential and central-downtown areas of Rock Springs less susceptible to subsidence damage. The pumped-slurry method was proved to be much superior to the gravity blind flushing method in term of the amount of solids that could be injected underground through a single borehole. However, there are special conditions that make this technique more or less applicable in different areas or underground configurations, as noted in the report's conclusions.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.
