This task report provides the process technology, preliminary design, capital and operating costs for a 25 TPD pilot plant to produce cell-grade alumina using a clay/hydrochloric acid extraction - HCI gas induced crystallization process. The report consists of six volumes: I - Process Technology and Costs; II and III - Equipment Lists, Specifications and Quotations; IV and V - General Specifications; VI - Drawings. The process was selected by the Bureau of Mines as the more promising method to produce cell-grade alumina from clay based on the results of the two previous task reports under this contract: Task I - Comparison of Six Processes (alunite, anorthosite-lime sinter, clay/sulfurous acid, clay/nitric acid, clay/hydrochloric acid evaporative and gas-induced crystallization) and Task 2 - Comparison of Two Processes (clay/nitric acid and clay/hydrochloric acid - gas induced (crystallization). The pilot plant process utilizes a unique dual crystallization process to produce aluminum-chloride-hexahydrate crystals having sufficient purity when decomposed to meet stringent alumina product specifications. The size of the 25 TPD pilot plant has been selected to permit scale-up to commercial size plants of equipment, technical and economic parameters. The capital cost estimate for the pilot plant, exclusive of fee and escalation, for a southeastern U.S. location is $52,311,000 expressed in 1979 dollars. The total time required to construct the pilot plant including engineering and procurement is 32 months. The operating cost to produce the estimated 9,000 tons of alumina required for testing in Hall cells is $40,91[0],190 expressed in 1979 dollars.

"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

Hand arm vibration syndrome (HAVS) affects industrial workers exposed to long term hand-transmitted vibration from powered-tools. Peripheral neuropathy is a major component of the symptom complex of HAVS. Long term exposure to vibration causes myelin damage in peripheral nerves and reduces nerve conduction velocities in rats1. This study addresses the effects of acute vibration at constant acceleration of 49 m/s2 on myelinated fibers in peripheral nerves in Sprague-Dawley male rats using the ‘rat-tail vibration model,’ which simulates hand-transmitted vibration2. Methods Male Sprague-Dawley rats (~300 g) were assigned to vibration groups: 1 hr continuous vibration at 60 Hz; 4 hr continuous exposure at frequencies of 30, 60, 120 or 800 Hz; immediate and 24 hr following a 4-hr cumulative exposure of continuous and intermittent vibration at 60 Hz. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage accelerated by a B&K motor type 4809 and vibrated. Intermittent vibration was delivered in bouts of 10 min vibration alternating with 5 min rest periods repeated over 6 hr. Sham controls were restrained without vibration. After vibration exposure, the rats were anaesthetized, and the ventral nerve trunks from the proximal tail segment 7 were fixed in glutaraldehyde, embedded in epon-araldite and sectioned at 0.5 µm thickness and stained with toludine-blue for morphological quantitative analysis. The total number of myelinated axons in each cross-section of the nerve was counted using the Image J software. Myelin damage was identified by focal increase in area and intensity of toludine-blue staining and unraveling of the myelin sheath. Statistical analysis for comparing sham and the different vibration groups was done using Dunnett’s test. Animal treatment and all surgical procedures were approved by the institutional review board and compiled with the Laboratory Animal Welfare Act. Results The rats tolerated continuous vibration very well and exhibited no behavioral signs of stress. When exposed to intermittent vibration, there was increased vocalization, a startle reflex at the beginning of each bout of vibration, deposition of porphyrin around the eyes and transient hypersensitivity to touch.

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

The U. S. Bureau of Mines has undertaken the development of mineral industry cost escalation factors to enable the estimation of mineral development and extraction costs for mineralized sites in Alaska throught the use of the Bureau's Cost Estimating System v2.0 (CES 2.0). For the purposes of this document, all calculations are based on, and reflect the economic environment in Alaska in July 1992. The greater cost of mining in Alaska as compared to the contiguous-48 States can be estimated for Alaskan mining operations through (1 ) the analysis of capital and operating costs for analogous mine and mill plants in operation in the contiguous-48 States; (2) the hypothetical relocation of mine and mill plants from their actual location(s) to Alaska by making engineering modifications to the mine and mill plant design as required by the Alaskan site characteristics; (3) calculation of the cost of the required engineering modifications and; (4) the escalation of all costs to a level representative of the economic environment in Alaska at some specific point in time.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. This report represents the first comprehensive accounting of lode mining sites in the Loon Creek mining district, Custer County, Idaho. Thirty-five mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of a mineral appraisal of the River of No Return Wilderness; previously known locations were field checked and the updated information added to the data base. The district's major deposits are gold-copper-silver fissure-fillings hosted by biotite schist intruded by dikes ranging in composition from rhyolite to lamprophyre. These deposits contain a trace element suite similar to Tertiary pink granites and may be related to intrusion of the nearby Casto pluton. Continued firm gold prices could stimulate the search for precious metal occurrences in this and other mining districts in central Idaho.

Since 1974, a large amount of data has been developed concerning the physical properties and stability characteristics of waste generated by the mining and preparation of bituminous coal. However, very little information has been developed on the properties and characteristics of anthracite waste. During this Bureau of Mines research project, coarse anthracite breaker refuse from five sites in eastern Pennsylvania was sampled and the physical properties, which indicate stability characteristics, were determined in the laboratory. Coarse anthracite breaker refuse is quite similar to coarse bituminous refuse in chemical and mineralogical composition. However, the physical properties of the anthracite waste materials tested are different from those of coarse bituminous refuse. For the coarse anthracite breaker refuse tested, the average maximum laboratory density is 113.2 lb/ft3, the average angle of internal friction (direct shear) and average cohesion are 30.2° and 2.6 psi, respectively, and the average permeability (four sites) is 1.24 x 10-2 cm/sec. Stability analyses were conducted on six theoretical anthracite waste embankments. These analyses show the effects on minimum safety factors of geometry, phreatic surface level, and physical properties.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intense three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. The use of activated carbon for extracting gold and silver from pregnant cyanide solution and pulp has been investigated many times. The primary advantage of this use of activated carbon is that .the dissolved values can be recovered from slimy ore pulps or from slime portions of ore without settling and thickening or filtering. The loaded carbon is removed from the barren pulp, and the pulp can then be discarded. Activated carbon has been used recently in treating gold ores containing very little soluble silver. When the carbon was loaded with a suitable amount of gold, the silver load was negligible. The remaining problems concerned the removal of the gold from the carbon, the recovery of the gold as bullion, and the reuse of the unloaded carbon. As described in a recent report, a method that solved these problems was developed. The gold-laden carbon was leached with caustic sodium sulfide solution and the gold simultaneously recovered by electrolysis. Both the carbon and the spent solution can be reused. That process was applicable to gold-laden carbon only. It was not applicable to carbon carrying silver, because sodium sulfide does not leach silver from carbon but "fixes" it. It has been necessary, therefore, to develop a modified process for the removal or desorption of both gold and silver from loaded carbon. This modi¬fied process permits the use of activated carbon for extracting both gold and silver from gold ores carrying enough silver to have economical interest or in which silver may be the predominating value.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

This report contains the findings of a study to perform a task and skill analysis of roof-bolting operations, with respect to the operational training requirements and to prepare detailed recommendations for the operational training system. The extent of the problem was determined by visiting underground coal mines, interviewing training and safety personnel, observing and interviewing roof-bolter operators, and reviewing present training programs and facilities. In conjunction with the mine visits an extensive literature search was conducted with emphasis on training, mine safety, and accidents involving the roof-bolting operation and roof-bolter operators. A number of training programs and training devices were considered resulting in the development of a recommended training program including training devices to be used and establishing training objectives.
