During 1981, Ecuador's gross domestic product (GDP) increased by a reported 4.8% in real terms, a slight improvement over that of 1980. In current prices, the CDP in 1981 was estimated at $13.7 billion.2 The inflation rate increased to 15.6% according to official figures, above that of 1980. Ecuador's production of petroleum increased 3% in 1981 compared with that of 1980. The consortium of Corporación Estat al Petrolera Ecuatoriana (CEPE), the state oil company, and Texaco, Inc., produced almost 98% of the total from their Putumayo Basin operations in Oriente, the eastern jungle region. In sharp contrast, output from the Santa Elena Peninsula Fields, where oil was first produced commercially in 1921, continued to decline, producing only 510,000 barrels, a decrease of almost 8% compared with that of 1980.

As low-temperature heat-capacity and entropy data were available for only one sesquisulfide (cerium sesquisulfide), it appeared desirable to augment the information for this class of compounds by measuring the sulfides of antimony and indium. In addition a pressing need existed for data on indium sulfide to supplement vaporization studies in progress in the Department of Mineral Technology, University of California. This Bureau of Mines paper reports low-temperature heat-capacity measurements and entropy evaluations at 298.15° R. of antimony sesquisulfide of stoiehiometric composition (Sb2S3) and of indium sesquisulfide which was somewhat deficient in sulfur (In2S2.93). The data for the latter substance were adjusted to correspond to the stoichiome tric composition (In2S3 ) . Indium sesquisulfide has a lower entropy at 298.15' K, than either antimony sesquisulfide or cerium sesquisulfide, in line with the higher atomic density of the indium compound.

The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.

Underground coal mining is traditionally hazardous. Although many danger-prone human activities are now performed by mechanized equipment, this mechanization has itself brought new dangers to the underground mining industry, and the loss of life and limb has caused increased concern for mine safety. The 1969 Federal Coal Mine Health and Safety Act has precipitated a great deal of safety-related research on the part of the Government, industry, and private agencies. Much of this safety research has been focused on the new and varied man-machine interfaces caused by increased mechanization. Recent projects in this area have dealt with standardized controls, emergency shutdown capabilities (panic bars, strike plates, self-centering controls, "dead man" controls), and machine operator protective devices (fully enclosed cabs, canopies, side rails). There was a need for integration of the findings of current and past projects to move rapidly toward the smooth, orderly implementation of standardized operator work station designs for underground mining equipment.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

A 1981 U.S. Bureau of Mines investigation indicates the Panamint Dunes Wilderness Study Area (WSA) has one active (intermittent) mine,--borrow pit MS 242 owned by the California Department of Transportation (Cal Trans). This mine produces cinders for road base and traction grit. It contains about 900,000 tons of inferred reserves. Examination and sample analyses indicate the Panamint Dunes deposit, covering about 480 acres of the WSA, may have silica resources and the Green Quartz Claim may have copper resources. Carbonate rocks occur in the WSA, but stone resources have not been identified. Adjacent to the WSA, the Big Four Mine contains 35,000 tons of inferred subeconomic zinc-lead-silver resources, and may have additional resources. Sample analyses indicate the Apple 1 Claim, also adjacent to the WSA, may have silver-lead-zinc resources.

A significantly different method of evaluating mine ground system safety is investigated. The method measures touch and step potentials around ground beds and grounded equipment resulting from a series of extremely small simulated faults. The values are then scaled for a full-scale fault. The method should be particularly useful for large ground beds and under conditions where the ground bed cannot be isolated from the rest of the ground system in order to make traditional ground bed resistance measurements. Instrumentation for making the alternative measurements is evaluated under rigorous field conditions. A step-by-step procedure is proposed for evaluating a surface mine ground system. This procedure was subject to several field tests at eastern metal/non-metal mines. The final evaluation procedure is written as a stand-alone document for use by MSHA inspectors and mine operating personnel, and is included as an appendix to the report. The authors conclude that the procedure is effective in evaluating ground system safety and recommend that it be further evaluated in the field.

"INTRODUCTION The United States, with its vast resources of relatively low-grade zinc been the world's leading producer of zinc -metal for many years. The expanded zinc production during the period, 1939-44, inclusive, was induced by favorable premium prices and has depleted the known ore reserves in the United States. The 1943-44 rate of zinc production cannot long be maintained in the United States, especially if premium prices are removed. Domestic zinc reserves, have been depleted to such an extent that it is doubtful if our mines will again be able to completely and continually fulfill the needs of this country.The Bureau of Mines, anticipating a postwar consumer demand for 550,000 to 750,000 tons of slab zinc and an additional 100,000 tons for use in paints and chemicals, sent two engineers to Sedanka Island in July 1945 to investi¬gate the deposits near Biorka Harbor.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion the Mining Branch, Lowell B. The objective of this work was to define jet fan performance in d variety of large cross-section underground mine applications and to develop guidelines for thin performance in open airways, dead headings, and multiple face areas. Measurements include common ventilation instruments, continuous recording remote electronic anemometers to measure air velocity, and sulfur hexaflouride tracer gas with chromatograph analysis to determine dilution rates and air recirculation. For open airways the following were determined: Large jet fans are leas efficient in smaller airways, but quite effective in larger open airways for achieving both uniformity end greater air entrainment, when inclined about 10° or elevated. For dead headings the following were determined: The jet fan must be placed against the rib of the heeding closest to the incoming airstream from the crosscut or recirculation will increase. The fan should be placed at the pillar corner to increase airflow. As the fan is moved closer inby, recirculation increases. Larger fans promote recirculation. Inclining fans about 12° improves airflow in large headings. For face areas the following were found: For panels having uncontrolled airflow, the fan should be placed in the incoming airflow, about one pillar inby, and directed diagonally across the faces. For panels having narrower rooms and controlled airflow, the fan should be placed alongside the panel side in the first room so as to direct or intersect the incoming airflow at the next entry or crosscut.

The Olallie RARE II study area has volcanic cinder deposits with a sow potential for development. No mining claims or prospects are known within the study area, and except for common construction materials such as volcanic cinders and stone, no mineral deposits were identified. An evaluation of the geology indicates that metallic mineral deposits are unlikely to exist. No significant metallic concentrations were reported in samples from the area. The only resources in the study area are about 30 million cu yds (23 million cu m) of cinders in three cones. The cinder deposits in the study area cannot compete economically with enormous deposits of similar material in more accesible areas closer to markets. At the present rate of consumption, resources outside the area are adequate far into the future. The geothermal potential of the study area is being evaluated by the U.S. Geological Survey.

During a mine fire or other emergency, it may be desirable to reverse the airflow in order to provide an escapeway or to isolate a fire. Also, in colder areas, the airflow may be reversed to prevent ice buildup. When reversing main mine fans, the mine operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory and field tests of vane axial main mine fans in the 7- to 9-ft diameter size range were conducted to establish forward and reverse performance characteristics under controlled conditions and at typical mine installations. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can be predicted for a family of blade angles and a given hub to tip ratio. Generally, quantity of air is 30 to 65% less in reverse than when operating in the normal forward mode.

In conjunction with the Geological Survey, the Bureau of Mines conducted a mineral investigation in 1981 and 1982 of the Santa Rosa Mountains Wilderness Study Area (WSA), Riverside County, California. The Bureau of Mines is responsible for the mineral survey of mines, prospects, and mineralized areas in and near the WSA. A literature search was completed to obtain information concerning mineral occurrences and mining activity that relate to the WSA. A field investigation inside, and up to 1 mi outside, the boundary of the WSA, disclosed one prospect. This prospect was surveyed by compass and tape, and five samples were taken to determine the representative mineral content. No attempt was made to expose concealed mineralization or to re-open caved workings. All five samples were analyzed by fire assay for gold and silver and by colorimetric methods for tungsten. Two of the samples were analyzed by semi quantitative spectrographic methods to determine if any unsuspected elements were present. All analyses are furnished in this report except for the semi-quantitative spectrograhic analyses. Complete sample analyses are available for public inspection at the Bureau of Mines, Intermountain Field Operations Center, Building 20, Denver Federal Center, Denver, CO 80225.

Approach Include in the wireless system a portable second-generation transceiver that is more reliable, compact, easier to deploy and operate, and ruggedized to withstand a mine environment. How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) Its antenna wire, coiled inside the transceiver container, is removed and deployed in a roughly square configuration around a coal pillar or on the mine floor. In 1986 and 1987, at the request of the U.S. Bureau of Land Management, U.S. Bureau of Mines personnel studied 7,040 acres of the 7,240-acre Sheep Mountain Wilderness Study Area (OR-006-003) in order to evaluate its identified mineral resources. The area studied is along the divide between the Snake River and Pine Creek about 1.5 mi south of the village of Oxbow in Baker County, OR. No mineral resources or mineral-related activities were identified in the Sheep Mountain study area. The basalt covering most of the study area has no known mineralized sites. However, it contains common agate and opal that is of limited interest to mineral collectors. This basalt (stone) could be used locally as construction material (crushed stone or fill); however, suitable material is wide spread in the region and more accessible to possible markets.

The study area, which comprises 11,500 acres, includes the 9,610-acre Whitewater Wilderness Study Area, in the California Desert Conservation Area, 15 miles northwest of Palm Springs, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of prospects and mineralized areas during the spring of 1981. The Whitewater study area is mainly underlain by granodiorite to quartz diorite and their gneissic equivalents in an igneous-metamorphic complex. Late Tertiary sedimentary and volcanic rocks locally overlie the crystalline complex in the eastern part of the study area. The study area lies between branches of the San Andreas fault system.

The ISMS program provided for the development and demonstration of equipment modifications for improved safety in both conventional and continuous coal mining systems. This report documents the success of the program in identifying accident hazards in underground coal mines with 4-to 8-foot seam heights, in designing modifications to reduce the hazards, and in demonstrating improved safety through extended underground use of the ISMS equipment.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. "Copper sulphate is a common flotation reagent for blende ores. Metallic iron also is present in the mill circuit, and a reaction between the iron and the salt would be in accord with well-known chemistry. The abundance of metallic iron in a flotation feed may be noted by even perfunctory examination. First of all the mine contributes metallic iron, then the coarse-crushing machines add their share, and finally the fine-grinding medium its portion. If the grinding is with cast-iron balls the amount of metallics is greater than when steel is used. Thus it is that much more metallic iron is present than would be indicated by noting the ball consumption. An estimate that the total amount of metallics is twice that supplied by the balls and liners might not be far amiss.That copper sulphate plates out on iron in an acid solution is well known, but since flotation is practiced commonly in solutions where acid has not been added this reaction has not been given sufficient thought.This problem has been the basis of a study undertaken jointly by the Mississippi Valley Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, at Rolla, Missouri. Its importance may be understood better when the tonnage of zinc ores now being treated by flotation in this country is considered. According to Gaudin4 5,536,244 tons of zinc or were treated by flotation during 1927. In these operations copper sulphate was employed as an activating agent; the amount per ton averaged 0.81 pound for straight sulphide zinc ores and 1.16 pounds for complex ores. Since such large quantities of zinc ore are treated by flotation and since metallic iron is always present, the importance of studying their reactions on each other and the effect of their reaction"
