Fletcher Challenge Limited through its subsidiary Grampian Mining Co Ltd has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the west coast of the -South Island, New Zealand.The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilizing spiral, wet magnet, high tension and plate electrostatic separators have been G47designed to produce ilmenite from the ore. Studies to utilize the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

Significant coal reserves in New South Wales lie under areas with steep topography such as valley slopes and cliffs. Subsidence predictions are difficult to make for these locations as existing empirical databases cannot cover all permutations of topography and mining geometry. Two dimensional numerical model alternatives are of limited applicability. Consequently a novel three-dimensional numerical model is developed including the detailed panel layout, realistic rock mass properties including the full stratigraphy, goaf behaviour and actual surface topography. Model results show the same trends as subsidence measurements from Baal Bone Colliery in the Western Coalfield of New South Wales.

' Approximately 30 per cent of the total production is currently mined by this method. Fill is prepared by thickening or cycloning and is gravitated or pumped underground. To establish the design and the capacity of the Stanwell Magnesium Plant, Australian Magnesium Corporation Ltd (AMC) with Fluor Australia has modelled the operation of the magnesium plant using ARENA Simulation Modelling. The reliability model has been used to evaluate: surge capacities required between different sections of the plant; critical equipment requiring standby capacity; the number of trains required for different sections of the plant; and potential capital cost reduction options. The reliability model was established using the detailed Process Flow Diagrams, reliability information from literature and maintenance, operation and start-up experience from the Demonstration Plant. The model was run with different plant configurations to assist AMC in determining the most effective configuration to provide the production capacity at the lowest capital cost. The model was not only able to confirm the plant capacity to the independent technical expert but was able to minimise quantitative risk by minimising the quantities of hazardous materials on site. Fluor Australia provided the ARENA simulation expertise and has used this software for optimising new plant design and to establish improvements in operating plants. Reliability modelling is a normal feature of chemical plant design but is rarely used in the resource industry. The experience gained by AMC in the modelling system has indicated that metallurgical plant design can be improved by the application of reliability modelling.

An industry initiated project, sponsored by the National Energy Research Development and Demonstration Council, has worked for two years in developing design guidelines for underground coal mining machinery.Continuous miners and shuttle cars were selected for the initial development of design guidelines as these machines were linked with 7500 lost workdays and 490 reported injuries during the preceding two years.

Remote monitoring of geological situation at distant regions with complicated relief, including reliable detection of the rock falls and estimation of the scale of accidents, is of great importance for practical needs. In the paper, vibration data, caused by fall of sample objects and registered by cable sensors, are processed and analysed in order to construct some measure for the indirect evaluation of weight of fallen objects. Nonlinear models, which based on artificial neural networks (ANN), are proposed for the signal presentation. To improve and simplify the learning and classification abilities of the whole system, the aggregative learning method (ALM) is implemented. ALM features relatively low memory and computational resources needed for the procedure realisation, especially for data classification (recall) stage, in compare to conventional methods. The validity and efficiency of the proposed approach are tested through its application for rock fall detection and weight evaluation system using cable sensors and mobile communication network. Classification abilities of the proposed approach are shown useful for estimation of the fallen object weight. Characterised with high computational efficiency and simple decisionmaking procedure, the derived method can be useful for simple and reliable real-time monitoring system design.

The main factors controlling the electro- winning of zinc from impure aqueous sulphate electrolytes are reviewed. Zinc, hydrogen and impurities are deposited at the cathode. The current effic- iency for zinc is increased by increasing zinc/ acid ratio and current density and by decreas- ing temperature; and may be unchanged, increased or decreased by the presence of impurity ions. A qualitative comparison of observed and predicted impurity effects is in reasonable agreement. Quantitative treatment of the effects of impurities and cell additives is not available. A tentative explanation of the time dependence of current efficiency in the presence of some impurities is provided. The forms in which impurities are deposited is substantially unknown. Impurities may be classified according to the extent of cathodic deposition. Procedures for control of cathodic deposition of impurities are outlined. The main anodic reactions are the forma- tion of oxygen, manganese dioxide and sulphuric acid. Minor reactions include the oxidation of lead, silver, cobalt and chloride. There have been many developments in recent years in pipeline transport to enable them to be more widely used in industry. Substantial tonnages of materials that are not affected by water, such as coal and other minerals, aggregates and wastes, can be moved over considerable distances in quite small diameter pipes. Where there are no existing road or rail facilities, long-distance pipelines are usually cheaper to install, and this advantage increases in difficult terrain. Pipeline operators all over the world assert that hydraulic lines pay for themselves in a relatively short time, in spite of the heavy capital outlay, and this is equally true for lines convey-ing slurries or pastes within a plant complex.'This paper reviews some of the more important investigations in the hydraulic transport field. Although reference to systems carrying a wide range of materials is made, the majority of recent published data centres on coal transport.The paper looks at the application to a wide range of particle sizes, the development of non-aqueous slurrying media and coal/water fuels. The review also looks at some of the equipment being proposed to provide more reliable operation and in particular the range of solids-handling pumps now available.-The paper goes on to identify areas where further research and development is required and some of the many organisations undertaking this work.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The Kellogg slag fuming model is extended to apply to the Port Pirie plant which uses recuperative heating of secondary air. Exten- sive investigations of plant operations pro- vide parameters for use with the model, and verification that the resulting model provides simulation which is very close to actual plant performance. The model is used to_deter- mine optimum slag fuming operating conditions, and the results of several other investigations with the model are briefly described.

Truck/shovel operations constitute 50 - 60 per cent of the cost of open pit mining operations. Mining companies, therefore, are constantly seeking to close the gap between actual truck/shovel productive capacity and maximum potential truck/shovel capacity. This paper analyses the performance of a mixed truck/shovel fleet in an open cut coal mine in Australia. It analyses operating delays, and proposes a novel graphical means of determining truck-limited or shovel-limited operations. A goal seeking algorithm is advanced in order to maximise truck/shovel match factors (MF) and hence optimise fleet productivity.

Full aerodynamic design development of the proposed fans for the enlarged primary ventilation system at Mount Isa Mines Limited was initiated before tender specifications were prepared. Theoretical and analytical design studies were made of many possibilities to determine the optimum proposal. Major considerations were efficiency, simplicity, standardization, and mechanical feasibility. Model testing and experimental work covered blading design, inlet shape, diffuser and tail fairing dimensions, instrumentation requirements, ancl noise studies.Theoretical and predicted performance estimates were prepared for the three 20 ft diameter vertically mounted axial flow fans.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

Mt. Whaleback, the property of the Mt. Newman Joint Venturers, contains more than one thousand million long tons of high grade hema- tite averaging 64% Fe, ranging from 70%, the grade of absolutely pure hematite, to 54%. The ore occurs in the Dales Gorge and Joffre Members of the Brockman Iron Formation. The interbedded shale bands common in other orebodies occurring in these horizons are seldom more than a few inches thick and are commonly partially enriched to about-35% Fe. In the generally hard, massive hematite orebody, the gangue minerals tend to break preferentially to the fines, or -6 mm product, and for this reason it is of a somewhat lower grade than the lumpy product. The control of the chemical qualities is concentrated on the fines product for it has been found that maintaining the iron and alumina levels in this product ensures that all chemical specifications are met in both the lump and fines products. Physical qualities are monitored to ensure that the physical quali- ties of decrepitation and degradation of the lumpy product are maintained at levels accept able to the buyers.

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. In this study the light sparse phase search (SPL_Lt) mode on the Mineral Liberation Analyser (MLA) was successfully used to identify and quantify the abundance of rare earth element (REE) phosphates in Precambrian iron formations. Monazite (light REE phosphate) and xenotime (Y and heavy REE phosphate) are identified and data from the MLA combined with the mineral chemistry of the two minerals are used to calculate and model the expected REE concentration and distribution in these two REE phosphates. The REE phosphates account for up to 31 per cent of the REEs in the banded iron formations (BIFs) and excellent correspondence is observed between the modelled REE patterns and the whole rock geochemical data available for the same samples. Except for quantifying the mineral weights, the sparse phase search also allows for the localisation of REE phosphate grains and the observation of their association with other minerals using backscatter electron (BSE) imaging. These observations are used to conclude that the REE phosphates were most likely of diagenetic origin, with REEs and phosphate remobilised from primary chemical precipitates. It is demonstrated that automated mineralogical techniques can be used to qualitatively and quantitatively describe the influence of a rockÆs trace mineralogy on its geochemistry.

Performance of draglines in large scale overburden stripping operations is critical to the efficiency of a major section of the Australian Coal Mining Industry. Optimisation of dragline productivity requires an understanding of a range of operating conditions and constraints. One of the least understood of these operations is the process of bucket filling and how this may vary with respect to variable operating conditions.Studies conducted at The University of Queensland over a number of years into this problem have enabled the mechanics of excavating to be assessed for different types of fragmented rock. In relation to bucket filling, factors such as fill volume, digging time and energy consumption have been found to be significant factors in optimising bucket design, bucket rigging and operational techniques.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

The foundation of our industrial welfare lies in the success of our primary industries, and, so far as mining is concerned, it is hoped that for many years it will be a most important primary industry in Western Australia.
