The Bowen Basin of Central Queensland covers a total area of 3 200 000 ha. The Basin has proven reserves of about 24 000 000 tonnes of coking coal and steaming coal which constitutes about 70 percent of the known coal reserves in Queensland. Large scale open cut coal mining in the Bowen Basin commenced at Moura in 1959. There are now 16 open cut mines operating in the Basin and they collectively mine through about 3000 ha of land each year. Most of the land which has been mined has previously been used for extensive grazing. No mining has yet taken place on cropping land although coal reserves underlie land which has been cropped or has potential for cropping. The primary objectives of almost all of the mining companies operating in the Bowen Basin are to rehabilitate mined land to a stable and productive form which is compatible with surrounding land use which is dominantly grazing. The acceptability of these objectives is considered against the prospect of mining of cropping land and the qualified success of the return of rehabilitated land to grazing uses.

My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

Quite apart from economic considerations, the following performance parameters must be considered when selecting an explosive for a particular blasting operation. 1. total energy yield/kg, and more particularly, strain energy/kg and bubble energy/kg of charge 2. charge weight/m of blasthole 3. sensitivity of the charge 4. water resistance of the charge The effective division of an explosive's total energy into strain energy (SE) and bubble energy (BE) is explained as is the influence of each energy component on blast results. Because some rocks require a high strain energy for effective breakage, while others are most satisfactorily fragmented by bubble energy, values of SE and BE are more meaningful than those of total energy. Unfortunately, our extensive knowledge of the effects of certain variables on total energy has not yet been completely supplanted by the influence of these variables on SE and BE values. "Geometallurgy brings together geologists, mine planners and process engineers to extract meaningful mineralogical and textural information from an orebody, with a view to predicting its metallurgical response. Preferably, automated analytical techniques, which provide mineralogical and textural information, should process a large number of samples quickly, relatively inexpensively and reliably. Microfocus X-ray computed tomography (µXCT) is capable of producing 3D volumetric information on texture and mineralogy that satisfies some of these criteria. µXCT has been used extensively to study the porosity and internal pore structure of iron ore pellets as part of downstream processing. It has not been widely applied to earlier mineralogical and textural analysis of unprocessed ore, due to the limited ability of X-rays to penetrate high-density samples. Garnierite mineralogy in saprolitic ore of the Goro lateritic nickel deposit, New Caledonia , was investigated using X-ray diffraction (XRD), optical and scanning electron microscopy (SEM) and electron microprobe (EMP) analyses. These conspicuously, green-coloured phases occur either as submillimetre to centimetresized veins or as æbookletsÆ arranged in, macroscopic (subcentimetre sized), accordionlike structures supported in an undifferentiated matrix of mixed ÿ7+ and ÿ10+ phases. Within the veins, nickel for Mg solid solution increased from ten wt per cent NiO at the edge to 34 wt per cent NiO at the core, with vein edges comprising Ni-kerolite with <1.5 Ni per formula unit (pfu) grading to pimelite containing >1.5 Ni pfu at vein cores. The æbookletsÆ comprised nTpouite of formula, (Mg0.67Ni1.59Fe3+0.05)(Si2.17Al0.22)O5(OH)4 and averaged 30 per cent NiO. SEM element mapping highlighted the distribution and mineralogical association of Ni and Mg and emphasised the inverse relationship between Ni and Mg at the macroscopic (thin-section) scale. In a minerals processing context, sustainability is about using natural resources more efficiently to achieve maximum economic benefits with minimal environmental impacts. It embodies five overarching themes, which the paper will illustrate with practical examples from Australian minerals processing plants. These are:resource utilisation and materials efficiency,process waste reduction and enhancement of co-product values,reduction of water use and impacts,reduction of energy requirements and greenhouse gas emissions, andenhanced control of minor elements and toxic materials. Sustainability could be embedded profitably in minerals plant design in three dimensions: 1.technology,2.design, and3.operations. This presentation discusses a set of principles that could be applied to minerals processing technologies and provides an outline of sustainability assessment and opportunities evaluation tools. The application of the tools is illustrated through a case study by analysing a suite of nickel processing technology routes. The analysis reveals that current generation of nickel processing technologies do possess real potential to emerge as sustainability champions in integrated processing of nickel ores and concentrates, if they are designed, engineered, and operated for sustainability and adapted effectively to site specific constraints and opportunities. The paper will address data gaps and uncertainties regarding the impact of scaling up of pilot-plant performance, and provides strategies to overcome them.

This paper describes a steam outburst in a metal mine which occurred in December 1992 in Japan, resulting in two fatalities. The outburst occurred just after blasting in a heading face 600 m below surface (SL-50 m), 1664 m from a mouth of the mine. The scale of the outburst was large and the fragments of the outburst spread up to 34 m from the face, the total volume of the outburst was estimated to be 206 m3. The outburst materials were mostly clay originated from the typical surrounding rock of sulfide ore and basalt. The shape of the larger outburst fragments were slabs with a thickness of 10 to 20 cm. The victims were found in a main ventilation air shaft, 175 m and 380 m from the face, respectively. The mine mainly produces copper, lead and zinc. The face was ventilated by a 560 mm diameter duct with a fan and the strata temperature of the rock was estimated to be in the range of 120 to 140¦C. There is a famous hot spring near the mine. A thorough investigation into the unprecedented accident was made including an on-site inspection and investigation of rock characteristics in laboratories.

A synthetic gold-silver telluride material (mainly sylvanite) has been prepared and its physical and chemical properties checked. Flotation tests using a Hallimond tube were conducted using commercial xanthate collectors. At collector concentrations of 10-3M with the addition of 5 × 10-4 M CUS04, no obvious differences in the mineral recoveries were seen irrespective of whether amyl, secbutyl, isobutyl or isopropyl xanthates were used. However, when the concentration of xanthate was reduced to 10-4 M or in the absence of the copper sulphate activator, the effectiveness of the collectors was in the order: amyl > secbutyl > isobutyl > isopropyl > ethyl. Changes in the slurry pH appeared to have little effect on the recovery of the telluride mineral.Leaching tests of the precious metal telluride showed that both gold and silver dissolve in alkaline oxygenated cyanide solutions but at a much lower dissolution rate than metallic gold or silver. Both leaching tests and electrochemical measurements indicate that the dissolution rate of gold-silver telluride is controlled by the pH and cyanide concentration of the leachant.Roasting the gold-silver telluride materials in air at temperatures between 550 and 750°C resulted in its decomposition into a metallic gold-silver alloy and tellurium dioxide.

The emerging discipline of ‘geometallurgy’ is not new but is becoming increasingly recognised as a discrete and high-value activity. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance behaviours. A key outcome is enhanced economic optimisation of mining and improved risk management tools.Industry recognition of the need for large-scale, integrated research to support this emerging area resulted in commencement of a major ongoing initiative in mid-2005. The AMIRA International P843 ‘GeMIII’ project (Geometallurgical Mapping and Mine Modelling) is a cross-discipline collaboration involving a number of world-class research organisations supported by over 20 industry sponsors.The project is delivering integrated tools and methods which link intrinsic rock characteristics to prediction of mineral processing performance. These indices must be capable of spatial distribution in 3D resource models and incorporation into mine planning and optimisation. A key aspect is provision of new cost-effective tools and methods which can provide the large numbers of measured and estimated data points required to undertake effective modelling and spatial distribution. The integrated methodology and enabling technologies being developed through the ongoing AMIRA GeMIII project are outlined, together with implications for supporting industry best practice.

Carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite yields a magnesium bicarbonate leachate with a substantial soluble iron concentration. The iron concentration depends upon the leaching conditions (particularly time, temperature and pulp density) but is generally in the range 0.005-0.5 g/litre. If this soluble iron is not removed prior to the precipitation of the magnesium as a hydrated carbonate, then this product will be contaminated by the iron, and will not yield a final product (high-purity magnesia) that meets specifications.The soluble iron content of the magnesium bicarbonate leachate can be reduced to an acceptable level by addition of solid aluminium sulphate either during carbonic acid, leaching of the crude calcine or to the clarified leachate. Chemical analysis and X-ray diffraction revealed that the iron is precipitated as an iron-containing hydrotalcite-type compound, [Mg6(Al,Fe)2(OH)16]CO3.4H2O. The actual composition of the precipitate depends on the amount of aluminium sulphate added and the precipitation technique used. Because precipitation of iron in this manner also results in reduced magnesium recovery from the leachates, It WIll be necessary to develop methods for recovering the magnesium component of the precipitates.

Vatukoula is a gold mining township situated at the south-west periphery of a Tertiary caldera which measures 3 miles by 4 miles. Erosion of the caldera resulted in the formation of a topographic depression, called the Tavua basin, covering about 30 square miles. This area, also known as the Tavua Goldfield, has been the site for spasmodic prospecting since the initial discovery of gold in 1932.The mineralization at Vatukoula is typically epithermal with the gold occurring as tellurides, auriferous sulphides, and to a much less extent as native gold. The lodes are confined to three major structures i.e. north-west shears, flatly dipping structures (flat makes), and local shatter orebodies.Within these structures, at least five types of controls are recognized to account for the localization of the oreshoots. The dominant control is structure.The lode structures are related to the overall structural pattern of the Tavua basin. This pattern, which is controlled by the collapse planes of the caldera and a north-west shear system, produced a "shatter block" atVatukoula and elsewhere around the caldera.Structural analysis indicates there are certain areas in the Tavua basin where exploration could be rewarded by the discovery of orebodies with similar controls to those of the productive Vatukoula block.

The Pasminco mine at Rosebery in north western Tasmania is a medium sized underground base and precious metals mine. In April 1992 a major wedge failure of approximately 5000 t occurred in the backs of a main access drive to the 18 level H Lens orebody. This collapse prevented access to 190 000 t of ore which had been scheduled for production in July - August 1992. At the time of the collapse, the mine was in a transition period between mining small pillar remnants of several other orebodies and developing to the new deeper J Lens orebody.The development at this orebody was behind schedule and it was necessary to find a cost-effective and timely alternative to a 75 m bypass drive around the fall area.A Lysaght- Fletcher multiplate steel arch was available on-site from a deferred surface road project and it was decided to use this arch to regain access through the fall area. Due to the danger of continued minor falls, the entire 18 m long, 3.95 m high x 4.5 m wide tunnel had to be assembled in the 4.7 m wide x 5 m high accesss drive and pushed into the fall area as a single unit.

A range of explosives has been specifically developed for soft ground blasting. These explosives can be used in both wet and dry blasting conditions, range in density from 0.3 - 1.2 g/cc and range in VoD from 2 - 4.5 km/s. This range of explosives has the potential to be tailored to ground type and is predicted to be suitable for a variety of applications which include: blasting in soft to medium overburden, coal blasting, wall control, and low vibration blasting. Trials have been conducted in several applications with encouraging results. Several cast/throw blasts have been conducted with these products partially replacing either ANFO or Heavy ANFO. The results from the blast have been equivalent in cast (per cent) and at reduced cost per unit volume. These products have also been used in presplit blasting and have again achieved equivalent or better results when compared to conventional presplit blasting at a lower cost per unit volume. This product has also been used in a vibration sensitive area replacing traditional explosive products, and generating excellent fragmentation and digging whilst maintaining vibration limits. This new range of products, NOVALITE, has shown great potential in many applications either reducing cost per unit volume, improving wall quality or improving productivity in environmentally sensitive areas.

Acidic drainage has long been recognised as the largest environmental liability facing the mining industry, and to a lesser extent, the public, through abandoned mines. The Canadian Mine Environment Neutral Drainage (MEND) initiative was the first international multi-stakeholder program to develop scientifically based technologies to reduce the effect of acidic drainage. The original MEND Program extended over a nine-year time frame ending in 1997, with technology transfer activities continuing to the end of year 2000 under the MEND 2000 program. Both programs have contributed enormously to the understanding of acidic drainage and how to prevent it. MEND3, launched in 2001, intends to further this effort with a strong, research-driven program. The successes of the MEND initiative have come through the collaborative efforts of the partners, the sharing of experiences, the thorough evaluation of technologies and their incremental improvements. As a result, the knowledge base on acidic drainage has grown considerably. An international model of alliance between the various worldwide initiative involved in acidic drainage is being formalised at this conference. This global alliance will enhance technology transfer capabilities and will lead to improved environmental performance for the industry. It is through collaboration that we have achieved the most progress in environmental performance, and this formal relationship will further expand these benefits.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.

Queensland Mines Limited operates a small uranium treatment plant at Nabarlek in the Arnhem Land Aboriginal Reserve, some 265 km due east of Darwin. It was the wish of the local Aboriginal people that the ore be treated over an eight year period and that no township be constructed in Arnhem Land. Due to these wish- es it was decided to house employees and their families in Darwin and fly the employees to the minesite for work rosters. A singleman's style camp only was constructed at Nabarlek. To satisfy the Aboriginal people's wishes all recreation time is spent offsite thus lead- ing to a roster system whereby employees spend three distinct periods of 6, 6 and 4 days on- site, broken by recreation periods of 3, 4 and 5 days in Darwin, during each 28 day period. Employees are divided into four opposing rosters, which allows at any given time for approximately half the workforce to be onsite and the other half on rest and recreation leave in Darwin. This method of staffing has generally proved to be most satisfactory although at times problems arise, in terms of both product- ion and social effect not normally encountered when operating within more conventional circum- Stances.

Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. The appearance of the Cornish miner in South Australia was, in the simplest terms, the result of resource development economics. In Cornwall in the middle of the 19th century tin and copper mining was declining, while in the new colony of South Australia copper mining was booming. Experienced hard rock miners in Cornwall there- fore escaped unemployment at home by accepting an assisted passage to South Australia. There, in a colony where they were needed, they made their skills available and received good wages. There are many testimonies which support this simple thesis. Take for example the following extracts from contemporary newspapers in Corn- wall: Persons of small capital will find this an excellent opportunity for emigrating to the young and thriving colony ... The miner will find a rich and unbroken field for his operations. The Colony abounds with minerals... (West Briton, 19 July 1844) Miners make a great deal of money here (South Australia). The State Electricity Commission of Victoria (SECV) operates 13 excavators, 3 travelling stackers and 4 mobile slew conveyors in their three open cuts in the Latrobe Valley. The majority of these machines have been designed and constructed to a German design code current at the date of order. The SECV has always ensured that the machines were manufactured and erected to the appropriate standards. The SECV has a policy of having all machines inspected by an independent inspector every two years. These inspections are based on those carried out in Germany. The inspections have been carried out by inspectors from Germany who have the necessary experience to do similar work in German open cuts. Major faults found during the inspections have been repaired, however,the gradual breakdown of corrosion protection system has continued. The structures on some machines have areas of bad corrosion. This, coupled with wear on major mechanical equipment, would require an extensive outage to overhaul the machines. Refurbishment of Hazelwood Power Station will result in higher levels of production and extended life for the station. This will require improvement in the total output from Morwell Open Cut (MOC). To meet this increased coal demand, the open cut equipment will need to operate more efficiently and for a longer period of life.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.
